As abnormal climate phenomena frequently happen due to the after-effect of the global warming, all nations suggest climate change response policies in many different fields to prevent global warming by reducing greenhouse gas. Especially, these days, the realization that the greenhouse gas from city buildings should be decreased is growing, and it is because that buildings are accounted for a quarter of national greenhouse gas emission and it is more than half the percentage of emissions within the city. Accordingly, Korean government sees the need to take an initiating role to fulfill low-carbon green policies and promotion strategies in the public sector, and wants to facilitate greenhouse gas reduction in the private sector as well. In this background, this study tries to examine the low-carbon planning element in public buildings and figure out the amount of carbon reduction and economic analysis centering Cheongju city as case study. Lastly, we propose some suggestion for low-carbon and greening of public buildings.

In an effort to resolve environmental pollution problems, developed countries enforce green building certification systems. The same is true in Korea. However compared professional accreditation system to certification systems did not systematically in Korea. Therefore, in accordance with development of green building related systems and technology the requirement for foster green building professionals is urgent. Accordingly this study is purposed to analyze and propose that green building professional accreditation system development and operation of the direction. Through data analysis domestic and international green building professional accreditation system for draw a development plan. And then conduct an expert Delphi survey reflected in the survey results to development plan.

With the enactment of the "Framework Act on Carbon Neutrality and Green Growth to Cope with Climate Crisis," various sector-specific plans are being implemented to achieve carbon neutrality. School facilities are mandatory buildings for the "Zero Energy Building Certification" and are the buildings that account for the highest proportion among public institution buildings. Therefore, they play a major role in achieving carbon neutrality in the construction sector. This study analyzed the recent energy use trends and zero energy levels in varied ways to promote the spread of building energy management systems and to provide basic data for efficient operation management and investigated the effectiveness and user opinions of the Building Energy Management System (BEMS) applied to school facilities.
