  • 본 논문은 객체로부터 특징 벡터를 추출하고 각 객체의 행동 양식을 분석함으로써 객체의 현재 이벤트를 인식하고 확률 모델을 기반으로 한 긴급한 상황에서의 시나리오를 해석할 수 있는 방법을 제안한다. 기존의 연구에서는 시나리오 해석을 위한 이벤트 인식 방법을 사용하였기 때문에 적용되는 범위가 한정되어 있었다. 본 논문에서는 시나리오를 정의하고 인식된 객체의 이벤트를 바탕으로 미리 정의된 시나리오에 가장 근접하는 상황이 발생하는 것을 자동으로 해석할 수 있도록 한다. 이벤트 규칙, 이벤트 인식, 그리고 이벤트를 바탕으로 하는 긴급 상황 시나리오가 실내 또는 실외 환경에서 객체 추적만을 통해 얻을 수 없는 의미론적 정보를 제안된 방법을 통해 획득할 수 있다.

Rule-based and Probabilistic Event Recognition of Independent Objects for Interpretation of Emergency Scenarios (긴급 상황 시나리오 해석을 위한 독립 객체의 규칙 기반 및 확률적 이벤트 인식)

  • The existing event recognition is accomplished with the limited systematic foundation, and thus much longer learning time is needed for emergency scenario interpretation due to large scale of probability data. In this paper, we propose a method for nile-based event recognition of an independent object(human) which extract a feature vectors from the object and analyze the behavior pattern of each object and interpretation of emergency scenarios using a probability and object's events. The event rule of an independent object is composed of the Primary-event, Move-event, Interaction-event, and 'FALL DOWN' event and is defined through feature vectors of the object and the segmented motion orientated vector (SMOV) in which the dynamic Bayesian network is applied. The emergency scenario is analyzed using current state of an event and its post probability. In this paper, we define diversified events compared to that of pre-existing method and thus make it easy to expand by increasing independence of each events.   • This paper presents a VR-simulated sailor training platform for emergency in order to prevent a human error that causes 60~80% of domestic/ abroad marine accidents. Through virtual reality technology, the proposed platform provides an interaction method for proficiency of procedures in emergency, and a crowd control method for controlling crowd agents in a virtual ship environment. The interaction method uses speech recognition and gesture recognition to enhance the immersiveness and efficiency of the training. The crowd control method provides natural simulations of crowd agents by applying a behavior model that reflects the social behavior model of human. To examine the efficiency of the proposed platform, a prototype whose virtual training scenario describes the outbreak of fire in a ship was implemented as a standalone system.

  • 지역 간 계통연계를 함으로써 얻을 수 있다는 장점은 발전소 용량을 절감할 수 있고 긴급한 상황하의 전력의 교환이 가능하며 예비전력의 양을 줄일 수 있다는 것 등이 있다. 그러나 전력 시스템의 연계는 경제적이고 기술적인 고려가 요구되어진다. 연계에 대한 계획은 광범위한 기술적인 측면을 고려해야하고 체계적인 연구가 필요하다. 계통 연계는 다른 대륙에서 이미 많이 시도되어 왔으며 실행되고 있다. 하지만, 동북아시아 지역은 복잡한 정치적인 문제들 때문에 아직 연계가 되어 있지 않은 상태이다. 이러한 상황 하에 남한과 북한의 연계는 극동아시아지역의 연계의 시발점이 될 수가 있기 때문에 매우 중요하다. 본 연구에서는 남한과 북한의 전력 계통의 연계에 대한 시나리오에 의해 가상으로 연계한 후, PSS/E Tool을 사용하여 조류 계산을 하였다.

  • 재난재해 등 긴급 상황이 발생했을 때 신속한 대응 체계 수립을 위해 비 접근 및 난접근 지대, 목표물 감시대상지역에 대한 공간정보를 신속하게 취득할 수 있는 실시간 공중모니터링 체계의 구축이 시급한 실정이다. 이에 본 연구에서는 긴급한 재난 상황과 혹은 이와 유사한 여러 상황에 신속하고 유연하게 운용될 수 있는 무인헬기 기반의 실시간 공중 모니터링 체계에 적용할 멀티 센서 시스템의 설계를 목표로 한다. 이를 위해 먼저 실시간 공중모니터링 임무 및 운용 시나리오를 크게 4가지로 설정하고 이에 적합한 디지털 카메라, 레이저 스캐너, GPS/IMU 및 무인헬기 플랫폼의 요구사항을 각각 도출하였다. 또한, 기술 동향 및 규격 조사결과를 바탕으로 도출된 요구사항에 가장 적합한 각각의 센서 및 플랫폼을 선정하였다. 마지막으로 시스템 설계의 최적화를 위하여 시뮬레이션을 통해 설정된 임무에 부합하는 품질의 공간정보 성과물이 선정된 멀티센서 시스템으로부터 취득 가능한가를 검증하였다. 본 연구를 통해 소형무인헬기기반의 멀티 센서시스템에 대한 최적 설계의 방법론을 정립할 수 있었고, 향후 설계의 결과는 임무로부터 도출된 요구사항에 최적화된 맞춤형 시스템 구축에 적용들 예정이다.

