Competition between international Hub ports has been more and more intense. In order to invigorate itself, Gwang-Yang port has been making multilateral efforts. However, it has not still reached 300Millions TEU which is the standard to be permitted as a self-reliance Hub port. Therefore, a functional modification of berth should be considered. This study suggests to transform container berths to general berths. This article is focused on reserve berth mode of Gwang Yang hub port and selected three kinds of berths as alternative subjects of the study: general berth, exclusive berth, and multipurpose berth. This research has conducted that The subjects of the survey were in relation with Logistics as professional mutually group about Gwang-Yang hub port. The measurements of this survey were measure section and factor. Also, Fuzzy AHP(Analytic Hierarchy Process) was applied to the survey. According to the result, by measuring weight values of alternatives, the best favored one was multipurpose berth expect stability (32.6%), Exclusive berth was graded the most among the alternatives. Also, based on total weight value, the order of priority is as follows: multipurpose berth(38.2%), exclusive port(33.7%), general berth(28.1%).

Inspection system which was performed in the past selected the final winning bidder by separating Pre-Qualification, the basic design evaluation and price evaluation. However, turnkey and alternative bidding construction has selected way to determine the successful bidder as the best design and the most low cost method, comprehensive evaluation method (bid price adjustment, design score adjustments, weights standard), the best design and the fixed amount method from january 1, 2010 to the present. Due to these institutional problems, orders institutions were often a way to determine the successful bidder to apply differently for identical or similar construction. Therefore this study winning bidder selection criteria through analysis of construction the number and construction order performance, order performance by work division and institutional orders, the weights bidder order performance and orders status of turnkey alternative tendering construction to civil part performed in domestic.

Contracting out became popular in the public library sector since the early of 2000s. It is expected to lower cost of service provision, improve the quality of service provision, better timeliness of service through the discipline of the market and open competition. In practice the expectation was questionable. The numerous failures indicate either poor contract specification or unsuitability of the chosen contractor. The study analyzed 3 case studies of local governments where the entire entity of the public libraries service were decided contracting out and developed 5 criteria and 18 specific evaluation items as alternative evaluation structure. This evaluation model is expected to help to choose a suitable contractor in pubic library management.

The high-rise building construction field in the urban area is short of working space because it is surrounded by adjacent buildings and nearby roads. The insufficient space causes problems of interference and conflicts in transporting materials and working at the site. These problems can be resolved partly through the proper selection and layout of temporary facilities. A method proposed in this paper supports a decision-maker to evaluate and select the alternatives of temporary facilities plans by establishing and analyzing processes and influence factors of them. Knowledges considered in planning temporary facilities layout are structurized and a program is implemented for a field manager. Case studies are performed to evaluate the feasibility and applicability of the proposed method.

인천지역은 지형이 낮은 관계로 배수가 원활하지 못한 지역이 있고 또한 서해안 특유의 높은 조석간만의 차이로 인하여 만조시에는 배수가 어려워 침수가 발생하는 지역이 많다. 이에 대하여 매립된 인천교 주변 하수관거의 통수능을 수치해석을 통하여 분석하고 배수 체계 및 인천교 주변의 내수 배제에 대한 문제점을 파악하여 침수 개선방안을 제시하므로써 인천교 주변 매립지의 침수피해를 경감시키고자 하였다. 통수능 분석을 위한 수치해석 프로그램으로 SWMM모형이 선정되었으며 보다 정확한 해석을 위하여 대상 유역을 수십 개의 소유역으로 구분하여 소유역의 유출을 계산한 후에 관로 내 흐름에 대하여 해석을 실시하였다. 소유역에서의 보다 정확한 유출량 산정을 위하여 평균유출계수(C값)를 사용치 않고 소유역마다 산출된 별도의 유출계수를 이용하였다. 유출량 산정을 위한 강우강도는 기존의 인천대공식과 최근의 강우량을 감안한 해석결과를 비교하여 기존의 인천대 공식 사용이 가능함을 판단하고 이를 사용하여 20년, 30년 빈도의 확률강우강도를 산정하였다. 설계빈도에 대하여 유역 내 침수 피해를 경감시키는 4개의 대안을 선정하여 각각의 대안에 대한 해석을 실시하여 침수피해 개선효과를 비교하여 최적의 대안을 판단하였다.

지속가능한 대북 에너지 지원체제 정립을 위한 논의의 일환으로서 대북지원 최적 신재생에너지원을 선정하기 위하여 AHP 방법론을 이용한 분석을 수행하였다. BCR을 이용하여 속성을 구성하였으며, 정책전문가, 기술전문가, 외국인 및 내국인 등 15인의 전문가들을 대상으로 설문조사를 실시하였다. 분석 결과 풍력에너지가 가장 적합한 에너지원이라는 결론이 도출되었다. 또한 응답자들의 특징에 따라 그룹을 설정하여 분석한 결과 기술전문가들은 태양열에너지를, 정책전문가들은 풍력에너지를 최적의 대안으로 평가했으며, 정책전문가들 중 국내 전문가들은 소수력에너지, 국외 전문가들은 풍력에너지가 최적 대안인 것으로 평가하였다.

합리적인 교량 대안선정을 위해서는 설계 시 경제성, 경관성, 안전성 및 기능성, 유지관리 용이성, 시공성 등 다양한 속성을 고려하여야 한다. 이 중 경제성은 초기비용뿐만 아니라 공용수명에 걸쳐 발생하는 유지관리비용, 보수 보강비용, 해체 폐기비용 등의 합인 총 생애주기비용에 대해 최소의 비용으로 최상의 가치를 창출하도록 하여야 한다. 본 연구에서는 건설계획과정에서 대표적으로 고려될 수 있는 대안으로 세 가지 교량 형식(강상자형교, 소수주형교, PSC-I형 거더교)을 대상구조물로 선정하고 교량의 공용수명은 상태등급곡선으로부터 추정한 내하율 곡선을 사용하여 산정하였다. LCC최적설계를 위해 설계변수, 제약조건, 목적함수를 구성하였고, 총 생애주기비용을 공용수명으로 나눈 연간생애주기비용을 사용하여 하여 합리적인 교량의 경제성 분석을 수행하였다.

본 연구에서는 AHP(Analytic Hierarchy Process)를 이용한 열 흐름상 에너지시스템의 평가와 함께 그 결과로서 시스템 대안들에 대한 우선순위를 제시하였으며 이를 통해 열공급 시스템에 대한 최적 의사결정을 도출할 수 있는 평가모형을 정립코자 하였다. 일반적으로 AHP 방법은 복잡한 의사결정 문제를 체계적으로 세분하여 분석할 수 있도록 하는 도구를 제공한다.(중략)

인터넷의 확산과 컴퓨터 기술의 발전으로, 기존에 인트라넷 환경에서 사용되던 정보 처리 시스템을 인터넷 환경에서 사용할 수 있게 하려는 노력들이 활발히 진행되고 있다. 그리고 그에 따른 수많은 대안들이 나타났으나 이런 대안들의 성능에 대해서는 신뢰성을 갖기에 부족함이 많았다. 본 논문에서는 인터넷으로 확장된 여러 시스템 중 WebLogic-Tuxedo 기반 시스템을 선정하여, 인터넷으로의 통합 시스템을 구현하고 그 성능을 측정하였다.
