How to Manage Aging Aircraft (노후 항공기 관리방안)

  • 최근 5년간 발생한 국적 항공기 사고 23건 중 헬기사고가 16건으로 전체 항공사고의 70%를 차지한다. 현재 국내에서 고정익 항공기 549대, 회전익 항공기 186대가 각각 운영(군 경찰 보유헬기 제외)되고 있음을 감안하면 회전익 항공기 사고가 훨씬 높은 편이며, 고정익 항공기 가동시간에 비하여 가동률이 매우 낮은 회전익 항공기를 고려하면 비행시간당 항공기 사고 비율은 회전익 항공기가 월등하게 높은 편이다. 또한 고정익 항공기의 평균기령은 10.9년인데 비하여 산림항공본부를 비롯한 헬기운영업체에서 운영 중인 회전익 항공기의 평균기령은 18.9년으로 회전익 항공기가 전체적으로 노후화 되어 있으나, 국적항공사에 운영 중인 노후 항공기 관리프로그램을 회전익 항공기 운영사에서는 운영하지 않고 있다. 따라서 본 연구를 통하여 노후 항공기 운영현황을 검토하여 노후 회전익 항공기 운영기준을 수립하고 노후 회전익 항공기의 정비프로그램을 정립하여 회전익 항공기의 지속감항성을 확보할 수 있는 방안과 수명주기 설정을 마련하고자 한다.

  • In recent years, large-scale earthquake activity has occurred in Korea, and thus public interest in earthquakes is increasing. Accordingly, the importance of seismic performance management of structures is emerging. In particular, the collapse of a bridge, one of main road facilities, directly leads to many casualties. Therefore, engineers need to evaluate the seismic fragility of the bridge and prepare for the earthquake event. The service life of these bridges has been over 30 years, which requires a study on the aging effect on bridges. In this study, seismic analysis of the target RC slab bridge was performed considering the aging effects of each component of the bridge. Components of the bridge included pier and bearing, which dominate the seismic response of the bridge. The seismic performance of the bridge was evaluated using nonlinear static and dynamic analyses. In addition, the limit state and dynamic response of each component were used to evaluate the seismic fragility according to the aging of each component.

Evaluation and Improvement of a Subsidy Policy on Early Scrapping of Old Diesel Vehicles (노후경유차량 조기폐차 보조금 지원 제도 성과분석 및 개선방안)

  • A subsidy policy on early scrapping of old diesel vehicles has been activated to improve air pollution in Seoul metropolitan area. The benefit-cost analysis on this policy evidently shows cost effective as benefit is greater than cost. The policy currently provides 80% of old diesel vehicle's worth within the maximum amount capped which limited the effects on increasing the level of subsidy. Therefore, to induce more old diesel vehicles scrapped, it is needed to consider that the level of subsidy and the maximum amount are raised at the same time. Meanwhile, taking account of insufficient subsidy amount, granting older vehicles more subsidy would be a good way of extending the policy effect.

Perceptions of Successful Aging and Preparations for the Later Life Among the Baby Boom Cohort (베이비붐 세대의 성공적 노화 인식과 노후 준비에 관한 연구)

  • The purpose of this study is to examine the factors affecting perceptions of successful aging and preparations for the later life among the baby boom cohort. The subject of survey is the baby boomer(from 1955 to 1963) and it was done from May 1 to September 15 in 2016. 814 self-reported questionnaires were used for final analysis by SPSS WIN18. The major results of this study were as follows: First, there were differences in the perception of successful aging by education level, subjective awareness of economic status, subjective awareness of health condition, marriage status. Second, there were differences in the preparations for the later life by education level, job, subjective awareness of economic status, subjective awareness of health condition. Third, The higher perception of successful aging was deserved to significantly affect preparations for the later life.

System-Level Seismic Fragility Evaluation of Bridge Considering Aging Effects (노후도를 고려한 교량의 시스템-수준 지진취약도 평가)

  • As a bridge ages, its mechanical properties and structural performance deteriorate, degrading its seismic performance during a strong earthquake. In this study, the aging of piers and bridge bearings was quantified in several stages and reflected in the analysis model, enabling the evaluation of the member-level seismic fragility of these bearings. Moreover, by assuming that the failure mechanism of a bridge system is a series system, a method for evaluating the system-level seismic fragility based on the member-level seismic fragility analysis result is formulated and proposed. For piers with rubber and lead-rubber bearings (members vulnerable to aging effects), five quantitative degrees of aging (0, 5, 10, 25, and 40%) are assumed to evaluate the member-level seismic fragility. Then, based on the result, the system-level seismic fragility evaluation was implemented. The pier rather than the bridge bearing is observed to have a dominant effect on the system-level seismic fragility. This means that the seismic fragility of more vulnerable structural members has a dominant influence on the seismic fragility of the entire bridge system.

Seismic Response Evaluation of Composite Steel-Concrete Box Girder Bridge according to Aging Effect of Piers (교각의 노후도 영향에 따른 강합성 상자형 거더교의 지진응답 평가)

  • Among the bridges used in Korea, those that are more than 30 years old account for approximately 11% of the total bridges. Therefore, developing a seismic performance-evaluation method is necessary by considering the bridge age. Three composite steel-concrete box girder bridges with port, elastic-rubber, and lead-rubber bearings were selected, and a structural analysis model was developed using the OpenSEESs program. In this study, pier aging was reflected by the reduction in the area of the longitudinal and transverse rebars. Four conditions of 5%, 10%, 25%, and 50% in the degree of pier aging were used. As input earthquakes, 40 near-fault and far-field earthquakes were used, and the maximum displacement and maximum shear-force responses of the piers were obtained and compared. The result shows that as the aging degree increases, the pier strength decreases. Therefore, the pier displacement response increases. To analyze the effects of displacement response and shear resistance, displacement ratio Dratio and shear-force ratio Fratio were evaluated. The older the sample bridge is, the greater is the tendency of Dratio to increase and the smaller is the tendency of Fratio to decrease.

