International technological cooperation between Korea and Germany is important from a strategic perspective, especially from the view of hub Asian countries around China and Japan. The Korean strategy has emphasized technological cooperation with Germany, an established hub for the EU. However, German and Korean technological cooperation requires supporting policy by the German government for further technological cooperation with Korea. Active support policies for international technical cooperation have been considered for implementation within the main countries. The German government has increasingly recognized Korea as an important partner country. This paper seeks to identify support policies for German small-to-medium size enterprises (SMEs) for greater technological cooperation. Study results found that German SMEs need to strengthen networks in Korea.

The public-private partnership concept can encompass a broad range of cooperative relations and a broad variety of programmes in terns of size, objectives and design. This paper aims to analyze the components of public-private partnership mechanisms in the context of science and technology innovation policy. The research methodologies are based on semi-structured interviews with policy makers in four countries with six PPP programme : the France, the Netherlands, the Australia and Austria. It also attempts to understanding of the components that explain the increase of collaboration between national innovation system and PPPs. The taxonomy and essential components of PPPs were identified : mission-oriented PP/Ps, market-Oriented PP/Ps, cluster-oriented PP/Ps, and ISRs-Oriented PP/Ps. The taxonomy of regulatory regime can be a reference point for identifying the relative status of Korea's PPPs.

This study was to build a collaborative digital library model between KSTI and JST for sharing science and technology information created in Korea and Japan. For this study, digital library framework, it's main concepts and widely-used digital library technologies were investigated. And also, best practices of collaborative digital library were surveyed to characterize collaborative digital library trends. Collaborative Sci-Tech digital library model proposed in this study can be applied in real environment and expanded into other institutions and/or subject areas.

In Korea, small and medium-sized enterprises (SMEs) play an pivotal role in the national economy, accounting for 99.9% of all enterprises, 87.9% of total employment, and 48.3% of production. In spite of their crucial role in the national development, most of SMEs suffer from a lack of R&D related resources. Public R&D organizations such as government-funded research institutes can provide SMEs with valuable supplementary technological knowledge and help them build technological capacity. In this regard, this study estimated the effect of internal R&D investment and private-public R&D cooperation on technological innovation of ICT SMEs based on 2016 ETRI Survey. Building on previous literatures, the study established and tested a research model using binary logistic regression analysis. First, internal R&D investment and preferences for open innovation demonstrated the strengthening of R&D collaboration. Second, internal R&D investment and R&D cooperation showed a positive effect on both product and process innovation. Therefore, internal R&D capability and taking advantage of R&D collaboration are needed to achieve technological innovation for SMEs in ICT sector. This study also discuss implications for encouraging private-public R&D cooperation.

본 논문은 혁신클러스터 추진의 전략방향 설정을 위해서 클러스터 현황을 클러스터 분석을 통하여 살펴보았다. 본 논문에서는 광교테크노밸리의 발전단계에 따른 협력현황 파악을 위하여 산학연 협력체계 분석과 진단을 위한 클러스터분석(Cluster Analysis)을 실시하였다. 클러스터 분석결과 광교테크노밸리내 입주기업의 산학연 협력경험은 67.3%로 매우 높은 것으로 나타났다. 대학과, 기업과는 연구개발, 연구기관과는 장비활용 중심으로 협력하고 있었다. 또한, 산학연 협력의 지원정책수요는 협력기관 현황제공, 기술별 정보취득지원 등 다양한 부문에서 협력의 수요가 존재하고 있었다. 이러한 분석결과를 토대로 다음의 전략이 도출되었다. 첫째, 혁신클러스터 발전을 위한 새로운 비전을 조속히 제시하고 단지인근에서 입주기업의 산학연 협력의 활성화를 위한 지원을 추진해야 한다. 둘째, 혁신클러스터 단계별 발전을 위한 통합적인 지원역량 강화가 필요하다. 마지막으로 인근의 타 혁신거점과 정책적 네트워크 구축을 통해서 타 혁신클러스터의 자원과 역량을 활용할 수 있는 지원망 구축이 필요하다.

북한은 과학기술중시정책을 추진하면서 과학기술 우대환경을 조성하고, 전민과학기술 인재화 및 과학교육 강조 그리고 새 세기 산업혁명을 내세우며 자력갱생과 경제 발전을 위한 과학기술의 도구적 입장을 가지고 있다. 특수부문에서 강점을 가지고 있고, 기초과학 부문 및 정보기술영역에서 성과를 보여주고 있고, 국제학술활동에도 참여하는 등 얼마간의 대외 개방성도 나타내고 있다. 핵문제 즉 비핵화의 과제가 남아 있으나 남북 정상회담과 북미정사회담을 통해 남북교류협력의 여건이 나아지고 있고, 과학기술계 정부출연연구기관 소속의 연구자들이 북한연구과 남북협력을 준비한다. 대북 재제의 여건하에서 활성화될 수는 없으나 남북 과학자간 학술대회를 개최하고, 백두산연구기지 설립으로 백두산 지진 뿐만 아니라 천문 연구와 천연물, 광물 개발 등을 제안하였다. 앞으로는 남북과학기술협력센터 설립을 검토하고 보다 다양한 남북 과학기술 협력을 위한 기반 조성을 위한 향후 계획을 논한다.

The aim of this study is to investigate the effect of factors hampering innovation on firm's R&D cooperation. We classify the obstacles to innovation into lack of money and information, and also distinguish between horizontal cooperation and vertical cooperation. We argue that different obstacles have a differential effect on the types of R&D cooperation. We examined the hypotheses using KIS (Korea Innovation Survey) data. The results show that deficiency of information is positively related to both vertical and horizontal cooperation, however, lack of money is not related to firm's R&D cooperation. Based on these findings from Korean manufacturing firms, the implications of the results and future research directions are discussed.

This study analyzes whether cooperating with various types of partners contributes to a company's innovation performance as well as the moderating effect of absorptive capacity and appropriability that may affect learning in such relationship. The hypothesis is that cooperating with diverse partners will have a positive effect on the innovation performance since it acquires their knowledge and information. In addition, an analysis is conducted on the moderating effect of absorptive capacity and appropriability on the relationship between alliance portfolio consisting various partners and innovation since absorptive capacity that encourages learning is likely to positively moderate the relationship between partner diversity and innovation while appropriability, the capacity to protect the proprietary technology, is likely to undermine learning from partners. The result of the empirical analysis on Korea's key industries, machinery and automobile, using the 2010 Korea Innovation Survey(KIS) data on manufacturing shows that cooperating with various types of technology partners has a positive effect on innovation performance and moderating effect on appropriability.

The paper analyzes the effects of Korean venture businesses' external collaborations on their innovation performances, according to their collaboration partners and collaboration activities. The results show that the collaborations between Korean venture businesses and research institutions, and those between venture businesses and other venture businesses have significant positive effects on venture businesses' innovation performances, in terms of the numbers of the intellectual property rights, while the collaborations between venture businesses and large companies have significant positive effects on medium-sized venture businesses only. In addition, collaborative research and development, and technology transfer from big companies to venture businesses have given significant positive effects on venture businesses' innovation performances, while collaborative employee training and collaborative marketing have given significant negative effects on venture businesses' innovation performances. Furthermore, collaborations between large companies and their subcontracting venture businesses have shown even more significant effects on venture businesses' performances. The results show that the effectiveness of external collaborations of Korean venture businesses depends on collaboration partners, types of collaboration activities, and the size of collaborating venture businesses, implying that government programs for encouraging venture businesses to collaborate with external institutions should be carefully chosen for their innovation performance improvement.
