Recently, the frequency and intensity of drought have been increasing due to the sudden abnormal climate in Korea. The occurrence of agricultural drought has been steadily increasing from 5 times in the 1980s to 2000s in 20 years, 6 times in the 10 years from 2000 to 2010, and 4 times in the recent period from 2011 to 2015. Therefore, this study analyzed the effect of water shortage caused by drought by improving the function of agricultural reservoir. The target area analyzed the data such as "Comprehensive Information System for Rural Water" operated by Korea Rural Community Corporation. As a result, we selected the target area as Wanju - gun, Jeollabuk - do in consideration of the rate of water storage compared with the normal 25 years, the completion year of the facility, the area of coverage per reservoir site and the low capacity. As a result of evaluating the improvement effect of agricultural facilities, it was analyzed that the irrigation area increased by about 25.7% when the water level was increased by 1m and the irrigation area increased by about 51.3% when the water level was increased by 2m. The results of the drought impact assessment after improving the function of the agricultural facilities were analyzed that it was effective to improve the function after more than 4m depth.
Recently, the occurrences of droughts have been increased because of global warming and climate change. Water resources that mostly rely on groundwater are particularly vulnerable to the impact of precipitation variation, one of the major elements of climate change, are very sensitive to changes in the seasonal distribution as well as the average annual change in the viewpoint of agricultural activity. In this study, the status of drought for the present and future on Jeju Island which entirely rely on groundwater using SPI and PDSI were analyzed considering regional distribution of crops in terms of land use and fluctuation of water demand. The results showed that the precipitation distribution in Jeju Island is changed in intensity as well as seasonal variation of extreme events and the amount increase of precipitation during the dry season in the spring and fall indicated that agricultural water demand and supply policies would be considered by regional characteristics, especially the western region with largest market garden crops. Regarding the simulated future drought, the drought would be mitigated in the SPI method because of considering total rainfall only excluding intensity variation, while more intensified in the PDSI because it considers the evapotranspiration as well as rainfall as time passed. Moreover, the drought in the northern and western regions is getting worse than in the southern region so that the establishment of regional customized policies for water supply in Jeju Island is needed.

In this study, we assessed meteorological and agricultural drought based on the SPI(Standardized Precipitation Index), SMP(Soil Moisture Percentile), and SMDI(Soil Moisture Deficit Index) indices using satellite-based TRMM(Tropical Rainfall Measuring Mission)/GPM(Global Precipitation Measurement) images at the province of Chungcheongbuk-do. The long-term(2000-2015) TRMM/GPM precipitation data were used to estimate the SPI values. Then, we estimated the spatially-/temporally-distributed soil moisture values based on the near-surface soil moisture data assimilation scheme using the TRMM/GPM and MODIS(MODerate resolution Imaging Spectroradiometer) images. Overall, the SPI value was significantly affected by the precipitation at the study region, while both the precipitation and land surface condition have influences on the SMP and SMDI values. But the SMP index showed the relatively extreme wet/dry conditions compared to SPI and SMDI, because SMP only calculates the percentage of current wetness condition without considering the impacts of past wetness condition. Considering that different drought indices have their own advantages and disadvantages, the SMDI index could be useful for evaluating agricultural drought and establishing efficient water management plans.