Fuzzy Techniques to Establish Improvement Priorities of Water Pipes (상수관로 개량 우선순위 수립을 위한 퍼지 기법)

  • In this paper important factors in determining improvement priorities for water pipes were categorized into the effects of a pipe failure to entire pipe network and the characteristics of individual pipe. Subsequently, mathematical models that can quantify these factors were developed using the Fuzzy techniques. The effects of a pipe failure to entire pipe network and the characteristics of individual pipe that were estimated byFuzzy techniques were coined as Fuzzy Importance Index and Fuzzy Characteristic Index, respectively. The Fuzzy Characteristic Index was further categorized into Fuzzy Deterioration Index and Fuzzy Difficulty Index. Considerations were given to applying weights to specific factors in the developed model depending on the circumstances of model applications. To provide an example of the methodology an example pipe network, Net3, of the EPANET program was used. The Fuzzy Importance Index (FII) and Fuzzy Deterioration Index (FDI) were calculated for the Net3 network by considering the hydraulic effects of a pipe failure on the entire pipe network and the pipe deterioration as one of the individual pipe characteristics. Subsequently, the improvement priorities of the pipes in the Net3 pipe network were established based on the FII and FDI.

Analysis of the Typology and Factors Affecting the Decline in Old Industrial Parks (노후산업단지의 쇠퇴 영향요인과 유형화에 관한 연구)

  • This study attempts to diagnose and categorize the characteristics of old industrial parks, and eventually link the results to the regeneration of industrial complexes. For this reason, we performed a factor analysis by utilizing 15 indices of 89 industrial parks, excluding 5 large equipment industry sites. The 15 indices were classified into 5 factors. Factor 1 can be described as a category of 'urbanization possibility' for the indices of building age, plot ratio of less than $1,650m^2$, and urbanization ratio of the surrounding area. Factor 2 can be described as a category of 'productive efficiency' for the indices of land productivity, amount of exports by land, employment productivity, and repair costs of industrial areas. Factor 3 can be described as a category of 'infrastructure amenity' for the indices of road ratio, plot ratio attached to the road, and parks and recreation ratio. Factor 4 can be described as a category of 'location potentiality' for the indices of land price, infrastructure age, and distance to the highway, while factor 5 can be described as a category of 'availability of supporting facilities' for the indices of parking lot ratio and supporting facility land ratio. By using these 5 factor scores, we were able to extract industrial parks included in the lower 25% of the factor score and searched for what kind of factor problem they have for each industrial park. Based on these results, this research will provide sufficient information on the decline of industrial parks with respect to their demerits. The results of this study show significant implications and contribute to the establishment of policies for regional competitiveness, as well as job creation, in the process of industrial regeneration.

A Study on Seismic Fragility of PSC Bridge Considering Aging and Retrofit Effects (PSC 교량의 노후도 및 FRP 보강 효과를 고려한 지진취약도 분석)

  • In recent years, magnitude and frequency of earthquakes have increased in Korea. Damage to a bridge, which is one of the main infrastructures, can directly lead to considerable loss of human lives. Therefore, engineers need to evaluate the seismic fragility of the structure and prepare for the possible seismic damage. In particular, the number of aging bridges over 30 years of service increases, and thus the seismic analysis and fragility requires accounting for the aging and retrofit effects on the bridge. In this study, the nonlinear static and dynamic analyses were performed to evaluate the effects of the aging and FRP retrofit on a PSC bridge. The aging and FRP retrofit were applied to piers that dominate the response of the bridge during earthquakes. The maximum displacement of the bridge increased due to the aging of the pier but decreased when FRP retrofit applied to the aged pier. In addition, seismic fragility analysis was performed to evaluate the seismic behavior of the bridge combined with the seismic performance of the pier. Compared with the aged bridge, the FRP retrofit bridge showed a decrease in the seismic fragility in all levels of damage. The reduction of the seismic fragility in the FRP bridge was prominent as the value of PGA and level of damage increased.

A Benchmarking Study for Deriving Data-driven Asset Management Strategy: U.S. Federal Transit Administration (FTA) Case (데이터 기반 노후 철도시설 자산관리 전략 도출을 위한 벤치마킹 연구)

  • Rail transit agencies in Korea have been struggling to set up a performance-based rail facility maintenance plan because there are no formal definition and decision criteria for aging infrastructure. This study investigates the definition of aging infrastructure through extensive literature review and identifies benchmarking criteria through comparison with rail transit facility management systems in Korea and United States. As results, an aging infrastructure should be defined considering both service age and performance level of a facility. The priority of repair/replacement should be also determined with reasonable criteria based on relationship between service age and performance level. To determine the definition and decision criteria, a practicable classification system for aging rail transit needs to be established in accordance with classification system for performance assessment. Furthermore, a comprehensive database needs to be built including useful life, performance level, and maintenance cost of each component of rail transit. It will allow establishing an efficient budget execution plan for aging infrastructure.
