An Exploratory Study on the Development of Underdeveloped Areas Using Local Cultural Resources : Analysis of Differences in Perceptions of Those Who Have Visited the Tourist Sites in Underdeveloped Areas and Those Who Haven't (지역문화자원을 활용한 낙후지역 개발에 대한 탐색적 연구 : 낙후지역 개발관광지 방문경험 여부에 따른 관광객의 인식 차이 분석)

  • This study examined at an exploratory level what should be considered for developing underdeveloped areas using local cultural resources. This study analyzed the psychological and behavioral differences between those who have visited underdeveloped areas developed using local cultural resources and those who haven't, to draw out the implications for the urban regeneration. The results showed that there were differences in respondents' motivation to visit, perception of what needs to be done for the tourism development of underdeveloped areas, perception of the expected effects of developing cultural contents, and consumption behaviors. In other words, those who have visited the tourist sites where had been underdeveloped areas have a more positive attitude toward visit motivations, needs for tourist site development, expected effects of local cultural content development, and consumption behaviors than those who haven't. It means that it is of the utmost importance to induce as many people as possible into tourist sites in underdeveloped areas. This exploratory study is expected to offer some implications for developing underdeveloped areas as tourist sites, a form of urban regeneration.

Regional Classification and Analysis for Promoting Area-specific Policy of Deprived Regions: A Case Study of the Growth Promotion Area Policy (지역 맞춤형 낙후지역 정책을 위한 지역 유형구분 및 특성 분석: 성장촉진지역 정책의 사례 연구)

  • In spite of arduous policy efforts to address the deprived region problem emerged in the rapid industrialization and urbanization processes since the 1960s, it is well acknowledged that there are some policy limitations. In a recent effort to improve the policy for the deprived regions, the national territory is divided into 4 groups such as urban, rural, growth promotion, and special situation areas and various policies for the deprived regions have been consolidated into a policy for the growth promotion areas. The purpose of the study is to classify the already-designated 70 growth promotion areas and examine the differentiated characteristics of different types in order to propose more regionally situated policy approach to the deprived areas. The study shows that the types of the 70 growth promotion areas are much differentiated one another in terms of internal characteristics and dynamics. It is therefore further argued that the policy efforts need to be area-specific in order to address the policy demand for the deprives regions in a more efficient way.

Accessibility to the Central City and the Development of Backward Regions : Towards a New Spatial Strategy (중심도시 접근성과 낙후지역 발전방안 : 새로운 공간전략의 모색)

  • This study, by focusing on the concept of accessibility to the central city, analyses its importance for understanding baward regions and aims to investigate a new spatial strategy for developing backward regions in Korea. The study investigates the EU accessibility case study and formulates the methodological framework for the analysis, which is applied to the case of Jeonnam-do and Gyeongbuk-do in order to evaluate the backwardness of the regions in terms of the accessibility to the central city. Finally, this paper discusses a new spatial strategy for developing backward regions based on the concept of the accessibility to the central city, which includes the creative expansion of rural public services and promoting efficient delivery system, improving public and private service provision through the accessibility to the central city and securing long-term development potential through investing in regional human capital.

A Study on Improvement of Less Prosperous Index by Development Promotion Zone Projects (개발촉진지구사업을 통한 지역개발사업의 낙후도 개선효과에 관한 연구)

  • The purpose of the study is to investigate the degree of improvement in less prosperous index as a result of development promotion zone projects, one of the most representative projects to develop the less prosperous regions in Korea since 1994. Comparing two less prosperous indices between 1995 and 2008, we performed cluster analysis using change values of ranks. Then, we analysed spatial pattern of clusters. The result showed that the extent of improvement of the less prosperous index was higher in Jeollan-do and Chungcheong-do, and slightly lower in Gangwon-do and northern part of Gyeongsanbuk-do.

Evaluation of the Less Development Indicator Based on Transportation Connectivity (교통연계성을 고려한 지역낙후도 지수 산정방안 연구)

  • When evaluating the feasibility of construction projects of large-scaled transportation facilities such as roads or railways based solely on the result of the economic analysis, less development indicators are politically reflected on the investment decision-making because regions whose socio-economic indicators are poor may be disadvantaged or underserved for the projects. Existing less development indicators, however, does not consider the transportation connectivity which indicates how effective the transportation networks are established for the transport of people and goods. In this study, travel time contour maps, travel distance and travel time between regions, and a route curvature were utilized to define new indices which reflect transportation connectivity on the less development indicators. When the new indices are applied, the existing rankings of under-developedness were changed, which means that transportation connectivity could effect on the political decision. In this study, we also suggested the necessity of considering the transportation connectivity when evaluating less development indicators, developed measures of inter-regional linkages, and performed the whole procedures of combining existing and new indices to evaluate the less development indicators.

  • This paper examines the characteristics and status of the major development policies for under-developed region by ministries and studies how the awareness or perspective of public officials on such policies impact the policy environment. This paper aims to redefine the goal and strategy of regional development policy so that it can effectively contribute to enhancing the quality of life of residents and improving competitiveness of the region. The problems and improvement direction found out through a documentational and practical research on the development policy for underdeveloped region can be summarized as follows: Firstly, more streamlined and integrated policies which are currently fragmented being implemented by different ministries are needed to enhance the effectiveness of policy execution. Secondly, improvements on the process of securing government funding and operating systems are needed to guarantee the rational standard of providing state subvention, the expansion of comprehensive subsidy and the independence of policy execution. Thirdly, amendments on the policy measures are needed to support the development and execution of the customized projects, strengthen cooperation among those projects by establishing a system for effective regional development project.

  • This research is targeted on developing an advancing model for 4 provinces of Jeollabuk-Do, Jeollanam-Do, Gangwon-Do, and Jeju Island that are relatively underdeveloped in regard to various infrastructures, on causing balanced development of this country (South Korea) by making those provinces undertaking a part of growth power in the next generation, and accordingly, on helping this country (South Korea) to emerge as a heart of north-east countries in economy. This research at first focuses on Jeollabuk-Do as considering the geographical and economical characteristics, has an effort to contrive an advancing model of culture-information industry, and then, if successfully souled down, is enlarged to the other underdeveloped provinces in developing advancing models.

  • 본 연구는 우리나라의 낙후지역개발사업들에 있어 개발계획지역에 대한 공간단위 설정의 적합성과 계획공간단위와 실제 공간간의 불일치에 대한 연구이다. 지역개발에 있어 그 대상이 되는 지역은 개발의 목표 달성을 위해 그에 상응하는 적합한 공간단위로 설정될 필요가 있다. 현행의 여러 낙후지역개발사업들은 개발계획지역 공간단위 설정이 법률, 정책, 제도, 주체별로 다양한 범위와 편차를 보이고 있고, 그 적합성과 효율성에 대한 논의들이 부족한 것이 현실이다. (중략)
