  • 작물은 그 종류에 따라서 지대에 따르는 적응성에 차가 있는 것인데 이것은 작물종류에 따라서 각각 적합한 자연적, 사회적인 조건이 다르기 때문이다. 현재 각지에 조성되어 있는 여러가지 종류의 작물의 주산지는 그 대부분이 오랜 시일에 걸쳐서 그 지대에 적응하므로 써 자연적으로 형성된 것이다. 근래 일부에서는 인위적으로 어떤 작물의 주산단지가 조성되는 경우도 있기는 하지만 이러한 경우에 있어서도 그 지대의 자연적, 사회적 조건이 그 작물의 재배에 적합할 때에 비로소 주산단지의 조성이 성공을 거두게 되는 것이다. (중략)

  • 현재 하천 건천화에 따른 수생태계 교란 및 수질악화 등의 근본적인 문제가 발생하고 있으며, 최근 정부의 저탄소 녹색성장기조에 따라 조성되고 있는 신도시, 소규모 및 대규모 택지개발사업의 경우는 환경 친화적인 단지조성 요구에 부응하기 위해 기존 도심하천의 복원 및 인공하천의 녹색성장을 고려한 친환경적 생태하천으로 조성하고자 하는 다양한 노력이 시도되고 있으나 안정적인 생태복원의 수원확보 방안을 마련하지 못해 실제 설계가 반영되지 못하고 있다. 또한, 조성하고자 하는 소하천 혹은 실개울 등의 수질보전 및 생태계 보호 등 하천이 본래의 기능을 유지할 수 있도록 생태하천유량을 확보하는 다양한 기술들이 개발되어 있지만, 공사 유형과 주변 환경에 적합한 생태하천유량 확보 방안을 선정할 수 있는 비구조적 대책마련이 부족한 실정이다. 이러한 실정과 문제점을 고려해 볼 때, 조성하고자 하는 도시 내 자연하천 및 인공하천 조성 등 수변환경을 고려한 단지조성에 맞는 생태하천유량 확보 방안 및 평가에 대한 연구가 단계적으로 이루어져야 할 것이다. 따라서 본 연구에서는 생태하천유량 확보와 하천수질 개선이 필요한 특정 지역 또는 다양한 유형의 공사 지구 내 하천이 정상적인 기능을 수행할 수 있도록 적용 가능한 생태하천유량 확보 방안들과 수리해석 모델인 HEC-RAS(River Analysis System), 생태하천유량 산정 모델인 PHABSIM(Physical HABitat SIMulation)을 연계한 물리서식처 평가 모듈을 개발하고, 이를 기초로 가중치부여매트릭스 평가(국토해양부, 2006) 기법을 적용한 최적의 생태하천유량 확보 방안과 수질개선 방안을 제시해 줄 수 있는 의사결정지원 시스템을 구축 하고자 한다. 본 연구에서 개발된 최적의 생태하천유량 확보 방안 도출을 위한 의사결정지원 시스템의 활용으로 필요유량은 물론, 기준을 만족하는 수질의 확보가 절실히 요구되는 중 소규모 하천에 실질적으로 적정수질의 생태하천유량을 확보함으로서 하천으로서의 역할을 위한 본 기능의 회복과 동시에 소하천, 도심하천 및 인공하천 등 중 소규모 수계의 수문순환을 정상화하여 하천의 지속 가능한 개발과 관리가 효율적으로 이루어지도록 하는데 이용될 수 있을 것으로 예상되어진다.

A Study on the Development of the Shipping Business Cluster Complex in Busan (부산 해운 비즈니스 클러스터 집적화 단지 개발에 관한 연구)

  • The shipping business industries which are the transport and logistics intensive in Busan, have been small sized and scattered in many areas, that is why they could not create a synergy effect utterly. Because of the need to develop the shipping business cluster complex in Busan in order to concentrate those industries and attract high value added firms, this study tries to suggest an approach to build the cluster. Firstly, how various shipping business related firms in Busan and capital area demand the cluster complex are searched through questioning survey. Secondly, the gradual scheme to integrate lots of business companies, governmental authorities and educational institutes and global strategy to invite domestic and foreign organizations in Myeong Ji area near to Busan New Port. Thirdly, the expected economic benefits of the cluster construction are calculated quantitatively.

