A Study on the Distributive Equity of Neighborhood Urban Park in Seoul Viewed from Green Welfare (녹색복지 관점에서 서울시 생활권 도시공원의 분배적 형평성 분석)

  • The functions of urban park including health related benefit and climate adaptation and mitigation are expanding. However, in-depth research and discourse on the equitable distribution of expanded park function has been limited so far. Following research suggests Green Welfare concept to reflect distributive equity and multifunctionality in the process of urban park policy development and execution. This study developed park welfare indices to analyze disparities of neighborhood urban park(NUP) distribution viewed from green welfare by literature review. The findings analyzed through the Correlation Analysis and Cluster Analysis by SPSS 18.0. The results of the study are as follows. First, green welfare is defined as "to receive equitable benefits and participate in the delivery process of green services which are promoting health and securing safety from climate change risks for every citizen by life cycle regardless of socioeconomic status". Second, NUP per person in Seoul indicate meaningful differences by socioeconomic and environmental status of Seoul administrative districts. Park welfare indices correlated to NUP per person were shown population density(negative), percentage of individuals $aged{\geq}65$(positive), percentage of self-reliance of local finance(positive), flood and air pollution vulnerability by climate change(negative). Third, the cluster analysis identifies three significant clusters that indicate differences of park welfare level. Thus, it was found that NUP in Seoul from a green welfare perspective was provided disproportionately. Future urban park policy in Seoul was required equitable distribution of multifunctionality of park beyond quantitative expansion, and priority consideration should be given to park service consumer.

Development of Indicatorsto Create a Healing Environment in Disabled Residential (장애인거주시설 내 치유환경 조성을 위한 평가지표 개발)

  • Due to the recent increase in the disabled population and welfare paradigm, the government is focusing on green welfare and environmental welfare to improve the living environment of the disabled, including the enactment of basic laws and convenience promotion laws. Accordingly, green environmental welfare for the disabled is supported in policy, but there are no evaluation indicators for the green welfare space and healing environment created. Therefore, this study divided the healing environment into physical, psychological, and social aspects, and conducted research using expert FGI to present evaluation indicators that can determine whether spatial roles and functions are appropriate. As a result of the study, the final 51 healing environment evaluation items were derived from 26 physical aspects evaluation items, 14 psychological aspects evaluation items, and 11 social aspects evaluation items. Evaluation indicators derived from this study can be used to evaluate the healing environment created in disabled residential facilities, and can be used as basic data in the planning stage of the healing environment to be created in the future.

  • 오산시는 무한성장 잠재력을 지닌 수도권 남부측의 중심도시로서 최근 들어 역동적인 도시로 급속도로 빠르게 변화하고 있다. 본지에서는 지난 8월 6일 환경 복지 도시건설에 앞장서고 있는 이기하 오산시장을 만나 저탄소 녹색성장에 대비한 오산시의 주요 환경정책 현황에 대하여 이야기를 들어봤다. 이기하 오산시장은 환경기사(수질) 자격증을 취득했을 만큼 환경에 대하여 많은 관심과 남다른 철학을 지니고 있었으며 전국 최초로 모든 환경기초시설을 집적해 놓은 환경타운을 조성하였다. 이 외에도 택지개발, 산업단지 확장 조성과 일자리창출, 서민생활 안정대책 등을 위해서도 많은 시정을 펼치고 있다.

  • Nowadays, the change of the social structure such as the elderly society and the broken traditional family conception is progressing rapidly. The social change produced a lot of problems, and the welfare from among these is the urgent problem. The welfare for the aged is very important problem in an aging society. The changes of industrial and economic structures also caused the increase of double-income families. The numbers of schoolchildren decreased rapidly because of the low birth and elderly society. So, many idle spaces of existing school facilities have emerged, and these left spaces is being blamed for the fiscal waste. If these idle spaces were used for the welfare-facilities, it will be of assistant to solve the problem about welfare and use the school facilities effectively. And then, the big profit from these enterprises can be used for the better welfare for education.

  • As a result of rapid aging speed in our society, many problems related to elderly people have happened in many parts of our society. Among them, supply for elderly facilities is one of the biggest problems. In downtown areas, despit of the high demand for elderly facilities, there is not enough supplement of them due to the lack of real estates. Considering the situations above, this study proposes multi generation complex which combining the school and elderly welfare facility. This combination not only brings financial benefits but also has positive effects on cultural exchanges between generations.

A Study on Green Building Certification Criteria for Healthcare Facilities - Focused on System and Contents for Healthcare in BREEAM, LEED, CASBEE (녹색건축물 인증제도의 의료시설 평가에 관한 연구 - BREEAM, LEED, CASBEE의 평가방법과 평가내용 비교·분석을 중심으로)

  • Purpose: As the concerns for the environment are gradually prioritized, increasing interests of environment-friendly buildings are drawn. The Green Standard for Energy & Environmental Design (G-SEED) has been strengthened. However, there are no specific assessment criteria that reflect the special situation of healthcare facility. UK, US and Japan have green building certifications specially designed to evaluate sustainable healthcare facilities. This study has been started in order to provide basic information for developing assessment criteria for healthcare facilities in Korean Green Standard for Energy and Environmental Design. Methods: In this study, we investigated three foreign green building certifications and compared their assessment system and criteria for healthcare buildings. Results: Each of the three foreign certification standards showed the difference in the system, but all contained the contents specific to healthcare facilities. Evaluation items were affected by regional cultural environment and also medical environment. Patient safety and integrative planning were the most important assessment contents. Implications: Based on this analysis, Korean Green Standard for Energy & Environmental Design for healthcare facilities will be developed.
