  • This study's purpose examine the "Four Social Evils" policy during about seven months and presents new policy and policy directions with a critical eyes. The present Government focus 'The safety of the people' in 2013. But, most of all, "Four Social Evils" selected the top priority project of the government that will be worked on for the next five years. "Four Social Evils" means Sexual Violence, School Violence, Domestic Violence and Unsanitary Food as crimes affecting the daily lives of the people. To date, we were having a number of discussions with various people. But currently, there is a lack of research on constructive criticism about "Four Social Evils" policy. Therefore, It is the best thing to get interested in "Four Social Evils" policy and evaluate the effectiveness at this time. But, This study is not simply criticizing the "Four Social Evils" policy. Ultimately, through this constructive criticism, this study is trying to encourage "Four Social Evils" policy in the right direction and serve as the groundwork for reinforcement strengthen of the social safety net.

  • Recently, this government is implementing the "eradication of four social evils" policy to root out social evils which includes sexual violence, school violence, domestic violence and substandard food. In retrospect, these social evils are the crimes that have sprung from rapid social changes in Korea. These main four crimes not only badly affect certain victims but also spread their viciousness to broad population. Moreover, the prevention of the occurrence of the crime and the problem solving as an individual unit are hardly possible. Due to their critical effects and continuity, governmental safety policy enforcement is achieving higher support. As an alliance with the calling from the public for happier and safer life, this paper especially focus on regulating substandard food issue, according to the idea that food safety is an essential prerequisite for the healthy and happy life of the people. Through the reviewing, definition of the substandard food will be cleared and specified substandard food crimes will be introduced as well. And the paper will also pose questions in order to propose improved legal measures against the existing regulations, such as newly adding additional penalty article to food sanitation law.

  • Catinia plana Bocquet and Stock, the type genus and species of the family Catiniidae, which has been known incompletely is redescribed on the basis of type material. Structure of appendages, especially those of mandible and maxilla, are reinterpreted. In addition, two new species of Myzomolgus associated respectively with the sipunculids Sipunculus nudus Linnaeus and Siphonosoma cumanense (Keferstein) are described from Korean waters. A comparison of already known species of Myzomolgus and two new species of the same genus resulted in a conclusion that members of this genus possess homogeneous traits and the genus is a well established taxon. A key to distinguish five genera of the Catiniidae is also provided.

  • The Brentidae is characterized by the reduced labial palpi, which is located in cavities on the apicoental margin of the prementum. The postcoila of two subfamilies of this family is deep and bowl-like on ental surface of the hypostomal arms. The mouthparts treated in here comprise the labrum, clypeus, mandibles, maxillae, labium, hypostoma and the septum of the preoral cavity. The terms are followed principally after Ting and Morimoto. The detail terminology fur the mandibles are newly given. [Insecta, Coleoptera, Comparative morphology, Mouthparts, Brentidae].

  • The Chironomus(Diptera: Chironomidae) is a freshwater benthic invertebrate that is an important indicator organism used for environmental pollution and water quality monitoring. In this study, we performed morphological classification and genetic species identification using the cytochrome c oxidase subunit I (COI) gene on mitochondrial DNA for an accurate species classification of Chironomus larvae found in tap water purification plants in Incheon, Korea. Twenty larvae in six water purification plants consist of four species, including twelve Chironomus kiiensis, six Chironomus flaviplumus, one Chironomus dorsalis, and one Polypedilum yongsanensis (not included Genus Chironomus). Morphological characteristics of each larvae were identified based on the head capsule, the mentum, the mandible, the antenna, and the claw. Based on the COI sequences of 21 individuals of 17 Chironomus species registered in NCBI Genbank, phylogenetic analysis indicated that the 20 individuals investigated in this study consist of the same clade with corresponding species of the high homology (99~100%) including C. kiiensis, C. flaviplumus, C. dorsalis, and P. yongsanensis. These results will be used as main classification indicator for monitoring freshwater ecosystems by providing integrated morphological and genetic information for the species identification of Korean Chironomus.

  • Artificial and natural changes such as weir construction and climate change often cause abnormal blooming of organism. Therefore, variations in species community of organisms have been actively investigated to identify influential environmental changes on the fresh water ecosystem. In this study, we investigated Chironomidae community and environmental factors at 5 representative weirs (Ipo, IP; Sejong, SJ; Juksan, JS; Gangjeong-goryung, GG; and Dalsung weir) in 4 Korean major rivers to figure out relationship between Chironomidae community and environmental factors. Environmental factors indicating organic matter (total organic carbon, TOC and Chlorophyll-a, Chl-a) showed lower concentration in IP and SJ compared with other sites(JS, GG and DS). 3 sub-family 18 genus 25 species of Chironomidae community were found in this study. Among them, Chironominae was dominant in JS (Tanytarsus sp.1), GG (Polypedilum scalaenum) and DS (Polypedilum scalaenum), while different sub-family were dominant in IP (Orthcladinae, Tokunagayusurika akamushi) and SJ (Tanypodinae, Tanypus punctipennis). Moreover, based on the dominant species of Chironomidae community and environmental factors, the cluster analysis classified our study sites into 3 groups. These results imply that the diet resource is the most important factor for dominance of Chironomidae in Korean rivers. We also suggest that further study on the identification of diet resources for each Chironomidae specie is required for better understating of distribution in species community of Chironomidae at various ecosystems.

  • The Chironomidae is a benthic macroinvertebrate commonly found in freshwater ecosystems, along with Ephemeroptera and Trichoptera, which can be used for environmental health assessments. There are approximately 15,000 species of Chironomidae worldwide, but there are limited studies on species identification of domestic Chironomidae larvae. In the present study, we carried out species classification of the Chironomidae larvae that found in Jeju's tap water purification plants using morphological characteristics and genetic identification based on cytochrome c oxidase subunit I (COI) gene of the mitochondrial DNA. Body shape, mentum, antenna, mandible in the head capsule, and claws were observed in the larvae for morphological classification. Analysis of 17 larvae collected from faucets and fire hydrants of domestic tap water purification plants revealed the presence of two species, including 14 Orthocladius tamarutilus and 3 Paratrichocladius tammaater. These results will aid the use of the criteria information about species classification of the Chironomidae for water quality management in water purification plants and diversity monitoring of freshwater environments.
