Acquisition of Geographic Information in North Korea Using High Resolution Satellite Image (고해상도 위성영상을 이용한 북한지역 지리정보 구축 실험연구)

  • As economic cooperation and exchanges between North and South Korea have been glowing much more than before, the demand for geographic information on North Korea is recently increasing. In fact, there is no specific method to be provided with geographic information on North Korea. In this regard, the study searched a method to collect geographic information on North Korea by using the high spatial resolution satellite image. In order to produce its best result, the study collected the geographic information on the case study area and ensured the location accuracy. This study produced total 52 items of geographic information on North Korea. Horizontal and vertical errors of stereo image, which are 4.6m and 0.9m respectively, showed high accuracy. In addition, even though the horizontal error of single image is 9m, which is bigger than that of stereo image, there is no doubt that it can be used as basic data for North Korean studies and related projects.

  • Fierce competition to attract the increasing container cargoes of north china in competitive ports have make port marketing to be desperate necessity. In this situation, port marketing of Incheon container ports is requisite conditions to leap one step. Therefore, this study aims to propose core factors for marketing strategy, by the feasible marketing analysis. The major shows as follows. Incheon is required to adjust port tariff and handling cost by incentive policy, enhance service coming alongside the berth, increase efficiency of port handling service and inland transportation system.

  • In this article, legislational and economic meaning of Marine Pollution Prevention Law (MPPL) of North Korea was studied with review and comparison of North Korea's environmental legislation system. North Korea's MPPL is the basic legislation system against pollution activities. This law has the purpose of gaining of marine environmental protection and resources and declares mainly the marine environmental protection with little definition of action plan and means. To analyze economic achievements of MPPL, more macro- and microeconomic data of North Korea should be accumulated. However, environmental issues are relatively effective to discuss common goal of environmental protection and economical cooperation between Korea and North Korea. To prepare reunification, understanding of North Korea's MPPL is the first step for collaboration of marine environmental conservation.

Study on Priorities of South-North Korea Traditional Medicine Cooperation Project (남북 전통의학 협력 사업 우선순위 선정 연구)

  • Objectives: The purpose of this study is to draw priorities for candidate projects so that future inter-Korean traditional medicine cooperation can be promoted efficiently and effectively. Methods: This study used the Delphi-AHP method to derive priorities for the inter-Korean traditional medicine cooperation project. First, 33 candidate projects were selected through a data survey. In addition, the priority importance score was calculated through a 2-round mini-Delphi survey of 20 experts. The importance of 33 candidate projects was calculated by three evaluation criteria, and the weights for these three evaluation criteria were derived through the AHP method. Results: As for the weight by item, 'feasibility' was the highest with 0.6749 points, followed by 'social ripple effect' (0.1811) and 'instrumentality' (0.1439). As a result of calculating the importance score by reflecting the weight of the evaluation criteria for each project, the South's sole project, "Understanding the Status of North Korea's Korean Medicine," was the top priority, followed by the "Establishment of Strategy for Inter-Korean Traditional Medicine and Cooperation." Conclusions: As a result of this study, experts now believe that it is important to prioritize the highly feasible South Korean independent project in the field of traditional medicine between the two Koreas. This will serve as the basis for promoting cooperative projects in the event of future changes in the inter-Korean situation.

  • By promoting the international transportation and the improvement of advanced exchange between South and North Korea, the Asian Highway plan was expected to make considerable economical effects in the North-East Asian region. This study focuses on a part of AH6 route (i.e., South Korea-North Korea-China-Far East Russia) and aims to analyze the behavioral change of international passenger transport around the Korean Peninsula by assuming the non-existent North Korea land transport network connectivity. The study was performed using two main methods. First, a stated preference survey was performed to derive the actual modal share of each travel mode. Second, a disaggregate analysis was performed to develop possible mode-choice models for international passenger travel and find out the suitable choice. Based on the results of the model estimation, it is found that over 90% of the international passenger transport would be converted to land transport (rail+highway). In addition, international railroad modal share rate would be increased from 62.8% to 66.1% and international bus would be decreased from 29.6% to 21.9% as the distance lengthened (903km~1,631km).