임진강 유역은 우리나라와 북한과의 접경지역에 속하는 유역으로서 임진강은 북한에서 발원하여 남한으로 흘러 한강으로 유입되는 공유하천으로 볼 수 있다. 본 연구 유역은 이수, 치수, 수질, 환경 측면에서 타 유역에 비해 불안요소가 많은 지역이므로 남북한의 관계 개선을 통한 효과적인 대책 수립에서 공동의 노력이 필요한 지역이라 할 수 있다. 과거에 집중호우와 태풍의 영향 등으로 인하여 많은 피해로 인하여 이에 따른 대책과 많은 계획 등이 수립되었고, 북한의 무단방류에 따른 사고로 인하여 피해로 인하여 이를 극복하고, 홍수를 조절하는 목적으로 군남홍수조절지, 한탄강홍수조절댐을 건설하여 홍수에 따른 선제적 대응과 주민 피해 등을 방지하고자 하였다. 그러나 최근 경기북부를 포함한 임진강 유역의 가뭄으로 인한 유량의 감소로 인하여, 2014~2015년의 파주 장단반도 일대의 농업용수 부족과 하구의 조위, 즉 염도에 의한 영향으로 하류부 급수 불량 등 이수적 측면에서 주민들의 피해 문제가 속출하고 있는 실정이다. 위와 같은 배경을 바탕으로 본 연구에서는 임진강 유역에 위치한 기상 수문관측자료(2000년~2015년)를 이용하여 다음 내용을 연구하였다. 첫째로 수문기상인자들의 경향성 분석을 통하여 임진강 유역의 유량 감소 원인을 파악하였으며, 수문기상인자들의 감소에 따른 영향과 북한 댐건설에 따른 유역변경 영향에 대하여 분석을 수행하였다. 전체적으로 임진강 유역의 유량은 감소추세에 있으며, 북한 댐건설의 영향이 있는 것으로 파악되었다. 또한 최근 2014년과 2015년의 유량 감소는 강수량의 감소 영향이 큰 것으로 나타났다. 두 번째로 북한 댐건설에 의한 영향을 살펴보기 위해 임진강 상류를 대상으로 하천유출모형인 PDM을 이용하여 장기유출모의를 수행하였으며, 모의결과 북한 댐건설에 의해 유출특성이 변하였음을 확인하였다. 세 번째로 임진강 유역 갈수량을 추정하고 물 부족량 및 필요수량을 분석하였다. 분석결과, 북한 댐건설 이후를 기준으로 물 부족량이 발생하였으며, 이에 필요한 필요 수량을 제안하였다. 또한 최근 2014년과 2015년과 같은 비상시에 대한 필요 수량도 제안하였다. 마지막으로 앞서 제안한 필요 수량을 확보하기 위해 기존댐 담수 및 연계운영, 신규 수자원 확보 방안, 남북 공유하천 공동 관리 방안 등의 대응방안을 제안하였다.

우리나라 하천에서 식생의 변화가 매우 빠르게 진행되고 있다. 최근들어 하천내에서 식생이 차지하는 면적이 증가하는 경향이 뚜렷하게 확인되고 있기 때문이다. 댐 등 하천구조물로 인한 유황변화에 의해 봄철 발아기 유량 및 수위 저하가 발생하고 이로 인해 식생의 유입된다는 것은 이미 많은 연구에서 증명되고 논의된 바 있다. 그러나 댐과 같은 구조물이 없는 자연하천이나 소하천의 경우에도 식생 유입이 빠르게 진행되고 있는 것은 전국적인 경향이라고 할 수 있다. 우리나라 뿐만아니라 일본의 경우에도 대부분의 하천에서 식생이 과도하게 유입되는 현상이 발생하고 있다. 식생의 발생, 발달, 번무 등에 대한 원인은 다양하다고 할 수 있다. 산지지역의 산림 변화로 인한 유사유출 저감, 농업으로 인한 영양염류 증대, 하천정비로 인한 고수부지 확대 등이 주요원인으로 추정되고 있지만 아직까지 정확한 식생 발생 메카니즘에 대한 분석은 이루어지지 않은 상황이다. 일본의 경우 식생의 발생과 진행에 대한 모형을 구축하고 여러 하천에 적용하여 검증하는 연구가 다양하게 진행되고 있지만 지역에 따라 다르게 발생하는 식생의 원인을 단정적으로 결론내리지는 못하고 있는 실정이다. 본 연구에서는 하천내 식생 유입 현황을 분석하고 발생 원인에 대해 검토하였다. 먼저 우리나라 하천에서 식생 발생은 전국적인 현상으로 확인되었다. 과거와 달리 하천의 특정지점에서 식생이 발생하는 것이 아니라 하천의 규모나 지역 등에 관계없이 전국적으로 식생이 발생하고 있는 것이 식생면적 분석으로 확인되었다. 또한 식생 면적이 최근 들어 더 증가하고 있음도 확인되었다. 본 연구에서는 강우의 연도별 변화가 식생발생에 미치는 영향을 분석하였다. 봄철(4월, 5월, 6월)의 연도별 강우량 변화가 식생 발생에 미치는 영향을 분석하였는데 이 기간 동안의 강우가 줄어듦에 따라 식생 발생이 더 활발하게 진행될 수 있는 것으로 나타났다. 또한 봄철의 가뭄과 여름철 홍수 미발생이 이어지는 경우 식생이 더 활발하게 발생할 수 있는 것으로 나타났다. 하천 구조물에 의한 하천유황 변화가 식생 발생에 큰 영향을 미치듯이 강우 발생 양상의 변화로 인한 유황 변화가 식생 발생에 영향을 미칠 수 있는 것으로 나타난 것이다. 또한 일본의 경우에도 이와 같은 경향이 유사하게 나타나는 것으로 분석되었다. 일본의 식생조사 결과와 강우 패턴을 비교한 결과 우리나라와 같이 일본에서도 유사한 경향이 나타났다. 본 연구 결과로 추정해 볼 때 강우 패터의 변화가 식생의 유입에 큰 영향을 미치며, 특히 기후변화로 인해 발생하는 봄철 강우의 감소가 주요원인중 하나로 추정될 수 있다고 할 수 있다.

