  • High growth of economy and industrial development was produced every air pollutants, that is, SOx, NOx, dust, VOCs and malodorous gas was produced. Recently, volatile organic compounds(VOCs) was bring about very serious environmental problems. Ulsan petrochemical complex was densely a large scale of petrochemical plant. This study was carried out to select treatment equipment of VOCs produced from petrochemical plant, and has compared with Carbon filter, Regenerative thermal oxidation(RCO) and Flare stack for technical merit and demerit but also initial investment and operating cost.

  • A subsidy policy on early scrapping of old diesel vehicles has been activated to improve air pollution in Seoul metropolitan area. The benefit-cost analysis on this policy evidently shows cost effective as benefit is greater than cost. The policy currently provides 80% of old diesel vehicle's worth within the maximum amount capped which limited the effects on increasing the level of subsidy. Therefore, to induce more old diesel vehicles scrapped, it is needed to consider that the level of subsidy and the maximum amount are raised at the same time. Meanwhile, taking account of insufficient subsidy amount, granting older vehicles more subsidy would be a good way of extending the policy effect.

  • The following policy implications can be drawn from this study: 1) The Air Pollution Emission Amount Report published by the Ministry of Environment since 1991 classifies industries into 4 sectors, i. e., heating, manufacturing, transportation and power generation. Currently, the usability of report is very low and extra efforts should be given to refine the current statistics and to improve the industrial classification. 2) Big pollution industries are as follows - s7, s17 and s20. The current air pollution control policy for these sectors compared to other sectors are found to be inefficient. This finding should be noted in the implementation of future air pollution policy. 3) s10 and s17 are found to be a big polluting industrial sector and its pollution reduction effect is also significant. 4) The effect of emission coefficient (${\Delta}f$) has the biggest impact on the reduction of emission amount change and the effect of economic growth coefficient (${\Delta}y$) has the biggest impact on the increase of emission volume. The effect of production technology factor (${\Delta}D$) and the effect of the change of the final demand structure (${\Delta}u$) are insignificant in terms of the change of emission volume. 5) Further studies on emission estimation techniques on each industry sector and the economic analysis are required to promote effective enforcement of the total volume control system of air pollutants, the differential management of pollution causing industrial sectors and the integration of environment and economy. 6) Korea's economic growth in 1990 is not pollution-driven in terms of the Barry Commoner's hypothesis, even though the overall industrial structure and the demand structure are not environmentally friendly. It indicates that environmental policies for the improvement of air quality depend mainly on the government initiatives and systematic national level consideration of industrial structures and the development of green technologies are not fully incorporated.

  • 황사는 중국의 발원지와 가까우면서 풍하측에 위치한 우리나라와 일본을 비롯한 동북아시아에 가장 큰 영향을 주고 있으므로 이 지역을 중심으로 황사에 대한 연구가 활발히 진행되고 있다. 최근 중국 건조지대의 기온 증가, 강수량 감소로 인한 사막화 현상과 삼림감소 등의 영향으로 황사현상의 발생빈도는 계속 증가하고 있으며, 특히 중국의 급속한 경제성장 및 산업화로 인해 배출된 다량의 오염물질이 황사와 섞여 함께 수송되므로 그 피해는 훨씬 심각하다. 현재 이러한 황사의 발생원인뿐만 아니라 수송 및 침적과정과 관련된 기상요소 및 종관기상학적 특성을 비교ㆍ분석하는 실질적인 연구방향과 이를 바탕으로 한 황사현상의 장거리수송모델 및 배출량 산정과 관련된 연구 또한 활발히 진행되고 있다.   • In recent years emissions of pollutants from ship sources, especially NOx and SOx, is controlled by IMO(International Maritime Organization). The emissions of pollutants from ship sources in Pusan is considerably large, because the number of ship's coming and going in Pusan port is larger than that of other ports in Korea. Since Pusan is under the strong influence of land-sea breezes, pollutants emitted from ship sources will be transported into the inland. Control of emissions from ship sources is required to devise effectively the policy of air quality management in Pusan. Therefore this paper considered the present condition of total pollutant sources and emission characteristics including in coastal urban area.

