The Risk Assessment of Carbon Monoxide Poisoning by Gas Boiler Exhaust System and Development of Fundamental Preventive Technology (가스보일러 CO중독 위험성 예측 및 근원적 예방기술 개발)

  • We devised the system to automatically shutdown the boiler and to fundamentally block the harmful gases, including carbon monoxide, into the indoor when the exhaust system swerves: (1) The discharge pressure of the exhaust gas decreases when the exhaust pipe is disconnected. The monitoring system of the exhaust pipe is implemented by measuring the output voltage of APS(Air Pressure Sensor) installed to control the amount of combustion air. (2) The operating software was modified so that when the system recognizes the fault condition of a flue pipe, the boiler control unit displays the fault status on the indoor regulator while shutting down the boiler. In accordance with the ventilation facility standards in the "Rules for Building Equipment Standards" by the Ministry of Land, Infrastructure and Transport, experiments were conducted to ventilate indoor air. When carbon monoxide leaked in worst-case scenario, it was possible to prevent poisoning accidents. However, since 2013, the number of indoor air exchange times has been mitigated from 0.7 to 0.5 times per hour. We observed the concentration exceeding TWA 30 ppm occasionally and thus recommend to reinforce this criterion. In conclusion, if the flue pipe fault detection and the indoor air ventilation system are introduced, carbon monoxide poisoning accidents are expected to decrease significantly. Also when the manufacturing and inspection steps, the correct installation and repair are supplemented with the user's attention in missing flue, it will be served to prevent human casualties from carbon monoxide poisoning.

Cellular Automata Simulation System for Emergency Response to the Dispersion of Accidental Chemical Releases (사고로 인한 유해화학물질 누출확산의 대응을 위한 Cellular Automata기반의 시뮬레이션 시스템)

  • Cellular automata have been applied to simulations in many fields such as astrophysics, social phenomena, fire spread, and evacuation. Using cellular automata, this study develops a model for consequence analysis of the dispersion of hazardous chemicals, which is required for risk assessments of and emergency responses for frequent chemical accidents. Unlike in cases of detailed plant safety design, real-time accident responses require fast and iterative calculations to reduce the uncertainty of the distribution of damage within the affected area. EPA ALOHA and KORA of National Institute of Chemical Safety have been popular choices for these analyses. However, this study proposes an initiative to supplement the model and code continuously and is different in its development of free software, specialized for small and medium enterprises. Compared to the full-scale computational fluid dynamics (CFD), which requires large amounts of computation time, the relative accuracy loss is compromised, and the convenience of the general user is improved. Using Python open-source libraries as well as meteorological information linkage, it is made possible to expand and update the functions continuously. Users can easily obtain the results by simply inputting the layout of the plant and the materials used. Accuracy is verified against full-scale CFD simulations, and it will be distributed as open source software, supporting GPU-accelerated computing for fast computation.

Analysis of Damage Impact Range according to the NG/NH3 Mixing Ratio when applying Ammonia as Fuel for a Combined Cycle Power Plant using an ALOHA Program (ALOHA 프로그램을 활용한 복합화력발전소 내 암모니아 연료 적용 시 NG/NH3 혼소율에 따른 피해영향범위 분석)

  • In this study, a quantitative risk impact assessment is performed using an ALOHA program to identify the risks when applying ammonia as fuel for combined cycle power plants as one of the solutions of climate change. The worst and the alternative accident scenarios are established for the Sejong combined cycle power plant and the effective ranges are calculated in terms of flammability, thermal radiation, overpressure and toxicity. The analysis results show that the toxic risk is the most critical and the effective distance is highly proportional to the mixing ratio of natural gas and ammonia by showing the Pearson's correlation coefficient over 98% as 0.991, 0.987 and 0.989 for the Level Of Concern(LOC)-1, LOC-2 and LOC-3, respectively. In addition, the coefficients of linearity for LOC-1, LOC-2 and LOC-3 are calculated to 133, 70 and 29, respectively so it can be confirmed that the effective distance increases as the criterion decreases.

