A Study on the Safety Improvement in a Venting System from the HCl Release Accident of a Petrochemical Company (석유화학공장의 염화수소 누출사고를 통한 대기벤트 시스템의 안전성 향상 방안)

  • The purpose of this study is to carry out the consequence analysis of an accident related to the release of Hydrogen chloride occurred in a petrochemical company in Korea and suggest the measures to prevent similar accidents from happening again. The total amount released through the safety valve of HCl Column was calculated based on the rated capacity of the safety valve, the ideal gas equation and mechanical energy balance, respectively. As a result of the calculation, we found that the amount of HCl released through the safety valve was at least 76.8 kg. Also, we predicted the dispersion concentration at the position of the injured workers(more than 350 m away from the accident location) using simulation programs such as PHAST. The results of ALOHA and K-CARM are 304 ppm and 1,700 ppm respectively. However, PHAST calculation indicated that the concentration is less than l ppm. From these results, we can understand that workers were injured by HCl gas released from the safe valve and the concentration of gas might be less than 1 ppm. Also, it is important for toxic gases such as HCl to be vented safely to the atmosphere after scrubbing.

Analysis of the Impact of Fire and Explosion Accidents due to LNG Leaks in the LNG Re-gasification Process (LNG 재기화 공정에서 LNG 누출에 따른 화재 및 폭발사고의 피해영향 분석)

  • In this study, one calculated the range of damage to the combustion characteristics according to the composition of LNG and the size of leaking holes, and analyzed the damage effect in case of leakage accidents caused by pipe damage in the re-gasification process for the LNG supply system. In order to confirm the combustion characteristics according to LNG composition, there was no significant difference in the result of risk analysis by LNG-producing areas. However, the higher the methane content of the components, the lower the risk of flash fire, hazardous areas of overpressure due to explosion, and thermal radiation damage caused by jet fire. In addition, one investigated the effect of leakage, holes, and ruptures on the risk range and explosions according to the size of the pipe-leakage hole. Also, the influence of overpressure and the range of damage from radiant heat could be predicted. One confirmed the effect of LNG composition and pipe-leakage size on fire and explosion.

  • 연료전지는 수소를 이용하여 전기를 생산하는 발전 시스템으로 운전 중 수소 누출과 폭발의 위험성을 항상 수반하고 있다. 따라서 안전성의 확보를 위해 연료전지 시스템 내부에서 수소 누출 시 유e동 특성으로 인한 특정 부근 농도 정체와 환기의 영향을 파악하는 것이 필요하다. 실험 장치와 전산유체역학 프로그램을 사용하여 챔버 내 수소의 유통 특성과 환기구에 따른 환기의 영향을 확인하였다. 수소의 누출 속도와 양에 따라 유동장의 형태는 크게 변하였으며 환기구의 위치와 크기는 특정 부근의 농도정체와 챔버 내 전체적인 수소 농도에 영향을 미침으로서 안정성을 확보하는 중요한 인자임을 알 수 있었다. 예측 결과를 실제 실험 모델과 비교하여 그 타당성을 검토하였으며 차후 가정용 연료전지 모듈의 환기구 설계에 적용할 수 있다.

Assessment of Gas Release Dispersion and Explosion in Pipeline (파이프라인에서의 가스누출 확산과 폭발 영향평가)

  • The risk assessments for gas leak in underground pipeline are conducted about the explosion accident of AHYUN-DONG underground service-base on December, 1994(Gaussian gas, LNG) and the accident of TAEGU subway on April 1995(Heavy gas LPG). We have calculated the total mass of gas release and have respected the efficient of explosions with report of the spot. The dispersion zones of LNG were calculated as large as fifteen times to those of LPG by ALOHA. The effects of thermal radiation from LNG explosion were assumed less than that from LPG by PHAST.

  • This study applied ALOHA Program to predict the damage caused by fire and explosion predicted to occur from gas leakage at LPG stations and presented plans to prevent damages by diagramming the impact range and distance. The propane gas leakage from LPG stations causes human damage like breathing issues and property damage, including building destruction to residents in the surrounding areas. As a way to reduce this, first, the hazardous substance safety manager of the LPG station needs to check frequently whether the meters and safety valves are working properly to prevent leakage in advance. Second, the LPG stations' storage tanks should be worked by the person who received "hazardous substance safety manager training" under the provisions of the Act on the Safety Control of Hazardous Substances and has been appointed as a "hazardous substance safety manager" by the fire department. Third, LPG station's various safety device functions, such as overfill prevention devices, must be checked on a regular basis. Finally, wearing work clothes and shoes that prevent static electricity at LPG stations is highly recommended, as static can cause a fire when gas leaks.

Consequence Modeling Methodology for Prediction of Hazard Distance for Two-phase Flow Release from the Pressurized Chlorine Saturated Liquid Storage Tank (가압 염소포화액체 저장탱크의 2상 흐름 누출에 대한 유해위험거리의 예측을 위한 결과영향 모델링 방법론)

  • This study is to develop the consequence modeling methodology for quantitative prediction of the hazard distance(or toxic buffer distance) for two-phase flow continuous releases from the pressurized chlorine saturated liquid storage tank of the chemical plant facilities. The source term modeling was peformed by the refined analysis method based on USEPA's guideline and SuperChems model self-calculation, respectively. The hazard distance was predicted for STEL, IDLH and ERPGs(ERPG-2 and ERPG-3) concentrations being used as the toxic regultaion concentration in hazard estimation. To use as hazard estimation guideline for the establishment of the emergency response planning, the effects of source characteristics and meteorological vaiations on the hazard distance was especially considered for ERPG-2 concentration.

  • Gas pipeline safety management and risk prediction are recognized as a very important issue. And the effort to prevent accidents is essential. So, in this study, it was studied through correlation of pressure changes for leak point detection in real-time. It experimented by installing the five leakage valves in the pipe of 378 m and compared the actual leak points with simulation results. The results showed that experimental leak points and the actual leak points have differences within the 6 m. And this technology has to be commercialized by the demonstration in dangerous zone.

A Numerical Model for the Movement of Spilled Oil at Ocean (해상누유 확산의 수치해석)

  • This paper describes a short-term prediction model for the movement of an oil slick in shallow waters. Under the assumption that the initial movement of the oil slick is governed by spreading and advection, the model has been developed and applied to Kyungki-Bay near Incheon Harbor. The initial spreading is estimated by using an empirical formula. The depth-averaged momentum equations are solved numerically for the volume transport velocities, in which the $M_2$ tide is the main driving source. A staggered grid system is adopted fur spatial discretization and the half-time method is implemented for time marching. The numerical result is visualized with the help of animation and thus the contaminated area is displayed on a monitor in time sequence. The input data are the time, the location and the volume of spill accident as well as environmental data such as md and $M_2$ tide.