A Study on Policy Directions for Regional Development of North Korea (북한 지역개발 방향에 대한 연구)

  • In order to minimize regional disparities between the North and the South, it is very important to reduce shortages of food and energy in North Korea in the short and mid-term. In the long term, it is important to reduce not only regional disparities between two Koreas but also regional disparities in North Korea. It is important to consider national policies of the North, the South and other countries in Northeast Asia in the process of building regional development policies for North Korea because the future of regional development in North Korea depends on policies of stakeholder in Northeast Asia. This study suggest some policy directions for regional development in North Korea. At first, building new industries, such as hi-tech industries and MICE, is important for regional development potentials in North Korea. Also, we should take some special development strategies according to regional potentials in North Korea. For example, Nampo region should be specialized through hi-tech industries. Wonsan region should be specialized through MICE. Finally, this study suggests some policy issues to the South Korean government. Financial support from South Korean government about inter-Korean economic cooperation should have priorities on the regions where have potentials of hi-tech industries and MICE. Also, we should implement inter-Korean economic cooperation policies under consideration about spatial aspects.

A Study on Implications of the naval Strategy in West Germany and Future Direction of Korean Navy (냉전기 서독해군 전략의 시사점과 향후 대한민국 해군의 방향성에 관한 연구)

  • This study is written to bring the proposal forward for the direction of south korean naval force. The political situation and the circumstance of the world, especially in the area of Pacific Ocean, are changing very rapidly. North Korea has been always the conventional existing intimidator for South Korea since the 6·25-War. Additionally, the strengthening movements of the national defense, which is easily noticed from China and Russia, is also an other part of intimidating countries against South Korea. Those three mentioned countries are continually developing the asymmetrical warfare systems, for example a strategic nuclear weapon. Since the Obama Administration, the Asia-Pacific Rebalancing-Strategy has been changed as an East Asian foreign policy. Nowadays, Trump Administration renamed the 'United States Pacific-Command' to 'United States Indo-Pacific Command'. The purpose of this is not only letting India to participate in american alliance, but also reducing an economic burden, which is often mentioned in USA. West Germany was located in the very similar geopolitical position during the Cold War just like South Korea these days. And that's why the strategy of West German Navy is worthy of notice for south korean naval force to decide its suitable strategy. Most of all, the two most important things to refer to this study are the plan to expand naval air force and the realistic political stand for us to take it. In conclusion, I laid an emphasis on maintenance of 'green-water-navy'. instead of selecting the strategy as a 'blue-water-navy'. The reason I would like to say, is that south korean navy is not available to hold the unnecessary war potential, just like Aircraft-Carrier. However, this is not meaning to let the expansion of naval force carelessly. We must search the best solution in order to maintain the firm peace within the situation. To fulfill this concept, it is mostly very important to maintain the stream of laying down a keel of destroyers, submarines and air-defense-missile, as well as the hight-tech software system, taking a survey of 4th industrial revolution. Research and development for the best solution of future aircraft by south korean navy is likewise necessary. Besides, we must also set the international diplomatic flexibly. As well as maintaining the relationship with US Forces, it is also very important to improve the relationship with other potential allied nation.

Understanding the Trilemma in Inter-Korea Economic Cooperation (남북한 경제협력의 불가능 삼각정리와 실천적 협력방안)

  • Models of South-North Korean economic integration have the problem of circular reasoning. While many studies argue that South-North Korean economic integration would contribute to alleviate security risks in the Korean peninsular, they emphasize the success of any economic model of inter-Korean economic integration is subject to favorable geo-political and security environment. It is a failure in distinguishing between goals and constraints. After identifying three major goals of South-North Korean economic cooperation, this study shows the trilemma among the goals; they are 1) formation of a complete economic community, 2) maintaining independent sovereignty of the two Koreas, 3) promotion of mutual economic interests. The trilemma suggests that it is theoretically impossible to achieve the above three goals at the same time. Only two goals are achievable simultaneously. This study argues that the most practical option is to pursue the combination of goals 2) and 3) considering the complex political and security environment around the Korean peninsular. Recognizing that North Korea is the least developed country in the Northeast Asia region, South Korea's initiatives for inter-Korean economic cooperation should focus on assisting industrialization and integration of the North Korea economy into the Northeast Asian regional production sharing structure. In view of the 'flying geese model' of the sequential industrialization in the region, the least developed economic status of North Korea can partially be explained by its failure to participate in the production network in the region as well as lack of effective implementation of appropriate industrial policy. Therefore, promotion of industrialization of North Korea should be the immediate goal of economic cooperation between North and South Korea. It is an interesting fact that North Korea has rapidly expanded its apparel exports in recent years. It could mean that the North Korean economy is actively responding to the dynamics of international comparative advantage structure, although the production activities are limited to exports to China since the closure of the Gaesung Industrial Complex. The recent increase in apparel export is a starting point for incorporating the Easy Import Substitution fulfilling both domestic and neighboring regional demand of North Korea. It could help integrate North Korea's industry into the production network of Northeast Asia. An immediate policy implication is that the economic cooperation between the two Koreas should focus on facilitating this process and supporting North Korea's industrial policy through South Korea's contribution of capital, technology, and service intermediary inputs.

