FTA지각생으로 불리던 우리나라도 FTA추진 논의가 활발하다. 작년 2월 FTA국회 비준 이후 싱가폴, 일본, ASEAN, EFTA 등 여러나라와 FTA관련협상을 추진 중이며 싱가폴의 경우에는 작년 11월 ASEAN +3 정상회담을 계기로 양국정상이 사실상 협상타결을 선언하였다. 종전에는 대부분의 나라들이 자유무역협정(FTA), 지역무역협정(RTA), 특혜무역협정(PTA) 지역주의 등 명칭은 다양하지만 FTA로 대표되는 지역주의를 다자간 자유무역체제의 보완적인 통상정책수단으로 간주하는 경향이 있었다. 그러나, 최근에는 FTA추진이 WTO 체제를 보조하는 통상정책수단이라기 보다는 WTO로 대표되는 다자간교역질서와 병립하는 통상질서로 보는 추세가 점점 나타나고 있다. 대외의존도가 높은 우리나라도 FTA를 통하여 개방정책을 추진할 필요성은 있으나 FTA의 추진시 농업 등 취약산업의 구조조정이 문제가 될 수 있다. 이글에서는 FTA가 WTO로 대표되는 다자간 무역체제와 구분되는 특징과 최근 국제적인 FTA추진동향을 짚어보고 우리나라의 FTA추진 현황과 문제점 특히, 우리나라가 제일 먼저 추진한 한$\cdot$칠레FTA 관련한 문제점을 중심으로 설명하고 최근의 FTA추진이 우리나라 농업에 대한 영향에 대해서 간략하게 평가하고 FTA추진에 대한 대응방안을 이야기 하는 순서로 글을 전개하고자 한다.

We compared and analyzed the effects of establishing multilateral FTA and bilateral FTA on the R&D investment of exporting firms when they compete in Cournot fashion and when the government of the importing country acts strategically. In the short run, we found that the importing country prefers to enter into a bilateral FTA with each exporting country separately for maximizing its welfare. However, we also found that, in the long run, it is more welfare-enhancing policy for importing country that entering into a multilateral FTA with all of the exporting countries simultaneously because it helps facilitate the R&D investment of exporting firms. But once entering into a multilateral FTA, the exporting firms would be faced with more intensive R&D investment competition and hence they would suffer severe welfare loss.

한미자유무역협정(FTA)에 이어 한EU FTA 체결을 위한 협상이 본격적으로 진행되고 있다. 우리나라도 세계적인 개방화의 물결을 거스를 수 없고 다자간무역협상이 교착상태에 빠져 있기 때문이다. EU는 확대와 심화를 거듭하면서 세계 최대의 자유무역지대를 형성하고 있다. 과거 서유럽 선진국 중심의 무역과 투자 자유화가 신흥개도국들인 중동구 국가를 회원국으로 가입시키면서 전유럽으로 확산되고 있다. 따라서 유럽 이외 지역의 국가들은 EU와의 FTA 체결을 적극 추진하고 있다. 본고에서는 최근 추진되고 있는 한-EU FTA의 주요 내용에 대해 살펴보고, EU 자동차산업과 타이어산업의 현황에 대해 분석해 본 후 한-EU FTA가 국내 타이어산업에 미칠 영향에 대해 평가해 보기로 한다.

Recently, it's a trend that the third party outsourcing logistics will be increased a logistics flow from law material to final products. The government also works on promoting logistics company as securing the expertise for strengthen logistics industry and secure competitiveness. Nevertheless, logistics market have been divided by polarization between small logistics company and major company. Also a labor who work for logistics is being caused by worsened working conditions. That is one of results of the survey. Almost 50% of response are they have not been aware of FTA and have not known to need the FTA. Many respondents said that entering the overseas logistics or a new way like FTA will be difficult to take part in. Therefore I suggest several examples in this paper to encourage a vitalization of small logistics company through the multilateral FTA. Now our country needs to make an effort to maximize connections between multilateral FTA and policy effect by signing FTA with many countries and extending Economic territory. This effect can completely cope with the improvement of economic interests, establishing regional integration strategy and change of global supply chain. Therefore, a small business logistics have to make their competitiveness & a new dealing market in the future.

After the establishment of WTO for strengthening of GATT in 1995, the world economy has gradually been integrating toward economic globalisation. Even though this multilateral agreement may be beneficial to many countries but it also interferes domestic policies of member countries and threatens the role of local government and policy independence. For these reasons, FTA between countries or regions has been increasing. According to this trend, Korea and China has reached a substantial agreement of Korea-China FTA for mutual benefits. In general, the Korean automobile industry will benefit from Korea-China FTA due to its competitiveness in the global market and improvement of market access. However in the provisional schedule of concessions and commitment reported by press, the automobile seems to be excluded in this schedule of concessions. Hence, Korean automobile industry can not use the price competitiveness from tariff elimination. Therefore, Korean automobile industry needs aggressive marketing strategies for enhancement of brand equity as well as development of environment-friendly cars for following environment policies of Chinese government. Furthermore, they should make efforts to create the efficient investment environment by the removal of non-tariff barriers.