Exposure Assessment on Sub-Populations of the Local Community following a Hydrofluoric Acid Accident (불산 누출사고에 따른 지역사회 구성원들의 노출평가)

  • Objectives: The purpose of this study was to propose an indirect exposure assessment method using a questionnaire survey at a time when direct exposure assessment would be impossible after a chemical accident. Methods: About two weeks after an accident, a questionnaire survey was performed with 1,264 persons from the local community. Variables related to exposure were extracted from the survey contents, weighted and then graded for comparison with subjective symptoms in order to evaluate the extent of exposure. Survey items suitable for reflecting the previous exposure level during the accident were extracted, weighted and divided into quartile ranges. Subjective symptoms showed an increasing tendency with higher exposure level when compared with final exposure level (p<0.01). Results: For the relationship between the final exposure grade and subjective symptoms, as the exposure grade was increasing the rates complaining of symptom also showed an increasing tendency. However, when adjusted for demographic characteristics, there was a tendency for the eye irritation symptom to appear higher in women, and respiratory organ irritation appeared higher in smokers. Conclusions: When the problem of recall bias is considered, this study may not have completely unraveled exposure and the characteristics of the participants can affect subjective symptoms. Nevertheless, the exposure rating method of using a questionnaire showed a significant relationship with symptom level. It can be deemed that assessment of past exposure may be successfully evaluated by questionnaire in cases such as chemical accidents.

A Study on the Quantitative Process Facility Standards that Require H2S Toxic Gas Detectors and Location Selection for Emergency Safety (H2S 독성가스감지기가 필요한 정량적 공정설비 기준 및 비상시 안전을 위한 위치선정 방안에 대한 연구)

  • Design techniques for minimizing the damage caused by leakage of $H_2S$ gas, contained in natural gas and petroleum, have been widely studied abroad in chemical plants that purify and process natural gas and petroleum. However, there is no domestic engineering practice and regulation of $H_2S$. In accordance with the circumstances, this study proposes the quantitative criteria of process equipment to install $H_2S$ toxic gas detector as 500 ppm and explains the valid basis. The $H_2S$ gas dispersion radius up to IDLH 100 ppm is calculated by ALOHA under previous $H_2S$ gas leak accident scenario. The weather conditions of modeling include the conditions of Ulsan, Yeosu and Daesan, the three major petrochemical complexes in Korea. The long radius up to 100 ppm was derived in order of Ulsan, Daesan, Yeosu. For emergency safety the dispersion radius up to 100 ppm of the $H_2S$ gas obtained in this study should be extended to apply the additional $H_2S$ toxic gas detector, and local climate conditions should be considered.

A Development of Consequence Analysis System for Combustible Materials Release Events Based on HTML5 Web (HTML5 웹 기반 가연성 물질 누출 피해영향평가 시스템 개발)

  • Korea Gas Safety Corporation is developing consequence analysis system for combustible materials release events to enhance risk assessment technology and its efficiency. Unlike general consequence analysis programs, the final consequence area was implemented through ETA analysis based on API-581 standard, and a convenient user interface was constructed based on HTML5-based responsive web technology. In addition, a phase equilibrium module using third-order state equations (such as Peng-Robinson, SRK, and RK) and fugecity was implemented to analyze the mixture quality. Also. using the consequence analysis algorithm introduced in CCPS books and TNO Yellow Book, we developed material leak analysis module, fireball, pool fire, jet fire, flash fire, and vapor cloud explosion consequence assessment module. In addition, the conditions for calculating the safety distance were prepared with using the control values in the EIGA standard, PAC, and Bevi Reference Book.

