개방형 혁신(Open Innovation)은 조직 내부에 국한되어 있던 기술개발 활동을 기업 외부까지 확장하여 외부 기술지식과 내부 기술력을 함께 활용하는 혁신성과 극대화 전략을 의미한다. 개방형 혁신은 기술개발의 성공률이 높고, 비용이 상대적으로 저렴하다는 장점을 갖고 있어 이에 근거한 기술중개서비스 전문기업들이 글로벌시장에서 활동하고 있다. 그 대표적인 사례가 나인시그마(NineSigma) 및 이노센티브(InnoCentive)이다. 그러나, 그러나 현재까지 이들 기업은 매출액 및 R&D 투자가 일정규모 이상인 글로벌 대기업을 대상으로 하고 있으며, 중소기업을 수혜자로 한 개방형 혁신 서비스는 충분히 제공되고 있지 않다. 본 연구에서는 부품 소재 중소기업을 주요 수요자로 한 개방형 혁신 기술중개서비스 모델을 제안하고 있다. 국내 부품 소재산업의 경쟁력 제고의 핵심 관건은 부품소재 중소기업의 기술혁신 역량 강화로 볼 수 있다. 본 연구에서는 개방형 혁신의 장점을 부품소재 중소기업에서 활용하기 위한 필요조건을 조사하고, 그에 근거하여 개방형 혁신 중개서비스 모델에 포함된 다양한 혁신주체들의 역할을 제안하였다. 본 연구의 세부 내용을 구조화하여 제시하면 다음과 같다. (1) 개방형 기술혁신체제의 정의와 동향 검토 (2) 국내외 개방형 기술혁신의 사례 조사 (3) 부품 소재기업 대상의 개방형 기술혁신체제 도입 필요성 타당성 검토 (4) 부품 소재산업 개방형 기술혁신 모델 개발 (5) 국내 부품 소재산업 발전을 위한 개방형 기술혁신 활성화 정책과제 검토

본 논문은 중소기업의 기술혁신 활동에 대한 세 개의 독립적인 조사-광운대학교의 중소기업 기술수요조사, STEPI의 기술혁신활동조사, 중소기업청의 기술통계조사-를 활용하여 혁신형 중소기업과 일반 중소기업의 혁신 역량을 비교해 보았다. 이는 현행 벤처 및 이노비즈 인증 제도의 효과성을 평가해 보고 개선방안을 도출하기 위함이다. 분석결과 중기청의 기술 통계조사를 제외하고는 혁신형 증소기업과 일반 중소기업 간 혁신활동 차이가 존재하지 않았으며, 이는 혁신형 중소기업 발굴 및 인증시스템이 혁신적인 중소기업들을 선별해 내는데 한계가 있음을 의미한다. 연구결과를 토대로 향후 벤처 및 이노비즈 기업 발굴 육성 정책의 개선방안을 논의하였다.

As global competition is heating up and product life cycle has been rapidly shortened, each company pursues a variety of competitive technology innovations through different means of innovation. In this study, we assume that open innovation can be a shift motive of the technology innovation paradigm of small and medium enterprises (SMEs) being beyond the limitations of R&D within a company. We analyze the process and content of open innovation and performance. In addition, we identify the problems generated in the open innovation process and analyze the ways to strengthen open innovation. This study is based on the investigations into the technological competitiveness of local SMEs. The innovation ecosystem is analyzed from the perspective of product/service innovation, organizational innovation, and marketing innovation. Situational analysis is presented on the relationship between the innovation capabilities of information and communication technology SMEs and innovation performance.

외국 기술을 모방하여 그 궤적을 따라가는 추격형 기술혁신모델의 한계가 노정되면서 새로운 기술혁신모델의 필요성이 증대하고 있다. 본 연구에서는 모방에 의거한 추격형 혁신활동을 넘어서는 탈추격형(post catch-up)기술혁신활동의 특성을 조감하는 작업을 수행했다. 특히 분석대상을 중소기업에 맞추어져 이들의 탈추격형 혁신활동 사례를 살펴보았다. 기술집약형 중소기업의 혁신활동의 활성화는 그 자체가 대기업 중심의 한국혁신체제의 전환을 보여주는 의미 있는 현상이기 때문이다.

