In this paper, we consider the characteristics of information technology sectors women. By surveying IT women worker, we attempted to define the attributes of them and examine the problems and what they are needed to IT education following the changes in the highly competitive information technology industry. Especially, we used data mining tools says association analysis to analyze for the Women Information Scientist Association of Korea(WINSA) provides IT worker women with education packages and what is the general culture course from the point of IT employment view. The data was analyzed by SAS enterprise tools.

This study analyze empirically how the characteristics of a venture business' founder and company development stage will affect on B2B transactions and business management difficulties based on "2012 Survey of Korea Venture Firms". According to this study, there are different frequencies of difficulties in B2B transactions depending on the founder's age and educational background as well as different recognitions about business management difficulties with considering the founder's age, educational background, major and other factors. It is analyzed that in educational background factor, master's degree and in major factor, humanities and social science show comparatively frequent business management difficulties. On the other hand, it is analyzed that there is not meaningful difference in the recognition about the difficulty-frequency in B2B transactions in each company growth stage. It is considered that the difficulties occur frequently in every company growth stage but, these types of difficulties are solved routinely. At the Exit phase, however, there is high recognition about business management difficulties as the transaction with the companies in this stage is avoided.

중대재해처벌법이 도입되었으나 여전히 실무적으로 정착되고 있지 못한 실정이다. 이에 공무원과 공공기관 652명의 실무자들을 대상으로 중대시민재해 관련 실무상의 애로사항과 중대재해처벌법의 개정방향에 대하여 설문조사를 실시하였다. 그 결과 다양한 애로사항의 상당부분은 관련 기준이 부재하여 발생하고 있었으며, 중대재해처벌법 개정방향도 높은 비율로 의무사항을 준수하기 위한 구제적인 기준 제시가 필요한 것으로 조사되었다. 그러므로 구체적인 기준제시를 위하여 시행령 개정과 함께 관계부처가 발간한 중대재해처벌법 해설서를 개정 및 보완할 필요가 있다.

본 연구에서는 충북 남부 3개군 지역(옥천ㆍ보은ㆍ영동)의 중소 제조기업의 경영실태 및 애로기술을 대상으로 실증조사 되었다. 지역의 특정상황의 전제 하에 지방 중소기업들의 실질적인 문제점들을 발견하고, 그 개선 방안을 탐색함은 물론 산ㆍ학ㆍ연 컨소시엄 사업의 성공적인 수행을 위해 시도되었다. 세부적으로는 중소 제조기업의 경영 및 애로기술 특성을 일반적 사항, 경영애로요인, 경영전략, 현장개선기법, 정보화, 제품 및 공정 기술상의 애로기술 현황파악의 6개 영역으로 조사되었다. 조사결과들은 추후 산ㆍ학ㆍ연 공동기술개발 사업에 있어 창의적, 틈새적 과제발굴 및 신제품 기술개발의 토대마련이 될 뿐 아니라, 지역경제 발전을 위한 산ㆍ학ㆍ관의 지원 전략 수립에 적극 활용 될 것으로 판단된다.

IT분야에 대한 정부지원은 직접적인 자금지원방식과 간접적인 인력양성지원, 기반환경조성 등 다양한 형태로 추진되고 있다. 그러나 중소벤처기업들은 기업의 영세성과 무경험성, 기술 중심적인 경영과 국내 편향적인 경영 둥으로 인해 많은 어려움을 겪게 되고 이를 극복하기 위한 노력에 대해 정부의 지원이 한계에 도달할 수밖에 없다. 이를 보다 효율적으로 지원하기 위해서 기술개발자금 지원업체의 운영실태를 조사하여 문제점을 살펴보고 개선방안을 모색하였다. 중소벤처기업의 기술개발 진행상황 및 연구비 집행사항 파악을 통해 기술개발 부진과제 독려, 자금 부당집행 등 위반사항 적발ㆍ제재, 지급집행방법 교육 등을 통해 집행의 적정성을 도모하고 기술개발 애로사항을 청취하고 연계 지원사업을 안내하였다. 중소 벤처기업의 경우 회계에 관한 지식ㆍ관심의 부족, 내ㆍ외부 감사시스템 미비, 자금 애로 둥의 사유로 출연연구소 등에 비해 연구비 집행 증빙 둥 회계처리에 미숙하고, 고의 또는 과실에 의해 연구비를 목적 외의 용도로 사용할 가능성이 커서 중소ㆍ벤처기업을 대상으로 하는 사업의 경우 연구비 집행의 적정성 제고를 위해 집행관련 사항을 간소화ㆍ투명화하여 연구비 부당 집행, 집행 오류 둥의 여지를 줄이는 둥 개선방안을 모색하였다.

