Analysis of Multicultural Soldiers Policy Research Trends -Focused on academic papers from 2010 to 2022- (다문화장병 정책 연구동향 분석 -2010년~2022년 학술논문을 중심으로-)

  • This study examined the research trends with a focus on the academic papers released from 2010 to 2022 on multicultural soldiers policy. As a result of examining the current status by year, field, and research subject, research has been conducted since the revision of the Military Service Act that allowed young people from multicultural families to join the army, but not actively so. Research fields also diversified from the creation of the environment and preparation directions to policy proposals ahead of the first multicultural soldier's enlistment, but the need to expand the field of research has been identified. Lastly, research subjects ranged from executives to warriors, but most of them centered around inmates rather than multicultural soldiers. It is expected that the analysis results of this paper will play a positive role in setting future research directions for multicultural soldiers that are still in progress.

  • 통계청의 '인구주택총조사' 결과(2019년 11월 1일)를 기준으로 발표한 '2019 지방자치단체 외국인 주민 현황'을 보면, 국내 체류 외국인은 2,216,612명으로 지난해인 2018년 2,054,621명에 비해 161,991명(7.9%) 증가했다. 이러한 결과는 우리나라 전체 인구(51,850,705명) 중 4.3%에 해당하며, 외국인 주민 최초 조사 연도인 2006년 536,627명과 비교했을 때 4배 이상 증가한 것을 확인할 수 있다. 국내 이민자들의 수가 증가함에 따라, 우리가 생각해야 할 점은 그동안 다문화 관련 정책적 환경이 급변하였을 뿐 아니라, 환경적 변화에 맞게 정책의 변화도 지속해서 이루어졌다는 것이다. 또한, 다문화가족의 양적 증가뿐 아니라, 거주 기간도 장기화되면서 초기 적응이라는 정책보다 구체적이고 포괄적인 새로운 정책 요구를 파악할 필요성이 대두되고 있다. 따라서 다문화가정 결혼이주여성들의 창업 의지에 미치는 요인들을 연구하는 것은 향후 다양한 다문화 정책 수립 및 창업, 경제활동 활성화에 있어 큰 의미가 있다. 다문화가정 결혼이주여성에 대한 창업 의지에 영향을 주는 요인에 관한 연구는 학문적으로 중요한 의미를 갖는데, 선행연구는 주로 북한이탈주민 및 다문화 이민자의 문화지능 또는 사회체제 등이 창업 의지에 영향을 미치는지 초점을 두어왔다. 본 연구의 목적은 다문화 이주민의 창업 의지에 관한 기존 선행연구들을 바탕으로 다문화가정 결혼이주여성들의 창업 의지에 영향을 미치는 요인을 실증분석해 보는 데 있는데, 해당 요인들을 파악함으로써 앞으로 다문화가정 결혼이주여성들의 창업 활성화를 위한 정부와 대학의 역할을 논의해 보고자 한다. 다문화가정 결혼이주여성들의 창업 의지에 영향을 미치는 영향은 개인적 특성(기업가정신)인 '진취성', '혁신성', '위험감수성', '기회 인식'과 긍정심리자본 특성인 '자기효능감', '희망', '회복력', '낙관주의' 등을 선정하였다. 해당 요인들을 바탕으로 수도권에 거주 중인 다문화가정 결혼이주여성들에게 설문조사를 진행하였으며, 설문조사 결과로 신뢰성 분석과 요인분석, 다중회귀 분석, 상관관계 분석 등을 통하여 본 연구에서 설계한 가설들을 검증해 보고자 한다.

  • This research analyzed reality of multicultural education of Korea and suggested policy implication through a questionnaire survey of teachers, students, and parents in elementary schools, Daegu City. Multicultural policies in Korea mainly helped a member of multicultural family who immigrated into Korea to learn Korean language and culture. Thus, the common people have a few chances to have multicultural education; however they mainly experienced multiculture indirectly through mass media. Therefore they had low level of understanding and satisfaction and their consciousness was narrow. Most of people completely come out in sympathy with that multicultural education should be taught at school. To overcome the current issues of multicultural education, its goals, contents and tasks should be clearly established. Multicultural education is taught from elementary school in holistic approach; however, methods of learning and teaching are different according to a curriculum.

  • This study suggests that multicultural education should not be limited to educational sites such as kindergartens. Since the multicultural attitudes and consciousness of young children are unconsciously acquired through parents' words and school education, they emphasized the implementation of multicultural education at home and kindergarten. In other words, multicultural education should not only be carried out in the field of education, but also in the homes of children. However, there are still few studies on multicultural education for parents. In this regard, this study highlights the importance of parents on multicultural education by examining the socio-economic status of parents with early childhood children and their actual experiences in multicultural education.   • The aims of this research are to grasp the supporting volition of the government as increasing multicultural family and discussing direction of the work and program for them. Therefore, this article inquired into the structure and the view through the supporting the law in 2008 and policy in 2009 of multicultural family and the contents of the work and program divided into the fields of essentiality and speciality for the multicultural family support center. As a result, this article implied three directions ; first, the practicality of contents based on the needs and requirement of multicultural family, second, the connection of multicultural family life cycle based on circumstances and resources, third, the mutual direction of effect based on promoting the character of a nation between multicultural family and others.