The industrialization and globalization in the field of broadcasting are rapidly proceeded by extension of multilateral agreement as GATT and WTO, and by expansion of bilateral FTA. The broadcasting gets important in the industries according to the change of broadcasting environment grounded on industrial logic. As the broadcasting products become an important article of trade, broadcasting industry is the best bet in the cultural industries. In the international trade, the USA and Japan will treat cultural products the same as common goods and keep in the frame of free trade. On the contrary, the EU nations and Canada take a position that the cultural products are common goods and also public goods at the same time, and that therefore the cultural products will be excepted from the free trade. But this so called cultural exception, which is formed in the multilateral free trade agreement, is merely a temporal countermeasure, not a fundamental alternative especially in the present circumstances of DDA negotiation of WTO and of enlargement of FTA by the USA. So a nation shall carry out policies for cultural identity and cultural autonomy by the guarantee of Cultural Diversity Agreement of UNESCO, and organize a new cultural exchange order which substitutes the trade order by trade agreements.

국내 축산업은 구제역, AI 등 법정전염병 발생은 물론 각종 호흡기성 및 세균성 질병이 끊임없이 발생해 농가피해가 심하고 식품의 안전성을 위협받고 있다. 또 다자간 FTA 체결로 값싼 외국산 축산물 수입량이 증가함에 따라 내 우외환의 홍역을 앓고 있는 실정이다. 축산업이 국내외적으로 어려운 시기에 경쟁력을 강화하기 위해서는 생산성 향상을 통한 생산비 절감과 함께 사육환경을 개선해 안전한 식품을 공급하는 동물복지형 친환경축산이 그 대안으로 평가 받고 있다. 이러한 시대적 요청을 선도하기 위해 동물복지형 친환경축산 발전에 기여하는 천연물 및 유익 미생물을 통해 질병, 환경 및 사료를 효과적으로 관리하여 농가소득 증대를 꾀하고, 나아가 축산 경쟁력 제고에 기여할 수 있는 친환경 제품의 개발에 박차를 기하는 업체를 방문하였다.

In the East Asian region, the advancement of trade networks is being facilitated, which turns out that economic integration across borders is being advanced due to FTA expansion, freedom of business activity growing through the reform of regulatory system in each country, and the processing of division of labor between processes across borders. Trans-Pacific Partnership(TPP), which is a U.S. led multilateral FTA, was signed on February 4 2016 in Auckland, New Zealand by 12 countries, by which changes in the East Asia Trade Network are also expected. For this reason, this study examined the impact that TPP would have on East Asia Trade Network. According to the result of this study, it was determined that TPP, as the regulation and system which will lead globalization of the supply chain, will change Supply Chain structure and result in a positive effect on Value Chain. This will have a significant impact on the East Asian trade network, and connect to enhanced competitiveness of participating enterprises. In addition, TPP seems to be the basis for realization of FTAAP(Free Trade Area of the Asia-Pacific) in the future, Therefore, Korea who has high Degree of Dependence upon Foreign Trade will have to pay make political effort to effectively deal with this changing trading environment in East Asia.

최근 국제적으로 다자간무역협정(FTA)이 진행되면서 세계무역 정세가 급변하고 있다. 국내에서는 내년 7월부터 사료 내 항생제 투입이 전면 금지되고, 또한 동물복지에 대한 관심 등이 높아지면서 향후 양계산업도 큰 변화가 예상되고 있다. 본고는 30여 년간 유럽에서 축산물 마케팅 산업에 참여해 온 Mr. Philip Wilkinson씨를 만나 영국을 비롯한 유럽의 양계산업을 들어보고 국내 양계산업이 나가야 할 방향을 짚어보았다.

This paper studied about environmental protection and Free Trade in FTA. FTA is representative means that maximize trade profit through free trade. But Regulation for environmental protection is infringing profit of free trade(FTA). It is the natural matter that the all countries must do environmental protection. but, measure for environmental protection must not be used on trade limited constituent. This study studied about enactment plan of environmental regulation to achieve two targets of environmental protection with trade liberalization. Study Finding is as following. First, it is that to apply existent environmental standard in the FTA expands trade liberalization. Second, need enactment of rule that can interchange Environmental Goods or a technology effectively. Third, there is necessity to establish procedural regulations and substantial regulations that refer environment problems. also to include comprehensive form in case of choose Multilateral Environmental Agreements is reasonable.
