Analysis of Social Distance using Election and Marriage Preference Data (사회적 거리분석: 선거자료와 결혼선호도자료에서 나타난 지역주의를 중심으로)

  • Much effort has been made to measure regional difference showing the pattern of regionalism in Korea. Focusing the concept of social distance. this paper examines various election and regional preference data. The paper presets three major findings. First. current election data show clear regional cleavage. Second. regional discrimination and prejudice is often found in one's everyday life. Third, political aspect of regionalism is strongly related to social aspect of regionalism. These findings suggest that regionalism in Korea will survive for the time being. The regionalism is rooted in everyday life . To political elites. it became an attractive and economic way to maintain their power. This tendency will promote the preference for parliamentary system among political elites and the possibility of appearance of regional party

  • 본 연구는 최근의 사회조사와 선거자료를 이용하여 한국사회의 지역주의의 특징을 살펴보고자 한다. 첫째, 최근의 선거결과에 보이는 지역주의적 투표는 지역간 사회적 거리를 잘 보여주고 있다. 둘째, 이러한 사회적 거리는 '편견과 차별'의 형태로 다양한 일상생활에서 존재하고 있다. 많은 사람들은 이러한 편견을 믿고 있으며, 편견에 의한 지역적 차별을 경험하고 있다. 특히 이러한 경험은 특정지역(호남)과 관련되어 있다. 셋째, 이러한 정치적 측면(지역주의적 투표)과 사회적 측면(지역간 편견)을 선거제도와 연결하여 살펴봄으로써, 앞으로 한국사회의 정치제도의 변화에 대한 전망을 할 수 있다. 연구의 잠재적인 가정은 선거에 있어서 지역적인 투표가 무조건 '나쁜' 것만은 아니라는 것이다. 한국 정치에서 나타나는 지도자나 이데올로기의 편향은 많은 사람들로 하여금 투표나 선거에서 출신지를 중요한 요소로 삼게 하였다. 이러한 요소는 쉽게 사라지지는 않을 것이며, 앞으로 선거제도의 변화에 중요한 역할을 할 것이다. 이러한 예측은 세 가지 중요한 요소에 근거하고 있다. 첫째, 유권자들의 지역주의에 대한 믿음과 예측은 쉽게 사라지지 않을 것이다. 둘째, 정치지도자들은 지역주의를 선거와 관련한 자신의 이익을 위해서 최대한 이용할 것이다. 셋째, 지역주의에 근거한 유권자들의 성향은 최근 선거와 투표에서 더욱 강화되고 있다. 정치엘리트들이 지역적인 기반을 중심으로 결합하려는 경향이 강해지고 있다. 이러한 경향은 이들 정치엘리트 사이의 내각중심제에 대한 선호도와 지역당의 출현 가능성을 증가시킬 것이다.도 설치행위의 처분성과 관련하여 횡단보도의 설치행위와 같은 일반적인 명령을 항고소송의 대상으로 할 필요성이 존재한다면 이른바 독일에서의 일반처분이라는 개념을 무리하게 받아들여 이를 행정행위의 한 유형으로 한다거나 우리 판례와 같이 "직접적이고 구체적인 법적 효과"를 미치는 명령이라는 명확치 않은 기준에 의하여 처분성을 인정하기보다는 일반적인 명령과 개별적인 행정행위를 구분하고 명령에 대하여도 취소소송의 대상으로 삼도록 하는 보다 명확하고 일관성 있는 논의전개를 제안하였다.수 있었다.로 첨가하여 48시간 배양한 후 암항원 유전자 발현성을 측정한 결과 세포주에 따라 다소 차이는 있으나 대개 0.2 uM농도에서도 유전자 발현이 유도되었으며 1, 5 uM농도에서 매우 강하게 유도되었다. ADC 처리가 페암세포주의 MHC와 B7 발현을 증가시키는가를 알아보기 위해 1 uM 농도의 ADC를 72시간 처치한 후 FACS 분석을 실시한 결과 4개의 페암세포주에서 MHC 및 B7분자의 발현은 유도되지 않았다. 또 ADC농도가 세포성장에 미치는 영향을 알아보기 위하여 ADC를 0.2, 1, 5 uM농도로 96시간 처치 후 세포수를 측정하여 상대성장지수를 알아본 결과 ADC 처치 농도가 증가함에 따라 세포의 성장은 매우 감소하였다. 결론: 폐암세포주에서 ADC처치는 MAGE, GAGE 및 NY-ESO-1과 같은 세포독성 T 림프구 반응을 유도할 수 있는 암항원의 발현을 증가시킬 수 있으며, ADC의 세포독성과 항원 발현 유발시간을 분석할 때 1 uM 농도에서 48시간 처치한 후 ADC가 없는 배지에서

