  • 석유 등 화석연료로 인한 지구온난화 문제와 더불어 일본 대지진 이후 원자력발전의 안전에 의문이 제기 되면서 신재생에너지에 대한 관심이 한층 고조되고 있다. 이에 발맞추어 국가정책으로 녹색성장 정책이 실행됨에 따라 2030년까지 전체 에너지원 중 신에너지전원의 비중을 전체 에너지원의 11%로 확대하는 정책을 적극적으로 추진하고 있다. 따라서 신재생에너지를 통하여 얻은 전기에너지를 저장하여 사용 할 수 있는 2차 전지에 대한 연구가 다수의 산업 현장에서 각광을 받고 있다. 최근 2차 전지는 Smart Grid 및 전기자동차분야에서 폭넓게 사용 되면서 정확한 출력전압, SOC 및 충-방전 예상 시간을 추정하여 2차 전지의 과충전, 과방전으로 인하여 생기는 고장 및 사고를 미연에 방지하고 2차 전지 사용 시 편의성을 제공하기 위한 시스템에 대한 연구가 필요한 실정이다. 본 논문은 이런 실정에 맞추어 LabVIEW 프로그램을 활용하여 2차 전지의 상태를 실시간으로 감시 및 제어하는 프로그램을 제작함으로써, 사고 시 2차 전지에 가해지는 피해 방지 및 관리 시 발생하는 여러 문제점에 대한 효율적인 해결 방안을 제시하고자 한다.

Comparative Study on Rail Freight Policies of Various Countries (철도화물수송 지원정책 국제비교 연구)

  • Railroad is considered as an eco-friendly transportation mode because it emits lower greenhouse gases and air pollutants and consumes less energy compared to trucking. To promote rail freight, many countries have implemented various policies, while South Korea has implemented few substantial policies. This study aims to compare and analyze rail freight policies of various countries in order to suggest policy implications to South Korea. We analyze relevant policies of 9 countries; these are classified into 5 categories, and we provide policy implications for facilitating rail freight infrastructure and equipments, grants for the transportation cost using freight rail, and road freight restriction policy.

  • 국가 에너지 안보 확보와 친환경적이고 지속적인 '저탄소 녹색성장'의 기반을 마련한다는 측면에서 신재생에너지 분야의 인력양성은 시급하고도 중요한 당면 과제이다. 본 연구에서는 신재생에너지인력양성이 원활하게 공급되지 않았을 경우 발생할 수 있는 인력공급지장효과를 분석하기 위하여 산업연관분석의 공급유도모형을 유도하고 2006년 신재생에너지 인력양성사업 배출인원을 기준으로 실증분석을 실시하였다. 또한 공급유도형의 감응도 계수와 영향력계수 분석을 통해 신재생에너지 관련 사업과 타 산업 간의 전후방연쇄효과를 비교분석하였다. 연구 수행 결과 신재생에너지 관련 산업의 평균 영향력계수는 1.37, 평균 감응도 계수는 0.96으로 최종 수요적 제조업의 성격을 띠고 있는 것으로 나타났다. 또한, 2006년 신재생에너지 인력양성사업에 의해 배출된 336명의 인력이 공급되지 않았을 경우 공급지장비용은 총 230억이며, 8개 신재생에너지원 중 태양열과 연료전지에 인력 공급지장비용이 타 에너지원에 비해 상대적으로 높은 것으로 분석되었다. 산업분류 기준으로는 일반목적용 기계 산업과 전기기계 장치 산업이 신재생 에너지 인력공급 장애에 따른 지장비용이 높은 것으로 분석되었다.

  • 에너지 소비 증가와 환경문제의 이슈화로 전력 산업의 고도화 및 에너지 고효율화에 대한 관심이 집중되고 있다. 이러한 요구에 따라 지능형 전력시스템과 같은 전력 IT 산업이 새로운 신 성장 동력산업으로 주목받고 있으며, IT 기반의 선진화된 고효율 전력 산업이 저탄소 녹색 성장으로 대표되는 국가 경쟁력 강화의 핵심 요소로 자리 잡고 있다. 지능형 전력시스템은 발전에서부터 송전 및 변전, 그리고 배전/수용가 시스템에 이르기까지 전력의 생산에서부터 소비에 이르는 과정에 자동제어, 센서, 통신망 등의 정보기술을 적용하여 효율적 전력관리를 수행한다. 본 연구에서는 유인 또는 무인변전소의 수배전반에 적용할 수 있는 실시간 전력감시(전류,전압,전력,역률,주파수), 환경감시(배수장수위, 국부적 위험지역의 온도등), 상태감시(진공차단기, 기중차단기의 이상 상태, 배수장 모터 작동상태 등) 등 통합관리 기능을 갖는 다기능 원격 관리시스템을 구현하였으며, 구현된 시스템의 평가를 통해 실제 현장적용 가능성을 평가하였다.

