  • This study attempts to estimate approximate cost on construction of PSC BEAM Bridge using Case-Based Reasoning and suggests approximate estimation model at the planning and design stage.   • Public institutions guaranteed exclusive position of core business are likely to be inefficient in management. Past governments made various efforts to innovate public institutions. Participatory government drove innovation of public institutions through Ministry of Planning and Budget, and this innovation policy had problems as followings: shortage of common sense of innovation, lack of understanding of innovation, gradual execution of innovation instead of system innovation for business innovation, lack of consideration of characteristics of various public innovation, overlapping of evaluation system, and nonobjective design of evaluation indicator. MB government has diverse assignments for improvement of these problems as followings: transformation of business mind, voluntary participation of employee, improvement of management system of public institutions, reform of business evaluation system, promotion of internal competition, and construction of performance based business system. What is the most important point for successful reform of public institution is to achieve the support of general public with effective action plan and substantial programs.

Public Infrastructure Practitioner's Recognition on Project Performance (공공토목공사 실무자의 성과요인 인식차이 분석)

  • Performance measurement and evaluation is a critical issue in public funded civil infrastructure projects in recent years. As a results, Korean government has introduced the related policies and regulations based on the foreign cases to evaluate public construction projects. However, construction circumstances are different from other countries and the results from adopted regulations are not satisfied. Therefore this research proposes the critical success factors(schedule, cost, productivity, change order, safety, quality) for public construction projects based on previous related research outputs to successfully implement construction performance evaluation. Then, this paper also proposes the weights for the critical success factors. The proposed weights are developed by AHP of construction experts. Furthermore, the paper shows the difference of the weights of the critical success factors by project participants (owner, constructor, engineering, and inspector). This efforts will enhance the ability to develop an effective performance evaluation process and system for public construction projects.

  • As constructions are changing variously from the size and efficiency, the role of supervision services tend to reach beyond mere monitoring or supervision to prevent fraudulence, but tend to extend toward a system that manages all the stages of the construction industry. There are growing demand to improve government operated corporation systems to secure high quality public facilities, and reviews on construction supervision system and supervision services roles, function, responsibility and obligations have been the topics among advanced researchers. However, the circumstance is that researches on the construction supervision service compensation and supervision services assignment criteria that serve as basis of such construction supervision system improvement are insufficient, and for practical development of construction supervision system, researches on construction supervision service compensation and supervision services assignment criteria will need to precede. Hence, this research purports to propose improvement directions of construction supervision system by deducing problems through condition survey on the construction supervision services ordered by public organizations.

  • This study, centered on public institutions that introduced and are using Knowledge Management System(KMS), is a study of affecting influence factors for utilization and satisfaction. In case of public institutions, they introduced in earnest knowledge management system starting second half of 1999 and most branches of the government such as Department of Defence, Ministry of Government Administration and Home Affairs and Ministry of Planning and Budget have laid the foundation and been managing the system. As a result understanding convenience and need of knowledge management system and awareness for importance of knowledge asset are proliferating. But there is a lot of difference in utilization of KMS by work unit and also can find that the difference exists among users in terms of satisfaction. This is expected as having influence from chief officer's concern, support of exclusively responsible personnel factor, whether education training was given, KM process support etc. for KMS. Therefore this study draws subordinate factors of organization characteristic, knowledge information characteristic, strategy characteristic as influence factors to KMS and analyzes how these subordinate factors influence utilization and satisfaction of KMS to suggest a way to catalyze knowledge management system in the future.

Study on Estimation of Unmanned Enforcement Equipment Installation Criteria and Proper Installation Number (무인교통단속장비 설치 판단 기준 및 설치대수 산정 연구)

  • The number of traffic control equipment installed to prevent traffic accidents increases every year due to continuous installation by the National Police Agency and local governments. However, it is installed based on qualitative judgment rather than engineering analysis results. The purpose of this study was to present additional installations in the future by presenting the installation criteria considering the severity of accidents for each road type and calculating the appropriate number of installations. ARI indicators that can indicate the severity of traffic accidents were developed, and road types were classified through analysis of variance and cluster analysis, and accident information by road type was analyzed to derive ARI of clusters with high traffic accident severity. The ARI values required to determine the installation of equipment for each road type were presented, and 5,244 additional installation points were analyzed.
