본 연구는 노인복지시설의 성과평가에 미치는 우선순위 결정요인을 파악한다. 이론적 고찰과 선행연구를 통하여 노인 복지시설에 미치는 결정요인을 설정하였다. Saaty의 계층분석과정(Analytic Hierarchy Process; AHP)를 활용하여 각각의 결정요인들에 대한 가중치와 우선순위를 분석하였다. 노인복지는 특정한 분야로 한정되어 있지 않기 때문에 양적인 방법만으로 설명하는 것은 한계가 있다. 따라서 질적 및 양적 방법을 활용할 수 있는 계층분석과정방법과 SPSS프로그램을 이용하여 실증분석을 하였다. 노인복지시설의 분석결과를 요약하면 투입에 대한 상대적 중요도를 분석한 결과 예산이 가장 높게 나왔으며, 산출에 대한 상대적 중요도를 분석한 결과는 운영체계화와 노인복지성이 가장 높게 나타났다. 세부항목 간의 상대적 중요도를 분석한 결과는 결산서와 전문인력이 가장 높게 나타났다. 시설유형별 투입요인은 이용시설과 생활시설 모두 예산이 가장 높게 나타났으며, 산출요인은 이용시설은 운영체계화, 생활시설은 노인복지성이 가장 높게 나타났다. 노인복지시설에 미치는 결정요인에 따른 몇 가지 구체적인 정책적 시사점을 대안으로 제시하였다.

본 연구는 노인복지시설 종사자의 직무요인이 조직성과에 미치는 영향요인에 대해 실증적으로 분석하는 것을 목적으로 한다. 이론적 배경에서 노인복지시설에 관한 문헌 검토와 노인 복지시설 종사자의 직무요인 및 조직성과에 대한 제이론을 검토하였다. 이론을 근거로 실증적 자료의 분석을 통하여 노인복지시설 종사자의 직무요인이 조직성과에 미치는 인과관계의 영향요인에 대해 검증하고자 하였다. 노인복지시설 종사자의 직무요인인 보수, 승진, 조직풍토, 업무환경, 조직구조가 조직성과인 직무만족과 조직몰입 및 충성도에 다르게 영향을 미칠 것으로 가정하였다. 실증적 분석에서는 연구대상에 대한 인구통계학적 분석과 연구모형에 대한 적합도를 검증하며, 구조방정식모형을 향해 가설검증을 실행하고자 한다.

고령화사회의 도래는 노인의 신체적 정신적 특성과 더불어 장기적인 보살핌과 보호에 대한 요구를 증대시키고 있다. 노인을 입소시켜 급식과 요양서비스를 제공해주는 노인복지시설은 점차 그 시설수가 증가할 것으로 예상되며 재난상황에 대비한 시설의 설계, 운영, 관리, 유지단계에서 화재방지대책에 대한 연구가 필요하다고 본다. 본 연구에서는 노인복지시설의 실태조사를 통해 양로시설에서는 입지유형과 시설규모별 특징을 분석하고, 노인요양시설에서는 시설의 설계방식과 운영방식에 따른 재난상황 발생시 문제점을 분석하였다. 중점 조사항목은 화재발생시 대피장소 확보, 대피시설 및 장비 유무, 인력배치 기준 준수 등 이며 각 시설별 도출한 취약점을 바탕으로 법 제도적 측면에서 개선방안을 제시하였다. 개선이 필요한 항목은 크게 3분류로, 첫째, 설계 및 건축 단계는 노인복지시설 건축허가 기준 재정립, 피난계단, 피난공간 등 기준 보완을 위해 건축 허가시 화재안전성 검토 등이 필요하다. 둘째, 운영 및 유지 단계는 피난 방화(防火)시설 관리 개선, 시설운영자의 책임안전관리, 소방시설 기능유지 강화 등이 필요하다. 셋째, 대응 및 경감 단계는 방재관련 운영관리매뉴얼, 장비 등의 정비 및 보완, 현장대응 및 전문능력 향상, 화재상황전파 시스템 개발 등이 필요할 것으로 분석되었다.