Changes in the work arrangements and new lifestyles after the COVID-19 pandemic: Evidence based on survey data from the Japanese Cabinet Office (코로나19 팬데믹 이후 일하는 방식의 변화와 새로운 라이프 스타일의 탐색 -코로나19 팬데믹 이후에 실시된 일본 내각부 조사자료를 중심으로-)

  • This study compared working arrangements, interest in rural migration, and life satisfaction in Japan in two periods: immediately after the COVID-19 (2019 coronavirus disease) pandemic and two years after the global outbreak. The comparison was based on data from the "Survey on Changes in Attitudes and Behaviors in Daily Life under the Influence of Novel Coronavirus Infection, 2020, 2021", which was conducted four times by the Japanese Cabinet Office directly after the COVID crisis (May 2020 and September 2021). The respondents who participated in both the first and fourth surveys were employed individuals aged 20 years or older. The results are as follows. First, the proportion of Tokyo residents engaging in telework immediately after the COVID-19 pandemic was 36.1%, which is higher than the levels observed nationwide. Second, individuals involved in telework and those working under flexible arrangements were more highly interested in moving to rural areas than those who commute to work. Third, among people engaged in telework, life satisfaction diminished immediately after the COVID-19 pandemic compared with the period before this crisis. After two years of the pandemic, however, life satisfaction among this group improved. Changes in working arrangements due to the pandemic can be expected to promote migration, as well as help revitalize regions and encourage the discovery of new lifestyles.

An Evaluation of 30-Year's Democratization in South Korea: Focus on the Evolution of South Korean Presidential System and Its Future Prospects (민주화이후 한국 대통령제의 진화과정 분석)

  • The major purpose of this paper is to analyze the evolution of the presidential system in South Korea during the past three decades ever since the country's democratization in 1987 from the comparative institutional perspective. As imperial presidentialism during the so-called three Kim's era(1987-2003) disappeared right after the political retirement of the three Kims in 2003, then president-centered presidentialism emerged during the post-three Kim's era, since the country's recent three presidents possessed their relatively low-level of partisan power in terms of their control of National Assemblies and their respective presidents' parties during their presidencies. South Korea has now a strong possibility to transform the current president-centered presidentialism into the American-style separatist presidential system in the near future, since the country's National Assembly has continuously been making its efforts to function as an effective governing body being compatible with the American Congress. In addition, the country's judiciary branch has effectively been playing a political role like the US supreme court ever since the country's democratization in 1987. It is also emphasized that South Korea's civic society is currently playing as a guardian of democracy through its effective and responsive political participations in many public sectors for promoting civic liberties, public welfare, and other democratic values. South Korea now needs to carry out constitutional revisions, political reforms of legislative system, party system, and electoral system as well as correct some contradictory political understandings and habits in a way to transform the current president-centered presidentialism into American-style separatist presidential system in the near future.

Comparison of 'Militarism' and 'Normal state' through the Concept of Regional Hegemony: Focus on Imperial Japan before and after the Navy Disarmament Treaty and Modern Japan after Abe Shinzo's 2nd Cabinet (지역 패권 개념을 통한 '군국주의'와 '보통국가' 비교: 해군 군축조약 전·후 일본제국과 아베 2기 내각 이후 현대 일본의 사례를 중심으로)

  • The study started with the question, "Is Japan's normalization of nationalization a return to militarism?" Therefore, in order to analyze this, the characteristics of the international system after the inauguration of the Japanese Empire during World War I and World War II and the Abe's 2nd Cabinet in contemporary Japan were compared. Through this, there were some differences in the characteristics of the international system of the two periods, and as a result, it was intended to derive the differences between the two examples. During the prewar period of World War I, the militaristic Japanese Empire suffered great damage from the national pride of being the only power in Asia through the Paris Enhancement Conference, the Washington Navy Treaty, and the London Navy Treaty. However, the Western powers with colonies in Asia still existed in the region, so it was not possible to turn them into immediate power expansion. Meanwhile, World War II broke out in Europe. As a result, the Western powers had to focus on the whole of Europe, and the militaristic Japanese empire became a regional hegemony without missing the international system characteristic of "the hegemony." Unlike in the past militarism, Japan's case of pursuing common nationalization since 2012 has been carried out in the order of Northeast Asia in the composition of the "cold war" new cold war. In particular, Japan is attempting to transform itself into a normal state to strengthen the US-Japan alliance on a self-reliant level due to the lack of quantitative military power compared to the neighboring countries.