4대강 사업으로 인하여 장래 치수 및 물부족현상과 가뭄에 대비한 용수 확보를 위해 하도준설과 보의 설치, 중소규모댐 건설, 농업용저수지 증설 등이 진행되었다. 그중 낙동강에는 8개 대형보가 건설되었다. 하지만 보 건설로 인하여 주변 지역 지하수위가 상승하여 주변 농경지나 저지대가 침수될 가능성이 있어 4대강 사업의 문제점의 하나로 지적되어 왔다. 이에 본 연구에서는 낙동강 유역에 건설된 보로 인하여 상승한 하천수위가 보 주변지역에 미치는 영향을 알아보기 위하여 8개보 주변의 연구대상지역을 선정하고 지하수 모델(Visual-MODFLOW)을 이용하여 보 관리수위 및 함양량 변화에 따른 지하수 유동과 지하수 변화를 분석하였다. 각 연구대상지역별 지하수위 변동특성 분석 순서는 보 건설 후(현재상태)에 대하여 정류상태 보정을 실시한 후 보 관리수위 시나리오를 정하고 그에 따른 분기별 함양량을 적용하여 부정류 모의를 실시하였다. 그 결과 각 연구대상지역의 지하수위는 낙동강 하천수위와 비슷하게 형성되는 것으로 평가되었으며, 낙단보의 경우 분기별 지하수위 변화가 0.1m ~ 0.2m로 함양량 변화에 따른 지하수위 변동이 가장 작게 평가되었다. 상주보의 경우 분기별 지하수위 변화가 1.5m ~ 2.1m로 함양량 변화에 따른 지하수위 변동이 가장 큰 것으로 평가되었다. 이러한 지하수위 변화는 하천주변 농가의 재배 작물 수확량 및 품질에 직접적인 영향을 줄 수 있어 농번기인 2분기(4월 ~ 6월)와 4분기(10월 ~ 12월)의 경우 보 관리수위를 주변 재배작물에 따라 운영한다면 보 건설로 인한 주변 지하수위 상승으로 인한 영향을 최소화 할 수 있을 것으로 판단된다. 향후 한강, 금강, 영산강에 건설된 보 주변에 대한 지하수위 변화특성 연구가 필요할 것으로 판단되며 본 연구 결과를 바탕으로 보 관리수위 결정의 기초자료로 활용할 수 있을 것이라 판단 된다.

Drought is a disaster that causes prolonged and wide scale damage. Recently, the severity and frequency of drought occurrences, and drought damage have been increased significantly due to climate change. As a result, a quantitative study of drought factors is needed to better understand and prevent future droughts. In the case of agricultural drought, several existing studies examine the economic damage caused by droughts and their causes, but these studies are not well suited to estimating crop-oriented agricultural drought damage and the factors that absolutely affect agricultural drought. This study determines which factors most affect agricultural drought. It examines meteorological factors and those related to agricultural water supplied by irrigation facilities. Rice paddy production per unit area is lower than the average from the last two years where agricultural drought occurred. We compare the relative frequency of agricultural drought impacts with irrigation facilities, effective reservoir storage, the number of water supply facilities, and the meteorological drought index such as Standardized Precipitation Index (SPI). To identify factors that affect agricultural drought, we correlate rice paddy production anomalies with irrigation water supply for the past two years. There was a high positive correlation between rice paddy production and irrigation water usage, and there was a low or moderate negative correlation between rice paddy production anomalies compared to the average of the past two years and SPI. As a result, agricultural water supply by irrigation facilities was judged to be more influential than meteorological factors in rice paddy production. This study is expected to help local governments establish policies related to agricultural drought response.
The yield of rice production is affected severely by abnormal weather events, such as flood, drought, high temperature etc. The objective of this paper is to assess impacts of abnormal weather events on rice production, using a panel model which analyzes both cross-section data and ti- me series data. Abnormal weather is defined as the weather event which goes beyond the range of ${\pm}2{\sigma}$ from the average of a weather factor. The result of an analysis on impacts of high temperature on rice production showed that the yield of rice was decreased 5.8% to 16.3% under the conditions of extremely high temperature, and it was decreased 8.8 to 20.8% under the conditions of both extremely high and heavy rain. Adaptation strategies, development of new varieties enduring high temperature and heavy rain, adaptation of crop insurance, modernization of irrigation facilities are needed to minimize the impacts of abnormal weather on rice production, and to stabilize farmers' income.

