Deploying new and renewable energy should be encouraged due to scarce of natural resources and to reduce the $CO_2$ emission. Regarding the Green Building Certification System, '2.2.1 new and renewable energy use', and '2.3.1 carbon dioxide emission reductions' are related to new and renewable energy. Applying new and renewable energy can achieve the score in two criteria mentioned above and most of buildings get a perfect score in the green building certification system. So these criteria needs to be revised to have discrimination. In this study, supply rate of new and renewable energy of the buildings that have achieved Green Building Certification by E Green Building Certification Institute was analyzed. The improvement of assessment criteria related to new and renewable energy is proposed and could be applied to the revisions.

국토교통부는 녹색건축물 조성지원법 시행령 시행규칙을 개정하고 1월 20일부터 제로에너지건축물 인증제 시행에 들어간다. 제로에너지건축물은 고단열 건축자재와 신재생에너지를 결합하여 외부 에너지 유입을 최소화 한 건축물로 건축주는 인증을 원할 경우 인증기관에 신청하여 제로에너지건축물 인증을 받을 수 있으며, 인증받은 건축물에 대해서는 용적률 완화, 신재생에너지 설치보조금, 기부채납 부담률 완화 등의 인센티브가 제공된다.

국토해양부(장관 정종환)와 환경부(장관 이만의)는 6개 용도의 신축건축물에만 가능했던 친환경건축물 인증을 모든 용도의 신축건축물에 가능토록 하는 "친환경건축물의 인증에 관한 규칙" 개정안을 지난 5월17일 개정 공포('10.7.1 시행)했다. 이번 개정안은 저탄소 녹색건축물의 공급을 활성화하기 위해 모든 용도의 신축건축물에 대한 친환경인증[공공건축물(1만$m^2$ 이상)은 의무화, 민간건축물은 자발적 참여로 운영] 평가기준 마련과 인증기관의 전문성 강화 등을 주요내용으로 하고 있으며, 취 등록세 감면 등 인센티브 제도가 원활히 시행될 수 있도록 인증시기 및 절차를 개선하고, 인증등급을 세분화(2 $\rightarrow$ 4등급)하는 내용도 포함됐다. 국토해양부와 환경부는 이번 조치로 민간분야의 경우 본인들이 인센티브를 받기를 원하는 경우에는 친환경건축물 인증을 받을 수 있도록 하는 등 민간분야의 친환경설계를 적극 유도할 수 있는 기반을 마련했으며, "친환경건축물의 인증에 관한 규칙"의 차질 없는 시행을 위해 7월 1일까지 "친환경건축물 인증기준" (국토해양부, 환경부 공동 고시)을 개정할 계획이다. 한편, 내년부터는 기존 건축물도 친환경건축물 인증을 받을 수 있도록 그 대상범위를 확대해 나갈 예정이다.

한국의 건설산업은 국가 경제 발전의 중추적인 역할은 해온 기간산업으로서 경제성장의 주요한 동력이 되어 왔다. 건설 산업은 한국 경제 규모의 GDP 대비 15% 이상을 차지해 오며, 70년대 이후의 급속한 근대화와 산업화를 주도하였다. 그러나 이를 위한 성장정책에 따른 부작용은 건설산업 전반에 걸쳐 대두되고 있으며, 그 중 최근의 주목 받은 이슈 중에 하나가 탄소배출권을 중심으로 한 지속가능한 환경구축이다. 이러한 추세에 맞추어 최근 들어 탄소배출절감, 녹색산업화를 슬로건으로 하는 녹색성장이 핵심적인 경제모델로 주목받고 있으며 건설 산업에도 녹색화의 변화가 가속화되고 있는 실정이다. 본 연구에서는 이러한 건설의 녹색화 정책의 핵심 요소 중의 하나인 녹색 인증 제도에 대한 선진국 제도 및 사례 벤치마킹 연구 분석을 수행하였다. 기존의 녹색건설 관련 연구는 주로 건축물을 대상으로 하는 녹색빌딩 부문이 주를 이루어 왔으며, 인프라와 교통시설의 녹색화에 대한 연구는 상대적으로 부족하였다. 이에 본 연구에서는 국내외의 다양한 녹색도로 인증제도에 대하여 조사/분석을 실시하여 향후 인프라 부문의 녹색 건설 정책의 방향성을 제시하고자 한다. 연구의 결과는 국내에서도 추진되고 있는 녹색도로의 인증제도 구축의 기반정보를 제공할 수 있을 것으로 기대된다.

