Characteristics and Implications of Civic Multiculturalism Policy of Canada (캐나다 시민적 다문화주의 정책의 특징과 시사점)

  • This study aims to analyze multiculturalism policy of Canada, where is praised for not only systematic multiculturalism policy but also one of the leading countries for successful managing of it, and is to explore the implications for Korea through analysis. The meaning, history, policy changes of multiculturalism of Canada, and the ways to maintain and generate for this by reviewing relating literature to achieve this goal. This study particularly focuses on the civic multiculturalism policy, which established not only the systematic foundation but also a social consensus regarding multiculturalism policy changes. Moreover, finally some suggestions of development strategies for Korea were provided. Developing and conducting of various programs for understanding and recognizing cultural and ethnic diversity, establishing a powerful law regulation and applying the rules rigorously, supporting for network formation of immigrants based on community organizations, providing information made by various languages, and developing and using a tool such as a racial impact analyzes were suggested.

Strategic Multiculturalism and Racialism in Television Advertising (TV 광고에 나타난 전략적 다문화주의와 인종주의)

  • Advertising is regarded as one of media's most proficient instruments of reflecting changing society. It represents the channel through which globalization and consumption culture have spread into everyday life. This study explores the significance and representations of multi-culturalism in contemporary television commercials. For the purpose, the social and historical meanings of the term 'multi-culturalism', generated inside and outside Korea, are discussed. A series of text analysis are followed, focusing on the representation of non-Korean models in terms of ethnicity and race. The result shows that the advertising is the instrument utilized in creating the relationship between multi-culturalism and racialism, which is called 'strategic multi-culturalism'. This strategy commonly happens in today's commercial advertising such as information/telecommunication, real estate/branded apartment complex, and bank/finance market. Despite the increasing number of multi-cultural commercials in the past decade, multi-culturalism in Korean society has not yet fully articulated.

  • The negative awareness of a multiculturalism rises around the world because of various problems that happen with the multicultural phenomenon. Nevertheless, the reason we uphold multiculturalism is that multicultural phenomenon is an inevitable consequence of capitalism and the decline of multiculturalism might imply danger of bringing about radical nationalism. This study assumes that a distortion of multiculturalism is the result from a myth of romance film which affects the public perception as an integral component of a discourse. Grounded upon monomith, the narrative structure of romance film of which motive comes from courtly love makes people miscomprehend the value of multiculturalism because of the multicultural factor as substitute for romantic obstacle. As the character of romance movie is likely to be formed focusing on superficial images and denotations, this tendency causes the hierarchy and the representative minority drives out the rest of other minorities. The attempt to arouse people's tolerance and understanding of the other is frustrated both by the structure of binary oppositions and the clich$\acute{e}$.

  • This study aims to understand the change of migrant policies, namely assimilation, multiculturalism and social integration, in the West through critical perspectives and to derive implications for the Korea's migrant policy from the experience of the West. In 1970s, assimilation policy was severely criticized from the limitation of cultural diversity, and multiculturalism expanded rapidly in the West focusing on the migrant's right and cultural difference. However, multiculturalism received severely criticism because it makes social isolation and segregation between mainstream society and migrants. Since 2000 social integration became the major policy for migrant incorporation, focusing migrant's attitude and practice to receive the value and culture of mainstream society with the active participation of socioeconomic activities. However, social integration policy reveal some problems which regard migrants as the object of control, and also as the object of discrimination. The experience of the Western policies suggests on the careful selection for the migrant's incorporation policies in Korea with the consideration of social inclusion of migrant, analysis on the problems of multiculturalism and social integration policy, and the necessity of mainstream society's change into the acculturation.

Study on Vulnerability of Multi-Culturalism Discourses in Korea A Case Study of JTBC's Entertainment Show (텔레비전 예능 프로그램 속의 다문화주의 JTBC <비정상회담>의 '기미가요' 논란을 통해 본 다문화주의 담론의 취약성 연구)

  • Korean mass media has represented foreigners in their documentaries, entertainment shows, situational comedies, and dramas for long time, while the representations created plenty of controversies. Alleged West-oriented racism found from various televison programs may be one of them. Recently, however, more Korean television shows began to incorporate the ideas of multi-culturalism. This paper is an attempt to explore how television audiences interpret multi-culturalism reflected in the media. More specifically, this is a case study of JTBC's , a show featuring foreigners debating on various topics regarding Korean culture. Particularly, it focuses on disputes over the producers' decision to play 'Kimigayo' (the national anthem of Japan, which is also considered as a symbol of Japanese militaristic past) when introduced a new Japanese panel. Critical discourse analysis was adoped as the main research method, and researchers found that audiences draw certain guidelines in accepting multi-cultural aspects. If and when these aspects overstep the line, they tend to abandon it without hesitance. In the case of 'Kimigayo,' it was ethno-centrism and/or anti-Japanes sentiments which made multi-culturalsim much weaker. It does not mean that multi-culturalism was replaced-or defeated-by nationalism, but show the 'vulnerability' of multi-culturalsim. Multi-culturalism is not as concretely rooted in Korean society as many people have claimed or hoped. The research has its own limitations as a case study, but it is hoped to stimulate other researchers to keep their eyes on media and multi-culturalsim in Korea.