This research analyzed the relative efficiency of 27 local governments' aged welfare institutions and facilities in Gyeonggi-do Province by using Data Envelopment Analysis. The results show that 12 local governments' aged welfare institutions are relatively inefficient as compare to their reference groups, meaning that there is efficiency gap among localities. It also appears that the most influential input and output elements are the budget for the aged and the number of the aged welfare institutions and facilities, relatively. However, the influential elements differ from one locality to another.

The purpose of this study is to investigate the moderating effect of home-based welfare facilities for older adults on the associations between the activities of daily living (ADL) / instrumental activities of daily living (IADL) and the depressive symptoms among Koreans in later life. Multilevel analysis was conducted with Korean Longitudinal Study of Aging 5th data and the public report about welfare facilities from Ministry of Health and Welfare in Korea. Samples were 4,139 older adults over 65 years old. The dependent variable was depressive symptoms, and individual level independent variables were ADL and IADL. The ratio of home-based welfare facilities out of 10,000 older adults in each city and province was the moderator. As a result, the effects of ADL on depressive symptoms vary according to the proportion of elderly welfare facilities out of the old population in the community. In specific, the older adults who live in the place where the elderly welfare facility rate was higher were less affected by ADL. Also, the more IADL people had, the more depressive symptoms they had. However, the interaction effect between IADL and the proportion of home-based welfare facilities was not significant. It suggests that delivering welfare services helping ADL through the home-based welfare facilities may be useful for decreasing depressive symptoms. Moreover, considering the proportion of facilities and older population will be helpful to make the welfare facilities efficiently work.

인구의 고령화로 인한 노인여가복지시설에서 실질적인 생활거점과 복지시설로 역할이 변화하면서 경로당의 이용자가 증가하는 추세이다. 그러나, 다중의 고령층이 장시간 이용하는 시설임에도 불구하고 경로당에서 발생하고 있는 재난 및 안전사고에 관한 기초적인 정보 수집이 전무한 상황이다. 이에, 본 연구는 노인여가복지시설 중 경로당을 중심으로 현장을 직접 방문하여 관련자 인터뷰와 통계자료를 분석하여 재난 및 안전사고 실태를 조사하고자 한다. 또한, 현재 경로당에서 운영하는 프로그램을 조사하고, 노인의 건강하고 안전한 여가생활에 도움을 줄 수 있는 프로그램이 될 수 있도록 활성화 방안을 도출하고자 한다. 본 연구결과가 신(新) 노년 세대를 위한 노인여가복지정책 연구에 기초자료로 활용되길 기대해본다.

Recently the facility requirements and regulations of healthcare facilities for the aged were changed, but the justification of requirements have not been identified. The facility requirements are so important to plan and design the facility. So this paper aims to identify the problems, and to compare & analyse the facility requirements.

This study is to search the determinants which influence on evaluating the silver welfare facilities, of which data for this study were collected from the survey on the evaluation of social welfare facilities which were enforced by the Ministry of Health and Welfare in 2006. As the results, all the factors for the management of those facilities, such as facility and environment, management of organization and human resource, service quality, and community relation, influences significantly on silver welfare facility. Among the factors, the development of service quality should be taken care of, since service quality strongly explains the result of evaluation through the regression analysis. In regard of the fundamental factors, the juridical fund itself has no influence on the evaluation of the institutes, while the patronage fund for the facilities has significant influence on silver welfare facilities except elderly housing. However, the fundamental support from government has negative influence on the facilities for specialized nursing.

As aged population has increased and family structures have changed in current industrialized society, weakened traditional family functions, increased economic activities of women, changed senses of value and changed status and role of senior people have caused may problems. So as it is getting harder to expect family support for the aged, more senior care facilities are needed. In this aspect, to activate senior welfare facilities, the following directions are required: First, facilities should be expanded in governmental level; Second, regional networks and various programs should be developed according to regional characteristics; Third, the environment of senior welfare facilities should be improved; Fourth, marketing strategies that are appropriate for characteristics of clients are needed through development of supporters; Fifth, treatment of senior welfare facility staff should be improved and the number of the professional staff should increase.

Korea is facing the problems of old aging society recently. In the future the ploblems will become more serious. Specially health care services for the aged are very poor in the aspect of both systems of services and supplies of facilities. This paper aims to identify the types as well as present statistical conditions of health care facilities for the aged in Korea.