한국은 2030년까지 배출 전망치 대비 37 %를 감축하겠다는 목표를 제시하였다. 이에 국토교통부는 2020년까지 건물 부문에서 배출되는 온실 가스를 배출전망치 대비 26.9 % 감축을 선언하고, 녹색 건축물 기본계획수립과 녹색건축인증제도를 마련하는 등 건축물의 환경성을 확보하기 위한 제도를 정착시켜가고 있다. 녹색건축인증을 받기 위해서 공사 관계자들은 컨설팅 업체를 통해 녹색건축인증을 받는 경우가 많으며, 그 과정에서 자료공유와 업무연계가 원활히 이루어지지 않아 경제성 확보와 필요한 인증점수의 확보에 많은 어려움을 겪고 있다. 본 연구에서는 재료 및 자원에 관한 평가점수의 획득과 경제성을 함께 고려한 모델 개발을 목표로 하였다. 이를 위해 실제 컨설팅 자료를 분석하여 재료 선정 및 대안 비교과정을 자동화하고, 대안의 최적화에 유전자 알고리즘의 개념을 적용하여 자재 정보를 입력하면 요구점수를 최소한의 비용으로 충족할 수 있는 자재 대안을 선정하는 모델을 개발하였다. 개발된 모델을 활용하여 실제 자료에 적용해 본 결과 기존 방법론 대비 약 79.3 %의 공사비가 절감되는 것으로 나타났다. 본 연구에서 개발한 경제적 자재선정 모델은 녹색건축인증을 받고자 하는 건축주에게 공사비 절감이라는 혜택을 안겨줄 뿐 아니라 인증점수를 확보하기 위한 설계자에게는 설계시간 절감에 기여 할 것으로 기대된다.

In Korea, Green building certification system had been operated for more than 10 years and Expired certification buildings are ever-increasing. However, post management of building and qualification standard for re-certification(G-SEED) aren't exist, certificated green building don't have smoothly maintenance and management. Therefore, analysing the status and situation of similar system such as building maintenance and management, to suggest the direction of evaluation for green standard for energy and environmental design.

Proceeded with a research with basic data about the qualification standard improvement scheme about the environment school architecture in which a comparison analyze the specialized field of BREEAM system of LEED of the hit environment building qualification standard G-SEED of the domestic and U.S Green Building Counci evaluated with the certification system of the world top class and Building Research Establish, essential item, and mark distribution and weight in this study at this and which I hit with a domestic afterward. The school facility with a hub among the equipment receiving the hit environmental qualification standard, and the range of this research does LEED of the domestic green building certification system February is revised in 2013 G-SEED and which US and BREEAM in UK with a range. The way of the research checked the environment school building certification system and situation hit home and abroad, and a comparison analyze the division of the specialized field of each country qualification standard, essential item, and mark distribution and weight.

Purpose: This study is conducted to contribute to the improvement of Green Standard for Energy and Environmental Design(G-SEED) from the existing energy physical efficiency-centric system to the well-being-centric green building certification system. Method: In order to modify existing G-SEED Certification, three phases of research have been conducted; 1) identification of needs of well-being-centric environment-friendly construction certification system, 2) comparison of domestic certification system with WELL Building standard(WELL) which focuses on human health and promotion of wellness and 3) AHP analysis to sort out the supplement items from WELL. Result: We proposed four alternatives which should be preferentially introduced to the existing domestic certification system; addition of independent 'well-being' section(field) in G-SEED, insertion of 'well-being' indicators in each relevant section of G-SEED, addition of 'well-being' indicators in 'Innovative Design(ID)' of G-SEED and independent score systems for 25 items in a high priority.

The green building certification criteria in detached houses in 2012 and it included in the green building certification subject. However, the green building certification result of the detached houses is slight after revising of the system. Therefore, in this research, we were performed the importance analysis for the green building certification assessment of the detached houses. The results of this study will contribute to the green building certification work.

The purpose of this study is introduction of social and economic benefits of environmental improvements of Korea green road certification system. Focus of Evaluation Criteria is possibility of quantification on environmental improvements. Proposed evaluation items is noise, air pollution, water quality, ecological and green spaces, waste, and space resistance. The results of this study is expected to be used to support of Green Roads Rating System in korea.
