정보처리기술이 발달함에 따라 원자력시설에 대한 사이버침해 가능성이 갈수록 높아지고 있다. 방사능방재법 및 관련 법령에 의거하여 국내 원자력시설은 각 시설 별 사이버사건 비상대응 절차를 수립하고 절차의 유효성 및 비상대응조직의 대응역량을 제고하기 위한 목적의 주기적인 사이버사건 대응훈련을 실시하고 있으며, 규제기관의 독립적인 훈련평가 결과를 통해 많은 개선사항이 도출되고 있다. 본 논문에서는 현행 원자력시설의 사이버사건 대응훈련 체계를 분석하여 사이버사건대응 훈련 정책의 개념에 대해, 국내·외 기준에 따른 사이버사건 대응훈련 정책의 요소를 식별하여 이를 개선하기 위한 구체적인 규제방안을 제시한다.

Emergency response guidelines play an important role which reduce consequence of accident. For development of useful emergency response guidelines, engineering methodology should be applied to the development procedures. In this study accident propagation model, bow-tie methods, emergency response decision methods were applied to existing emergency response guideline develop procedure. In this way, this study suggest generalized emergency response guideline develop procedures. Also a sheet was developed using suggested procedures to make sample guidelines for a case.

The purpose of this study is to define emergency response procedures by BDMS [Building Disaster Management System] when earthquake occurs on long-span bridge structures. The study is about developing a computer-based algorithm for various earthquake intensities that works with the System. Presently, long-span bridge disaster prevention relies on closed-system centered on human intervention alone. However, this study combines IT technology and internet-based open system creating a more practical system. Additionally, assigned duties and tasks are clearly defined to all personnel involved in various disaster situations using the Active Action Diagram(AAD) techniques. Also, the design of 3-dimensional view assists to determine the appropriate initial response in times of earthquake and other disasters. The combination of the existing manual emergency response procedures and the scenario-based (IT) response system being developed will create an efficiency and fast response actions in times of emergencies.

The generation, verification and validation of Emergency Procedures for Nuclear Power Plant is a difficult and complex process. Atomic Energy Control Board(AECB) requires that emergency procedure and plan be produced before obtaining the Operating License, that is, detailed plans and procedures to handle emergency situations for both on-site actions and off-site actions be developed. In this report Emergency Operating Procedures Standard for Canadian Nuclear Utilities which makes reference to U. S. practices and the current direction of emergency procedures for CAN-DU reactors are reviewed and compared based on scope(events covered), methodology (event-oriented or symptom-oriented or hybrid) and format(method of presentation) preponderantly, and an attempt is made to integrate these procedures and as a result the recommended strategy for Wolsong unit 2, 3, & 4 is presented as event-specific procedures, generic procedures(when event is not diagnosed) and whose format is combination of logic diagram and text.

본 논문에서는 PKI(Public Key Infrastructure)의 주요 응용 프로토콜 중에서, 인증서를 발급하고 인증서를 전달하는 절차, 인증기관간의 믿음을 확장하기 위한 상호 인증과 관련된 절차, 인증기관이 인증서를 발급 받는 최종개체의 공개키에 대응되는 개인키를 소유하고 있음을 증명하는 개인키 소유 증명(POP: Proof Of Propession)절차, 인증기관의 암호키 생신을 위한 절차 등과 같은 인증서에 대한 관리 프로토콜(CMP: Certificate Management Protocol)에 대하여 중점적으로 논의 하고자 한다.

우리나라는 매년 반복되는 가뭄으로 사회·경제적 피해가 발생하고 있다. 정부에서는 가뭄에 대응하기 위한 대응방안을 마련하고, 지방자치단체 및 유관기관을 중심으로 용수배분 등을 위한 가뭄 대비 훈련을 시행하고 있다. 그러나 가뭄 훈련을 준비하고, 계획하기 위한 가뭄 특성을 반영한 훈련 기준이 미비한 실정으로 가뭄 훈련을 위한 기준의 필요성이 요구되고 있다. 본 연구에서는 미국의 가뭄 훈련 현황을 조사·분석하여 시사점을 검토하고, 국내 가뭄 훈련을 위한 절차를 제시하였다. 미국은 가뭄 시나리오를 기반으로 가뭄 훈련을 할 수 있도록 제시하고 있다. 가뭄 피해 및 가뭄 대비를 위한 사항을 제시하고 있으며, 워크숍, 게임, 도상훈련, 기능 훈련 등의 훈련 종류를 제시하고 있다. 또한, 훈련을 시행하는 데 필요한 고려사항을 제시하고 있어, 체계적인 훈련 계획의 수립이 가능하도록 하고 있다. 미국의 사례를 검토한 결과 가뭄 훈련 계획 수립을 위한 기초지식부터, 훈련의 종류, 훈련시 고려사항, 훈련계획 수립 절차를 체계적으로 제시하고 있다. 그러나 우리나라는 모든 재난 유형에 대한 범용적인 훈련 지침을 제시하고 있어, 가뭄으로 인한 피해 대응의 특수성을 반영하지 못한 한계를 가지고 있다. 본 연구에는 미국 사례 분석 결과를 바탕으로 훈련 계획을 수립하기 위한 절차를 제시하였으며, 가뭄이라는 재난의 특수성을 반영하고, 훈련을 좀 더 내실있고, 체계적으로 추진하기 위한 가뭄 훈련 지침이 필요한 것을 확인 할 수 있었다.

A Study on the Countermeasures against International Computer Crime focusing on the Police Investigation Procedure. These days, much more intelligent, varied and advanced techniques for computer crimes have been used than for development of technology. In particular, it has been reported that the damages are enormous. Damages of some computer crimes can not be accurately reported. This study is to speculate specific types of computer crimes and obtain its prevention and countermeasures centering on the Police Investigation Procedure. In particular, it is to speculate international cooperation under the condition that global damages occur frequently due to preparation of advanced network environment.

The March 29, 2016, amendment to the Civil Procedure Act introduced changes to the appraisal procedures, including new obligations for appraisers, changes in the modes of appraiser testimony, and questioning of appraisers through video conferencing, with all seemingly aimed at procedurally addressing the issues with appraisal in the context of court proceedings. The changes introduced by the amendment also affect the appraisal procedures for copyrights. In light of the above, this article examines how the amendment to the Civil Procedure Act affects the appraisal procedures for copyrights. Specific issues covered by this paper include: appointment of additional appraisers, prohibition of delegated appraisal, operation of the multiple appraisal system, disclosure of participating experts, proximity of the appraiser system, and congruence of areas of expertise.
