The National Assembly Archives of the Republic of Korea has been using the National Assembly Archives and Records Management System, which added some archival function to the Standard Records Management System that they had previously developed. However, the Standard Records Management System has limits in order to reflect all the business functions of the National Assembly Archives, which also acts as an archival institution, because the system had been developed and distributed to perform the function of a records center. Moreover, the current National Assembly Archives and Records Management System focuses on the management of official records transferred in accordance with the regulations. For this reason, it is difficult to register and manage various record types such as records of the members of the National Assembly (related to legislative activities), oral history collected from the National Assembly leader, audiovisual records of proceedings, and so on. As such, this study analyzed the problems of the current National Assembly Archives and Records Management System and conducted case studies of the systems in the National Archives, the Presidential Archives, Changwon City, and the Cultural Heritage Administration. Through this research, it proposed that system functions, metadata, the target system of the National Assembly Archives, and the Records Integrated Management System need a development plan.
Twenty years after the Records Managemen Act was first enacted, the archiving environment has changed a lot. The advent of the electronic records environment, the importance of presidential records management, and the importance of managing private records have been a direct background to the 2006 revision of the Records Management Act. The field of electronic records management and the field of presidential records management have challenges and limitations, but have been steadily developing. However, in the private sector, archiving has not changed significantly compared to the voluntary activity. Now the maeul-community is calling for a response from the records management community. A society develops when the private and public sectors cooperate with each other and form healthy check-ups. In the archiving field, it must also become active through cooperation.

The purpose of the study is to develop the indicator and scale for evaluating the service environments of archives and to assess the physical service environments of National Archives of Korea (NAK), and then to suggest the alternatives to improve the current service environments on the basis of the results of evaluation. To achieve the purpose, the study designed three research phases: first, to develop the indicator and scale to measure the current service environments by merging universal design indicators and various standards of NAK for establishing facilities and environments on the basis of the barrier-free authentication indicators; second, to evaluate the current service environments of NAK with the newly developed scale; finally to suggest alternatives to improve the current environments on the basis of the evaluation findings. The study found that current service environments of NAK have critical limits on the areas and facilities to provide direct archival information services to users such as reference service desks, showrooms, education rooms, seminar rooms, etc. On the basis of the results, the study suggested the alternatives and further studies for making barrier-free service environments of archives.

The transition of the central government system to the cloud-based infrastructure is being conducted as the National Information Resources Service (NIRS, Ministry of the Interior and Safety) attempts to integrate government IT resources. In the early days, the transition was attempted as an infrastructure as a service (IaaS) for the cloud service of HW; however, currently, ithe transition is being converted to software as a service (SaaS) for the service of common business. Typical and common business is a document creation for government service and records management. Document creation is produced on cloud On-Nara system, and such system is deployed to central government agencies from 2015 to 2018, as well as the deployment to local government plans is to be gradually implemented after 2018. Currently, the records management is performed with the cloud RMS system, and such system is distributed to the central government from 2016 to 2018, as well as the dissemination to the local government is scheduled to be carried out, considering the adoption of the On-Nara system.
The year of 2013 is the first year that the new president takes the power and administrates the national affairs. In Korea, when the new president comes, the new administration brings big changes in the politics, economy, and society. The government management style has been changed according to the orientation and styles of the new president. Public records management is a critical and effective business tool to establish and carry out the government policies as well as an essential tool for democracy. Modern democracy is based on good governance. Creation and free use of full and accurate public records makes the good communication between the government and the public possible, and people's participation in the policy-making and surveillance of government activities for public good can work. During the present administration, communication between the president and the people was cutoff and people's participation in the national affairs have been further limited. Furthermore, in the present administration, the public records management was not regarded important, Whatever new administration comes, the year of 2013 is the time for the new administration to realize again the importance of the public records management and put it back to the normal track. Here are the major issues in the public records management to be concerned and resolved; (1) to ensure technological and institutional management of the electronic records in the government and safe transfer of the massive electronic records, (2) to establish an independent national records management and archives authority to be based on good governance, (3) to innovate the public records management in the public agencies including their agency records offices (RMO) and records management systems (RMS) (4) to establish local government archives and document local government policies and activities (5) supporting and promotion for documentation of the total society as a public service (6) expanding employment of professional records managers and archivists in the central and local governments, and standardization of professional competency and certification. In this paper, I will introduce the major issues in the public records management and suggest the policies and solutions that the Korean records professionals considered and discussed. This analysis and suggestions are the outcome of our professional considerations and discussions.

