  • The purpose of this paper is to investigate the value chain efficiency of Korean port investment by using the newly developed multi-year and multi-stage value chain efficiency model of DEA(Data Envelopment Analysis). Inputs[port investment amount, cargo handling capacity, and berthing capacity], and outputs[cargo handling amount, number of ship calls, revenue, and score of customer service satisfaction] are used during 14 years(1994-2007) for 20 Korean seaports by using two kinds of DEA models. Empirical main results are as follows: First, Model 1 shows that the ranking order of multi-stage value chain efficiency is Stage 2, Stage 3-1, Stage 1, and Stage 3-2. And according to the value chain average efficiency scores, ranking order is stages 2, 1, 3-1, and 3-2. In Model 2, 3(Incheon, Mogpo, and Jeju) out of 9 ports show the ranking order of Stages 2, 3-2, 3-1, and 1. And value chain average efficiency scores rank in order of Stages 2, 3-2, 3-1, and 1. Second, the difference among the value chain efficiency scores of each stage comes from the efficiency deterioration of all ports except Stages 2 and 1 in Model 1. In Model 2, value chain efficiency scores among the Stages 3-1, 3-2 compared to Stage 1 were deteriorated. The main policy implication based on the findings of this study is that the manager of port investment and management of Ministry of Land, Transport and Maritime Affairs in Korea should introduce the multi-year, multi-stage value chain efficiency method for deciding the port investment amount and evaluating the effect of port investment after considering the empirical results of this paper carefully.

  • The purpose of this paper is to classify individual startups by growth stage based on data-based quantitative criteria. This is to provide a basis for systematic support for government startups based on accurate statistics on the startup growth process. This startups were the TIPS (Tech Incubator Program for Startup) support company, which used a relatively reliable startup. We found seed money to complete MVP (Minimum Viable Product) within 1.5 years after establishment, verified PMF (Product-Market Fit) within 1 year, attracted Series A investment within 2.5 years after establishment, and successfully commercialized it. It attracted Series B investment for stable growth within 1.5 years (Series B investment within 4 years from start-up). The results of the study, the division of government programs that support stage-based startup commercialization, that is, within three years and within seven years of establishment, is significant to date. Three directions are suggested for future research. First, develop indicators for monitoring startup growth stages. Second, it continuously updates the annual changes and tracks the growth stages of individual startups. Third, we discover the successful growth law of technology-based startups by applying in-depth case analysis of successful startups to the model.

  • In Korea, there is a high demand for the operation of differentiated programs in basic research considering the characteristics of academic fields. The results of this study shows that the higher the level of research competence, the higher the quality of research outputs. The results also tell us that the quality level of the research outputs is different according to the field of study. Based on the results, we propose a method to differentiate the selection rate of each discipline in the system that operates the individual basic research projects by the level of research capacity.

  • Currently Welfare is emphasized and the trend of SOC investment shows downwards slopping. The pattern of SOC investment also changes focusing on railroad as environmental issues are critical. This study analyzes and compares the effects of sectoral SOC investments based on Input-Output Tables published by BOK (Bank of Korea). The production inducement, value-added inducement, and employment inducement effects of each sector SOC, which consist of road, railroad, port, and airport, are investigated. First, in view production inducement, sectoral SOC investments have stronger economic effects than manufacture sector. The investment of port and road show the highest value-added inducement in construction process. The investment of road records the highest employment inducement in construction and operation process. The empirical ananlysis of regional economic effects, using Regional Input-Output Tables, supports these explanation showing almost same results. As synthesizing these results, the SOC stocks have to be invested consistently for long periods. Especially the road investment is inevitable for employment. Which sector of SOC is invested depends on circumstances. If government emphasizes production inducement, railroad is invested. If focuses on value-added inducement, port.

  • Although a well-established line of research has addressed the funding decision, the activities of investee startups to receive funding have been overlooked because prior research has been conduced from investor's point of view. In addition, funding does not result from one off decisions but from decision process with many stages. Moreover, the emphasis placed on specific investment criteria varies by different stages during the process. Therefore, understanding the initial funding of startups requires to analyze the strategic behaviors of startups throughout the entire funding decision process from first meeting with investors to funding success. This study investigates the initial funding process of startups, and the analysis is based on a case study of LetinAR one of the successful startups founded by students in South Korea. This study investigates how early start-ups were able to receive funding from startup's point of view, and the analysis is based on a case study of LetinAR, an augmented reality(AR) startup using Pin mirror technology. By adding "legitimacy building" stage that had not been addressed previously, we divided funding process into four stages: 1) legitimacy building, 2) familiarization, 3) screening, and 4) bargaining phase. We did not only analyze major criteria, but also strategic activities of startup at each stage. This study makes a contribution by helping us understand complicated process of funding and the successful strategic behavior of investor backed startups.

  • Government has accounted an R&D investment on drug development for the highest share among biotechnology sector. Since competitive investments between each agencies, issues on efficiency or effectiveness of the duplicate investments have been raised continuously. In this research, we investigated the effectiveness of the investment through analysis of portfolio on drug development R&D, journals, patents, and performance of the each process. As a result, reliable technology for current market demands could not compute productive outcome at the early process of the development. On the other hand, grants which support non-clinical process of the development has produced the high-quality patents for active utilization. Moreover, analysis of the performance of the process, which affects rate of success on the drug development, showed decreased efficiency compared to global average. Therefore, we proposed the strategies of reflecting the market demands and bridging between stages without interruption for maximizing the efficiency and effectiveness on investment of drug development R&D. Furthermore, strategies for concentrated support on each process should be prepared for the success of final drug development.