  • 분진은 그 안에 Pb, Cr, Cd, Zn등 각종 중금속 및 유해물질을 함유하고 있으며(Jaenicke, R., 1988), 이러한 조성은 분진의 발생원과 밀접한 관련이 있다. 또한, 분진의 물리, 화학적 특징들은 대기로의 배출정도나 화학적 변형 외에도 기상학적 인자들에 의해 영향을 받는다(Karakas와 Tuncel, 1997). 이러한 분진들은 최종적으로 지상에 낙하할때의 분진으로서 비교적 크기가 큰 강하분진과, 입자가 미세하고 가벼워서 좀처럼 침강하기 어려워 장기간 대기중에 떠 다니는 부유분진으로 나눌수 있으며, 이 중 강하분진은 대기중의 오염물질 중 자기 중량에 의해 또는 우적에 포함되어 침강하는 매연 및 분진과 그 외 불순물로서, 그 측정치는 일정지역에 있어서의 오염변동을 나타내고 지역적 비교의 지표로서 이용되고 있다(김은경등, 1996)(중략)

Estimation of Atmospheric Pollutant Emissions from Vessels in Major Harbor Cities in Korea and related Social Cost (국내 주요 항구도시의 선박 배기가스 배출량 산정 및 사회적 비용 추정)

  • Atmospheric pollutant emissions, mainly exhaust gas emissions from vessels, and the resultant social costs of pollution in the Korean harbor cities of Incheon, Mokpo, Gwangyang, Busan and Ulsan, are examined in this study, and the need for an emissions reduction plan is highlighted. Busan had several vessels entering its port, while Mokpo had few vessels, yet the vessels emission contribution was high in both the cities. Ulsan had world-class heavy-chemical industries, Gwangyang had steel mills and Incheon had a manufacturing industry and more vessels entering its port than Mokpo, yet the emission contribution was low in these cities. By calculating exhaust gas emissions from the vessels, it was found that CO2 was the highest, followed by NOx and SOx. By vessel type, Busan, Ulsan, and Incheon had more oil tank vessels, Gwangyang had more cargo vessels, and Mokpo had more ferries. As a result of social cost, Busan paid the highest, while the highest emission was PM. The use of low-sulfur oil can directly reduce PM and, SOx emissions and indirectly reduce NOx emissions. However, in order to reduce high CO2 emissions, only low-sulfur oil will not help. Therefore, the study suggested the need for reduction plan that use of fossil fuels, by using alternative maritime power (AMP).

  • This paper proposes a real time TMS real-time video monitoring system that emphasizes environmental accident precautions. In order to make up for the problems of the existing system, the digital numeric values of air pollution materials and video signals are displayed on the screen in this system. And through this process, air pollution can be monitored in real time. In tile system proposed in this paper, other relevant parts, as well as the managers and field operators of environmental parts, can also monitor the real time changes of air pollution.

  • 본 논문에서는 비전 기반의 실시간 대기오염 모니터링 시스템을 제안한다. 제안된 시스템은 먼저 실시간으로 제공되는 동영상을 분석하여 차종 별 대수와 평균속도 등의 교통 파라미터를 실시간으로 추출하고, 이를 바탕으로 대기 중의 CO, NO2등의 밀도를 추정하여 시간대별 대기 오염도를 모니터링 한다. 이를 위해 제안된 시스템은 배경모델을 이용한 차량 추출, 차종 별 윤곽선 및 크기 정보를 이용하여 템플릿 기반으로 차종을 인식하고 이를 추적하여 대수 및 속도를 인식한다. 제안된 시스템의 평가를 위해 교통이 밀집된 공간에 설치하여 테스트하였고, 실제 결과와 비교한 결과, 차량 속도에서 정확도 83.3%, 차종인식에서 정확도 86.98%를 보였다. 이러한 실험 결과는 제안된 시스템이 다양한 지역에서 실시간 대기오염물질 배출량을 산정하는데 적용될 수 있음을 보여주었다.
