  • In the 21st century, developing cultural industry is an important issue world-wide. Since the Kim Daejoong government, Korea has focused on cultural industry development and has thereby treated it as one of the basic, necessary industries. Therefore, the industry is being supported both financially and politically. This policy nurtured the development of quality and quantity within the cultural content industry. However, most of the reports and studies about Korean cultural content have shown it is still not strong enough to compete with leading countries in the field. Competitiveness of storytelling is especially weak. The goal of this study is to find the best direction for the funding policy to strengthen competitiveness in storytelling. Analysing the policies of the No Moo-hyun and Lee Myoung-park governments, we can see that they primarily focused on developing infrastructure in investment and the distribution environment. Support for producing content and distribution follows after confirmation of results. Moreover, policies for the support of developing ideas within culture content are vertical. Currently in the industry, a person or company decides how and where to use the moneys available for investment in the development of content. However, we need to invest more directly, initial funding is required. We analysed the market, studying its activity, achievement and limitations. As a result, we suggest a 'Storytelling Factory' like the group writing system adopted by US TV Shows.

  • This study provides an overview of instruments for mobile contents start-up companies promotion that are currently available in Seoul. It includes a brief description of several different types of start-up companies and development processes for each of those companies so that it can analyze and figure out critical success factors for sustainable growth. In addition, the case studies of five mobile contents related companies are used to obtain more detailed insights into the development processes. The study focuses on mobile contents startups promotion used as a public policy for encouraging more productive and knowledge-intensive ventures, with the aim of upgrading management activities and creating more startups-friendly business environment. Consequently, the key target groups of the measures discussed in the study include mobile contents start-ups and start-ups that exploit new business opportunities in Seoul.

국내 과학기술 연구개발 현황 및 전망

  • 1960년대 경제개발 5개년 계획의 시작과 함께 우리나라 과학기술의 발전을 위한 투자가 본격화되었고, 과학기술 혁신이 정부정책의 가장 중요한 시책으로 부각되었다. 지난 40 여 년간 우리나라 과학기술은 선진기술의 모방에서 출발하여 효율적으로 단계별 성장을 거치면서 2000 년대에는 세계수준의 지식 및 기술을 창출할 수 있는 토대가 마련되었다. 본 발표에서는 한국과학기술의 현주소와 향후 전망을 분석하여 국내 연구개발의 방향을 조명해 보고자 한다. 1982년 특정연구개발사업을 시작으로 국가적 차원에서 목표설정 및 연구개발 자원을 전략적으로 집결하여 다양한 국가 연구개발 사업들이 수행되어 왔다. 그 후 20여년이 지난 현재 20개 부처에서 200 여개의 국가 연구개발사업이 추진되고 있으며, 이러한 연구개발사업의 성과로서 DRAM, TFT-LCD, CDMA 등 첨단 분야에서 세계 최고 수준의 국제경쟁력을 갖춘 기술들이 다수 확보되었다. 주력 산업인 IT산업, 자동차, 철강, 조선, 섬유 등도 기술혁신에 의한 국제 경쟁력 강화로 수출이 확대되면서 우리 경제의 견인차 역할을 하고 있다 최근 10년간 연구개발 투자규모는 3배 이상 증가하여 2000년 기준으로 세계 8위의 투자규모를 달성하였으며, 민간의 연구개발 투자 비중도 크게 늘어나 민간주도형 연구개발체제로 전환되게 되었다. 2001년에 이르러서는 총연구비 투자규모가 15조 이상으로서 이는 전체 GDP의 ∼3% 에 해당되는 수치이며 선진국 수준에 육박하고 있음을 짐작 할 수 있다. 지식기반사회를 선도하여 국가 경쟁력을 높이기 위해 정부는 연구개발 투자를 계속 확대할 정책을 시도하고 있으며 창의적 과학기술인력의 양성 체제 구축 및 효율적인 활용에도 적극 투자하고 있다. 과학기술부는 과학기술혁신의 중추적 역할을 담당하고 있으며 현재까지 20,000여개이상의 과제를 수행하여 국가경쟁력 강화에 크게 기여하여왔다. 정부는 국내외 과학기술 환경변화가 심한 21세기를 맞이하여 새로운 기회와 도약을 위하여 과학기술 중심국가 건설이라는 새로운 비전을 제시하게 되었다. vision 2025를 통해 2025년까지 21세기 첫 4반세기 동안 과학기술 경쟁력을 세계적인 수준으로 끌어올려 과학기술에 기반을 둔 선진국 진입을 실현하고자 다양한 정책적 대응을 물색하고 있다. 세계 시장규모, 전략적 중요성 등을 토대로 한 10대 산업을 육성하기 위하여 과학기술부는 기술수요조사를 바탕으로 49개 주요기술을 도출하여, 과학기술 일류 국가 실현, 국민소득 2만불 달성이라는 국가적 슬로건을 내걸고 “차세대 성장동력” 창출을 위한 범정부차원의 기획과 연구비의 집중투자를 추진하고 있다.

  • The Cost of Engineering is composed of the $3{\~}5{\%}$ of total cost of construction. It is important the role of engineering in the first stage of the business. But, it was not more the technical level of domestic design stage than advanced state. Expecially, it was because of the cognition lack and unreliable results about technical development. The result of that, it was lacking to the draw results of foreign countries. And it was to waste national budget through overlapped adopting of similar technologies from abroad that few projects are performed as their original plan. Therefore, the research is proposed to the intensification plan of technical competitive strength in domestic construction engineering company to cope with the change of economic environment.

