While the amounts of oil spill caused by the VLCC Hebei Spirit indicated 2.5 times more than that of the VLCC Sea Prince, the economic, environmental, and social damages derived from the Hebei Spirit spill were estimated to be about 30 times greater than those from the Sea Prince incident. This study consolidates the appropriate justification for building a multi-purpose large oil spill response vessel to allow swift and efficient handling of catastrophic marine pollution events through an analysis of technical and economic feasibility of such a project. The result of the technical feasibility analysis illustrates that a hopper dredge and oil spill response vessel with a capacity of 4,000 tons should be more appropriate. The result of the economic feasibility analysis indicates that under the most conservative estimates the project appears to be slightly impractical, with a benefit/cost ratio of 0.82, in which self-help efforts, however, can facilitate the project. And medium to optimistic estimates present benefit/cost ratios are estimated to be 2.72 and 5.82 respectively, representing apparent economic feasibility.

FMS는 개별적인 자동화 체계와 기술이 하나의 생산시스템 내에서 통합된 것이므로, 이는 다품종 소량생산 방식에 있어 높은 생산성과 융통성을 동시에 달성하고자 하는 제조시스템이다. FMS와 같은 신제조 기술에 바탕을 둔 공장자동화 시스템을 설치, 운영함에 있어 고유한 생산관리상의 제문제가 발생하며, 특히 막대한 투자비 소요로 인한 경제적 타당성 평가 문제가 FMS 도입상 선결과제로 대두되고 있다. 본 연구는 지금까지 발표된 FMS투자 타당성 검토와 관련된 종합적인 문헌 조사를 행한 후, 이를 크게 "계량요인 위주기법"과 "비계량요인 포함 기법"으로 구분하고, 각 구분에 속한 제 평가 방법들의 특성 및 한계점을 파악하고자 한다. 아울러 FMS 투자타당성 검토 대안으로서 시간적 차원을 달리하는 3단계적 평가 방법을 제시하고자 한다.단계적 평가 방법을 제시하고자 한다.

가상강좌에 대한 사회적 관심이 높아지고 각종 교육기관에서 다양한 방식의 서비스를 제공하고 있음에도 가상강좌의 효과 즉, 가상강좌 수강생들의 만족을 측정하는 도구의 개발은 상대적으로 미흡한 실정이다. 특히 초기의 가상강좌가 정보기술을 이용한 실험적인 형태에서 벗어나 기존의 오프라인 교육을 대치할 수 있는 중요한 도구로 대두되고 있다는 점을 감안할 때 가상강좌의 효과를 측정하기 위한 도구는 좀 더 종합적인 접근 방식이 요구되고 있다. 본 연구에서는 가상강좌 특히 인터넷을 기반으로 하는 가상강좌의 네 가지 요소인 학습관리시스템, 강의 컨텐츠, 학습에 대한 인적 서비스 그리고 학생 자신의 심리적 상태 등을 고려한 종합적인 접근에 의한 가상강좌 만족 모형을 제시하고 그 측정도구에 대한 타당성을 검증하도록 한다. 이를 위해 정보기술 사용 측면, 정보품질적 측면, 서비스 관리적 측면 그리고 사회심리학적 측면에서 가상강좌 측면에 만족을 주는 이론적 변수 및 측정도구를 제시하고 측정도구에 대한 타당성을 실증적으로 검증한다.

폐기물과 오염물질 투기로 인해 발생된 오염지의 복원은 1980년대 초반 미국이 본격적으로 시도하여 현장조사, 위해도 평가, 타당성 검토의 3단계를 거쳐 복원대책을 수립하는 정형이 이루어졌다. 이 정형에서는 먼저 현장조사로 오염상태에 대한 자료를 수집하고 위해도 평가로 오염도가 인체와 환경에 미치는 위해도를 정량화하며 타당성 검토에서 위해도를 제거하기 위한 각종대안을 검토하여 최종안을 선정한다. 이 과정 자체는 합리적이었으나 여러 가지 시행착오를 거치며 과잉대책이 남발되고 사업효과도 미흡하여 점차 예산낭비의 대표적인 사례로 비판이 제기되었다. 시행착오의 가장 큰 기술적 원인은 위해도 평가와 별개로 타당성 검토를 수행하며 비현실적인 완벽복원을 추구한 탓이며 이를 극복하려는 최적화 기법이 90년대 초반에 소개되었다. 이 최적화기법은 타당성 검토단계에서 각 대안의 잔류 위해도를 산정하고 해당대안의 비용과 비교하여 위해도를 허용수준으로 줄이는 최소비용 대안을 발견하는 방법이다. 이 최적화기법을 실제 프로젝트에 적용한 결과 복원대책 수행에 기대 이상의 비용절감을 이루고 정부의 수용도도 높았다. 특히 정비대책에 현장조건의 특성을 활용하는 창의적 대안을 도입하면 효과를 극대화 할 수 있는 바 두 가지 사례를 소개하였다. 앞으로 상당한 투자가 예상되는 폐광오염 문제에도 이 기법을 적용하면 비용과 효과를 최적화할 수 있을 것으로 기대되어 그 모델을 제시하였다.

