The aim of this study is to develop a plan for university library evaluation with factors and their systems, and an evaluation process, based on the Korean University Library Promotion Act. This study adopts a consensus based method including open-ended interviews with various stakeholders around university libraries, a questionnaire survey, a public hearing, and numerous discussions with the stakeholders. Balanced Scorecard is adopted as a basic framework for the development of evaluation system, provides a balanced perspective on the whole aspects in the university library management, including factors and performances in the management, The proposed plan in this study is expected to help to examine whether the resources are used for reaching the goals in the libraries, and to contribute the growth of the university libraries.

인터넷과 디지털 환경은 지금까지 운영되어 왔던 학술정보시스템에 대한 재검토를 요구하고 있다. 도서관 운영에 있어서도 새로운 정보환경과 매체의 발전으로 인하여 자료의 수집에서 서비스 정보에 이르기까지 변화된 정보환경에 부합하는 평가모형의 개발을 요하고 있다. 따라서 새로운 정보환경과 매체 변화에 적합한 도서관의 운영과 서비스를 창출하기 위하여 국내외의 평가기준을 분석하여 디지털 환경에 적합한 대학도서관의 평가 항목과 평과 지표를 제안하고자 한다.

Digital reference services have been a key role in academic libraries in the context of various digital environments. The guidelines for the digital reference service are one of important aspects to improve the quality of services and system design and implement better services. In this study, by case studies and a questionnaire survey for academic librarians, the guideline for the digital reference service is suggested with three phases; plan, operation and evaluation. The guideline for the digital reference services suggested in this study is expected to support digital reference services in academic library environment.

본 연구는 대학도서관을 중심으로 전자 정보서비스의 현황을 파악하고 이용자와 사서의 인식을 조사하여 도입 초기단계에 있는 국내 대학도서관에 온라인 실시간정보서비스의 운영방안을 제시하기 위한 목적으로 수행되었다. 이론적 연구와 실증적 연구에서 분석된 결과를 기초로 하여 계획, 정책, 실행의 측면으로 운영방안을 제시하였다. 서비스와 이용자의 특성을 고려한 계획과 기존 전자 정보서비스를 반영한 정책을 기반으로 효율적 교육 및 홍보와 평가를 통한 실행이 요구된다.

This study analysed the long-term plans of academic libraries to raise their usefulness at universities in Korea. Especially, this study focused the evaluation of strategic plans, and drew an evaluation guideline based on the evaluation methods of strategic plan of academic library in foreign countries. This study checked the long-term development plans of academic libraries in Korea, and evaluated how much the core elements of strategic plan are reflected in the long-term plans. As the result, it has come out that there are more characteristics of operation plans as routine services than those of strategic plan as long-term view which contributes to the development of libraries in the long-term plans of academic libraries in Korea.

The purpose of this study is identify users satisfaction for an academic library in order to investigate problems in academic library management and to create library development strategies. This study, also, includes relative functions between academic education and academic libraries. The goal of this study is to suggest the models for establishing and operating the collaborative repository for academic libraries by region in Korea. For this purpose, author analyzed the status of academic libraries by provinces and types, the collection space shortage of academic libraries, location and evaluation criteria of collaborative repository. And based on these analysis results, author proposed the basic principles, key functions and practices to accomplish, architectural scales of the collaborative repositories, transfer criteria and ownership model of library collection, desirable management and operation unit of the collaborative repository.

In this study, the actual condition in operating Information Disclosure System and University Information Disclosure was investigated and analyzed for 413 universities which had their own homepages out of the total 414 universities, which were the targets of university information disclosure in 2008. To activate Information Disclosure System of the academic library, how to use Korea Library Statistics Items and National Libraries Operation Assessment Index as the standard of information disclosure, and how to use a national library statistics system effectively were suggested. In addition, to make University Information Disclosure efficient, the amendments about the status of books holdings and library budget were respectively suggested so that the items and contents of disclosure about the status of library support might be disclosed by focusing on the security of finance and the improvement of the academic library. In order to enhance the interest of universities and in society and policy, it is necessary for the academic library to make use of Information Disclosure System and University Information Disclosure as a major means.

The purpose of this study is to develop an evaluation indicator of institutional repositories to be used by participating university libraries of dCollection. Based on the literature reviews of digital library evaluation, core evaluation measures and criteria were identified. In order to verify the applicability and appropriateness of those evaluation criteria for institutional repositories, two methods were employed: A case study with sixteen university libraries and a Delphi study with twenty university libraries. The results of both studies led the development of an evaluation model which consisted of four evaluation dimensions and 29 criteria. This evaluation model should be utilized as tools for objective assessment and guidelines for improving institutional repository services by universities libraries in which the dCollection is currently Implemented or the future plan of the dCollection is underway.

새로운 정보환경과 매체의 발전으로 인하여 오늘날 대학도서관은 인쇄자료와 전자자료, 웹 자원이 공존하여 수집, 가공, 유통되고 있다. 이에 본 연구는 도서관 내·외적인 정보환경과 운영환경의 변화 요인을 수용하여 새로운 평가모형을 개발하고자 전통적인 도서관의 기능을 기반으로 하여 디지털 형태 정보의 수집, 가공, 유통을 통합한 하이브리드(Hybrid)형태의 디지털도서관 평가모형을 제안하고자 한다.