A Study on Hometown Terrorism Possibility and Measures in Multiculturalism (다문화주의에 따른 자생테러리즘의 가능성과 대책에 관한 연구)

  • As the world becomes more global, entry simplification measure increases many foreigners' entry and international marriage around the low income countries of southeast Asia. Those are adding multicultural phenomena to Korean society, which has a bad influence on public order environment and leads to side effect in society. Since the 9/11 terror attacks, a sudden increase in the threat of terror has been worldwide. Besides, the threat tends toward New Terrorism and contributes to factor to social malaise in Korea. Therefore, this study examines all the possibilities of hometown terrorism by multiculturalism and suggests measures for it. To achieve this, it is required to lead the people's understanding and national participation for multiculturalism. The mature civic awareness should be given priority over any others, which means the understanding and consideration of various countries' cultures and traditions. It is also necessary to inspect the dangers of hometown terrorism. Furthermore, there should be an urgent need for an institutional device to prevent and suppress terror through a close examination of countermeasures system of terror.

Racio-ethnic Statistics and Multiculturalism: Comparative Perspectives on France and Brazil (인종·종족 통계와 다문화주의: 프랑스와 브라질의 사례비교)

  • With the advent of multicultural society, many countries have come to the point of considering a fundamental revision or review of their previously established national identity and social constitution principles. This situation often generates conflicts and controversies between advocates of tradition and promotors of multiculturalism. In this article we will look at the case of France and Brazil and discuss how these two countries maintain, discard or fundamentally modify their traditional social integration model in the face of the multicultural challenges(racism, racial discrimination and integration/coexistence of immigrants of different cultural backgrounds), and examine the controversial aspects surrounding it. In particular, focusing our eyes on racial/ethnic statistics debates in both countries, we will try to compare the cases between that of adoption of multicultural alternative model(Brazil) and the case of rejection/retention(France) to find out some political meanings imbedded in those cases.

The Socio-spatial Transformation Process Towards Multicultural Society and Limitations of 'Multicultural Coexistence' Policy of Japan (일본의 다문화사회로의 사회공간적 전환과정과 다문화공생 정책의 한계)

  • As recent inflows of foreign immigrants to relatively advanced countries in Northeast Asia have rapidly increased, Japan in particular uses 'multicultural coexistance' as a key concept for developing both discourse and policies on them. This paper is first of all to suggest a new typology of multicultural societies in the world ill order to differentiate the case of Northeast Asian countries from those of Western countries. And this paper is to suggest that foreign immigrants in Japan have different positions in labor markets and living experiences according to historical and social backgrounds as well as their nationality. The transformation process towards multicultural society is not only historical and social but also geographical and spatial, as foreign immigrants have made different spatial distribution and regional segregation in types. In order to control this socio-spatial process towards multicultural society, Japan has developed the concept of 'multicultural coexistence' similar with that of multiculturalism in Western countries. This concept seems to be quite significant as it has been initiated by local communities for symbiotic relationship between foreign immigrants and native Japanese dwellers. But it can be regarded as a strategic ideology to control foreign immigrants as it targets mainly on Nikkeijin, and is usually concerned with the cultural aspect. Seen from a theoretical point of view, this concept can be seen as closed with liberal multiculturalism as opportunity equity, but far from corporative multiculturalism as outcome equity, and it is on the process transferring from the first stage of tolerance to the second stage of legislation of nondiscrimination, while being distant from the third stage of legislation paradigmization of recognition, and hence appears to be easily reverted to assimilationism.

A Study on the Use of Multicultural Terminology: Focusing on the Status of News Articles and Interviews with Field Experts (다문화 용어 사용 문제에 대한 연구: 뉴스기사 사용실태 파악과 현장 전문가의 인터뷰를 중심으로)

  • This study was an exploratory study to identify the discomfort of using multicultural terms. The contents of the study included exploration of prior research, analysis of news articles, and in-depth interview with field experts. The results of the study are summarized as follows. First, five multicultural terms such as 'multiculturalism', 'multicultural society', 'multicultural education', '다문화가족' and '다문화가정' were extracted from exploration of prior research. Second, as a result of news analysis, 'multiculturalism' mainly appeared in the early 2000s and has been rapidly decreasing since 2006, and 'multicultural society' and 'multicultural education' have been steadily written. In contrast, '다문화가족' and '다문화가정', which first appeared in 2003 and 2004, have exceeded 80% of multicultural news articles since 2009. Third, regarding multicultural terms, the study participants were well aware of '다문화가족' and '다문화가정', and little knew of 'multiculturalism'. In an interview conducted before learning multicultural terms, '다문화가족' and '다문화가정' were recognized as familiar but uncomfortable and distinguishing terms. And 'multiculturalism', 'multicultural society', and 'multicultural education' were recognized as abstract and unfamiliar terms. In an interview conducted after learning about multicultural terms, the study participants expressed confusion about the mixed use of multicultural terms with different meanings and recognized the need for clarification.