This study examines the status quo of Korean archives and records management from the Governmental as well as professional activities for the development of the field in relation to the new legislation on records management. Among many concerns, this study primarily explores the following four perspectives: 1) the Government Archives and Records Services; 2) the Korean Association of Archives; 3) the Korean Society of Archives and Records Management; 4) the Journal of Korean Society of Archives and Records Management. One of the primary tasks of the is to build the special depository within which the Presidential Library should be located. As a result, the position of the GARS can be elevated and directed by an official at the level of vice-minister right under a president as a governmental representative of managing the public records. In this manner, GARS can sustain its independency and take custody of public records across government agencies. made efforts in regard to the preservation of paper records, the preservation of digital resources in new media formats, facilities and equipments, education of archivists and continuing, training of practitioners, and policy-making of records preservation. For further development, academia and corporate should cooperate continuously to face with the current problems. has held three international conferences to date. The topics of conferences include respectively: 1) records management and archival education of Korea, Japan, and China; 2) knowledge management and metadata for the fulfillment of archives and information science; and 3) electronic records management and preservation with the understanding of ongoing archival research in the States, Europe, and Asia. The Society continues to play a leading role in both of theory and practice for the development of archival science in Korea. It should also suggest an educational model of archival curricula that fits into the Korean context. The Journals of Records Management & Archives Society of Korea have been published on the six major topics to date. Findings suggest that "Special Archives" on regional or topical collections are desirable because it can house subject holdings on specialty or particular figures in that region. In addition, archival education at the undergraduate level is more desirable for Korean situations where practitioners are strongly needed and professionals with master degrees go to manager positions. Departments of Library and Information Science in universities, therefore, are needed to open archival science major or track at the undergraduate level in order to meet current market demands. The qualification of professional archivists should be moderate as well.

Archival descriptions are significant in utilizing archives, as they are important tools for archival research and use. Meanwhile, content services are key services in modern society, where the use of archives and the importance of content are increasing. In this study, archival descriptions and content services were not viewed as different areas but as a relationship that could advance complementarily. This is because if archival descriptions are rich and well-prepared, high-quality content can be produced based on them, and archival descriptions can be enriched if well-made content is supplemented or linked to the descriptions again. This study intends to reveal the complementary relationship between archival descriptions and content services and propose an advancement plan based on this relationship. As such, the current status and problems of the archival descriptions and content services of the National Archives of Korea and the Presidential Archives website were analyzed, and the UK's National Archives (TNA), the USA's National Archives and Records Administration (NARA), the Seoul Metropolitan Archives, and the Korea Democracy Foundation's Open Archives were selected as exemplary cases for comparison. Based on the implications of the six analyzed institutions, an advancement plan for archival descriptions and content services, as well as a complementary development plan, was proposed. Through this study, it is expected that archival descriptions and content services will develop in a mutually complementary direction.
Since the launch of the Moon Jae-in government in May 2017, the records and archives community hoped to overcome the delays in records and archives management over the past nine years and to pursue record and archives management innovation. This article focuses on the record and archives management innovation that the National Archives of Korea has been pursuing in the public records and archives management sector for about 3 years until the first half of 2020, and evaluates the progress and contents focusing on the main agent, innovation plan, revision of laws, and major events.

In this research the issues of record management of national archives in Korea are classified into four categories: 1) improving the status of the Central Archives of Korea, 2) constructing a new national archives, 3) revising the law on the record management, 4) creating qualifications for a professional administrator for Archivist. 1) In order to strengthen the function of the Central Archives of Korea, it is very urgent to create a systematic mechanism in which the Central Archives oversees and administers public archives(documents) collected from all the public institutions not only under the Administration but also the legislature and the judicial authorities. 2) This paper suggests that a new National Archives should be a symbolic building representing Korea as archives. Considering the fact that Presidents archives will be a part of this new National Archives, it also suggests that artistic and decorative pieces which embody Korea's representative archives or people should be included in the building. The budget for these should be supplied by the government. 3) This paper looks at the matter of revising the law on Record Management in two respects: (1)strengthening the function of the Central Archives of Korea, (2)making it obligatory to produce archives not open to the public, or making a protection clause for secret archives. This paper proposes that the Central Archives of Korea will be able to collect all the public archives from all the public institutions, and to oversee and administer them by revising the 5th and 6th clauses of the current law on the record management. It also proposes that some laws which make it obligatory to produce archives for documents not open to the public, and which protect those secrecy. 4) Regarding the qualifications for a professional administrator for the record management, this paper suggests lowering the qualification a little to the bachelor's degree of the record management. Also it suggests taking into consideration the persons in charge of the record management in public institutions and acknowledging their qualifications after a certain period of training at the Central Archives of Korea or something like that. In addition, it classifies the ranks of the professional administrators according to their qualifications.
Recently, distribution of record via web and coefficient of utilization are increase. so, Archival information service using website becomes essential part of record center. The main point of archival information service by website is making record information retrieval easy. It has need of matching user's request and representation of record resources correctly to making archival information retrieval easy. Archivist and record manager have used various information representation tools from taxonomy to recent thesaurus, still, the accuracy of information retrieval has not solved. This study constructed record retrieval system based on Topic Map by modeling record resources which focusing on description metadata of the records to improve this problem. The target user of the system is general web users and its range is limited to the president related sources in the National Archives Portal Service. The procedure is as follows; 1) Design an ontology model for archival information service based on topic map which focusing on description metadata of the records. 2) Buildpractical record retrieval system with topic map that received information source list, which extracted from the National Archives Portal Service, by editor. 3) Check and assess features of record retrieval system based on topic map through user interface. Through the practice, relevance navigation to other record sources by semantic inference of description metadata is confirmed. And also, records could be built up as knowledge with result of scattered archival sources.
