International Comparative Analysis of Traffic Safety Indicators related to Road Traffic Accidents (도로교통사고 안전지표의 국제간 비교분석 평가)

  • This study was to evaluate the level of traffic safety related to domestic traffic accidents by analyzing the international comparison of road traffic accident indicators and to set goals and directions of traffic accidents in Korea in the future. The research procedure was as follows: First, population, number of registered vehicles, roadway length, vehicle kilometers, injury accidents, fatalities, injuries were collected in 32 OECD countries. Second, we determined Korea's traffic safety rankings through international comparison of traffic accident rate. Finally, we analyzed the level of traffic safety by comparing Korea with the 7 advanced countries with the traffic accident rate per vehicle kilometers. The accident rate in Korea was greater than two times higher than those of the seven major developed countries, which showed that the level of traffic safety in Korea implied very low. Target values for domestic accidents were proposed based on the accident rate.

Accident Rate Forecasting Model by Using Speed on Freeway (속도를 이용한 고속도로 구간 사고율 예측 모형)

  • The speed is one of the significant factors affecting accident occurrence. In particular, freeway accidents are highly associated with the speed because vehicles travel on the freeway at higher speed leading to greater potential of severer injury. Efforts attempting to relating speed with accident occurrence have not been significantly made in Korea. The objective of this study is to model the relationship between speed and accident rate on freeways. Loop detector data and accident data obtained from a stretch of Kyungboo freeway during the recent five years, 2005-2009, were used to establish the model. Multiple linear regression analyses showed that median, minimum and standard deviation of speed were contributing variables in the model. The statistical significance identified by the analyses supports the feasibility of the model in evaluating various transportation policies and operations strategies in terms of traffic safety.

Relationship between V/C and Accident Rate for Freeway Facility Sections (focused on Shingal-Ansan Freeway) (고속도로 시설물 구간의 교통혼잡도와 사고율의 관계 분석 (신갈-안산 고속도로를 중심으로))

  • The objective of this study is to clarify the relationship between accident rate and V/C for freeway facility. The relationship can be used as a basic reference to predict and prevent traffic accident. The traffic volume and the number of accidents from 1992 to 1997 on Shingal-Ansan Freeway were analyzed in this study to clarify the relationship. Hourly accident rate and V/C were calculated for each facility sections : basic freeway section, tunnel section and toll gate section. The accident rate models consisting of an independent variable of V/C were established by repression analysis and compared with each other. The relationship between accident rates and V/C ratios represented U-shaped pattern for all sections. The result of this study indicates that accident rates are highest in the low hourly V/C range, decrease with increasing V/C ratio, and then increase as the V/C ratio increases. The accident rate of toll gate section is in general higher than that of other sections. Although the accident rate of tunnel section is higher than that of basic freeway section when V/C is above 0.67, there is no significant difference of accident rate between basic freeway and tunnel section when V/C is between 0.5 and 0.8. Basic freeway tunnel and toll gate section have the minimum accident rate when V/C is 0.78, 0.75 and 0.57 respectively.

Design Guideline for Spacing between Tunnel and Interchange (터널과 인터체인지 이격거리 설계기준에 관한 연구)

  • Where an interchange is located just after a tunnel not only it is impossible to install the traffic signs in tunnel sections but also sufficient sight distance to identify the interchange can't be provided. The objective of this study is to suggest the safety based spacing between tunnel and interchange. For this study accident rate was used as an index representing characteristics for vehicle operation to suggest the appropriate spacing. Traffic volume and the number of accidents on freeway from 1992 to 1997 were analyzed. The relationship between accident rate and spacing represents negative logarithm function such that shorter spacing increases accident rate. An appropriate safety based spacing between tunnel and interchange for four lane freeway with the design speed of 100kph was found as 2.6km.

  • 대기중에 위치한 뇌운안에 전하가 떠다니는 상태에서는 구름안과 주변에 높은 전계의 전위가 발생한다. 이 전하가 축적되면 대지 방전이 발생하고 송전선로 등에 뇌격이 침입하게 된다. 뇌 방전은 수 km에 달하는 대기중에 발생하는 거대한 전기현상이지만 이 낙뢰가 전기의 흐름이라는 것은 벤자민 프랭클린의 현장 시험에 대해 최초로 증명되었다. 이러한 대기중에 발생하는 거대한 전기현상인 낙뢰가 송전선로에 침입하여 송선선로 애자련을 섬락시키는 과정은 대단히 복잡한 전자기적인 현상이다. 그것은 가스 방전 현상, 감속에 중요한 역할을 하는 전자계의 빠른 변화, 도체와 철탑에 나타나는 코로 나와 관련된 비선형 효과 및 주파수 및 전류와 관련된 대지의 임피던스 통 다양한 현상이 종합적으로 관련된다. 따라서 가공 송전선로의 낙뢰에 대한 동작특성의 평가시 낙뢰 현상의 불규칙한 특성 및 신뢰할만한 데이터의 부족에 따른 많은 불확실성이 존재한다. 이 때문에 가공 송전선로에서 낙뢰에 의한 트립(Trip) 사고수의 계산을 위해 단순화된 방법이 아주 유용하며 효과적일 수 있다. 본 논문에서는 EGM (Electrogeometric Model) 모델을 사용하여 대지경사자의 크기에 따른 차폐실패 트립 사고율의 영향을 검토하였다.