  • With the rapid increase of multicultural families in South Korea due to international marriages and the influx of foreign workers, the number of children from these families enlisting in the military is also rising. It is projected that by 2030, over 10,000 recruits from multicultural backgrounds will join the military annually. This influx can help mitigate the issue of decreasing military resources due to low birth rates and enhance the cultural diversity within the military. However, the lack of multicultural awareness and the presence of discrimination in the military can hinder the well-being of these multicultural soldiers. This study aims to analyze the multicultural phenomenon in the Korean military and explore development strategies to ensure the stable service and healthy military culture for multicultural soldiers. The theoretical background of multiculturalism and diversity in the military is examined, along with the analysis of multicultural military operations in other countries. Management strategies for multicultural soldiers, including leadership and organizational culture innovation, multicultural education and awareness programs, and the establishment of tailored support systems, are proposed. Furthermore, policy recommendations for enhancing the effectiveness of multicultural policies in the Korean military are presented. Supporting the successful military service of multicultural soldiers will contribute to the enhancement of military combat power and the acceptance of multiculturalism in Korean society.

  • This paper analyzes guidelines and enforcement that influence the multiculturalism in Japan and Korea. My results indicate that multiculturalism have different effects on communities in both countries. I find that the Japanese guidelines and enforcement have promoted the quality of multiculturalism. Specifically, I conclude that in the long term, the role of local government could help improve social integration.

  • 한국의 어두운 역사적 배경 속에서 '혼혈아'라 불리던 국제결혼자녀 또는 미군아버지로 부터 버림받은 사생아들은 한국 사회에 포용이 될 수 없었다. 더불어, 그 이후 유입된 새터민, 외국인 노동자, 중국동포의 다문화 가정자녀들도 외국인도 내국인도 아닌, 외계인으로 사회적 고립으로 말미암아 소외계층으로 밀려나야 했는데, 이는 단일 민족주의를 긍지로, 여기는 한국의 주류층과의 차이가 차별(discrimination)로 변질된 현상에서 원인을 찾을 수 있다. 하지만, 이들의 차이는 '잠재적 역량'이 될 수 있는 이면적 장점을 내포하고 있다는 사실을 한국의 사회. 문화적 신념에 의한 배타적 성향을 지닌 한국 주류층들은 물론이거니와, 다문화사회 구성원들조차 인식하지 못하거나, 활용되지 못하는 것이 현 실정 이었다. 글로벌 사회의 도래로, 다문화 사회를 바라보는 전체사회의 의식변화를 요구하는 사회 각계각층의 목소리가 높아지고 있으며 이에 대한 활발한 연구가 시작되고 있다. 우리나라도 체류외국인 100만 명 돌파의 시대에 돌입 후 정부는 다문화사회 도래에 대한 다양한 대비책을 마련하는 현 상황에서 다문화사회 구성원들의 정부시책에 대한 관심과 자체적 노력이 더욱 요구되며, 이런 노력 하에 전체사회의 변화가 용이해질 뿐만 아니라, 다문화사회의 미래인 그들의 자녀들을 위해 교육적, 제도적, 정책적 인프라구축의 노력에 결실을 가져오리라 본다. 한국사회가 송출국에서 수민국가 대열에 서게 된 이 시점에서 다른 국가들의 이민과 교육정책을 살펴보고, 한국의 이주자 대상별로 전반적 다문화 가정 자녀의 교육 현실 및 한국 다문화 교육 정책의 문제점을 살펴보고, 이에 대한 미래지향적 다문화 교육에 대한 앞으로 한국의 다문화교육이 나아가야 할 방향을 제시해 보고자 한다.

Childbirth and Childcare Policies for Marriage Migrant Women and Their Characteristics (결혼이주여성의 자녀 출산.양육 정책에 대한 비판적 고찰 : 젠더관점과 다문화관점을 중심으로)

  • This study starts with the question raised from the perspective of marriage migrant women's pregnancy, childbirth and childcare policies. In other words, the study starts with the basic perspective that policies concerning the childbirth and childcare of marriage migrant women should be looked at from both gender-specific as well as a multicultural-specific perspective. In this context, the study examines the policy issues concerning childbirth and childcare of marriage migrant women from these two different perspectives as well as focuses on the current statistical data of childbirth amongst marriage migrant women. Next, the study examines the childbirth and childcare policies for marriage migrant women and proposes improvements in future policy developments. According to the study results, it is revealed that although there has been an increase in policies regarding pregnancy, childbirth and childcare, there needs to be a new direction and policy improvements in four areas from a gender perspective. Next, the results of the study indicate as a minority group, childbirth and childcare policies for marriage migrant women should take into account the various cultural backgrounds and differences from the following multicultural perspective.

  • This research analyzed that what factors affect to the change of social positioning of 'multi-cultural family(MCF)' centered on 'multi-cultural family in Jecheon City using Social Construction. The purpose of this research analyze the social positioning of MCF in Jecheon City, policy design depending on that social positioning and the effect of social perception. Therefore, this research carried out qualitative analysis method that analyzed news articles, legislations and interviews from 1990 to 2013 based on social construction theory. For the purpose, first, the time scope could be divided into four periods such as 'the quickening period in 1990s', 'quantitative growth period from 2000 to 2005', 'qualitative growth period from 2006 to 2011', 'the period of antagonism after 2012' of MCF.
