A Study on Deliberative type of citizen participation: The case of The case of A Food Waste Recycling Facility in Ulsan City, Korea (숙의적 시민참여 모델 연구: 울산시 북구 음식물자원화시설 건립 사례)

  • This paper is to analyse the case of citizen participation employed in the local government, Buk-gu (Northern District) in the city of Ulsan, Korea. A kind of deliberative type of citizen participation named' citizen jury' was exercised to resolve an environmental conflict between Buk-gu government and its residents. The conflict was caused by the construction of a food waste recycling facility near by some residential areas in Buk-gu. Theoretically this paper makes a typology of citizen participation methods. Two criteria are employed. First of all, lay citizens are the primary participant or not? Secondly, interactive communication is feasible or not among participants in the process of citizen participation. Four generic types of citizen participation are sorted out: technocratic, pluralist, direct/participatory, and deliberative type. Especially deliberative type of citizen participation is based on an idea of deliberative democracy. This paper argues that the case of citizen participation employed in Buk-gu belongs to deliberative type of citizen participation. The argument is based on the following reasons. Firstly, primary participants in deliberation process can be considered as lay citizens though they are selected form local NGOs and religious groups. According to a survey, most of participants said that they would participate in the process of deliberation in the capacity of lay citizens though they were selected by their own groups. Secondly, the citizen participation process was deliberately designed and implemented to facilitate competence of primary participants and fairness in the deliberation. Viewed from this analysis, this Buk-gu case can be safely considered an innovative method of citizen participation which is also very successful in resolving intractable environmental conflict in the local government.

  • Concrete has two different failure mechanisms : compressive crushing and tensile cracking. Concrete models should use the two different failure criteria to analyze the inelastic behavior of concrete including multiaxial crushing and tensile cracking. Concrete models used in this study are based on plasticity with multiple failure criteria of compressive crushing and tensile cracking. For tensile cracking behavior, two different plasticity models are investigated. The* ,e are rotating-crack and fixed-crack plasticity models, classified according to idealization of crack 0rientat:ions. The material models simplify inelastic behavior of concrete for plane stress problenls. The material models are used for the finite element anlaysis. Analytical results are compared with several experiments of reinforced concrete member. The advantages and disadva.ntages of rotating-crack and fixed -crack plasticity models are discussed.

Service Coverage Enhancement due to Output Power of Korean Land-based DGPS (국내 DGPS 내륙 기준국의 출력 증강에 따른 서비스 영역 분석)

  • The DGPS systems that is a GPS augmentation system were installed for ocean- and land-service. The ocean-based reference station of 11 site and the land-based reference station of 6 sites are operating for ocean- and land-service. Although the land-based reference stations provide the output power of 500W, the service shadow regions are occurred due to mountain lands and building area. In this paper, the service coverages for land-based reference stations are analyzed in conditions of output power enhancements of reference station. The service shadow areas are deduced from service coverages of land-based reference stations and ocean-based reference stations. The medium frequency-band wave propagation models are considered as DGPS wave propagation model. The service coverages are analyzed by considering the compensated ground surface-conductivity.

  • A clustering method for temporal data takes a model-based approach. This uses automata based model for each cluster. It is necessary to construct global models for a set of data in order to elicit individual models for the cluster. The preparation for building individual models is completed by determining the number of clusters inherent in the data set. In this paper, BIC(Bayesian Information Criterion) approximation is used to determine the number clusters and confirmed its applicability. A search technique to improve efficiency is also suggested by analyzing the relationship between data size and BIC values. A number of experiments have been performed to check its validity using artificially generated data sets. BIC approximation measure has been confirmed that it suggests best number of clusters through experiments provided that the number of data is relatively large.

Chloride Diffusion Coefficient at Reference Time for High Performance Concrete for Bridge Pylons in Marine Environment (해상교량 주탑용 고성능 콘크리트의 기준재령 염소이온 확산계수)

  • High performance concrete mixes are selected and corresponding test specimens are made for the study of chloride diffusion coefficient at reference time. The concrete mixes were same designs as those used in construction of bridges located in a marine environment. Mix design variables included binder type, water-to-binder ratio, mineral admixtures to total binder weight substitution ratio, fine aggregate source, chemical water reducer admixture type for high strength and high flowability, and target slump or slump flow. The test results showed that the diffusion coefficients at reference time varied significantly according to the type of mineral admixtures and their substitution ratios. A model for diffusion coefficient at reference time considering the type of mineral admixture and the substitution ratio was developed. Diffusion coefficients from the developed model were compared with those from literature review, a previous model, and additional test results. All of the comparisons verified that the developed model can reasonably predict diffusion coefficients and the application of the model to the durability design against chloride penetration is appropriate.