In this study, the effectiveness of the innovative company certification system, which is one of the important means of the SME innovation promotion policies, was examined in terms of technological innovation activity and performance. To this end, we used the results of 'SME Technology Statistical Survey' conducted by the Small and Medium Business Administration and the Korea Federation of Small and Medium Business in 2013~2015 to compare the innovative SMEs that have received the certifications such as Venture Certification, Innobiz Certification, and Mainbiz Certification with the general SMEs that did not. As a result, it was found that the innovative SMEs have comparative advantage in many detailed indicators related to the technological innovation activity and performance. However, the ratio of external use of R&D expenditure, the number of technology development attempts and the number of successes were not different according to the survey year, so it is necessary to strengthen the follow-up management of the system. On the other hand, the proportion of self-procurement R&D expenditure of the general SMEs was significantly higher than that of the innovative SMEs in all three-year surveys. Therefore, it is necessary to regulate the government funding for the innovative SMEs to be used as a complementary material, not as a substitute for their own R&D investment. In addition, the technological innovation activity and performance of a company were more influenced by the size of the company and the participating industry rather than by the certification, so it is necessary to consider it when establishing the technology innovation promotion policies.

This study micro-analyzed the impact of innovation capabilities on innovation performance by type of CEO, with innovative SMEs being subject to research. In addition, the impact of CEO type on innovative capabilities and the impact of innovative capabilities on innovation performance were studied together. In order to achieve the research objective, we conducted an empirical analysis of 250 innovative small and medium-sized enterprises registered in the medium-term department as research targets and the results are as follows. First, the analysis of the impact of the type of CEO on the capacity of innovation shows that market-oriented, technology-driven and consultant-type CEOs have a significant impact on the amount of technology change reduction, but managed CEOs do not see any statistically significant differences in the amount of technology change reduction areas. Managed CEOs did not see statistically significant differences in the amount of technology change-sensitive areas. In addition, it was analyzed that the current type of CEO of small businesses does not affect the R&D technology digestion capacity of technological innovation capabilities. Second, the analysis of the relationship between innovation capabilities and innovation performance did not have a statistically significant effect. Third, the analysis of the adjustment effect between the type of CEO and the capacity of innovation according to the growth stage of small businesses shows that the technology and the consultant-type CEO affect the amount of the area of technology change, but the managed and market-type CEOs did not have the adjustment effect. Fourth, the analysis of the capacity of innovation and the effect of adjustment between innovation and innovation in the growth phase of innovative SMEs did not have a statistically significant effect.

본 논문에서는 중소기업 기술혁신에 대한 각각의 개념을 살펴보고 기술혁신에 대한 국내연구 및 선행연구를 통하여 기존연구를 살펴 보고 기술혁신 현황, 국내 기술혁신 제도, 중소기업의 기술혁신 및 기술개발관련 문제점에 대하여 살 펴 보았고 기술혁신 단계별 지원방안, 혁신형 중소기업의 기술혁신 방안을 수립하고, 기술혁신 활성화를 위한 방안을 정립하여 정부의 정책 적 측면과 중소기업의 경영적 측면의 제언을 마련 함.

The main objective of this study is to identify and analyze the factors affecting technology innovation of the innovative IT SMEs. A research model is established based on the previous studies on the technology innovation of SMEs. The model consists of independent variables (Adhocracy culture, R&D capability, IT capability, Leadership, and Appraisal & Reward), an intermediate variable (Knowledge management), and dependent variables (product/service innovation and process innovation). Major research results can be summarized as follows: IT SMEs pursuing technology innovation should: (1) pay attention to innovation oriented culture, IT capability, and evaluation & compensation systems of the company; (2) recognize that knowledge management is an essential activity performed by the company; (3) strengthen the R&D capabilities of the company by not only exerting internal efforts but establishing cooperative network with various parties; and (4) resolve the decoupling problem of the evaluation & compensation system.

Recently, the theory of open innovation emerges as a new innovation paradigm. This paper aims to examine open innovation activities of SMEs. Many firms tend to search new knowledge from various external sources and to pursue to achieve innovation resources or knowledge of external innovators. Particularly, this paper focus on the process of external knowledge networking and open innovation occurred in the process of technology innovation. The data used in this study were those that had been collected for total 3,400 sample SMEs that had conducted R&D. and in-depth interviews were conducted with 14 SMEs located at Chungbuk-Technopark. Empirical findings can be summarized as follows; SMEs tend to search new knowledge from various external sources and to pursue to achieve innovation resources or knowledge of external innovators, because they have lack of innovation resources. therefore, the conducting of open innovation affected positively the innovation performance of SMEs. In addition, empirical findings also indicated that expanding flexibility of labor market enhances open innovation activities of SMEs.