A Study on the Consciousness Survey of Improvement of Emergency Rescue Training -Based on the Fire Fighting Organizations in Gangwon Province- (긴급구조훈련 개선에 관한 의식조사 연구 -강원도 소방조직을 중심으로-)

  • Purpose: Fire-fighting organizations are the very first agencies that take actions at a disaster scene, and emergency rescue training is carried out for prompt and systematic response. However, there is a need for a change due to the limitations in emergency rescue trainings such as perfunctory trainings or trainings without considering regional or environmental characteristics. Method: This study is to conduct theoretical review with regard to emergency rescue training and present a measure to improve the emergency rescue training through attitude survey targeting fire-fighting organizations in Gangwon area. Result: Facilities that cause difficulties when doing emergency rescue activity were mostly hazardous material storage and processing facilities. In terms of the level of emergency rescue and response task, most respondents answered that the emergency rescue was insufficient. The respondents answered that the effectiveness of emergency rescue training was helpful, but some responses showed that the training was not helpful because of scenario-based training, seeming training, similar training carried out every year, unrealistic training, and lack of competent authorities' interest and perfunctory participations. Most respondents answered for the appropriateness of emergency rescue training and evaluation that they were satisfied, however, they were not satisfied with the evaluation methods irrelevant to the type of training, evaluation methods requiring unnecessary training scale, and evaluation methods leading perfunctory participations of competent authorities. Lastly, respondents mostly answered that training reflecting various damage situations are necessary regarding the demand on the improvement of emergency rescue training. Conclusion: The improvement measures for emergency rescue training are as follows. First, it is necessary to set and prepare various training contents in accordance with regional characteristics by reviewing major disasters occurred in the region. Second, it is necessary to revise the emergency rescue training guidelines and manuals for appropriate training plan for each fire station, provide education and training for working-level staff members, and establish training in a way that types, tactics, and strategies of emergency rescue training could be utilized practically. Third, it is necessary to prepare a scheme that can lead participation and provide incentive or penalty from the planning stage of training in order to increase the participation of supporting and competent authorities when an actual disaster occurs. Fourth, it is necessary to establish support arrangements and cooperative systems by authority through training by fire stations or zones in preparation for disaster situations that may occur simultaneously. Fifth, it is necessary to put emphasis on the training process rather than the result for emergency rescue training and evaluation, pay attention to the identification of supplement points for each disaster situation and make improvements. Especially, type or form of training should be considered rather than evaluating the execution status of detailed processes, and the evaluation measure that can consider the completeness (proficiency) of training and the status of role performance rather than the scale of training should be prepared. Sixth, type and method of training should be improved in accordance with the characteristics of each fire station by identifying the demand of working-level staff members for an efficient emergency rescue training.

  • This study aims to analyze region-based pedestrian evacuation behaviors and information offering effect using Social Force Model, which is micro simulation. All pedestrians were assumed to move to shelters through pedestrian roads according to guidance information at emergency situations, and the pedestrians were classified into adults and the handicapped. According to the results of the road network analysis and simulation analysis, the shelters to which pedestrians can move within the shortest time from each zone were selected as optimum shelters. From this study, the analysis showed that the information provision effects are informative even though total evacuation time increases due to the increase of pedestrian conflict. This study can be used as baseline data for urban area's pedestrian disaster prevention plans.

  • 본 연구에서는 경보에 관한 지식을 획득하는 방법으로 경보간의 논리적 물리적 상관관계를 평가하여 지식구조를 설정하는 방법을 사용하고 있다. 이 지식구조를 지식기반으로 추론하여 주어진 상황에서 필요 없는 경보를 제거하거나 억제하며, 표시된 경보에 대해서도 운전원 조치의 긴급성을 운전상황에 따라 평가하여 우선순위를 동적으로 표시하는 지식기반 다이나믹 경보처리기술을 개발한다. 이를 위해 경보 운전절차서에 나타난 개별 경보들 중에서 주요계통경보들을 운전모드별로 분류하고, 연동신호에 의한 경보와 물리적인 원인-결과의 연동관계의 경보로 평가, 분석하여, 설정된 경보처리기술의 적용가능성을 평가하기 위해 가상 시나리오를 개발하고, 예비 prototype을 구현하였다.

  • One of the effective countermeasures for preventing traffic accidents is to provide traffic safety warning information to drivers. Provision of warning information would lead to safer driving to avoid accident occurrence. This study investigated the effects of in-vehicle warning information on driver's behavior. A variety of warning information contents using text, sound, and pictograms were prepared for the field experiments. Individual vehicle speed and acceleration data, which represent quantitative drivers' behavior in response to in-vehicle warning information, were collected using differential global positioning systems (DGPS). Statistical analyses including ANOVA and Tukey's pairwise comparison were conducted. It is expected that the results could be invaluable for designing more effective warning information.

  • To decrease the damage of infrastructure from the natural disaster, initial reaction and emergent recovery are important. But up to now emergent recovery has mainly focused on the situation notices owing to the lack of technical support. In this paper, we described a web-based support system for disaster damage recovery of facility and electronic documents for requesting support of recovery resources. Recovery methods are decided using the damage recovery scenarios based on the acquired damage information, and the allocated recovery resources information is delivered to the recovery resources owner using the electronic documents. This system could readily be used for disaster response and emergency recovery.
