Prediction and Application of Stage-Discharge Curve and Unit Discharge in Channels with Nonuniform Cross Section (불규칙 단면형상에서의 수위-유량 곡선 및 단위유량 예측 및 활용)

  • 하천의 수위와 유량에 대한 정확한 정보는 이수, 치수와 같은 수자원 관리에 있어서 가장 기본적인 기초자료가 된다. 하천 수위와 유량 자료를 확보하기 위한 지속적인 직접 계측 방법은 많은 시간과 비용이 소모되며, 홍수 시에는 위험성이 존재하여 자료 확보가 불가능하다. 따라서 수치모형을 이용한 수위-유량 자료의 예측과 활용이 필요하며, 2차원 수치모형의 경계조건을 설정할 경우에도 활용할 필요성이 있다. 본 연구에서는 복단면 개수로 및 불규칙한 하상을 보이는 횡단면 상에서의 단위유량 예측을 위한 유한요소모형을 개발한다. 지배방정식은 Wark 등 (1990)이 제시한 운동량방정식을 이용하며, 단면형상과 Manning 조도계수, 그리고 수위를 알면, 결과적으로 흐름방향 단위유량의 횡방향 분포를 얻을 수 있다. 개발된 모형의 검증을 위해 실측 자료와 비교하며, 또한 Darcy-Weisbach 마찰계수를 이용하는 Darby와 Thorne (1996)의 모형 결과와도 비교한다. 검증된 모형의 알고리즘을 2차원 모형의 상류단 경계조건 설정에 활용하여, 절점별 유입유량을 차등분배 시켰을 때와 그렇지 못했을 때의 결과를 비교한다. 또한 수위를 경계조건으로 입력하였을 때 개발 모형을 활용하여 유입유량을 예측하는 활용방안을 제시한다.

An Early Termination Algorithm of Prediction Unit (PU) Search for Fast HEVC Encoding (HEVC 고속 부호화를 위한 PU 탐색 조기 종료 기법)

  • The latest video coding standard, high efficiency video coding (HEVC) achieves high coding efficiency by employing a quadtree-based coding unit (CU) block partitioning structure which allows recursive splitting into four equally sized blocks. At each depth level, each CU is partitioned into variable sized blocks of prediction units (PUs). However, the determination of the best CU partition for each coding tree unit (CTU) and the best PU mode for each CU causes a dramatic increase in computational complexity. To reduce such computational complexity, we propose a fast PU decision algorithm that early terminates PU search. The proposed method skips the computation of R-D cost for certain PU modes in the current CU based on the best mode and the rate-distortion (RD) cost of the upper depth CU. Experimental results show that the proposed method reduces the computational complexity of HM12.0 to 18.1% with only 0.2% increases in BD-rate.

Fair Bandwidth Allocation in Core-Stateless Networks (Core-Stateless망에서의 공정한 대역폭 할당 방식)

  • To provide the fair rate and achieve the fair bandwidth allocation, many per-flow scheduling algorithms have been proposed such as fair queueing algorithm for congestion control. But these algorithms need to maintain the state, manage buffer and schedule packets on a per-flow basis; the complexity of these functions may prevent them from being cost-effectively implemented. In this paper, therefore, to acquire cost-effectively for implementation, we propose a CS-FNE(Core Stateless FNE) algorithm that is based on FM(Flow Number Estimation), and evaluated CS-FNE scheme together with CSFQ(Core Stateless Fair Queueing), FRED(Fair Random Early Detection), RED(Random Early Detection), and DRR(Dynamic Round Robin) in several different configurations and traffic sources. Through the simulation results, we showed that CS-FNE algorithm can allocate fair bandwidth approximately than other algorithms, and CS-FNE is simpler than many per-flow basis queueing mechanisms and it can be easily implemented.

  • The Ministry of Land, Infrastructure and Transport was developed the Construction CALS system for improvement of the construction economy. Construction CALS system is consist by Construction Portal System, Construction Management System, Construction Authorization and Permission System, Compensation Management System, Facility Maintenance Management System and has utilized at construction site of more than 900. Ministry of Land, Infrastructure and Transport and related researcher was proposed method of various function improvements for usability of the system. However, the proposed method was expanded the problems like increase of system management cost and development cost with decrease of data process rate. The problem was increases because has added of only service function without modify of software structure to the system on each different platform base. One of the methods for solving problems is to apply the e-Government framework and then integrated the different platform. The purpose of this paper is analyse of the applicability and efficiency of e-Government framework to the construction CALS system. For that was analyzed the e-Government standard framework and the developments case. And then was verified about the adaption possibility and efficiency by use the Function Point tool.

Adaptive Error Concealment Method Using Affine Transform in the Video Decoder (비디오 복호기에서의 어파인 변환을 이용한 적응적 에러은닉 기법)

  • Temporal error concealment indicates the algorithm that restores the lost video data using temporal correlation between previous frame and current frame with lost data. It can be categorized into the methods of block-based and pixel-based concealment. The proposed method in this paper is for pixel-based temporal error concealment using affine transform. It outperforms especially when the object or background in lost block has geometric transform which can be modeled using affine transform, that is, rotation, magnification, reduction, etc. Furthermore, in order to maintain good performance even though one or more motion vector represents the motion of different objects, we defines a cost function. According to cost from the cost function, the proposed method adopts affine error concealment adaptively. Simulation results show that the proposed method yields better performance up to 1.9 dB than the method embedded in reference software of H.264/AVC.