In this paper, we consider a cooperation between firms and universities based on KOITA's and KIET's research results which is a research organ about the obstacle factors of the cooperation between firms and universities. Also, we consider the motivation of a cooperation with a technology innovation based on STEPI's research results. From the basis on the results, we will suggest a new cooperation strategy between firms and universities. We will propose a new development cooperation model(strategy) which is included the infra(hardware), that is implemented for the company's support, and the networking between cooperation components and expert management man-power.

국가연구개발사업은 35개 부처, 약 18.9조 원(미래부 KISTEP, 2016)에 달하며, 이러한 규모의 R&D 활동을 위해 대부분의 국가연구개발사업은 연구관리전문기관에 의한 위탁관리 형태로 추진되고 있다. 위탁관리 형태 중 하나로 볼 수 있는 사업단은 신규 대형 사업의 경우 거의 관행적으로 설립하는 경향이 있어 그 수가 증가 중인 것으로 추정되나, 그나마 드물게 수행되고 있는 국가연구개발사업 관리체계에 대한 조사나 정책 수립은 연구관리전문기관 위주로 이루어지고 있다. 이에 따라 국가연구개발사업에서 주요한 역할을 수행 중인 사업단의 현황과 운영 실태를 파악하고자 사업단의 설립형태와 기능 등 설치현황, 운영비와 인력 등 운영현황, 사업단 운영의 애로사항 등을 조사 분석 하였다. 2014년 기준으로 조사가 가능한 사업단은 모두 63개였으며, 사업단 총 인력규모와 관리하는 사업의 전체 예산 규모는 연구관리혁신협의회 11개 회원 연구관리전문기관 대비 인력규모는 2번째(17.8%), 예산은 5번째(8%) 수준이었다. 사업단의 독립법인 여부, 연구수행 여부 등 형태 기능의 특징은 다양하게 나타났으며, 사업단 기획평가관리비는 평균 5.6억 원으로 사업비 대비 비중의 평균은 6.3% 수준이었다. 사업단 운영의 애로사항으로는 계획된 예산의 적기 지원과 운영비 규정의 혼란 등이 대표적으로 도출되었다. 본고에서는 그간 선행연구와 조사 분석이 거의 이루어지지 않았던 국가연구개발사업 사업단에 대한 기본적인 실태와 현황, 이들이 직면하고 있는 다양한 문제점과 애로사항에 대해 파악하였다. 조사 분석 결과 효과적인 사업단 설립과 운영을 위해서는 적절한 가이드라인과 제도개선이 필요할 것으로 보인다. 다양한 사업단 운영 사례 분석과 연구를 통해 효율적인 사업단 조직체계와 설립형태, 적절한 운영비 제도 등을 제시해 줄 수 있다면 향후 사업단 체제와 대형 국가연구개발사업의 효과적인 추진과 관리에 도움이 될 것이다.

In Korea, small and medium sized domestic enterprises(SMEs) play an pivotal role in the national economy, accounting for 99.9% of all enterprises, 87.5% of total employment, and 47.6% of production. and SMEs was driving a real force of the development of national economy in many respects such as job creation, innovation, balanced regional development, industrial diversity. The government has strengthened a variety of policy support to support SMEs. However, due to the mismatch between the difficulties of SMEs and benefits of government's policy, the policy implementation has not come out effectively. In order to effectively support SMEs, government must be a priority to know about the factors that experiencing difficulties in the technology commercialization process. The purpose of this study is thus to identify the major evaluation criteria through 3 level AHP analysis. First, 12 Critical elements are extracted from previous studies and professional interview and these elements are tied into 3 factors; technological factor, inner-organizational factor and Outer-organizational factor. The results of AHP analysis show that inner-organizational factor is more important and 'Market environment' in the inner-organizational factor is the most important element. The results of this research will be useful for public R&D institutions policy makers when establishing technology commercialization support policies and strategic planning of small and medium sized domestic enterprises.

HUD 기술은 항공기 조종사의 시계확보와 조종 수행 능력 향상을 위하여 도입되었으나 최근에는 자동차 운전자의 운전 수행력을 높이고 안전 운전을 도모하기 위하여 차량에 도입되기 시작하였다. 하지만 HUD 기술이 실제로 일반 차량에 적용되고 관련 산업이 활성화되기 위해서는 현재의 기술개발 현황은 물론이고 관련 산업체의 기술개발 경쟁력, 활성화 정도, 성장 가능성에 대한 분석과 상용화를 위한 요구사항 및 애로사항에 대한 파악과 방안 마련이 우선적으로 수행되어야 한다. 따라서 본 고에서는 텔레매틱스 관련 각 산업계와의 심층 면접을 통하여 이러한 문제점들에 대한 산업 현장의 실질적인 현황을 파악하고 이를 토대로 HUD 기술이 텔레매틱스 분야에 성공적으로 적용되기 위해 필요한 방안을 도출해 본다.