A Study of the Activation Plan for the Hinterland of Busan New Port (부산항 신항 배후단지 활성화 방안에 관한 연구)

  • The ports have been confronted with rapid environmental changes. This means that it is imperative to enhance the competitiveness by resolving the chronic and difficult problems regarding Busan New Port. This paper, hence, suggests how to activate the hinterland of the New Port. The New Port was designed to become a leading logistics port in Northeast Asia and its economic ripple effect was expected to be much greater with the construction of New Port Hinterland. The government should also seek to supply the sufficient land as well as establish port clusters with various port-related industries, which enables the New Port to survive the forthcoming harsh environmental changes and meet the diverse demands. Those measures also enable the New Port to overcome the deterioration of the competitiveness and enjoy the economies of scale. The cluster-based hinterland policy framework is sure to be very efficient but should be complemented with infrastructure policies for the better policy-mix.

Changes in insect diversity and composition after construction of an onshore wind farm (육상풍력발전단지 조성에 따른 곤충군집 변화에 관한 연구)

  • This study was conducted to identify changes of insect compositions and diversity after construction of an onshore wind farm. We investigated insect fauna and compositions between a grassland deforested by the construction and a forest located at Yeongdeok and Yeongyang, Gyeongsangbuk-do, Korea. Insects were collected using a sweeping net and light trap. A total of 11 orders, 50 families, and 246 species, and 1,076 individuals were collected at study sites. By taxonomic group, Lepidoptera species were the most frequently found with 141 species, 417 individuals (38.8%), followed by Hymenoptera (20.6%), Hemiptera (16.2%), and Orthoptera (12.3%). There were also significant differences in insect species and community compositions between sites. Creating open-field deforested forests are beneficial for some insect groups such as Hymenoptera and Orthoptera. Our results suggest that deforesting by the construction of an onshore wind farm might affect the composition and diversity of insects. Results of this study provide basic data for research on onshore wind farms.

Cultural Industrial Districts as a Tool of Boosting Regional Economy in Korea (지역경제 활성화의 수단으로서 문화산업단지 정책: 평가와 과제)

  • It is not so long that the cultural industrial sector has been noted as one of the major engines of regional economy in Korea. In parallel with balanced development strategies recently emphasized in the Korean regional policy, there has been a wide range of investment to formulate cultural industrial districts in major cities. This trend of investment focus has changed the development strategies of each city. There are criticisms, however, to this public sector-dominated nurturing of cultural economy. This paper overviews the recent policy of cultural industrial districts in Korea, in terms of its background, institutional basis, performances, and some evaluations. Some suggestions are provided in order to make the policy successful; emphasize developing the culture industry itself, develop clusters specifically focused on the characteristics of the culture industry, deliberate substantial measures for nurturing companies and human resources in the local regions, and formulate a system in which the local dominates and the center supports.

An Earthwork Districting Model for Large Construction Projects (단지공사의 토공구획 계획 모델)

  • Earthwork in a large construction project such as a land development generally costs 20-30% of the total cost. The earthmoving process, comprising of four repetitive tasks: loading, hauling, unloading, returning, is quite simple and it does not need delicate or advanced techniques. Therefore, earthmoving earthwork planning can heavily affect the cost and time., and Even a slight deviation from the plan can increase or decrease the cost and time. This study presents a planning model that minimizes average haul distance in a large complex construction project. Based on earthwork planning, practitioners' heuristics, a districting algorithm and Simulated Annealing algorithm were employed to build the model. Districting algorithm plays a role that divides in dividing an earthmoving area into several sections. Simulated annealing provides a function that decides whether a new generated solution is confident. Finally, the proposed model was applied to a real earthmoving project of a large land development. It was found that the model showed approximately 14% improvement in average hauling distance compared to the actual design plan.