Agricultural drought is a natural phenomenon that is not easy to observe and predict and is difficult to quantify. In South Korea, the amount of agricultural water used is large and the types of use are varied, so even if an agricultural drought occurs due to insufficient precipitation, the drought actually felt in the irrigated area is it can be temporally and spatially different. In order to interpret the general drought in the past, drought disasters were evaluated using single indicators such as drought damage area, precipitation shortage status, and drought index, and a comprehensive drought management system is needed through drought diagnosis survey. Therefore, we intend to conduct research on agricultural drought assessment and diagnosis using re-evaluation of agricultural facilities and irrigation water supply network due to changes in various conditions such as climate change, irrigation canal network, and evaluation of water supply capacity of agricultural facilities. In this study, agricultural drought diagnosis was conducted on two agricultural reservoirs located in Sangju, Gyeongsangbuk-do, with structural or non-structural evaluations to increase spatiotemporal water supply and efficiency in terms of water shortages. The results of the agricultural drought diagnosis evaluation can be used to identify irrigated areas and canal network vulnerable to drought and to prioritize drought response.

Recent drought events in the South Korea and the magnitude of drought losses indicate the continuing vulnerability of the agricultural drought. Various studies have been performed on drought hazard assessment at the regional scales, but until recently, drought management has been response oriented with little attention to mitigation and preparedness. A vulnerability assessment is introduced in order to preemptively respond to agricultural drought and to predict the occurrence of drought. This paper presents a method for spatial, Geographic Information Systems-based assessment of agricultural drought vulnerability in South Korea. It was hypothesized that the key 14 items that define agricultural drought vulnerability were meteorological, agricultural reservoir, social, and adaptability factors. Also, this study is to analyze agricultural drought vulnerability by comparing vulnerability assessment according to weighting method. The weight of the evaluation elements is expressed through the Analytic Hierarchy Process (AHP), which includes subjective elements such as surveys, and the Entropy method using attribute information of the evaluation items. The agricultural drought vulnerability map was created through development of a numerical weighting scheme to evaluate the drought potential of the classes within each factor. This vulnerability assessment is calculated the vulnerability index based on the weight, and analyze the vulnerable map from 2015 to 2019. The identification of agricultural drought vulnerability is an essential step in addressing the issue of drought vulnerability in the South Korea and can lead to mitigation-oriented drought management and supports government policymaking.

② 상기 이용제한 규정에 따라 서비스를 이용하는 회원에게 서비스 이용에 대하여 별도 공지 없이 서비스 이용의
일시정지, 이용계약 해지 할 수 있습니다.
제 17 조 (전자우편주소 수집 금지)
회원은 전자우편주소 추출기 등을 이용하여 전자우편주소를 수집 또는 제3자에게 제공할 수 없습니다.
제 6 장 손해배상 및 기타사항
제 18 조 (손해배상)
당 사이트는 무료로 제공되는 서비스와 관련하여 회원에게 어떠한 손해가 발생하더라도 당 사이트가 고의 또는 과실로 인한 손해발생을 제외하고는 이에 대하여 책임을 부담하지 아니합니다.
제 19 조 (관할 법원)
서비스 이용으로 발생한 분쟁에 대해 소송이 제기되는 경우 민사 소송법상의 관할 법원에 제기합니다.
[부 칙]
1. (시행일) 이 약관은 2016년 9월 5일부터 적용되며, 종전 약관은 본 약관으로 대체되며, 개정된 약관의 적용일 이전 가입자도 개정된 약관의 적용을 받습니다.
