  • Land Suitability Assessment System(LSAS) that was introduced to prevent unplanned development of the nation is divided by Assessment System I and II. Assessment System II can regulate the land use on the development that was defined in the 'National Land Planning and Use Act'. With it, Property right can be limited in the development of private sector and this lure the investor to fabricate the result of land suitability assessment. Because of it, if we can't prepare the overview standard, we couldn't accomplish our purpose that unplanned development prevention and efficient land use. With the suggestion of overview standard for the each factor used in LSAS and the analysis result of it, we presented ways to efficient support and the fixations of LSAS.

  • The regulation of continuous and adjacent development was introduced to prevent unplanned and improper development and to protect environment in green zone and non-urban area that was deficient in infrastructure. Though it has been effective, it was repealed in 2011 by disorderly development problem caused by crafty tricks around restrictions. Alternatively, the Urban Planning Commission is now deliberating on the development permit, but there are still much to be resolved such as improper committee formation and abuse of power, insufficient green corridor preservation, a lack of use of planning information system, discordance between landscape management guidelines in laws, etc. Therefore, we suggest several ideas for improvement of development permit system as follows; intensive deliberation system in the Urban Planning Commission, integrated commission for green corridor prevention, early establishment of urban planning information system, making a development permission guideline to minimize discretional act of the Urban Planning Commission, etc.

Environmental Impact and Eco-Friendly Development of Logistics Facilities (물류시설의 환경영향 및 친환경적 개발 방안)

  • Recently, as e-commerce has been activated and the demand for daily logistics services has increased due to the COVID-19 pandemic, the development of small logistics facilities has increased rapidly. Logistics facilities are concentrated in certain areas in Gyeonggi-do, where transportation is convenient, with large hinterland cities, showing a rapid increase. This study analyzed development characteristics such as development scale, development method, floor area ratio, and use area for a total of 259 logistics facilities developed in three local governments: Anseong, Yeoju, and Icheon. Logistics facilities developed in a specific area are developed in the form of undeveloped development in non-urban areas, causing damage to the national land environment and social conflict. This study proposed institutional improvement measures and evaluation guidelines for eco-friendly development that can solve problems such as indiscriminate development, environmental impact, and conflicts with residents caused by logistics facility development.

Spatial-Temporal Pattern Analysis of Unplanned Factory Locations in the Seoul Metropolitan Area Using FEMIS Data (수도권 개별입지 공장의 시공간적 입지특성 분석)

  • The purpose of this study is to analyze the spatial-temporal proliferation of individual factories in the Seoul Metropolitan Area and to provide policy implications. The location of the factory is divided into individual locations and planned locations. In the case of individual locations, it takes a long time to establish factories. Also, due to high cost and regulation, the establishment of individual factories is not easy. However, since the establishment process is simple and the price of land is low, the establishment of individual factories has led to an increase in the number of individual factories. The problem of the undeveloped factories is that the lack of infrastructure such as the road and environmental pollution treatment facilities around the factory deteriorates the pleasant environment and the cityscape and deteriorates the health of the residents in the surrounding area. In this study, we analyzed the location of individual factories established in the Seoul metropolitan area from 2001 to 2016 by using ArcGIS Pro. The results of the analysis are as follows. First, individual location factories are formed around existing industrial complexes and industrial sites. The reason for this is considered to be the external effect that can be obtained from the surrounding area. Secondly, since the Seoul city's individual location factories are established in many residential areas, it shows the conflicting result of the mixture of residence and factory. Third, the Gyeonggi province's individual location factories have a high proportion of non-urban areas. This is because the Gyeonggi province's management area occupies a larger proportion than other areas in Gyeonggi province. This study analyzed the spatial - temporal spreading process of individual factories and the unfolding of individual factories in the metropolitan area, and it can provide policy implications to control the over development of individual factories in the future.

Problems and Ways of Improvement towards the Maldevelopment of Reserved Areas of Natural Environments, Ulleung Island (울릉도 자연환경자원보호구역에서의 난개발 문제점과 개선방안)

  • This study is to discuss the problems due to the maldevelopment occurred at the reserved areas of natural environments of the Ulleung Island, Gyeongsangbuk-do province, and it also suggests the ways of solving them The types of the maldevelopment practiced on the Ulleung Island consist of the change of land use, the opening of a round road, the destruction of mountains for the construction of harbor, the development of tourist areas, and the construction of military facilities. The decreased habitat of animals and the pollution of drinking water are occurred by the change of land use. The destruction of ecological system is due to the opening of a round road. The damage of natural landscape and the change of ocean eco-system is closely related to the construction of harbor and the destruction of mountains. Finally, the damage of rare plants and the pollution of drinking water are due to the development of tourist areas and the construction of military facilities. In the followings, the ways of solving the problems occurred by the various types of maldevelopment are suggested. First, the planning of pro-environmental development has to be established and practiced to preserve rare plants which are damaged due to the change of land use. Second, the destruction of natural landscape and resources has to be minimized by the implementation of environmental impact assesment when road and harbor are constructed. Third, the stones needed for the development of islands ought to be imported from mainland. Fourth, the established tourist areas are needed to rationally manage and the potential tourist areas has to be transferred to the reserved areas of natural environments. Fifth, military facilities should be constructed though the cooperation of autonomous local government. Finally, government officers' and residents' conscience of protecting and reserving natural environments is needed, and government has to give residents financial supports.

  • In recent years, several problems occur due to irrational development in rural areas. The first, disorderly development and Encroachment of farmland, Small factory built in rural areas leads to a lack of infrastructure. it is the damage factors of good scenery in the rural areas. Water pollution and environmental pollution from the accommodations and restaurants in the good scenery area is serious. To solve this problems, we should establish the systematic land use plan and landscape plan, and integrated spatial and business plan in rural areas. In order to increase the effectiveness of land use planning in rural projects, We should establish the land use plan in rural areas of the city, state, and national levels of regional plan. We need to prescribe in "National Land Use Planning Law" the facilities, can install it according to the characteristics of rural land programming. we can prescribe the detail regulations by "Rural Maintenance Law". In order to solve the problems the lack of professionalism of the current agricultural policies of the Review Committee, We need to consider a new "rural planning committee" consisting.
