춘투를 다시 본다: 조율된 기업별 교섭의 성과와 한계

  • 이 논문은 일본 임금교섭의 '높은 수준의 조율'과 '상당한 기업규모별 임금격차의 존재'라는 일견 서로 모순되는 두 현상을 종합적으로 이해하고자 하였다. 이를 위해 우선 일본에서의 기업규모별 임금격차의 상황을 보았다. 여기서 상당한 정도의 임금격차가 있다는 것을 재확인했다. 그렇지만 일본의 임금격차의 양상은 보다 복합적이어서 소정내 임금을 기준으로 할 때 초임에서는 기업규모별 임금격차가 거의 없었다. 또한 1970년대 이후 1990년대까지 기업규모별 임금격차가 거의 확대되지 않았으며, 한국과 비교할 때 기업규모별 임금격차는 작았다. 이렇게 된 한 가지 이유는 임금교섭인 춘투가 긴밀하게 조율됨으로써 초임이 통일되었고 기업간 평균임금의 격차를 일정 범위 내로 제한할 수 있었기 때문이다. 그리고 기업별 교섭이 긴밀하게 조율될 수 있었던 데에는 일단 '통일투쟁'을 주도한 노조의 전략이 중요한 요인이었다. 통일투쟁의 선두에 선 대기업 노조들은 기업 내에서의 임금극대화보다는 사회적 임금결정 기준을 형성하는 데에 노력했다. 이와 함께 노조에 맞서 강한 단결을 유지하고 긴밀한 협의체제를 만들어간 사용자의 대응 역시 결정적 요인이었다. 그럼에도 상당 폭으로 존재하는 임금격차 역시 임금교섭의 양상과 연관되어 있다. 기업별 교섭이 긴밀히 조율되긴 하나 조율에 한계가 있어서 임금격차를 어느 한도 이상 줄이지 못하는 것이다. 조율의 한계로는 첫째 노조 연대임금 정책의 부재, 둘째 기업별 교섭으로 인한 전국적 조율의 한계, 셋째 연공적 임금체계 하에서 기업횡단적 임금결정 기준이 부재한 것 등을 들 수 있다.

Performance Based Pay and Pay Dispersion within Firm: The Korean case (한국기업의 연봉제가 기업내 임금격차에 미치는 영향에 대한 연구)

  • Using occupational wage structure survey(1996-2006) by Korean ministry of employment and labor, we explored the effect of performance based pay on the pay dispersion within firm. Pay dispersion is defined as the within-firm variance of wage residuals after controlling the individual characteristics in the labor market. The results show that introduction of performance-based pay system increases the level of pay dispersion significantly. However, The relationship of employees' ratio who receive performance-based pay and the level of pay dispersion is an inverted U-shaped($\bigcap$).

The Sources of Firm Size-Wage Premium (기업규모 간 임금격차 원인 분석)

  • This paper analyzes the effects of three factors on the firm-size wage premium which have not been considered in previous studies: the worker compositions within firms, the wage differentials between contractors and subcontractors, and the performance pay and rent-sharing behaviors of firms. The main results are as follows. First, even after controlling for the various worker characteristics, the differences in shares of highly educated workers, managers, and professionals between large and small firms make the size-wage premium larger. Secondly, wage differentials between contractors and subcontractors also affect the size-wage premium in the manufacturing sector. Thirdly, high performance pay and active rent-sharing behaviors of large manufacturing firms make the size-wage premium larger. These results imply that a positive matching effect among skilled workers, a structural problem between contractors and subcontractors, and differences in rent-sharing behaviors between large and small firms have affected the firm-size wage premium in the South Korean labor market.

Changes in Wage Differentials among College Graduates in South Korea, 1999-2008 (1999~2008년 한국에서 대졸자 간 임금격차의 변화)

  • This paper examines the changes in relative wage of top 10 college graduates to the other college graduates among the age group of 26-28 years using Korean Labor and Income Panel Study (KLIPS). From 1999 to 2008, the wage differential between top 10 college graduates and the other college graduates increased in South Korea. This wage differential seems to persist along with their age. Within industry wage differential among college graduates also rose but in the late 2000s it became smaller than the wage differential within firm size and industry. Increase in elite college wage premium has led to recent changes in college wage premium.

  • Compensation and pay dispersion has been rigorously scrutinized to investigate their impacts on productivity and organizational performance. However, it is difficult to find a systematic study on the systematic dynamics of compensation and pay dispersion effects specifically in the context of Korean venture companies. Venture companies should manage their organizational resources efficiently to maximize their organizational performance through pay structure by efficiently managing the inherent resources. However, we acknowledge that empirical studies on how compensation and pay dispersion affect organizational productivity and performance are rare to find in the Korean context. To overcome this supplement limitation, this study hypothesized that (1) pay and members' productivity are positively related, (2) pay dispersion and organizational productivity have U shaped relationship, and (3) organizational productivity mediates the positive relationship between compensation and organizational performance. Venture companies and professional sports teams share manifold common characteristics such as size, financial circumstances, and operational objectives. We collect 9 seasons (2013~2014 - 2021~2022) of 10 teams' data of Korean Basketball League teams to test our hypotheses. Methodologically, the assessment of our analysis is rendered with PROCESS macro model 58. The statistical results showed that all hypotheses are statistically supported. This study explains how compensation and pay dispersion affect organizational productivity and performance of venture companies in Korea.