Sensitivity Analysis of Nozzle Geometry Variables for Estimating Residual Stress in RPV CRDM Penetration Nozzle (원자로 상부헤드 관통노즐의 잔류응력 예측을 위한 노즐 형상 변수 민감도 연구)

  • Recently, several circumferential cracks were found in the control rod drive mechanism (CRDM) nozzles of U.S. nuclear power plants. According to the accident analyses, coolant leaks were caused by primary water stress corrosion cracking (PWSCC). The tensile residual stresses caused by welding, corrosion sensitive materials, and boric acid solution cause PWSCC. Therefore, an exact estimation of the residual stress is important for reliable operation. In this study, finite element simulations were conducted to investigate the effects of the tube geometry (thickness and radius) on the residual stresses in a J-groove weld for different CRDM tube locations. Two different tube locations were considered (center-hole and steepest side hill tube), and the tube radius and thickness variables ($r_o/t$=2, 3, 4) included two different reference values ($r_o$=51.6, t=16.9mm).

Prediction of Travel Time and Longitudinal Dispersion for Water Pollutant by Using Unit Concentration Response Function (단위오염도틀 이용한 하천 오염물질의 이동시간과 종확산 예측)

  • This study suggests the use of a simple method, called the unit concentration response function(UCRF) for predicting travel time and dispersion of pollutants with the minimum information of study area instead of numerical models which are widely used In the Previous studies. However, the numerical models require time-consuming, tedious effort, and many data sets. So we derive the UCRF using some components such as travel time, peak concentration, and passage time of pollutant etc. We use the regression equation for the estimations of components which were developed from the investigations of many river basins in USA. This study used the regression equaiton for the UCRF to the accident of Dichloromethane leak into the Nakdong River occurred on June 30, 1994 and applied the UCRF for the predictions of travel time and dispersion. The predictions were compared with the results by QUAL2E model. The results by the regression equaiton and QUAL2E model had a good agreement between observed and simulated concentrations. Therefore, the regression equation for the UCRF which can simply estimate travel time and concentration of pollutants showed its applicability for the ungaged basin.

Determination of Phenol in Food using GC/MS (GC/MS를 이용한 식품 중 페놀 분석)

  • The present study demonstrated the development and validation of the method for the quantification of phenol in food using gas chromatography coupled with mass spectrometry (GC-MS). After spiking of internal standard (Phenol-$d_5$) to food, those samples were extracted with organic solvent mixture (acetone : dichloromethane = 1 : 1, v/v) using ultra sonic extractor and cleaned by gel permeation chromatography (GPC) technique. The amount of phenol was determined by GC/MS. To validate the developed method, we evaluated parameters were the selectivity, linearity, accuracy, precision, and recovery. To demonstrate the selectivity of the method, blank samples of rice, corn, and fish(mackerel) were prepared and subjected to GC-MS analysis. To verify the linearity of the method, six different standard concentrations of phenol at 0.01, 0.05, 0.1, 0.5, 1 and 2.5 mg/kg were evaluated. The correlation coefficient ($r^2$) of calibration curve was 0.9999. The recovery rate for phenol standard calculated by internal standard method were 82.2~101.5% for samples fortified with 0.25, 0.50, and 1.0 mg/kg, respectively. Also the repeatability and reproducibility for validation of precision were 0.2~5.5%. According to the result of the validation, this established method was suitable for AOAC guideline. The limit of detection (LOD) for phenol analysis were 0.03~0.1 mg/kg, and the limit of quantification (LOQ) were 0.1~0.3 mg/kg. Therefore, we established the optimal analysis method for determination of phenol in food using GPC and GC/MS.

Experiemtnal Tests of Cryogenic Liuid Spill on a Plate (극저온 유체 유출현상에 관한 연구)

  • In the large LNG process in FLNG or FSRU, sudden temperature drops of the steel in the event of LNG leaks may cause brittle fracture of the structure. In this paper, we investigate the principle and process of forming a cryogenic fluid on a steel plate through a cryogenic spillage experiment, and analyze the correlation of the temperature distribution of the steel plate according to the distance from the nozzle and exposure time. Two types of cryogenic fluids were used: LN2 and LNG. The cyogenic liquid was released on the steel plate at 1.6L/min for LN2 and 1.5L/min for LNG. For the steel, DH was used and the temperature was measured at 10 points in total. The Leidenfrost effect was observed on the steel plate, and the temperature distribution of the steel was varied according the flow path and the heat of evaporation of the fluid.
