The purpose of this article is to reinterpret the existing innovation policy with 'the societal innovation policy' framework. It is looking into characteristics of societal innovation policy and the prospects for socio-technical systems transition and citizen participation are discussed. After the discussion, new interpretation of innovation policy elements will be dealt with lenses of societal innovation policy. It sheds new light on the key elements of innovation policy, such as Innovation policy governance, industrial innovation policy, regional innovation policy, and infrastructure policy and suggests direction of policy improvements from societal innovation policy perspectives. This will be an opportunity to reinterpret the existing innovation policy measures and to approach to science technology innovation policy for system transition with participatory perspective.

This study analyzes the necessity of integrated innovation policy for post catch-up innovation. The integrated innovation policy solidifies its position as an infrastructure innovation policy which forms the foundation of all kinds of policies. The Korean government is currently under the pressure of planning technologies and policies that do not allow any easy imitation or copy of other advanced countries, which in turn reveals various limits of the existing policy framework. Integrated innovation policy for post catch-up innovation involves a continual process demanding changes in political, organizational and procedural activities. To ensure long-term and cross-sectoral innovation policy, overall changes and improvements in policy and its implementation are needed in terms of political commitments, governance systems, policy instruments and monitoring, and evaluation systems.

한국정부는 지역산업정책의 추진이 시작되는 1999년부터 연평균 약4,970억원을 지역산업육성을 위해 지속적으로 투자하였다. 본 연구는 이러한 지속적인 지역산업 육성정책이 실질적으로 기업의 기술혁신역량강화에 기여했는지 알아보기 보기 위하여, 대전테크노파크에서 2016년 조사한 '대전지역 혁신자원 조사' 자료를 이용하여 대전테크노파크가 기업의 기술혁신역량에 미치는 효과를 알아보고자 한다. 본 연구는 우선 테크노파크와 기술혁신에 대한 선행연구를 통해 기업의 혁신역량 측정 및 이에 영향을 미치는 변수들을 분석하였다. 기업의 기술혁신정량지표인 특허의 결정요인과 슘페터가설 모형에 기초하여 기업의 기술혁신을 측정하는 종속변수로 특허수를 선택하여 이에 영향을 미치는 기업변수(매출액, 매출액제곱, 수출액, 영업이익)와 R&D변수(R&D인력, R&D자금), 그리고 대전테크노파크의 지원여부와 벤처기업지정여부를 설명변수로 선정하여 실증분석을 실시하였다. 실증분석 결과는 대전테크노파크 지원이 기업의 특허에 긍정적으로 영향을 주는 것으로 나타났다. 본 연구는 지역산업육성정책이 지역 기업의 기술혁신을 촉진시키고 있기 때문에 지역산업육성정책을 더 적극적으로 추진할 필요성에 대한 정책적 시사점을 제공하고 있다.

기술혁신 시스템이 추격형에서 선도형으로의 변환과정에 대해서는 일부 개념적 모형이나 탐색적 연구가 개념적으로만 제시되었을 뿐 체계적이고 구체적으로 연구가 부족하다. 한국이나 대만 등 동아시아 국가들의 선진국 기술추격과 탈추격형 혁신시스템으로 진화에 대한 국제적인 관심과 연구가 크게 증가하고 있지만, 대부분의 기존 연구들은 거시적인 관점에서 국가 차원의 제도 및 정책, 산학연의 연구역량과 협력체계, 외국기술의 도입 및 활용 등을 기술추격의 성공요인으로 들고 있을 뿐, 미시적인 관점에서 탈추격형 기술개발 성과의 사업화 추진 전략과 방법, 지원정책에 대한 구체적인 대안을 제시하지는 못하였다(Lee & Lim, 2001; Hobday et al., 2004; Kim, 1997). 추격형에서 선도형으로의 변환과정에 초점을 맞추어 특히 그 중요성이 대두되고 있는 사용자들의 혁신 과정에서의 역할에 대해 사례연구를 통해 규명하고자 한다. 선도적 혁신에서 제품 및 공정상에서 사용자혁신의 패턴을 밝혀내면, 이를 위한 제도적 인프라를 구축할 수 있다. 궁극적으로 선도적 혁신을 위한 기술혁신시스템에서 사용자로서의 기업과 선도사용자인 고객의 역할이 중요해지고 있음을 반영하고, 이를 바탕으로 기술혁신정책의 패러다임 전환을 위한 시사점을 개진하고자 한다.

