The Effects of Performance and Learning Orientation for the Existing FTA of SMEs in Gwangju and Jeonnam on the Using Intention of a Trilateral FTA among Korea, China and Japan (광주·전남지역 중소기업의 기 체결 FTA 활용성과와 학습지향성이 한·중·일 FTA 활용의지에 미치는 영향)

  • This study made an analysis of the effects of performance and learning orientation for the existing FTA on the intention to use a trilateral FTA among Korea, China and Japan. The results of the empirical analysis of Small and Medium-sized Enterprises(SMEs) located in Gwangju and Jeonnam provinces are as follows. First, there is a positive correlation between the effects of performance for the existing FTA and intention of a trilateral FTA. This result suggests that SMEs' performance feedback can be used as an asset of corporate experience and will be helpful to increase the intention to use a trilateral FTA by contributing to have sustainable competitive advantage of companies. Secondly, there is a positive correlation between the SMEs' learning orientation about FTA and intention to use a trilateral FTA. This result indicates that SMEs have more learning orientation for FTA. They actively acquire and diffuse information. These activities can be helpful for having prior knowledge and absorptive capacity. In conclusion, this study is considered to provide useful theoretical and practical implications that can contribute to enhancing the using intention of a trilateral FTA by explaining the significance of performance feedback and learning orientation.

A Comparative Study on the International Factoring of Korea, China and Japan (한·중·일 국제팩토링에 관한 비교연구)

  • International factoring is necessary for small & medium export companies because using documentary credit has been declined and credit transaction has increased. In Korea, however, only EXIM bank supports the factoring service, apart from foreign banks. Even though the amount of international factoring has increased in Korea, factoring service is at a standstill, compared to its trade volume. Perhaps there are a few reasons but the biggest reason for the indifference to the factoring service is a lack of understanding and inadequate legal system in Korea. This paper aims to compare factoring service in Korea with that of China and Japan. And it also suggests the improvement of problems to the factoring service by analysing the examples of business practice.

  • The main point related to the entrepreneurial ecosystem is that in an environment where a good entrepreneurial ecosystem has been established, startup companies can generate good results. From this perspective, this study examined the perception of entrepreneurs regarding the entrepreneurial ecosystem in the Daegu by conducting an analysis of importance and satisfaction towards the Daegu entrepreneurial ecosystem, using the results of the Innovation Entrepreneurial Ecosystem Establishment and Operation Project of the Daegu Creative Economy Innovation Center, which is a key member of the entrepreneurial ecosystem. The analysis results showed that the importance and satisfaction of the entrepreneurial infrastructure were classified as high, while the importance and satisfaction of finance (investment and support) and securing human resources were shown to be low. Based on the results of this study, we confirmed the perception of entrepreneurs regarding the entrepreneurial ecosystem in Daegu and provided implications for improving the regional entrepreneurial ecosystem and policy directions.

  • Recently various start-up competitions have been held in the government, public and private sectors. There is a need to improve the business model of the majority of preliminary founders and early founders through the start - up contest, while improving the possibility of commercialization. The purpose of this study is to analyze the present status of various start - up contests based on the actual survey results of the major start - up contest operators and major participants in Korea. The main results of this study are as follows: First, in the run - up contest, there is a tendency to break out of the event personality, to prevent the opening of the business model of the entrepreneur in the competition, to reduce the formal procedure considering the input time, Improvement of the use of presentation materials, and the purpose of the contest and precise specification of the object of the recruitment. Secondly, it is necessary to establish a juror and a mentor pool with expertise. It is necessary to establish the judges and the mentor pool with expertise in each field, allocate the region according to the regional composition, entrust the judges with entrepreneurial experience, and introduce the post evaluation system for the judges after the competition.   • Technology based start-up is actively encouraged for job creation and economic performance in Korea. The Korean government has implemented a variety of policy for regulatory improvement to vitalize technology based start-up. In order to maximize the effectiveness of the policy for regulatory improvement should be actively reflect the opinions of policy beneficiaries. In this study, The importance of "The progress plan for regulation improvement about vitalization of start-up(25 contents)" published by the government was analyzed using AHP method. The object of study is the beneficiary of the policy(CEO of ICT sector). Analysis showed that the 25 contents were classified into four(1 - expectation of effect, 2 - urgency of system enforcement, 3 - complement of deficiencies, 4 - after careful consideration). This study has a academic significance to quantitative analysis about importance of policy for regulatory improvement. Also, It can be utilized when policy making and practice about technology based start-up.

