This research focused on the strategy formulation for the Innopolis as a Global Innovation Cluster. The study was performed based on both theoretical study and qualitative study approaches. Particularly, scenario planning as a foresight method was used for the strategy formulation. The major determinants for the success of the Innopolis can be summarized as follows; the enhancement of the host institution for the development of the innovation cluster, the relational capability of the Innopolis among daedeok, gwangju, daegu and the alignment and cooperation of the International Science & Business Belt. In terms of the needs of times, this study regarding the strategy for the formation of the Innopolis as the global innovation cluster is anticipated to be a good reference for policy makers and researchers in coming years.

인터넷 이용의 폭발적인 성장에 힘입어 IPv4 주소가 고갈됨에 따라 향후 IPv6 주소로의 전환이 필요하다. 하지만 현재 IPv6 장비 도입 비용 및 보안시스템 등의 기술적인 문제와 IPv4 서비스와의 상호연계 문제 등으로 IPv6로의 전환에 어려움을 겪고 있다. 이에 공공부문 특히 우리나라 IT의 메카인 대덕연구개발특구에 IPv6 네트워크를 구축하고 특화서비스를 개발하여 성공적인 IPv6 전환 촉진 및 IPv6 이용을 활성화 하고자 한다. 이를 위해 본 논문에서는 IPv6 네트워크 전환 구축방안을 제시하고 이에 따른 특화서비스에 대하여 알아보고자 한다.

대덕 바이오클러스터의 네트워크를 파악하기 위하여 한국특허정보원의 KIPRIS 서비스를 이용하여 한국특허정보를 분석하였다. 공동출원 한 특허에 대하여 샐튼지수(Shalton index)를 구하여 연구개발 주체 간의 연관성과 기술 간의 연관관계에 의하여 R&D network model을 제시하였다. 본 모델에 의하면 벤처기업 간 공동연구가 가장 활발하였고 벤처기업들은 대학보다는 연구기관을 선호하였다. 과학 기술지식의 산업으로의 확산을 위해서는 대학이나 출연연구소의 네트워크가 더욱 활성화되어야 한다. 일부 벤처기업이 대덕특구의 연구기관과 공동연구가 활발하였지만 특구내의 연구추체보다는 타 지역의 기업, 벤처기업, 대학과의 공동연구가 많이 이루어지고 있었다. 샐튼지수에 의하여 기술 간 연관성 분석 한 결과는 생물자원탐색 기술, 세포배양, 유전공학과 같은 기초분야를 모체로 네트워크가 형성되고 있다. 생물의약분야는 기술우위가 약하므로 이의 경쟁력 확보를 위한 네트워크가 절실히 요구되고있다. 과학기술문헌이나 특허자료를 이용한 계량서지학적 분석방법은 R&D 네트워크 구축을 위한 전략 수립에 있어 효과적인 방법으로 이용될 수 있다.

The purpose of this study is to analyze the effects of determinants of innovation performance on innovation performance in industry-research institute(IR) cooperation for researchers of government-funded research institutes in Daedeok Innopolis. We reviewed the existing literature on the determinants of innovation performance through cooperation, and established a conceptual framework to analyze the combinatorial effect of the determinants of innovation performance on innovation performance in IR cooperation. Data for empirical analysis were collected through a questionnaire survey targeting researchers at a government-funded research institute in Daedeok Innopolis. The fuzzy-set qualitative comparative analysis (fsQCA) was used to analyze the combined effect of determinants of innovation performance. The fsQCA results show that the configuration of high motivation, high trust, high commitment and high satisfaction of researchers of government-funded research institutes improve innovation performance. On the other hand, it shows that the configuration of high motivation, high trust, low commitment and low satisfaction of the researcher improves innovation performance.

The policy of promoting innovation clusters aims to enhance the competitiveness of industries by strengthening the linkages between industry sectors and research sectors in specific regions. In Korea, after the concept of innovation clusters was introduced by the OECD in 1997, Korean government actively pursued policies based on this concept in the fields of industry, region, and science and technology. Previous policies and research on the activation of innovation clusters have tended to focus on the exchange and collaboration among members. However, this study focused on enhancing the competitiveness of industries and regions, in other words, strengthening the competitiveness of companies, which is the fundamental reason for fostering innovative clusters. Accordingly, this study aimed to analyze the impact of factors activating innovation clusters on the business performance of SMEs located in the Daedeok Innopolis. To achieve this, based on the essential concept of innovation clusters such as industrial agglomeration factors, networking factors, innovation generation factors, the study derived factors for activating innovation clusters and verified hypotheses using the survey results of 175 companies. Among the factors activating innovation clusters, industrial agglomeration and innovation generation were found to have a positive impact on the business performance of companies. However, networking factors were analyzed to have no significant influence on the business performance of companies. This study differentiates itself by addressing the factors for activating innovation clusters through empirical analysis, unlike previous case-based studies. Furthermore, considering the difference between intuitive judgments on networking factors in innovation clusters and their actual impact on business performance, the study raised the practical significance of conducting a comprehensive examination from various perspectives, such as the socially and culturally embedded structures in the region, the characteristics of specialized industries, and the needs of cluster members, to develop more effective policies for innovation clusters.

This article analyzes the evolutionary process of Daedeok Science Town from the standpoint of the life of science and technology poles. It deals the theoretical discussion on the science and technology poles, and investigates the history of Daedeok Science Town dividing into the period of conception, construction, and clustering. Daedeok Science Town has been developed from research and academic city through special research parks to innovative clusters, and nowadays emphasizes networking, interaction, and commercialization. This study shows the types of science and technology poles can be analyzed by historical consideration of specific Korean case.