This study is a review paper on the contents and policy direction of the 'Transformative regional innovation policy'. The transformative regional innovation policy is a policy that develops countermeasures against climate crisis, aging, and polarization with a vision of system transformation from the perspective of local residents. The structure of the study is as follows. First, it deals with the characteristics of transformative regional innovation policy theory, which is distinguished from existing regional innovation policies. Next, studies related to major elements of transformative regional innovation policies, types of system transformation, and industrial formation are reviewed. The elements that differentiate the transformative regional innovation policy from existing policies are summarized and issues to be addressed in order to develop future discussions are drawn.

This study reviews the emergence of new innovation policy paradigm in advanced countries and their impacts on the development of innovation theories in 1980s and 1990s. It shows that the characteristics of new policy paradigm are the emphasis on the user-orientedness and the socio-economic aspects of innovation and the preference of capability enhancement of innovators over resource subsidy This new perspectives of innovation policies had effects on the emergence and development of 'the innovation system theory' which is based on the key concepts such as interactive teaming, innovating capability and national systems of innovation. In spite of the development of the innovation system theory, it has some problems to be solved for the innovation policy design because 'the social' is still peripheral factors in the constitution on the innovation system theory. This study makes some suggestions to incorporate the social dimension of innovation into the innovation system theory.

오늘날의 과학기술은 국가전체의 경쟁력 강화는 물론, 지역의 산업과 경제를 발전시키고 국가의 균형발전을 도모하는데 있어서 매우 중요한 역할을 수행한다. 지역경제 활성화의 주역인 중소 벤처기업을 육성하고, 지역산업을 체계적으로 발전시키며, 지역주민의 생활편의 향상을 위한 각종 지역개발 사업을 추진함에 있어서 과학기술이 핵심적인 요소이자 중요 수단으로서 기능하고 있기 때문이다. 이에 따라, 각 국가들은 1970년대 이후 지방의 과학기술을 육성하고 지원하기 위한 지방과학기술정책을 지속적으로 수립하여 추진해 나가고 있다. 우리나라의 지방과학기술정책이 실질적으로 수립되고 추진된 것은 1990년대 초반 이후 과학기술이 지역경제 활성화를 위한 유효한 수단으로 인식되기 시작하면서 경제 관련 부처를 중심으로 지역과 연계한 각종 사업들을 추진하면서 부터라고 할 수 있다. 특히 과학기술의 지방화 내지 과학기술 지방분권에 관한 논의와 정책적 노력은 1995년에 도입된 지방자치제도의 본격적인 시행과 함께 이루어졌다고 할 수 있다. 그러나 그 진전과 발전은 아직도 여전히 미흡한 상황이다. 이는 과학기술의 연구개발과 진흥이라는 정책의 특성에 기인하기도 하지만, 지방자치단체 스스로 관련 정책을 수립하고 추진할 수 있는 기반과 여건이 제도적인 측면에나 실제적인 측면에서 매우 취약하였던데 그 원인이 있는 것으로 분석된다. 이 글은 과학기술의 지방분권을 강화하여야 한다는 최근의 사회적 논의와 관련하여 지방과학기술정책의 발전을 위한 방안을 모색하는데 그 목적이 있다. 이를 위해, 그동안의 지방과학기술정책 추진현황 및 지역의 과학기술 혁신기반과 역량을 살펴보고, 앞으로 지방 스스로가 지역의 과학기술혁신정책을 수립하고 집행할 수 있는 역량과 기반을 강화하는데 필요한 제도적 과제들을 검토하여 제시하였다.

This research examines the characteristics of the newly emerging 'transformative innovation policy' and discusses the current status and issues of the Korean social problem solving R & D policy. Transformative innovation policy is a new paradigm that aims to transform socio-technical systems to address societal challenges. In this study, we analyzed 'the policy plan for solving social problems based on science and technology'. In the "Policy Plan", efforts are being made to establish new direction of science and technological innovation activities such as emphasis on social values, network formation of innovation actors, and spreading of social impact. But in this "Policy Plan", the perspective of transformative innovation policy is weakly reflected. The Policy Plan refers to system improvement that adds new elements to existing system, but it is not discussing system transformation. In order to develop social problem solving R & D policy from the viewpoint of the transformative innovation policy, it is necessary to construct the innovation platform deliberating vision and prospect for the socio-technical transformation.

S&T policy long treated as a sector policy is now solidifying its position as an infrastructure innovation policy that forms the foundation for many different policies. There is a growing need for enhancing the linkage and integration between policies by strengthening planning and coordination functions of the government organizations in charge of innovation policy. The major countries including Japan, U.S., Finland elevated planning and coordination roles and emphasized the interaction between S&T-society and innovation governance in response to emergence of the third-generation innovation policy. This study deal with several issues related STI governance from the post-catchup innovation and holistic innovation policy and examine arguments on governance design. And then new schemes and alternatives of 1)governance design for sustainability, 2)design of policy coordination and integration mechanism, 3)reorganization of S&T administration system will be discussed.
