It remains that South and North Korea are the most conflict ridden region of the world and at high risk of military collision despite the appropriateness and necessity of unification between South and North Korea. Meanwhile, our government has pushed ahead with exchange between the two countries in many different fields to defuse this conflict and tension. But, these efforts have made it less meaningful as South-North relations are strained again. This can be because temporary recovery of political relation didn't proceed to system improvement and economic cooperation. This study on exchange cooperation of circulation · distribution between South and North Korea begins with expectation that this study will be based on realizing free circulation · distribution for the unification and making an economic bloc through exchange cooperation of circulation · distribution. To expand economy exchange and cooperation between the two nations, the field of circulation · distribution should be developed. On the basis of this discussion, this study suggests that cooperation relation and the mood of reconciliation created by political declaration are institutionalized in the national consensus and exchange should be expanded in the economic field as well as political field.

The purpose of this study is to present directions and programs for exchange and cooperation between libraries of South and North Korea. Specifically, it is to present the direction of exchange and cooperation programs in the library area and to present library exchange and cooperation programs that can be promoted in the [tight period], [reconciliation and cooperation period], and [South and North confederation period] through research methods of literature review, Focus Group Interviews (FGI), and expert advice. In this study, exchange and cooperation programs were divided into three projects that should be prepared by South Korean libraries, by direct exchange and cooperation between South and North Korean libraries, and by conducting with third countries or international organizations. Along with the conducting program periods, 8 major programs and 33 unit tasks were also proposed. Conclusions and suggestions suggested the need for sector-by-sector, step-by-step exchange and cooperation, establishment of systems to promote effective exchange and cooperation, establishing the formation of consensus within libraries, finding field-oriented agendas, and developing education programs of North Korea libraries for librarians.

새로운 천년을 맞이하여 정치, 경제, 문화, 사회적 패러다임의 급속한 변화 속에 정보통신의 역할 및 중요성이 더욱 증가하고 있는 현실에서 북한의 체신, 정보통신정책 및 산업동향이 새로운 주목의 대상이 되고 있다. 특히, 2000년 6월의 남북정상회담을 계기로 남북한 경제협력이 더욱 활발해지고 있으며, 향후 정보통신분야의 산업 및 기술에 대한 남북교류가 보다 활발히 진행될 것으로 기대되고 있다. 이에 따라 본 고는 북한과의 정보통신분야 교류를 활성화하는 대안을 마련하기 위한 사전적인 연구로서 북한의 정보통신정책, 기술 및 산업동향을 살펴봄으로써 향후의 정보통신 기반, 투자여건, 교류방안, 제도상의 문제점 등을 점검하기 위하여 작성되었다.

This paper aims to predict air passenger and air freight demands in the air routes between South and North Korea. The air demands will be fostered by the visitors of Pyeongyang and Baekdu Mountain, whose forecasts will be used for supplying the air traffic services necessary for the active exchange and cooperation between South and North Korea in the future. The authors use the tool of regression analysis under the assumption of epoch-making progress in demand for aviation in accordance with the exchange and cooperation scenario between South and North Korea. After predicting the total number of travelers through regression analysis, the authors applied the share of air passengers among total travelers in order to predict the number of air passengers. Finally, the number of flights of each airport and route were forecasted by including the air freight, estimated from the number of air passengers.

The promotion of economic exchange and cooperation between North and South Korea is significant in two ways. First, the pursuit of economic interest can lead gradually to the unification of the national economies. Second, economic relations can serve as the first stride toward political reunification. There are, however, many difficulties in conceiving a strategy for economic cooperation between North and South Korea because of their differences in ideology and socio-economic system. Under these circumstances, a bid by either the North or the South to consider its specific ideology or socio-economic system absolute and to impose them on the other side would inevitably lead to confrontation and collision and deepen the division of the country. Therefore, steps to expand and develop economic and technological cooperation and comprehensive exchanges between the North and the South, with due regard to the development of bilateral relations, are in full accord with the interests of the both sides. It is clear that North Korea's changing attitude toward its environmental conditions is neither a policy of opening nor an ideological shift toward pragmatism, as has occurred in the Eastern European countries. Instead, it is a temporary tactic for breaking out of the economic stagnation caused by its rigid economic structure. In this light, we must.

과학기술 중시의 정책기조는 앞으로도 계속될 것이고, 과학기술을 통한 남북의 협력은 비정치적, 비사상적인 이유로 인해 어느 분야보다도 북한이 적극 나설 수 있으므로 그 가능성은 대단히 높다고 할 수 있다. 현재 남북경협은 단순 교역 방식의 위탁가공이 주류를 이루고 있으나 기술이전 등 기술협력 방식으로 발전이 요구되고 있다. IT를 중심으로 활발히 진행되어온 남북 교류는 과학기술 전반으로 기술 이전 및 협력 등 교류의 폭을 넓혀 나갈 것으로 기대된다.

전통천문학은 우리 역사에 남아 있는 대표적 과학자산이며 현대 천문학적 자료로 활용이 가능한 문화유산이다. 우리나라에는 역사시대 이전부터 조선시대까지 고대 별자리 그림을 비롯해 천문관측기록과 천문대 등 다양한 천문자산이 전해지고 있다. 오랜 시간 여러 전란과 일제 강점시기를 거치며 많은 자료가 소실되었지만 한반도의 남과북에는 여전히 많이 천문유산이 남아 있다. 천문역사를 공유하고 있는 남북한 천문학자들이 전통천문학을 함께 연구해야 하는 이유이기도 하다. 현재 남북한의 전통천문학분야 협력 방안에 대한 기획연구를 진행 중이다. 북한 천문학자들은 지난 2012년 IAU GA를 기점으로 다시 국제 학술 활동을 이어가고 있으며 2015년 IAU GA에서는 전통천문 분야를 비롯해 두 편의 연구 결과를 발표하였다. 남북한 공동 연구를 위해서는 북한의 전통천문학 연구와 국제 학술교류 현황에 대한 이해가 선행되어야 한다. 본 발표에서는 지금까지 조사한 북한의 전통천문 연구 현황과 대외 학술교류 현황에 대해 보고하고 향후 남북한 공동연구를 위한 방법과 연구 주제에 대해서 발표하고자 한다.
