지속가능발전목표(SDGs)를 달성하기 위해 국제 사회는 녹색기술 관련 R&D와 산업에 적극적인 투자와 인프라 육성에 노력을 경주하고 있다. 이러한 국제적 노력에 발맞추어 우리나라도 경제 및 환경의 조화와 균형 성장을 위해 녹색기술 R&D에 대한 투자를 지속적으로 확대하고 있다. 본 논문에서는 NTIS의 '녹색기술분야분류'를 가지고 최근 국가연구개발사업의 녹색기술 관련 투자현황에 대한 분석을 수행하고 최근 2013~2016년의 총 213,618개 과제 중 녹색기술 36,490개 과제의 키워드 분석을 통해 집중연구 분야 및 융합연구 분야를 탐색한다. 녹색기술 상위 키워드는 '기후변화', '친환경', '태양전지', '고효율', '연료전지', '이산화탄소, '그래핀', '바이오매스' 순으로 나타났다.

에너지절약추진단이 신설되었다. 에너지절약추진단은 범국가적 에너지 절약을 위해 산업 건물 수송 등 주요 분야별 에너지 효율 개선, 절약 관련 유인제도 도입·확산 등을 수행하게 된다. 에너지절약정책과의 김성진 과장을 만나, 에너지절약추진단이 녹색성장에서 어떤 견인차 역할을 하게 되는지 알아보았다.

최근 IT 기술과 녹색성장의 연관성에 대한 연구가 활발하게 이뤄지고 있다. 산업별로 IT 기술이 접목되고 있는 상황을 감안할 때 당연한 현상이다. 그렇다면 여기에서 한발 더 나아가 정보보호는 녹색성장과 어떤 관계이고, 또 어떤 역할을 할 수 있을까. 지난 5월 9일 프레스센터 국제회의장에서 개최된 '인터넷 정보보호 세미나'는 그 해답의 실마리를 제공하고 있다.

Premature-green wheat is typically obtained by early harvest when culms of wheat still appear green in color, and the wheat and its food products have been considered as wellbeing foods. The pasting properties of prematured whole green wheat powder (WGWP), were analyzed with a rapid viscosity analyzer (RVA), and compared with commercial flours. The RVA values of lower peak viscosity and time, holding strength, final viscosity, as well as breakdown and setback viscosity showed that the WGWP could retard a gelatination of starch and also delay retrogradation in bakery products. WGWP with different levels of 10, 20, 30 or 50% was added into flours for preparing bakery product (bread, muffin and cookie), and their quality properties were evaluated. The addition of WGWP lead to a reduction in loaf volume of bread and muffin, and bakery products containing different levels of WGWP showed the changed internal surface structure (e.g. pore size) observed with a scanning electron microscope when compared with the control (0% WGWP). The hardness, gumminess, chewiness of bread and muffins were increased, and cohesiveness was decreased as the WGWP content increased, but the hardness of cookies was decreased. The bakery products added WGWP showed darker and more greenish and yellowish color than control (p<0.05). The sensory evaluation showed that bakeries with WGWP were scored to have more greenish taste and green color (p<0.05), and muffins and cookies with WGWP were evaluated to have more nutty and less oily taste (p<0.05).

격심한 세계적 사회환경의 변화는 모든 산업분야에서 기존의 패턴을 탈피해 새로운 패러다임으로의 전환을 요구하고 있다. 이제는 이를 어느 정도 충실히 반영해 혁신을 이룰 수 있는가가 국가의 흥망을 좌우하는 중요한 요체가 되었다. 건설 기술의 R&D 분야는 최근의 화두인 친환경녹색성장에 관한 기술경쟁력 강화를 위해 혁신적인 연구 성과물을 내놓고 있다. 본지는 한국토지공사와 주택공사가 합쳐진 LH공사의 토지주택연구원 녹색성장연구실의 연구원들을 만나 기계 설비분야에서 새로운 재료 및 기술 등의 연구 개발과 실용화현황을 들어보았다.

The purpose of this study is to derive HRD programs for the government's priorities and HRD policy direction in the field of green technology to create green jobs. AHP methodology was employed by looking into "green job creation and HRD programs" announced by government. The empirical results showed that the most important one among 37 HRD programs was green education and research capacity building in engineering college and graduate school. And fostering green social enterprise, green education and research through university-research collaboration, green workers transition training, strategic partnership for green job are presented in order in terms of the importance. It suggested green creativity(0.384), green Industry growth (0.277), s정ustainable development (0.125), green technology spill-over effect (0.089), a global collaboration (0.084 ), and green cultural diffusion (0.042) as a green technology and HRD policy direction.

도시생활과 관련된 교통 주택부문의 온실가스 배출량은 43%를 차지하고 있어 도시에서의 온실가스 저감대책 마련이 시급하며, 저탄소 녹색성장의 시대적 요구에 따라 기후변화 위기에 적극적으로 대응할 수 있는 저탄소 녹색도시 조성이 필요한 실정이다. '저탄소 녹색도시'는 지구온난화 등 기후변화의 주요 원인인 이산화탄소의 배출을 획기적으로 감축하고, 지속가능한 도시기능을 확충하면서 자연과 공생하는 도시를 말한다. 최근의 '저탄소 녹색도시'는 기존의 녹색도시와 또 다른 양상을 보이고 있다. 자원순환과 신재생에너지원의 도입을 주장하고, 탄소상쇄를 위한 에너지 및 자원절감 전략을 중요시 하고 있다. 선진국에서는 이미 주거단지내 소비되는 난방과 전력은 단지내에서 생산되는 신재생에너지를 활용하고 있으며, 모든 주택의 지붕위에 태양광 패널을 설치하고 단지 내 열병합 자가발전소에서 산업폐기물을 소각하여 에너지를 생산함으로써 제로 에너지(Zero Energy)를 실현하고 있다. 선진국 뿐 아니라 전 세계의 이목이 '저탄소 녹색도시'에 집중되고 있으며 저탄소 녹색도시를 조성해야 하는 것은 선택이 아닌 의무가 되고 있다. 우리나라도 2020년 그린홈 100만호 보급을 목표로 주택분야 보급가능 신재생 에너지원을 태양열, 지열, 소형풍력, 연료전지 등으로 다양화하여 안정적 보급 기반을 확보해 가고 있다. 녹색도시를 조성하기 위해서는 저탄소 주택, 저탄소 에너지, 녹색교통, 생태녹지, 물 및 자원순환등 핵심요소들의 적용방안이 검토되어져야 한다. 이에 본지에서는 "저탄소 녹색도시의 해외사례와 국내 적용방향", "그린홈 100만호 보급사업 그간 성과와 발전방향", "온라인 전지자동차의 기술 개발 동향" 내용에 대하여 살펴보고자 한다.
