A Probabilistic Risk-based Cost Estimation Model for Initial-Stage Decision Making on Apartment Remolding Projects (공동주택 리모델링 초기 단계 의사결정을 위한 확률론적 리스크 기반 비용 예측 모델 개발)

  • The current remodeling cost estimation process is not only dependent on the historical data of new building construction, but it also has a poor linkage with risk-based estimation approach. As such, there is a high risk of falling short of initial budget. To overcome this, a risk-based estimation approach is necessary by providing a probabilistic estimation in consideration of the potential risk factors in conducting the remodeling projects. In addition, the decision-making process should be linked with the risk-based estimation results in stead of intuitive and/or experience-based estimation. This study provides a probabilistic estimation process for residential remodeling projects by developing a detailed methodology in which a step-by-step approach can be achieved. The new proposed estimation approach can help in decision-making for remodeling projects in terms of whether to proceed or not, by effectively reflecting the potential risk factors in the early stage of the project. In addition, the study can enhance the reliability of the estimation results by developing a sustainable estimation process model where a risk-based evaluation can be accomplished by setting up the cost-risk relationship database structure.

Present Status of Soil Contamination Facilities (특정토양오염관리대상시설의 실태에 관한 고찰)

  • This study was to build the database by collecting the results of legal leak test and self-test conducted by the owners of soil contamination facilities at soil-related specialized agency to grip objective status on soil contamination facilities and evaluate classification results. The results of the study showed that the unsuitable rate of business unit is 53.6%, the business with leak that could cause actual pollution is 25.7%, the unsuitable rate of the voluntary self-test is 57.3%, that of the compulsory inspection is 17.2% depending on the test motivation, that of the direct-test is 58.9%, and that of the indirect-test is 22.5% depending on the test methods. There was a significant difference between the test motivation conducted and the test methods applied. From the results of the unsuitable reasons obtained we could assume that about 20% of the whole target tanks became potential sources with natural defects occurred when such tanks were made, and 2.2% of the whole tankers examined that persisting period was caused by progressing corrosion below the minimum thickness.

Determining Major Items of Scheduled Maintenance for Apartment through Case Data: Focused on Improving the Establishment Standard for Long-term Repair Program (사례 데이터 분석을 통한 공동주택 계획수선 주요 항목 도출: 법령 상의 장기수선계획 수립기준 현실화를 중심으로)

  • The long-term repair program is significant as the execution standard for apartment in repair construction, and provides the basis for effective facility management through appropriation reserve and preventive maintenance. Considering its importance, the government legislates the items, cycle, and ratio for long-term repair. However, the frequent changes, controversies on repair, and difficulties in using appropriation reserve are caused as the items have not been revised on time reflecting up-to-date construction technologies. In order to resolve these problems, it is required to improve the standard by evaluating the appropriateness of repair items throughout the analysis of actual conditions. This study aims to suggest the revision plan for the criteria with the major items based on the status identified by the actual long-term repair programs and historical repair construction data. To do this, the adoption ratios of items to program are reviewed by collecting the real cases of the long-term repair programs. Developing improvement plan was approached in two ways such as "exclusion method" deleting minimum unnecessary items and "selection method" sorting out items with high adoption ratio and evidence of repair in a positive manner. Aa a result, the major items were identified as 118 items and 73 items by exclusion method and selection method respectively from the current 147 items. The outcomes of this study are expected to contribute enhancing the practicality of the standard in that the regulation for long-term repair program should periodically reflect the status of currently applied construction methods and materials.

Experimental Study on the Pore Clogging Phenomenon of Porous Concrete (투수콘크리트의 공극막힘현상에 대한 실험적 연구)

  • A series of field and laboratory permeability tests were performed to investigate the pore-clogging phenomenon of porous concrete used for pavement materials of a road. The field permeability tests were conducted for 37 study points in Jeju city, using the porous concretes with 13mm of maximum coarse aggregate ($G_{max}$). The results show that the service life of porous concrete is about 22 months when the permeability of the porous concrete is designed for 0.01 cm/sec. Some specimens were made with the purpose of recreating pore-clogging phenomenon. Tests were done for injected concentration of pore-clogging materials or size of maximum coarse aggregates ($G_{max}$). The test results demonstrated that relatively long in service life experienced with small amount of injected concentration of pore-clogging materials, whereas relatively short in service life experienced with a reduction in size of maximum coarse aggregates ($G_{max}$). In conclusion, the service life of porous concrete is in proportion to the concentration of pore-clogging material but it is in inverse proportion to the size of maximum coarse aggregate ($G_{max}$). Thus, the persisting period of porous concrete can be determined with respect to concentration of pore-clogging materials or size of maximum coarse aggregates ($G_{max}$).

