A Collection Policy provides a direction to an archive, but also provides a foundation for developing practical measures of planning and collecting process. In terms of a Collection Policy, it enables detail collection as regulations or codes cannot be as defined as the level of collection, thus, it allows systematic and strategic approaches in collecting former presidents' records. In the case of United States, where the same presidential system exists as South Korea, although the individual Presidential Libraries and Museums have different periods of collections, the Collection Policy was implement a half century ago that is used as a foundation data for record collection. However, the Presidential Archives in South Korea do not have a Collection Policy implemented that the collection is based on 'collection regulations' and 'collection plans.' In the comparison of the Collection Policy at the Presidential Libraries and Museums in the United States and the "collection regulation" and "collection plan" at the Presidential Archives in South Korea, it shows that while the Presidential Libraries and Museums' Collection Policy applies the characteristics of individual presidents that the collection comprises the records from more than the appointed period that it includes various personal records of relating figures, events, regions, and even personal interest; the records are written in detail to the detailed scale and procedure. On the other hand, the Presidential Archives in South Korea, the records collected based on 'collection regulations' and 'collection plans' do not sufficiently apply the individual features of the former presidents that the collections remain as general and unclear. This is due to the absence of a Collection Policy that systemizes and sustains professionalism and consistency of collection plans and procedures. Hence, this study is conducted to propose collection policy implementation measures by analyzing the Collection Policy of the Presidential Libraries and Museums in the United States and identifying implications for applying individual president characteristics.

The purposes of this study are to compensate for the deficiencies of the presidential records using the documentation strategy and to establish a long-term plan for collecting presidential records that should be considered as references in country governance. For these purposes, this study examined literature reviews, foreign case studies, and the presidential records collection of the United States and Korea, and conducted in-depth interviews in relation to the presidential records collection. Semistructured questionnaires were used for in-depth interviews and 15 target organizations, such as a foundation and memorial affairs agency, central government agencies, and university-affiliated organizations, were selected. A total of 14 records collectors of 12 organizations (82%) of all 17 records collectors of 17 organizations (100%) participated in these interviews, and the interview results were analyzed according to the grounded theory of qualitative research methodology. Based on the accumulated results, this study proposes an effective model in designing collection strategy and operating and collecting presidential records through the use of documentation strategies.

본 연구는 언어네트워크 분석기법을 활용하여 언론보도자료에 나타난 대통령기록물과 관련된 사회적 이슈를 분석하였다. 분석결과를 통해 대통령기록물 관련 이슈의 발생 현황 및 이슈의 구성요소를 파악할 수 있었으며, 대통령기록물 관련 이슈에 대한 시사점 파악 및 관련 연구의 기초자료를 제공하는 것을 목적으로 한다. 이를 위하여 국내 주요 언론사 중 하나인 조선일보를 대상으로, 주제어인"대통령기록물"을 포함하는 관련 기사를 수집하였다. 총 780건의 수집된 보도자료를 대상으로 언어네트워크 분석을 수행하였으며, 분석결과에 대한 시각화를 진행하였다.

The purpose of this study is to examine the management status of domestic presidential SNS records and to propose a management plan. Thus, the researchers examined cases of SNS records management in foreign countries, interviewed records officers in Presidential Archives, as well as conducted a status analysis of the presidential SNS records management status and the SNS accounts of former and current presidents. Based on the analysis, the current state of the domestic and international situations was analyzed. The researchers subsequently interviewed the staff in charge and found out what the problems in the current presidential SNS records management were. To solve the problems reflecting the characteristics of SNS records, a collection, management, and service plan was thus proposed. This study is meaningful in that it tried to discuss the management of the presidential SNS records and could be used as basic research of presidential SNS records.

Since the enactment of the Act on the Management of Presidential Archives in 2007, the cases of electronic records transfer in the 16th President Roh Moo-hyun's administration have played the role of an advance guard in managing public records and served as a test bed for new electronic records management. When transferring the electronic records of the 19th President Moon Jae-in's administration, the electronic records transfer method of President Roh's administration was inherited, while several innovative attempts were made. For instance, the Presidential Archives have for the first time converted the electronic documents from institutions advising the President into a long-term preservation package and transferred them online. In addition, considering the characteristics of the data, the administrative information dataset of the Presidential record creation institutions was transferred to the SIARD standard. Furthermore, the Presidential Archives had websites transferred in the form of OVF as a pilot test and collected social media directly through the API. Thus this study investigated the transition process of the presidential electronic records transfers from the 16th President Roh Moo-hyun's administration to the 19th President Moon Jae-in's. In addition, major achievements and issues were analyzed centering on the transfer method by type of electronic records during President Moon Jae-in's administration, and future improvement plans were presented.