Current Status and Trends of the Ginseng Industry and Research in North Korea (북한의 인삼 산업 현황과 연구 동향)

  • Ginseng, a representative medicinal plant of South Korea, is also highly valued in North Korea. However, due to limited access to information about North Korea, the actual cultivation, research and development trends, and related industry status of ginseng in North Korea are not well known. In this study, we aimed to understand the current status and research trends of the ginseng industry in North Korea based on limited available literature. In the North Korean pharmacopoeia, ginseng is referred to as "Koryo ginseng" and is defined as the roots of 6-year-old ginseng cultivated in the Kaesong region. The pharmacopoeia includes 22 types of ginseng preparations. In addition, 10 ginseng preparations are included in North Korea's Essential Drug List, and various health supplements, cosmetics, and toothpastes containing ginseng have been developed, distributed, and sold. Since 2014, the ginseng industry and research in North Korea have become more active overall. During this period, the ginseng cultivation area in Kaesong has been significantly expanded, and the facilities have been renovated. The Kaesong Koryo Ginseng Processing Plant has been equipped with sterilized, modernized facilities since 2016 and has been in operation. Since 2017, there has been a growing interest in quality control research, leading to the introduction of quality management regulations and certification systems in 2019. In the 1990s, there was significant research on ginseng product development, and since the 2000s, studies on the pharmacological effects and clinical research of ginseng have been reported. Additionally, research on ginseng cultivation and ginseng processing industries to increase yield has been emphasized. Ginseng, as a representative medicinal crop of Korea, holds great importance for both South and North Korea. Given its significance and the potential for synergy through mutual cooperation, ginseng serves as an ideal subject for inter-Korean exchange and collaboration.

A Study of Establishing the Plan of Lodging for the Workers of Gaesung Industrial Complex (개성공단 근로자 기숙사 건립 계획 연구)

  • Now that it is the current situation that the smooth supply and demand are necessary for 2nd phase of beginning construction and stable development of Gaesung Industrial Complex, this study was willing to offer the planning criteria and model to establish the lodging for the workers in Gaesung Industrial Complex based on the agreement that both South and North Korea agreed in 2007. Regarding the plan, its standard and the alternative were reviewed considering welfare of workers, economic efficiency, technical validity, possibility of agreement and long-term development. The exclusive area per capita was calculated through Labor Standards Act of Korea and status survey of lodging for the workers provided to border line area between China and North Korea and the economic alternative based on one room for 6 persons with the public restroom was compared with that of development type based on one room for 4 persons with indoor restroom. Especially regarding the proposed site, the area with the optimized position was set by considering gradient, accessibility and convenience of development out of the area of Dongchang-ri where was agreed already and the priority of the proposed site that can keep the existing building site and provide was offered. The necessary period for whole construction was set as approximately 36 months. Regarding construction method, RC Rahmen method was selected as the optimized alternative considering the workmanship of manpower of North Korea and conditions of supply and demand of materials and cluster-type vehicle allocation plan based on 4~6 units considering the efficiency of supplying service facilities and convenient facilities along the simultaneous accommodation of 15,000 people was offered. It was analyzed that total business expenses of approximately 80~100 billion Korean Won would required though there were the difference for each alternative in the charged rental way that the development business owner develops by lending the inter-Korea Cooperation Fund and withdraws the rent by the benefit principle. The possibility of withdrawing the rent was analyzed assuming that the period of withdrawing the investment is 30 years. Especially for the operation management after moving, the establishment of the committee of operating the lodging for the workers of Gaesung Industrial Complex (tentative name) was offered with the dualized governance that the constructor takes charge of operational management, collecting fees and management of infrastructure and human resource management is delegated to North Korea.