This paper is to analyze the feasibility of area of agricultural and fishing village as the link of the broadband convergence network(BcN) build-up. For the project feasibility analysis, we utilized the questionnaire of experts and drew the new index of evaluation. By using the AHP technique, we evaluated the feasibility. And by reviewing precedent papers and references, it drew proper evaluation criteria and evaluated BcN feasibility using AHP; economic feasibility, technological feasibility and policy feasibility were figured out as main criteria and resulted evaluation criteria for BcN feasibility. As a result, we found the business enforcement was exposed to be apposite and inconsistency index showing the reliability of the analysis was showed up lowly as 0.0566. Afterward, the BcN business of construction contribute to the living improvement of a nation. Moreover, there will be a value as the basic materials for reasonably propelling the BcN project.

Preliminary feasibility study(PFS) was introduced in 1999 by financial authority to encourage a cautious approach to new large-scale public investment project. As it applied cost-benefit analysis as prime measure for decision-making, various issues have been arisen concerning feasibility analysis on R&D programs. This work is intended to suggest standard approaches to be established in PFS on R&D program as follows: 1. The issue questions can be induced in a standard way by 15 representative questions and their correlation with evaluation criteria. 2. The analyzing strategy can be standardized by establishing standards for classification of R&D effects and R&D logic analysis.

Recently, ubiquitous computing technology becomes available to develop advanced electronic commerce：u-commerce. Hence, it is the very time to perform feasibility analysis in applying ubiquitous computing technology, especially estimating economical value of the on-going technology. Hence, the purpose of this paper is to propose a financial value estimating methodology in performing feasibility test on ubiquitous computing technology. To do so, Black and Scholes model is basically adopted. To show the feasibility if the idea proposed in this paper, actual case study through focused group interview with those who are actually performing on-going ubiquitous computing projects. As the result, we validated the possibility of applying Black-Sholes model to assessing feasibility analysis for ubiquitous technology development with the price of call option, volatility, and the comparison with other similar technologies.

It is evident that a financial feasibility study based on the economic analysis has been theoretically and practically accepted in the aspect of its adequacy. However, it is not easy to apply in the practical business affairs since there exist some difficulties on the economic analysis and the interpretation of the result because of the difficulty of the estimation of the discount rate. This study aims to suggest a method of the financial feasibility study based on the economic analysis. The results of this study are as follows. First, this study can increase the reliance and adequacy of the economic analysis result by suggesting a method of estimating the discount rate by means of the proxy ${\beta}$ method in the practical way. Second, this study can provide the overall frame of the financial feasibility study based on the economic analysis method (namely, Net Present Value Method internal rate of return, profit index method and payback period method)which use discount rate and cash flow. Third, this study can suggest an practical analysis skill required in each step of the financial feasibility study.

본 연구의 목적은 감귤 기능성물질의 산업화 타당성 분석을 하는 것이다. 구체적인 경제성 분석방법은 순현가와 투자수익률(내부수익률)을 이용한 기본적인 경제성분석과 손익분기점분석, 그리고 주요변수들의 변화에 따른 순현가의 변화를 파악하기위한 민감도분석이고, 정책적 분석은 감귤기능성 물질산업화가 감귤산업 전체에 미치는 파급효과를 계량적, 정성적으로 분석하였다. 감귤 기능성물질의 산업화 타당성 분석결과에 따르면, 미숙과 감귤 2만톤과, 감귤박 2만톤을 처리한다고 가정했을 경우 감귤산업에 미치는 경제적 효과는 연간 5백억원으로 나타났다. 이러한 막대한 경제적 효과는 본 사업에 투자되는 전체비용 약 1백억원, 10년 사업기간을 가정하면 연간 10억원의 설비투자비로 그의 50배의 경제적 파급효과를 나타날 수 있기 때문에 감귤기능성물질의 산업화효과는 매우 큰 것으로 나타났다.