A Study on the Reduction of Traffic Induced Contributions through Installing a Parking Guidance System (주차유도시스템 설치에 따른 교통유발부담금 경감을 위한 연구)

  • There are many traffic problems in a city such as parking, traffic jam caused by traffic induction facility. Therefore it is essential to demand for traffic demand management to building's owner whose building location causes traffic induction. According to the 90s traffic policy, government collects fee for traffic induction facility through traffic policy management and they encourage the building owner to join reduction of traffic jam program by reduction of traffic induction fee. However there are not many buildings owner joined this program because the program is not ghat beneficial. For example, if government set out parking guidance system (part of parking demanding system) in a city, it will reduce to 20% of traffic induced contributions but t can be used only once a year, so it is not efficient to used even it is valuable for about 10 years. In particular, according to the economic efficiency analysis, evaluate economically as net present value (NPV) to 2,160.44 million won, ratio of benefit/cost (B / C) to 2.44 during 10 years. Therefore this research will find out what is necessary for parking guidance system.

  • Domestic explosive demolition techniques have been developed and applied for low-rise structures up to now. However, the demand for the development of those techniques that can be applied economically, safely and environment-friendly rapidly increases because the old high-rise RC rahmen structures that were built since around 1970s are now required to rebuild. As a result, element technologies of explosive demolition for low-rise structures were applied to take advantage of technology in high-rise structures that performed application testing at Chungang Department demolition field in Daejeon city. It could judge elements technology establishment for high-rise structure demolition and field application and suggest the improvements when the problems occurred to develop High-rise building demolition techniques for method of protection a field test and the dust reduction test. The water cannon test was applied to reduce the dust site and the drilling tests are performed to select the best components for explosives demolition elements techniques of the reliability. This paper shows that we have the ability to remove a high-rise building using environmentally friendly safe and economical explosives demolition method. It would contribute to prevent a foreign company from entering the domestic market and should contribute to acquire competitiveness of domestic demolition industry.

  • 토목 기술의 발달로 장대교량이 증가함에 따라 교면 포장도 더 심각한 진동 및 충격, 기상조건에 노출되게 된다. 교면 포장은 차량의 주행의 편리성뿐 아니라 교량 구조물을 보호해야 하는 역할도 함께 수행하기 때문에 일반 토공부의 포장과 다른 성능을 필요로 한다. 교면 포장의 특수함을 감안하여 교면 포장의 품질을 평가하고, 설계와 적용시 반영 한다면 교량의 내구 연한 및 시공, 유지관리 비용을 절감 할 수 있을 것이다. 본 논문에서는 교면 포장에 요구되는 성능을 조사하고, 교면 포장 특히, 장대 교량 적용시 교면 포장의 성능 평가를 위한 평가 방법을 고찰하였다. 교면 포장의 가장 큰 구조적 특징은 교량의 진동과 휨에 의해 포장이 받게 되는 휨응력이다. 특히 교량의 장경간화에 따라 더 큰 진동과 변형을 경험하게 되는 교면 포장은 그에 따른 충분한 휨 추종성과 피로 저항성을 확보하여야 한다. 기존 토공부 포장에서는 실험이 간단한 원통형 공시체를 이용한 간접인장강도 모드의 실험으로 피로 성능을 평가하였으나, 교면 포장은 실제 거동 특성과 유사한 빔 피로 시험 모드가 보다 신뢰성이 높을 것으로 판단된다. 빔 피로시험 모드로는 3점, 4점, 5점 휨 피로 시험 모드가 있으며, 각각의 모드는 지지점의 개수, 재하점의 개수에 따라 다른 거동 특성을 평가 할 수 있다. 최근 개발된 5점 휨 시험의 경우 교량에서 발생하는 부(-)모멘트를 모사할 수 있어 보다 현실적인 검증이 가능할 것으로 예상된다. 이 외에도 실제 크기 모형을 이용하여 윤하중을 가하는 Full-scale 모델의 경우 비용과 시간이 많이 소요되는 단점이 있으나 가장 신뢰성이 높은 방법이라고 할 수 있다. 교면 포장은 교량구조부로 수분이 침투되는 것을 막아주는 역할을 하여야 하며, 특히 해상 교량의 경우의 염분과 겨울철 사용되는 제빙화학제는 콘크리트의 열화와 강구조물의 부식을 발생시키므로 교면 포장의 방수 성능 검토는 매우 중요한 역할을 한다. 일반 토공부 포장과 달리 교면 포장은 하부층이 대기에 노출되어 있기 때문에 겨울철에 더 낮은 온도로 포장체의 온도가 내려가게 되고, 온도가 떨어진 포장층은 스티프니스가 증감함에 따라 저온 균열의 발생확율이 높아지며, 휨추종성도 나빠질 가능성이 높다. 따라서 저온에서의 균열 저항성 및 스티프니스를 평가하는 것은 교면 포장 재료의 중요한 인자 중 하나이다. 포장과 포장 하부층의 접착은 포장층의 일체화된 거동을 할 수 있게 하기 때문에 내구성 향상에 중요하다. 특히 교량과 같이 진동과 변형이 많은 경우에 있어 포장 접착층의 성능은 포장과 교량 구조물의 파손에 더 큰 영향을 미치게 된다. 접착성능은 실내에서의 직접인장모드와 전단접착강도 시험 모드의 실험이 있으며, 현장에서 측정하는 Pull-off 실험 등이 있다. 최근에 교통량과 중차량의 증가와 더불어 교량이 장경간화 되어 가면서 평가방법과 기준을 과거보다 엄격하게 할 필요성이 있다. 하지만 현실은 교면포장에 대한 시방규정이 모호하기 때문에 본 논문에서 제시한 국내외의 다양한 평가방법을 통해 적절한 교면포장의 성능을 평가하고 교면포장의 거동특성에 대한 이해를 함으로써 보다 발전된 교량기술을 확보할 수 있을 것이다.