Principal Component Analysis of Marine Engine Troubles (선박기관사고의 주성분분석)

  • The engine room of ship is a synthetic system being composed of many machineries. Therefore, the reliability and safety of the all system of machinery is as important as each machine. In this paper, in order to reudce engine troubles while operation and to contribute in developing a high reliable marine engine the author analysed the factors of marine engine troubles by principal com-ponent analysis method. Analysed data are marine engine troubles of sea casualties from 1980 to 1985. It is found that the major part of marine engine troubles resulted from personal mistake, and also the troubles of shaft, propeller and cylinder occupied considerable proportion.

Analyzing the Characteristics of Traffic Accidents and Developing the Models by Day and Night in the Case of the Cheongju Arterial Link Sections (청주시 간선가로 구간의 주.야간 사고특성 및 모형개발)

  • The purpose of this study is to analyze the characteristics of traffic accidents and to develop the models by day and night-time in the case of the arterial link sections. In pursuing the above, this study uses the 224 accident data occurred at the 24 arterial link sections in Cheongju. The main results analyzed are as follows. First, it was analyzed that the number of accidents during day was more than night, but the accidents rate during night was higher than day. Second, four models which were all statistically significant were developed. Finally, the differences between the day and night models were comparatively analyzed using independent variables.

  • The collisions of vessel at sea show high among the whole marine accidents. Especially, the accidents of fishing vessels take the largest portion of the collisions. Therefore, a technique to reduce these accidents should be developed. The automatic control for avoiding collision suggested in this study consists of two steps. The first is recognizing collision risk with fuzzy Theory and the other is maneuvering the model ship on the basis of collision risk calculated from the first step. The information form the position and estimated time of collision point(DCPA and TCPA) is used to assess the collision risk. To verify this system, a fishing vessel was simulated according to MMG mathematical model. The simulations result shows quite good application in avoiding the collision of ship.

  • 송전선의 뇌사고율은 뇌방전 현상, 송전선의 써지 전달 현상, 아킹혼 사이의 섬락 현상 등 다양한 현상이 관련된다. 송전선의 내뢰설계 목표는 이러한 자연현상 및 물리적인 현상이 편차를 포함하고 있다는 것을 인식하고, 가능한 한 정확도가 높은 뇌사고율을 예측을 수행하고 허용 가능한 뇌사고율을 산정하여 송전선로 설계시 반영하는 것이다. 이러한 예측 계산을 위해 한전에서는 EPRI에서 개발한 FLASH 프로그램을 기본으로 사용해 왔으며, 이 예측계산법의 타당성은 예측 사고율과 사고 실적과의 비교에 의해 검토되어야 한다. 한전에서는 과거 10년간의 뇌사고 실적과 FLASH 프로그램으로 계산한 예측 사고율이 차이가 많이 나타나고 있어, FLASH 프로그램의 예측 계산법의 타당성에 의문을 제기하고 있는 상황이다. 일본 전력회사들은 뇌사고율을 예측 계산하기 위하여 1988년에 전력중앙연구소에서 개발한 프로그램을 사용하여 왔으며, 최근에 사고 실적과의 비교 및 관련 연구를 수행하여 예측 계산 프로그램에 사용되는 파라메타를 수정 보완한 LORP2000-1을 완성하였다. 본 논문에서는 지리, 기후적으로 한국과 유사한 일본의 자연현상을 반영한 LORP 프로그램의 예측계산법이 한전 송전선로의 뇌사고율 예측 계산에 적용 가능성을 사고 실적과의 비교를 통해 검토하였다.

  • 송전선로를 설계할 때, 경제성을 고려하는 것이 중요하지만, 정전에 의한 피해를 최소화하기 위하여 전기적인 절연설계 및 구조 설계를 최적화하도록 노력하고 있다. 그러나 낙뢰는 절연설계에 있어서 외부적인 요소로 낙뢰에 의한 계통의 순간 정전을 최소화하기 위해서는 많은 비용뿐만 아니라 기술적으로도 해결해야할 문제가 많이 있다. 이러한 낙뢰에 의한 정전은 외국의 경우 230 kV 송전전로에서 약 26%, 345 kV 송전선로에서 약 65%를 점유하는 것으로 보고 되고 있다. 한전의 경우도 약 60%가 낙뢰에 의한 고장으로 이것을 줄이려는 관심이 높아지고 있다. 좁은 국토의 효율적 이용의 필요성과 송전선로 건설시 주민들의 반대 등 제약 요소 때문에, 한전에서는 세계 최초로 765 kV 송전선로를 2회선 선로로 설계하고 건설하여 운영하고 있어, 외국의 1회선 송전선로에 비해 낙뢰에 의한 순간정전에 취약한 구조를 갖고 있다. 특히 한전에서 운전중인 765 kV 송전선로 중에서 동해안 지역에 위치한 송전선로의 뇌 사고율이 서해안 지역에 위치한 송전선로보다 높은 것으로 보고 되고 있어, 본 논문에서는 그 원인을 분석하고자 한다.