  • 앞으로 글로벌 시장에 진입할 수 있는 작물보호 신물질 개발을 위해서는 기술 난이도가 크면서 파급성 및 경제성을 갖는 친환경 신규작용점 탐색과 독창적 Scaffold를 갖는 후보물질 또는 천연물소재 발굴에 주력해야 하며, 이를 지원하는 HTS, 화합물은행 및 천연물은행 활용 분자설계 및 최적화 합성기술 등 후보물질 발굴 핵심 기술개발에 국가적인 지원이 지속적이고 장기간에 걸쳐 이루어져야 한다. 고품질의 식량생산 관리기술은 물론 석유대체 에너지 확보를 위한 농작물 바이오매스(작물, 사료, 바이오연료 등) 생산관리기술로서, 그린바이오기반(Target 효소, 천연물소 재탐색응용) 저탄소 녹색성장을 실현시키기 위한 친환경적인 생화학 작물보호제 개발이 필요하다. 또한 인구 증가와 유가상승 등 전 세계적인 경제위기 극복과 이산화탄소 증가에 따른 온난화 등 지구환경보존의 중요성이 크게 증가되면서 안전한 먹거리 생산과 환경오염을 최소화하는 지속적 생산체제를 갖추기 위하여 LOHAS (Lifestyle Of Health And Sustainability) 트랜드가 최근 농업의 화두로 떠오르고 있다. 이를 만족시키기 위하여 OECD를 중심으로 하는 선진 국가들은 기존 작물보호제의 사용을 5년 이내에 현재 사용량의 절반 이하로 감소시키고자 하고 있는데, 특히 지속적 재배와 국민건강 보호를 위한 LOHAS 농작물의 생산이 매년 50-100억불로 성장하고 있다. 이러한 추세는 2017년까지 그 성장세가 계속 지속될 것으로 예상되고 있어 미생물/생화학 중심의 바이오작물보호제의 개발은 LOHAS 트랜드를 충족시킬 수 있는 유력한 수단으로 인식되고 있다.

Analysis of Consumption of Homemade Organically Processed Food Analysis of The Carbon Emission Reduction Effect from No-Tillage in Pepper (Capsicum annuum L.) Cultivation (고추의 무경운 재배에 따른 탄소저감효과 분석)

  • Korean type of no-tillage cultivation method which was applied on this study used the ridge and the furrow and constantly recycling them as it was suitable for Korea's weather and farming conditions. This no-tillage cultivation was reported to have little negative impact such as reduction of production (Kwon et al., 1997). In addition, it was found to have a lot of benefits as it requires less agro-materials and energy costs as well as shortened working hours because tillage operation is not needed. (Yang et al., 2012). According to an analysis, no-tillage cultivation can reduce greenhouse gas emissions by $344.7kgCO^2$ (58%) in every 10a ($1,000m^2$) compared to ordinary pepper farming technique (Korea averages). Direct-indirect reduction effects from using fertilizer and using less amount of energy were 92% and 44% respectively both of which can be considered very high. Besides the direct effects of no-tillage cultivation, soil management using no-tillage technique raises carbon sequestration effect on soil as time goes on (West & Marland, 2002), that is why the technique is expected to have constant carbon emission reduction effect. For theses reasons, distribution and expansion of Korean type no-tillage cultivation are expected to play a role as major agro-green technologies for achieving our goal of reducing greenhouse gas emissions in agricultural sector.