Conceptual Design and Examination of Required Functions of a Public Ship in Chuja-do (추자도 행정선의 필요기능 조사 및 선박 개념설계)

  • The administrative ship, Chuja-ho, is the only mode of transportation between manned islands in the Chuja-do, Jeju. Chuja-ho is a 25-year-old age, which is identified to pass the persisting period (25 years) for public ships, and there is an urgent need for a replacement. The residents of the island are also requesting that the new administrative ship be outfitted with medical functions because there is no sea transportation system for medical emergencies in Chuja-do. The purpose of this study is to examine the required functions of a new administrative ship outfitted with medical functions and to suggest a conceptual design. In order to review the necessity of an emergency patient transport system, user requirements were surveyed and analyzed, and the ship's condition assessed by ship experts who carried out an on-site survey and analysis of ship survey data. Thereafter, a conceptual design for a new administrative ship with medical functions was presented. The results of this study can be used during a review of a new budget plan and for basic ship designs during the replacement project by the local government. It is also expected to improve the safety and medical environment of Chuja-do residents.

FMEA of Electrostatic Precipitator for Preventive Maintenance (전기집진기 예지보전 단계에서의 고장모드영향분석)

  • Currently, 90 % of the world's population breathes air with a fine dust content exceeding the World Health Organization's annual average exposure limit (10 ㎍/㎥). Global efforts have been devoted toward reducing secondary pollutants and ultra-fine dust through regulations on nitrogen oxides released over land and sea. Domestic efforts have also aimed at creating clean marine environments by reducing sulfur emissions, which are the primary cause of dust accumulation in ships, through developing and distributing environment-friendly ships. Among the technologies for reducing harmful emissions from diesel engines, electrostatic precipitator offer several advantages such as a low pressure loss, high dust collection efficiency, and NOx removal and maintenance. This study aims to increase the durability of a ship by improving equipment quality through failure mode effects analysis for the preventive maintenance of an electrostatic precipitator that was developed for reducing fine dust particles emitted from the 2,427 kW marine diesel engines in ships with a gross tonnage of 999 tons. With regard to risk priority, failure mode 241 (poor dust capture efficiency) was the highest, with an RPN of 180. It was necessary to determine the high-risk failure mode in the collecting electrode and manage it intensively. This was caused by clearance defects, owing to vibrations and consequent pin loosening. Given that pin loosening is mainly caused by vibrations generated in the hull or equipment, it is necessary to manage the position of pin loosening.

Seismic Fragility of Sewage Pipes Considering Site Response in Korean, Seoul Site (국내 서울지역의 부지응답해석을 고려한 하수도관의 지진취약도)

  • The number of damaged lifeline structures have been increasing with urban acceleration under earthquakes. To predict the damage, damage mitigation technology of lifeline structures should be analyzed using damage prediction technology. Therefore, in this paper, the degree of the fragility of structures under an earthquake was evaluated stochastically through an evaluation of the seismic fragility. The aim was to develop damage prediction technology of sewage pipes among the lifeline facilities. The site response was performed using the data from 158 boreholes in Seoul and 7 real earthquake waves to determine the responses in real urban areas. The seismic fragility was deduced through a total of 29822 time history analysis. In addition, sewer pipes were evaluated and the persisting period was passed by applying the research results of strength reduction which is due to sulphate erosion. As a result, the difference in failure probability between 300 and 800 with the smaller diameter of the representative pipes was approximately double and the size of the pipes has a significant effect on the seismic fragility function. Moreover, the failure probability of a seismic load increases by up to 10 fold as the strength reduction rate increases. The results of this study can be used as a means of predicting the damage and countermeasures of sewer pipes and might be reflected in the seismic design of underground facilities.