  • 본 연구는 국내 Born Global Firm의 기술요인들이 해외신규시장 진입시기에 미치는 영향에 관한 연구모형을 제시하고, 국내 Born Global Firm을 대상으로 이에 대한 인과관계를 실증 분석하였다. 기존의 해외시장 진입시기에 관한 선행연구를 토대로 기술경쟁력, R&D 네트워크, R&D 정보력을 독립변수로 설정하고, 이러한 요인이 Born Global Firm의 해외신규시장 진입시기에 영향을 미칠 것이라는 가설을 설정하였다. 기존 선행연구를 통하여 기술경쟁력의 대용변수로 지적재산권, R&D 투자비용, R&D 전담기구 기능을, R&D 네트워크는 부서간 협력, 국내외 공동연구, R&D 정보력은 R&D 관련 정보 수집능력(경쟁업체 R&D 동향정보, 관련 주요연구자 정보 등), R&D 관련 정보 분석능력(기술이슈 및 트렌드 분석, 기술수준 분석 등), R&D 정보 활용능력(R&D 기획, 응용 분야 확장 등) 등을 사용하고 기업 내부요인과 수출관련에 대한 가설을 설정하였다. 특히, 해외시장 진입형태 중 FDI, 계약에 의한 해외시장진입 보다는 국내에서 가장 많은 해외진입 형태인 수출에 초점을 맞추었다. 연구결과는 다음과 같다. 국내 107개의 Born Global Firm을 대상으로 다중회귀분석 한 결과, Born Global Firm의 직접수출에 가장 큰 영향을 주는 요인으로는 지적재산권과, 부서간 협력, R&D 정보 활용능력 등으로 나타났다. 특히 기술이슈 및 트렌드 분석 정보력은 해외시장 진입시기를 앞당기는 것으로 나타났다.

  • As the travel industry grows and becomes increasingly more competitive, municipal governments have undertaken great efforts to maximize limited resources and develop their local economies by initiating and developing cultural festivals. Such festivals and events have become an efficient mechanism to enhance their image, increase tourism, and ultimately, stimulate their economy. However, marketing efforts to scale globally typically falter due to various factors: lack of originality, poor quality of contents, and a scarcity of competitive power. Hence, I wish to propose a model for developing cultural semiology and visual literacy, with storytelling utilized as a means of strategically illustrating local cultural festival contents. Subsequently, it is expected that such a model can underpin the importance of developing coherent edutainment content while illustrating the true meaning/value of local festivals.

  • This paper is to discover selection indicator for academia-industrial cooperation R&D project. Existing Project lacks careful consideration for participant enterprise. But, This project must be focused on enterprise for the goal of project is to improve business competition. Therefore, we analyze the survey result of enterprise satisfaction and deduct the factor of satisfaction by statistical analysis like One-way ANOVA and Regression. The study says that collaboration time, the time of planning of commercialization, technology transfer and the level of goal achievement improve enterprise satisfaction. And it implies needs for plan of manpower input and commercialization at the selecting phase. This paper is significant that it can improve project system by satisfaction. We expect that this result is utilized by planning and management.

Analysis of Female Development Fund Utilization of Primary Local Self-government : Focused on the City of Busan (기초자치단체 여성발전기금운용 분석 : 부산시를 중심으로)

  • The purpose of this study is to analyze current condition and features of female development funds of Busan primary local self-government, and to make useful implications out of this so that the local female development funds can contribute to its ultimate purpose, which is to achieve female development. The analyses show that 1) local self-governmental districts with good finance try to reserve funds by reducing programs; 2) local laws, which serve as the legal basis of female development fund utilization, do not reflect the value of gender equality; 3) the programs run by the female development funds lack contents; 4) beneficiaries of the fund programs aremixed; and 5) female policies and family policies are not separated, exhibiting the limitations of feministic perspectives. I propose that 1) the fund should be raised through the governance of local female groups and self-governments; 2) basic local laws should be revised: 3) gender perspective contents and birth support policy should be implemented.

  • While numerous On off-line and mobile games have been released in our domestic game market annually, the release of mechanic games in our domestic game market is merely a minority. The marketability of robot-typed mechanic game among our domestic game markets has net been widened. What are the reasons that the robot-typed mechanic game in our domestic games has not been expanded in terms of its users? The purpose of this study is to figure out the reasons why there have been few demands and manufactures of robot-typed mechanic games in domestic market. This study investigate the present conditions of robot-typed mechanic games released domestically and internationally and the reasons for game users' avoiding them through the ranking of sale and popularity. In addition, it analyze three biggest causes such as the absence of planning capability, cultural exclusivism against robots and difficulties in manipulation. Lastly, the study investigate the necessity and importance of robot-typed mechanic games in domestic markets.

  • In the contemporary modern society, information and knowledge generate a set of new social values. These changes demand a transformation not only in socio-cultural and educational spheres, but also, specifically, in the field of culture and art education. Culture and Art education emphasizes the integration and cross-discipline of other related fields which have great impact on culture and arts. This study applies theoretical analysis of Animation education in the context of culture and art education. Animation education takes an interdisciplinary approach to integrate various subjects in the field of culture and art education. Animation, as a form of culture and art education, plays an educational role in the social classroom. Animation education should be developed and expanded to become a regular classroom course. The goal of Animation education is to pursue and develop a connection with other educational courses of study. In order to strengthen the role of Animation education, we should first re-structure the pedagogical role of Animation education. Secondly, Animation education needs to become a diversified and popularized education. Third, the cultivation of creative human resources is considered of vital importance to Animation education. Finally, the expansion of infrastructure and the establishment of a comprehensive support system for Animation education has to be established.
