The problems were found from the side of library and librarian, and from that of academic area, along with the lack of linking role of government agency. As solutions to enhance the usefulness of academic studies, this study suggests three points; the opportunities of communication of both sides, research based approach of librarians in the field and continuous field based verification from academic side. Currently librarians get limited help from the academic studies however, it is necessary to interact, correlate each other as subjects for mutual prosperity.

  • COVID-19 has been affecting the library, not to mention society as a whole. Especially, there are many changes in the role and service of the university libraries as all the classes of the universities are turned into non-face-to-face and the use of the university libraries is restricted. The changes in users' use of information and communication behavior due to COVID-19 could be an opportunity for new utilization of human and material resources the university libraries have and for the development of services. However, on the contrary, the university libraries could face another crisis if they fail to respond appropriately to current changes. Therefore, it is necessary to grasp, analyze the impact of COVID-19 and plan how to respond. A survey on the effects of COVID-19 and the response of the university libraries and the perceptions of the university libraries found that most university libraries are responding appropriately to COVID-19. However, a survey on the perceptions of the present and future of the university libraries under COVID-19 showed that many survey respondents think COVID-19 would have a negative impact on the university libraries. This means that the changes caused by COVID-19 are causing a crisis and anxiety in the university libraries. Therefore, by working hard together, the university libraries need to present the university libraries' new role, service and direction in the post-COVID-19 era as well as responding to the current situation.

Through the study, a few conclusions were derived. (1) To support the virtual university, the library services should be directed toward the operation of the full access - philosophy and should reflect the information needs of the off-campus students. The librarians should be equipped with the ability to make use of networked resources and to provide the document delivery services together with the ability to develop the web-based user training programs. The department of library and Information Science should educate the future librarian for the purpose of supporting the virtual university. (2) A written and agreed guidelines should be established to specify the philosophy, management, facilities, resources and services to support the virtual university. • In the knowledge society, alternative leadership induces voluntary participation by motivating the members through horizontal, emotional approach and responsibility. There is little theoretical discussion about theoretical research on alternative leadership and its applicability in university libraries. In this study, we will discuss the theoretical review of alternative leadership, the change of knowledge management paradigm in university library, the role of manager and librarian, and alternative leadership application. Through this, I would like to suggest the development direction for strengthening the leadership of the librarians who will lead the university library.

  • The aim of this study is to explore key strategy areas for academic library development planning in Korea. This study started with components of an academic library development plan that were identified in a literature review; those components included among others the major roles, functions, resources, and teaching and research support services of academic libraries. Upon interviewing library staff from 14 academic libraries, this study initially categorized those components into 4 overarching strategy areas and further subdivided them into 12 key components and 24 sub-components. That initial categorization was then reviewed by 6 scholars and practitioners, applying the analytic hierarchy process (AHP), by which this study analyzed the level of importance and priority of the strategy areas and various components. Based on the results, this study ultimately outlines 11 key components and 23 sub-components under the 4 strategy areas for academic libraries in Korea to take into consideration in their development planning.

  • The purpose of this study is to investigate the academic librarians' perception of the current status and establishment of the development plans of domestic university libraries to suggest ways to increase usefulness of development plans. And this study sought ways to establish the academic library development plan that reflected the key components of the development plan. To this end, a survey was conducted on academic library librarians, and in-depth interviews were conducted with the persons in charge of the academic library development plan to supplement the limitations of survey. The results are as follows. First, the establishment of academic library development plans tend to be formal and passive, and has limitation in eliciting cooperation between external organizations and academic libraries. Second, most academic libraries do not disclose their development plans on their websites. Third, the awareness of the leaders of the academic library organization needs to be preceded, and a task force needs to be formed to establish development plan. As a result of the study, it is suggested that 'active changes in the perceptions and operation method within academic libraries', 'external disclosure of development plans and strengthening cooperation', and 'strengthening the initiative and role of librarians' are needed as improvement measures.