The Presidential Archives collects and manages both the presidential records and historical archives related to the president which it subsequent provides to the people. Regardless of these special duties that meet the people's right to know, its awareness and study on the Presidential Archives has not been thoroughly satisfied. It is time to focus on providing service to share and utilize records and archives, as well as for preservation and management purposes. Therefore, this study proposes exhibition methods through storytelling, which is well-known, as it pursues the importance of developing various services for a more efficient usage and promotion of the Presidential Archives. This helps raise awareness about the Presidential Archives, attract group visits of children, and provides a good example for collecting archives and planing exhibitions.

The Kim Dae-jung Library is Asia's first presidential library and is a private presidential archive with over 250,000 historical materials. It mainly collects records related to the life of former President Kim Dae-jung, modern and contemporary history, and democratization, While most of the private presidential archives in Korea are operated by memorial foundations, the Kim Dae-jung Library is unique in that a higher education institution operates it. Accordingly, it aims to take an educational role in history and democracy based on records, providing free research space for researchers, and supporting research through records. This report introduces examples of the Kim Dae-jung Library's representative archival information service, an affiliated institution of educational institutions and private presidential archives, and presents the future tasks of the presidential archives.

This study analyzed social issues related to presidential records in press releases using semantic network analysis method. For this purpose, we 1) selected five major news medias in Korea - Chosun Ilbo, JoongAng Ilbo, Dong-A Ilbo, Hankyoreh, and Kyunghyang Newspaper; 2) collected relevant articles including the subject word "Presidential Records", and 3) analyzed issue trends based on timeline using semantic network. According to medias, the issue related to the presidential records were analyzed by comparing the specific keywords in terms of persons, entities, actions. At the results, It is possible to identify the reporting patterns and components of the presidential records related issues. And the difference of media characteristics according to news media tendency was derived.

This paper examines urgent issues of establishing the presidential library in relation to the current standing of the Government Archives and Records Service. As government records have been tremendously accumulated every year, the Government Archives and Records Service will be full within three years, which indicates that the constructing of new storage repositories is an emergent issue. In addition, presidential records are one of the most significant and influential public properties for preserving historical value and interpretation at the national level. Some serious concerns relating to the presidential library are raised for consideration. First of all, it is compulsory to preserve presidential records and to construct the presidential library. Second, the presidential library performs a variety of functions including the acquisition, preservation, access, reference, research, education, and display of presidential records as well as exhibits of public activities and administration personally and in public during the president' regime. A new presidential library should function as both of a depository and museum of presidential records through systematic arrangement and display. Thus a new repository of the Government Archives and Records Service should be co-constructed with the presidential library within the same boundary. Third, a newly constructed presidential library should be at least double- or triple- sized more than estimated in order to contain all related holdings. Fourth, to take custody of public records across the legislature, judiciary and administration, the Government Archives and Records Service should be directed by an official at the level of vice-minister and upgraded to an independent office such as "National Archives and Records Administration." Fifth, the presidential library's location and surrounding environments should be selected with careful planning.

This study aims to examine the change of awareness on presidential archives and records before and after impeachment by analyzing user frames. To achieve the goal of this study, prior studies of frame analysis were reviewed, and tweets of presidential archives and records before and after the impeachment were collected. This study conducted an analysis of Twitter and news extracted from Twitter using user frames and determined the differences between each frame over time. Afterward, five frames were set up to be used for the research through prior research and Twitter network analysis; changes in frames over time were examined by analyzing Twitter and news extracted from Twitter. Through such frame analysis, changes in the frame of presidential archives and records before and after the impeachment were examined, changes in public perception of presidential archives and records were identified, and areas of interest were determined. This study is significant as it identified changes in the public perception of presidential archives and records as well as in the areas of interest for the general public.
