한국정부의 중소기업 정책을 분석하고 기업의 성과 분석을 통해 지원 정책의 유효성을 연구하였다. 중소기업의 지원 정책 과제를 창의와 혁신주도의 역동적인 중소기업군 육성, 기술경영혁신 활동 및 협력활동 강화, 자금 인력 판로 등 성장기반 구축 등 3가지로 분류한 후 기업의 성과(사업성과, 기술성과, 정책만족)와 비교하여 정책의 영향도를 측정하였다. 연구 결과 정부가 추진하는 중소기업 정책에 대한 기업의 성과의 특징은 자금 지원 분야였다. 전체 24개 측정 변수에서 연구 결과 중 가장 유의미한 변수로 선정된 5개 변수는 1)벤처,이노비즈,경영혁신형기업 육성, 2)지식기반서비스 육성자금 지원, 3)기술 연구개발 지원, 4)경영안정자금 지원, 5)공공부문의 중소기업 판로 지원이었다.

경제발전의 원동력이 되고 있는 중소∙벤처기업이 경기부진과 생산비 상승으로 이중고를 겪고 있다. 이에 정부의 적극적인 지원과 중소∙벤처기업정책의 재점검이 필요하다. 최근 전세계적으로 중소기업에 대한 관심이 높아지고 있는 가운데 미국, 독일, 싱가포르, 핀란드. 일본 등은 성공적으로 중소기업 지원정책 펼치고 있다. 이들 5개국을 통해 우리나라 중소∙벤처기업 지원정책의 나아갈 방향에 대해 살펴보자.

올해 정책자금 운영규모는 3조2075억원으로 지난해보다 2.3% 증가했다. 특히 기술혁신형 창업 및 성장초기 기업육성을 위해 '창업 및 개발기술사업화자금(1조4000억원)'을 지난해보다 2200억원 늘렸고, 개발기술사업화자금(2580억원)도 1000억원 늘렸다. 올해부터 정책자금의 배분전략이 그간의 "Negative시스템(특정산업을 제외한 모든산업지원방식)"에서 '전략산업'을 종점 지원하는 방식인 "Positive시스템"으로 전환된다. 중기청은 특히, 녹색 신성장동력 산업 등 성장 가능성이 큰 7대 전략산업에 정책자금의 70%인 2조2천억원을 집중 투입할 계획이다. 이에 따라 태양전지 LED응용 IT융합 고부가식품산업(녹색 신성장동력산업), 금형 등에 정책자금이 집중 지원될 것으로 보인다. 이와 함께 우량기업 및 한계기업을 지원대상에서 제외하고 동일기업에 대한 편중지원을 제한하는 등 정책목적성을 대폭 강화할 예정이다. 자체 신용으로 민간금융 이용이 가능하나 저금리 혜택을 위해 정책자금을 이용하는 우량기업 및 생명연장식 한계기업 등에 대한 지원을 배제하고, 절감된 재원(약 3,000억원)은 전략산업의 창업초기기업에 종점 지원할 계획이다. 자세한 사항 및 정책자금 신청 희망기업은 중소기업진흥공단 홈페이지(www.sbc.or.kr) '정책자금 융자도우미'를 통해 신청요건 및 추천자금 등을 자가진단 후 신청하면 된다.

중소기업청은 지난 해 12월 23일 기계설비공사업에 해당하는 "배관 및 냉난방공사업과 건물용 기계장비 설치공사업"을 포함하여 "2015년도 중소기업청 소관 중소기업 정책자금 융자계획"을 공고했다. 중소기업청 소관 중소기업 정책자금 융자계획에 기계설비공사업이 포함된 것은 대한설비건설협회가 회원사의 기술개발 촉진과 기술경쟁력 제고를 위한 금융지원 방안 마련을 위해 중소기업청 정책자금 지원대상에 기계설비공사업이 포함되도록 국토교통부와 중소기업청 등 관계기관에 제도개선을 건의한 결과이다. 이에 따라 대한설비건설협회는 회원사의 원활한 정책자금 활용을 위해 각 시 도회 사무처에 "중소기업 정책자금 지원센터"을 설치하고 정책자금 상담 및 중소기업진흥공단 지역본(지)부와 연계 서비스를 지원하고 있다. 또한 협회 홈페이지(www.kmcca.or.kr)에 '2015년 중소기업 정책자금 신청 매뉴얼'을 링크하고 홈페이지 방문자의 이해를 돕고 있다. 중소기업 정책자금 지원 및 신청사항은 다음과 같다.

새해부터 벤처기업들에게 실질적인 도움이 되는 벤처 지원 유관기관을 알아보고 각 기관의 지원정책을 소개하는 코너를 새롭게 마련하였다. 신년호에는 벤처에 성원을 해주는 여러 단체 중 다양한 정책으로 벤처 창업 초기부터 수성을 이루기까지 정책지원을 마련한 중소기업청을 소개한다.

The aim of this paper is to evaluate policy impact of Inno-biz verification and Venture verification, especially focusing on the complementarity effect according to the overlapped support in Korean ICT industry. Alongside the implementation of various government innovation policies, discussions regarding evaluations of such policies have been consistently undertaken in economics, because it is very important to evaluate whether public policies have played a proper role. However, one of the distinguished point of this research from previous studies is that this paper not only includes evaluations of a single policy, but also the discussion about interaction between different innovation policies. The main result of this paper is that, in the case of overlapping homogeneous policies such as Inno-biz and venture verification, the complementarity effect is negative. Compared with previous studies, the uniqueness of this research is as follows. First, deviating from the view of previous studies that focused on the evaluation of a single policy, this paper has considered interactions and the complementarity effect of innovation policy through "policy mix," an economic term. Second, based on this concept, the paper suggests an analysis framework for the evaluation of interactions and the complementarity effect of innovation policy.

To alleviate financing difficulties of small and medium sized enterprises (SMEs), the government and municipal governments are providing a variety of SME policy funding programs. This study introduced the policy funding program of Gangwon-do and quantitatively analyzed the financial performance of companies supported by the Gangwon-do SME policy fund in the year 2014. Specifically, we compared the financial ratios for three years, from 2013 to 2015, between funded firms and non-funded firms. In addition, we applied a regression analysis to see if the policy funding program contributed to profitability (the operating profit growth and return on equity), stability (the interest coverage ratio and debt-to-equity ratio), and growth (the asset growth and sales growth) of the funded firms. The empirical results show that the firms that received the policy funds did not show any improvement compared to non-funded firms in terms of profitability, stability, and growth. This suggests that Gangwon-do should improve the policy funding program, that currently provides only an interest amount of 2-4% of the corporate loan principal, without any strategic selection criteria for the target funded firms, and without any follow-up management system, after support.