Regional Structure of Wage Inequality in Post-reform China (중국의 경제개혁 후 임금격차의 지역구조)

  • This study examines patterms of wage inequality across ownership types and its regional structure in post-reform China in order to understand an emerging process of inequality. Using industrial wage data, I explored historical changes of cross-ownership wage inequality and its spatial differentiation during the reform period. This stuy found that pattems of wage inequality need to be understood in the context of changing redistributive economy which shapes state-enterprise relation in china's industrial sector. This relationship in turn determines labor market outcomes during the reform period including wage inequality. Regional structure of cross-ownership wage inequality also needs to be understood in terms of the differentiated process in which reqional wage levels are related to different wage factors. The findings have significant implications for understanding new patterns of soical and spatial inequalities in post-reform China.

  • The recent increase of wages is considered to be the result of lawsuits on ordinary wage expansion and the reduction of working hours. This may enlarge the wage gap between enterprise and small business, and thus worsen the insufficient supply of workforce to small businesses. Therefore, it is necessary to provide strategies to control the increase of wages in order to resolve the difficulty in the industrial workforce supply and to enforce the industrial competitiveness.

Does Social Enterprise Provide a Decent Work to Women? (사회적기업은 괜찮은 여성일자리인가?)

  • Social enterprises can be identified roughly as social purpose-oriented business ventures. They often fill the gaps left by governmental and commercial ventures in providing for certain vulnerable sectors of society. Though social enterprises often adopt market mechanisms in their organizational structures, their emphasis on particular social outcomes means that they intentionally pursue double/triple-bottom lines, thus distinguishing them from many traditional for-profit businesses. Among the Korean laborers, women have been hardest hit by the global economic crisis. As the movements have substantially been taken to strengthen women's economic activities in the recent years, many policies are formulated with these trends, connecting women's employment with social enterprises. This study focused on analyzing social enterprises to be friendly and to provide decent work to women. Data were collected from 491 social enterprises and 830 workers. The main results are as follows. First, the women's employment in social enterprises has accounted for a relatively high rate and the women's wage also is similar to men's one. Second, as for work conditions and types, most women have preferred irregular and non-managerial work. Thus, social enterprises have showed a positive response for the women's job opportunities, while social enterprises have had a negative one for enhancing the women's status at the labor market. In conclusion, social enterprises should institutionalize how to provide more stable working condition to women and to improve their's capacity.

중소제조업(中小製造業) 고용문제(雇傭問題)에 대한 제도적(制度的) 접근(接近)

  • 본고(本稿)에서는 지난 1973~93년 기간동안 제조업부문에서의 고용(雇傭), 임금(賃金), 생산성(生産性) 등의 변화추이(變化推移)에 대한 분석을 통하여 우리나라 중소제조업(中小製造業)의 세가지 특징적(特徵的)인 팽창양식(膨脹樣式)으로 (1)급격한 양적(量的) 팽창(膨脹), (2)중소기업(中小企業)과 대기업(大企業)간 임금(賃金) 생산성(生産性) 격차(隔差)의 거대(據大), (3)산업조정(産業調整)에 따른 고용조정(雇傭調整) 등에 주목(注目)하였다. 이러한 중소제조업 고용의 동태적인 변화에 대한 이해를 바탕으로 최근 심각히 부각되고 있는 중소제조업 생산직의 인력부족문제를 단순히 '노동(勞動)에 대한 초과수요(超過需要)'로 파악하는 정태적(靜態的)인 관점(觀點)을 비판하였으며, 또한 중소기업 인력(人力)의 질(質)이 대기업(大企業)에 비하여 상대적으로 저하되었음을 보임으로써 중소제조업(中小製造業) 고용문제(雇傭問題)의 핵심은 양적(量的)인 부족(不足)이 아니라 '인력(人力)의 질(質)'의 문제임을 강조하였다. 특히 우리나라 인력개발체계가 국가적(國家的)으로 직업자격(職業資格)을 갖춘 중간기술인력(中間技術人力)을 제대로 배출해 내는 데 실패함으로써, 대기업에 비하여 종업원에 대한 교육훈련에 있어서 규모의 경제를 갖지 못하는 중소기업의 경우 질 높은 인력의 확보에 어려움을 겪는 데 문제의 심각성이 있음을 지적하였다. 또한 본고(本稿)에서는 우리나라의 중소기업(中小企業)이 생산현장(生産現場)에서 바로 활용할 수 있는 직업자격(職業資格)을 갖춘 중간기술인력(中間技術人力)을 제대로 공급할 수 있도록, (1)직업기술교육(職業技術敎育), 직업훈련(職業訓練), 자격제도(資格制度)간의 연계(連繫) 강화(强化), (2)새로운 국가기술자격제도(國家技術資格制度)의 확립(確立), (3)인력개발(人力開發)네트워크의 구축(構築), (4)인력개발지원체계(人力開發支援體系)의 정비(整備) 등 네가지를 기본방향(基本方向)으로 하는 우리나라 인력개발체계(人力開發體系)의 전반적(全般的)인 개편(改編)을 제언(提言)하였다.

Mutation of Flows of FDI and Labour within East Asia (동아시아 자본 및 노동이동의 구조적 변화)

  • Because of the technological innovation of information-communication, the liberalization of world trade and the intensification of regionalisation, the world economic space is in progress of globalization that is not only a product but also a capital, technology and labour move freely over the countries. In the globalized economic space, the multinational finns accelerate a globalization of capital and labour by exporting the capital to the peripherals countries for the low cost of production and importing the low wage labour from the peripherals countries. East Asia which appeared one of the world triad economic axis with a rapid regional economic growth after 1980's intensifies the regionalisation of capital and labour. As the increase of gap in cost of production and income level among the countries, not only the direction of flows of capital and labour but also the traits of migrant labour also changes remarkably.