The Characteristics of the Repair Unit Cost in Public Rental Housing (공공임대주택 단위 수선비용 특성 분석)

  • Apartment housing should require the systematic maintenance to provide the decent living condition during its life. Each household should participate the maintenance activities and pay for the repair. Therefore, the required cost for repair would be needed to plan in the repair schedule because each household could not pay the much repair money at a time. After apartment constructed, a long term repair plan would be prepared in repair time, repair scope and a required cost. A few studies are said that the repair cost depends on the building deterioration, elapsed year and management factors. The above factors are not be certain to affect the repair management while it may be important to prepare the required money and the repair time. In this paper, it aimed at analyzing the correlation between the repair management and the management factors, especially total area, number of household. This would educe the unit cost per number of household and management area in the individual boiler and elevator with full change and full repair. The unit cost per number of household and area for full change are about 199,000 won/household and $1,954won/m^2$ in the individual boiler respectively. The unit cost of the elevator for full change is 94,000 won/household and $5,429won/m^2$ respectively. Second, this study shows that the elapsed year after construction would not be related the repair unit cost.

  • Labor management has been considered as an important task in construction industry. However, labor management has not yet been systematically performed because of the wide variety of factors of construction industry such as the field work, the complexity of the work process, the daily employment. Most of the present labor managements are performed to collect the information of the number of labors input during the work period, and to calculate labor cost. The information of activities performed by labors can be effectively used to analyze project status related to schedule, cost and productivity, but the present labor management systems are not based on the activities. The main objective of this research is to develop a labor information management system using IT tools in order to measure the number of labors input on the activities, and to convert the labor information into productivity data. It is anticipated that the effective use of the developed system would be able to effectively assist the scheduling and cost management of a project.

An Economic Feasibility Study of AR CDM project in North Korea (북한 지역을 대상으로 한 조림 CDM 사업의 경제적 타당성 연구)

  • Potentials of AR CDM project in North Korea are assessed and feasible land area for AR CDM project is estimated. According to our estimation, There could be 515,000 hectares of forest lands deforested before 1990 in North Korea and 8,854 hectares at the regional level of Gae-sung City, which are eligible for AR CDM project, based on researches of satellite image analyses conducted from 1980's to 1990's. A baseline scenario assumed 44.73 tones of carbon stored in soil per hectare with no vegetation above ground remained during the project period following the default value of IPCC's Good Practice Guidance for LULUCF considering soil structure, climate and land use of the project area. The scenario also assumes that black rocust (Robinia pseudoacacia) is planted and the CDM project is implemented for 20 years. The costs for producing greenhouse gases CER (certified emission reduction) credits include costs of tree planting and forest management, and costs of project negotiation and transactions for issuing the credits. It is estimated that 376 tones of carbon dioxide per hectare can be accumulated and 503 temporary CER credits per hectare and 265 long-term CER credits per hectare could be produced during the project period. It is estimated to cost US$ 4.04 and US$ 7.67 to provide one unit of temporary credit and long-term credit, respectively. These values can be regarded as the cost of conferring emission commitment of a country or a private entity. However, it is not clear which option is better economically because the replacement periods are different in these two cases.

A Study on the Forecasting Model of the Required Cost for the Long-term Repair Plan in Apartment housings (공동주택의 장기수선계획 소요비용 예측모델 연구)

  • Building deterioration would be proceeded by various causes such as physical, social, economic degradation. The deterioration would be inevitably prevented or delayed to get the decent function and performance in various building part and components. The maintenance and management are continued to provide the decent living condition for the household. The maintenance means mainly a repair, including the on-time and longterm plan. The longterm repair would be conducted by the systemic preparation in management activity and a required cost. Therefore, the annual due for the longterm repair plan is important to prepare the repair cost in a required time. In this paper, it aimed at analyzing the longterm repair cost and modelling to forecast the required cost in total area, number of household and time elapse in apartment housing. The estimation model of a repair cost is used with a power function which has a good statistics. Results of this study are shown that the sample has a longterm repair due in a $2,032won/m^2{\cdot}yr$ averagely which is higher than $912won/m^2{\cdot}yr$ in domestic. Second, the longterm repair due is proportionally correlated with the time elapse in both a total area and the number of household. Third, the estimation model for the longterm repair amount is suitable for the power function which is most in any other estimation models. Fourth, the ration of the longterm plan repair due a year to the cumulated longterm amount is about 26%.

An optimal policy for an infinite dam with exponential inputs of water (비의 양이 지수분포를 따르는 경우 무한 댐의 최적 방출정책 연구)

  • We consider an infinite dam with inputs formed by a compound Poisson process and adopt a $P^M_{\lambda}$-policy to control the level of water, where the water is released at rate M when the level of water exceeds threshold ${\lambda}$. We obtain interesting stationary properties of the level of water, when the amount of each input independently follows an exponential distribution. After assigning several managing costs to the dam, we derive the long-run average cost per unit time and show that there exist unique values of releasing rate M and threshold ${\lambda}$ which minimize the long-run average cost per unit time. Numerical results are also illustrated by using MATLAB.