  • While previous studies on Crowd funding mainly focused on the plan and policy of the introduction of Crowd funding, this study classified Investment Decision Making criterion and proposed the significance of each factor, leading to results that can help investors practically. According to the analysis, (1) physical resource in business is the most important criterion to be considered as the way for investor to objectively make decisions on business model, (2) although people pay attention to the managerial capabilities of business, the creativity of business model is not being paid much attention. The result of this study can objectively determine investment decision making on business model thought a quantitative standard of judgment. Moreover, an environment should be built for healthy decision making which is based on business model instead of only product, and it is necessary to have institutional framework to enable new companies to have healthy competition with existing companies through creative business model.

A Design of Reference Model Following Fuzzy Control System for Boiler-Turbine Equipment (보일러-터빈 설비에 대한 기준모델 추종 퍼지 제어시스템의 설계)

  • In this paper, a design method of the boiler-turbine control system in the coal fired power plant is proposed. We need to control electric output and drum pressure and water level in drum to guarantee stable operation and save energy for generating electricity and decrease air pollution in the boiler-turbine system. This boiler-turbine control system is composed of reference model part and model following part. The multivariable boiler-turbine system is separated into 3 SISO(Single Input Single Output) systems applying the concept of relative gain matrix. Each 3 reference models for separated boiler-turbine system are composed of 1st order nominal plant and hysteresis integral control system and they make good dy¬namic response with no overshoot and fast rising time. Each fuzzy controller to follow as close as possible to the response of each reference model is designed. The robustness and the good tracking property can be achieved using 5150 fuzzy controllers when there are modeling errors, disturbances and parameter pertur¬bations. The effectiveness of the proposed design method is verified through simulations.

  • This study wished to construct and propose correct Korea-USA FTA business model in Food Industry for FTA practical use maximization. First, the application item of Wholly Obtained Criterion may have to construct Wholly Obtained Criterion FTA practical use strategy. This strategy is to export to FTA country concerned after process domestically made main material. Second, the application item of Change in Tariff Heading may have to construct Change in Tariff Heading FTA practical use strategy. This strategy exports to FTA country concerned after that process that receives tariff cut(Cost reduction) benefit, and satisfies Change in Tariff Heading importing main material from third country (The FTA conclusion country).

Development of Korean Geoid Model and Verification of its Precision (우리나라 지오이드 모델 구축 및 정밀도 검증)

  • The previous geoid model developed in early 2000s shows 14cm level of precision due to the problems on distribution, and quality of the land gravity and GPS/Leveling data. From 2007, the new land and airborne gravity data as well as GPS/Leveling data having high quality and regular distribution has been obtained. In 2011, a new gravimetric geoid model has been constructed with precision of 5.29cm which was improved about 27% comparing to the previous model. However, much more land gravity data has been collected at the control point, bench marks and triangulation points since 2010. Also, GPS/Leveling data having 10km spacing over whole country has been obtained through the project which is for the construction of new control points. In this study, new gravimetric geoid has been calculated based on the all available gravity data up to present. The geoid height shows the range from 18.05m to 32.70m over whole country and its precision is 5.76cm. The degree of fit and precision of hybrid geoid model are 3.60cm and 4.06cm, respectively. At the end, 3.35cm of the relative precision in 15km baseline has been calculated to confirm its practical usage. Especially, it has been founded that regional bias occurred at the Kangwon and coastal area due to problems on the leveling data. Also, some inland points show inconsistent large difference which needs to be verified by analyzing the unified control points results.

Development of Precise Geoid Model in Jeju Island (제주도 지역의 정밀지오이드 모델 개발)

  • The determination of precise geoid model for the Jeju island is needed to minimize the effect of different vertical datums. This study describes the development of gravimetric geoid model referred to GRS80 reference surface for the area of Jeju island. We used ECM96 up to degree and order 360 as a reference model and added the terrain and the residual gravity effects to the reference model. After then 17 GPS/Levelling data were used to correct the difference between the GPS/Levelling-derived geoid heights and gravimetric geoid heights. The least square collocation was applied to derive the correction and the grid values. The final precise geoid model(Jeju_GEOID07) that consist of $0.75'{\times}1'$(about $1.4km{\times}1.5km)$ grid interval was obtained in the region of $33^{\circ}{\sim}33.8^{\circ}N$ and $125.8^{\circ}{\sim}127.2^{\circ}E$. Concerning this works, the precise geoid for the Korean peninsula should be determined by integrating the different geoid developed for the peninsula and Jeju island. It is also need to integrate the vertical datum using long-term tide and GPS observations.