A Study on the Records and Archives Management System in Japan : Focusing on the Electronic Public Documents Management (일본의 기록관리 제도 연구 법령과 전자공문서 관리를 중심으로)

  • The Records Management System in Japan has been developed to a comprehensive and unitary records management system based on the records life-cycle principle from the enactment of 'the Public Records and Archives Management Act' in 2009 and its implementation in April, 2011. The scope of objects has also been extended to documents of independent administrative institutions and specific confidential documents on diplomacy and defense. In addition, a series of Electronic Documents Management Systems have been built for the transfer of electronic records to the National Archives of Japan, which is called the Electronic Records Archives of Japan, in connection with the records and archives management systems covering creation, management, transfer, preservation, and use of electronic records. This paper deals with the core contents and characteristics of the records management system of Japan, focusing on the operational structure of the records and archives management law and electronic documents management. Firstly, The Cabinet Office and professional groups in records and archives management started to work on reformation of the records management system from 2003 and resulted in enactment of the Public Records and Archives Management Act in 2009. In that sense, the Public Records and Archives Management Act can be evaluated as a result of constant activities of the records management community in Japan for realization of accountabilities of government agencies to the general public. Secondly, the Public Records Management Act of Japan has a coherent multi-layer structure from the law, enforcement ordinances, guidelines, and to institutional documents management regulations in the operational system. This is a systematic structure for providing practical business units of each administrative agency with detailed standards on the basis of guidelines and making them to prepare their own specific application standards related to their unique businesses. Unlike the past, the National Archives of Japan became to be able to identify specific historial documents which should be transferred to the archives by selecting important historical records as early as possible after creating and receiving them in each institution through the retention schedule. Thirdly, Japan started to operate a system in regard to electronic records transfer and preservation in 2011. In order to prepare for it, each administrative agency has used EDMS in creation and management of electronic records. A Guideline for the Standard Format and Media released by the Cabinet Office in 2010 is also for the transfer of electronic records to the Electronic Records Archives of Japan. In future, it is necessary to conduct further studies on activities of the records and archives management community in Japan, relating to long-term preservation and use of electronic records.

  • The Japanese government has announced that it would invest 30 billion yen in iPS cell research for the next 10 year, and the Japan National Assembly has made an act that supports the iPS cell research. This study analyzes 1) the current trend and application field of stem cell research under Japan; 2) recent policy and regulation change in stem cell research and its application under Japan. This treatise reviews about "Act for Promoting Regenerative Medicine", "Act for Assuring Safety of Regenerative Medicine", and "the Revision of Pharmaceutical Act under Japan. This study may serve as the fundamental reference for the improvements of legal and institutional systems with regard to regulations on the stem cell research under Korea.

Comparison of NSC system in the U.S., Japan, and the Republic of Korea (NSC(국가안전보장회의) 체제의 한미일 비교)

  • With the recent global threats of terrorism as well as religious conflicts, Northeast Asian countries including South Korea, China, and Japan are experiencing particularly serious security crises as demonstrated by North Korea's threats of nuclear weapons testings and long-range missile launching as well as military provocation toward South Korea such as sinking of ROKS Cheonan and bombardment of Yeonpyeong island and the territorial dispute between China and Japan over Senkaku Islands(Diaoyu Islands). As a result, Park Geun Hye Administration of South Korea and the 2nd Abe Shinzo Cabinet of Japan, both recently established, are making efforts to improve their national security and crisis management policies. One of the key elements of such efforts is the strengthening of National Security Council(NSC) or its equivalent organization as the control tower of national security policy, modeled after the NSC of the United States. This paper compares NSC organization of Korea, the U.S., and Japan and draws policy insights focusing on the current political and national security situation South Korea is facing. Although organizational structure, function, and history of NSC of each country differs, it can be inferred from this comparison that NSC-type of organizations can play an important role as a control tower of security and emergency management policies.

Factors Affecting Role Division between Husband and Wife and Housework and Childcare Time: Changes in the Work and Commute Times of Dual-Income Couples Engaging in Childrearing in Japan after the COVID-19 Pandemic (부부간 역할분담과 가사 및 자녀돌봄시간에 영향을 미치는 요인 -코로나19 팬데믹 이후 일본 자녀양육기 맞벌이 부부의 노동시간 및 통근시간 변화를 중심으로-)

  • This study focused on Japanese families engaging in childrearing to discover changes in their daily lives, such as in the role division between husband and wife and hours spent on housework and childcare, caused by the unexpected crisis of COVID-19. An empirical analysis attempted to determine whether changes in the working environment, such as working and commuting hours, affected the role division between husband and wife, as well as housework and childcare hours spent. The data analyzed were extracted from the 2021 "3rd Survey on Changes in Lifestyle Awareness and Behavior Due to the Impact of COVID-19" conducted by the Japanese Cabinet Office. A total of 983 couples aged 20 or older, living with their spouse, having at least one child under the age of 18, and both employed were selected. The analysis results were as follows: First, the division of roles between husband and wife changed in the direction of increasing the husband's role in housework and childrearing. Second, the decrease in working and commuting hours increased the husband's role. Third, housework and childcare hours were more clearly related to changes in the working environments of husbands and wives than to changes in role division between husband and wife. In conclusion, changes in men's working and commuting hours had a greater impact on role division, as well as housework and childrearing hours in the family, than changes in women's working and commuting hours. In the future, an analysis that considers labor market factors is necessary.