Ocean Security and its Dilemma among the OAS countries in the 21st Century: Conflict between the Re-establishment of the 4th Fleet and Emerging of UNASUR in S. America (21세기 미주대륙과 대서양 해양안보의 딜레마: 미4함대의 등장과 남미지역과 갈등)

  • This paper focuses on the security problems in atlantic ocean involved in the USA and Latin America and the Caribbean. The ocean security matters in this region have mainly argued military concerns traditionally. However, the concept of ocean security has been changed in the 21st century and strongly debated with various dimensions: social, human and resource, environment as well. This paper traces these changed concepts currently with many empirical cases existed in many security conflicts in this ocean, especially between the USA and Latin(South) America region. Historically, security conflicts in the OAS(Organization of American States) countries have involved with many military matters, territory and oceans, and currently added up with terrorism and drug problems as well. However, the great and potential conflict emerged in the security issues is resource matter in this ocean and get a dilemma to be sorted out between military and social security matter. For example, the re-establishment of 'the 4th Fleet' in US Navy got a great conflict between the USA and the South American countries, both of them wants to achieve to resource security in this ocean to meet their energy security. Finally this paper addresses some implications and prospects in this conflict in near future and suggests a few solutions and advices for Korean's relation in this ocean.

  • Green house gas emissions are increasing as development of the industrial economy of the international community. Many countries in the world are endeavoring to reduce green house gas emissions under severe climate change. In order to protect grobal warming, government is trying to reduce green gas emissions under "Low Carbon Green Growth Policy" and investing climiate-firendly industries such as renewable energy harvesting. Renewable energy has been rapidly developing as a result of investment for development technology of using natural energy such as solar, wind, tidal, etc. There are lots of waste energy in the road space. However, nobody is not interested in waste energy from the road space. This paper present a fundamentally experimental study of energy harvesting technique to use waste energy in the road. The waste energy in the road is covered a pressure and impact of vehicles on the road, the radiant heat from asphalt pavement, road noise and vibration etc. In this study, an energy harvesting device using piezoelectric element is proposed and various tests are conducted to investigate a characteristic of this device as function of impact loading based on piezoelectric effect behavior. This paper shows the energy harvesting results of the device using domestic piezoelectirc element as a function of impact load size and pavement types.

Development of a Traffic Signal Controller for the Tri-light Traffic Signal (3구신호등 제어용 교통신호제어기 개발)

  • The traffic signal controllers being used in the domestic currently are being manufactured based on the korean national police standard which was developed for controlling the quad-light traffic signal having the red, yellow, left-turn arrow, and green lights. But according to the national policy for the traffic operation, they have to be changed to be able to switch the tri-light signal having red, yellow and green lights. In this study, a new tri-light traffic signal controller was designed and developed by the way improving the Signal Control Unit of the existing quad-light standard traffic controller. The Load Signal Unit(LSU) was improved to output 6 signals which are the two assemblies of three signal indications having the red, yellow, and green lights. To enough traffic signals output to control each directional movements and the various transport modes which are car, bus, bike, and pedestrian etc., the connector bus system was designed to be able to accommodate maximum 96 signals outputs being constructed by 16 LSUs. Flasher device was developed to be able to support maximum 32 red signals. In the software, the communication protocol between traffic control center and the traffic signal controller was improved and new signal map code values were defined for the developed LSU controlling the quad-light traffic signal. A model of the quad-light traffic signal controller developed and was tested three operations, protocol-operation, remote-command and control-mode. The test result operated all of them successfully.

Operation Model of On-site Environmental Management Council to Enhance Eco-friendliness in Public Construction Sites (공공 건설현장의 친환경성 제고를 위한 현장환경관리협의회 운영 모델)

  • The trends of Green growth and environmentally-friendliness came to be the key development indicator for sustaining global environment for the future. Korean government reflected these trends in the main flows of the national development index. Korean construction industry is concentrating investment on fields related to these trends such as technologies for carbon dioxide deduction, materials or products for environmentally-friendly building and alternative energy development, as well. However, efforts to follow these trends during the construction process as a step for production phrase are not being considered enough. In this study, we analysed current status and points to be improved of on-site environment management by surveying major project owners and representatives of the environmental affairs in the leading companies of those fields. Also, we suggested organizational structure and operation model as a solution for enhancing environmentally-friendliness for systematic approach to manage on-site environment in public construction sites. In addition to these solutions, further approaches such as shifting paradigm of project owners and contractors, securing workforce and practical budget for efficient management activities, developing environmental management manuals, setting standards for evaluation of activities are needed for the stable settlement of on-site environmental management.