  • This study aims to present the direction of development of a policy framework to solve the problems associated with Smart Cities. For this purpose, first, after investigating the development process of domestic smart cities, we examined various cases of smart city policies being established overseas. Second, we analyzed the existing research into smart cities, in order to understand the relationship between the major issues. Third, an expert interview was conducted based on the identified issues. Fourth, we presented the direction of development of a Smart City policy framework to solve the major problems associated with domestic and foreign smart cities. In the policy framework presented in this research, after subdividing the elements used for solving each problem, we linked them with the smart city components and selected matching executable agents to prepare solutions. Then, once the deliberation process of the National Smart City Committee and the Smart Urban Service Support Organization has been completed, the government will support it financially and politically. It also suggested that it is necessary to perform continuous information gathering and monitoring work, along with the construction of a control tower to strengthen the network effect between smart city related markets. This research has significance in that it presents the procedures required for efficiently responding to the problems arising in the smart city promotion process. It is expected that it will serve as the basis for establishing policies dealing with the development and advancement of domestic smart cities in the future.

  • We examine how combinations of key factors affecting healthcare user innovation vary by innovation stages from idea generation through R&D to commercialization and venturing using a fuzzy-set Qualitative Comparative Analysis (fsQCA) of thirty Korean cases in the healthcare field. Our empirical analysis shows that well-functioning innovation network and easy resource acquisition facilitate ideation of radical user innovation. However, technological capability and governmental support are crucial to make a shift to R&D as well as commercialization stages. Differently, incremental user innovation depends heavily on technological capability of users. Our analysis can provide policy makers as well as corporate innovation mangers with a strategic framework for boosting user innovation along three stages.

The Role of Strategic Orientation and Social Capital of Founders in the Performance of Korean Startups (창업자의 전략적 지향성과 사회적 자본의 역할)

  • This study examines the effect of founders' strategic orientation and social capital on the performance of startups in Korean contexts. Founders' strategic orientation is proposed as the main factor to reduce the risk of failure and to increase the potential of future growth of the startup. Three main components of strategic orientation, entrepreneurial, market, technology, were simultaneously tested with a sample of Korean startups. Furthermore, founders' social capital, networks with supporting entities and the level of chemistry within founding members were also proposed to be important factors. We also tested possible mediating effects of social capital on the main impact of strategic orientation. With a sample of 79 startups founded less than 5 years in Seoul Metropolitan Areas, we found that technology orientation of founders only significantly increases the performance of startups, but both entrepreneurial and market orientation do not. Regarding social capital effect, the external networks of the founding members are effective as proposed, and also the high cohesiveness of founding members increases the startup performance. However, the mediating role of social capital is just partially confirmed. The implications of our findings, in both sense of firm's strategy and startup policy, are discussed. This study is expected to be a bridge connecting firms' strategy with startup policy-making in Korea.

  • Block Train Services(BTS) are actively studied in many countries for higher productivity and eco-friendly systems of inland freight distribution. However it is difficult for an ordinary student or researcher to approach for understanding and studying BTS because rail transport is operated monopolistically by Korea government and most freight information in each company belongs to its business secret due to the industrial characteristics. For such reasons, the study aimed to develop a BTS simulation model that it supports understanding and strategic decision required for BT operation. To build the result, expert depth-interviews were conducted with analysis of relative references through the domestic representative BT operating company K. The simulator refers to the Busan NewPort-Uiwang section and functionally, it supports scenario generation and analysis on BT operation. It makes a contribution to study a new type's technological application for learning and strategic analysis of BTS.
