The purpose of this study is to present a plan to simplify the issuance of public library loan membership cards for children under the age of 14, and to devise measures to promote the convenience of using public libraries and to promote their use. To this end, related laws and systems, related services, and systems were analyzed. The issuance cases for each type were derived and analyzed by thoroughly investigating the procedure for issuing loan membership cards for children under the age of 14 in 1,211 public libraries nationwide, and focus group interviews were conducted. Based on this, the "double diamond model" was employed among service design methodologies to propose step-by-step guidelines for simplifying the procedure for issuing public library loan membership cards for children under the age of 14, as well as improving the environment, such as the roles of stakeholders, laws, and systems.

VIP marketing strategy is mainly applied to commercial companies. This study proposed a plan to provide preferential services to excellent users of public libraries by referring to VIP marketing strategies. For this purpose, we surveyed 210 university students in their 20s and measured their Reliability, Empathy, overall usefulness for preferential service. As a result, 'Issue special membership card', 'provide exclusive lounge', 'additional book loan' services had common effects on three measurement items. Through these research results, this practical study can be used as a reference when public libraries implement preferential services in the future.

최근 도서관을 찾는 이용객들이 증가하면서 도서관의 시설이 넓어지고 좋아지고 있다. 또한 책의 종류도 다양해졌다. 시설이 넓어지고 직접 책을 검색하여 찾으러 가기 힘들어지고 시간 소요도 많이 된다는 불편함이 있고 도서 대출증이 없다면 책을 빌리기 힘들고 사서에게 부탁해야 한다는 번거로움이 있다. 본 시스템은 이러한 문제를 해결하기 위해 이용객의 스마트폰에 회원 정보가 담긴 바코드를 부여하고 대여할 책을 로봇이 이용객에게 가져다주는 기능을 제공한다. 이로써 대출증 소유의 불편함과 책을 찾는 불필요한 시간을 단축할 수 있다. 또한 로봇을 이용하는 도서관이라는 타이틀로 이용객이 증가할 것으로 기대된다.
