It is needed to transfer the technology actively which has already developed to improve a up-to-date technology and foster the technological innovation. The technology transfer also can bring about a commercial success. To promote the technology transfer, it is needed to develop a new technology valuation model for a specific technology from a objective point of view, as well as to equip an institution such as the technology transfer center. The technology valuation from a objective point of view is of importance as the basic information for the price negotiation between a technology-buyer and a technology-seller. This paper takes aim at investigating a new technology valuation model and developing a technology valuation system for promoting the technology transfer. A new technology valuation system is developed as a Web-enabling base. Using this users are able to estimate the value of a specific technology on a real time efficiently.

기술거래 시장의 활성화에 대한 연구개발서비스 분야 종사자들의 관심이 높아지고 있으며, 특히 공공 및 민간 분야의 휴면 기술(특허)에 대한 이전 거래를 통해 불필요한 특허유지 비용을 줄이고 부가적인 기술료 창출 효과를 거둘 수 있다. 본 연구에서는 현재까지 기술이전(거래), 현물출자, 기술금융(융자, 담보대출) 등 다양한 목적으로 실무에서 활용되어 온 기술가치평가 모형의 한계점을 고민해 보고, 이에 대한 개선방안으로서 몬테카를로 최소자승법 기반의 확률론적 가치평가 모형을 제시한다. 기존의 가치평가 모형은 평가산출을 위한 입력변수의 확정적 값들에 기반하여 가치액이 산출되었으나, 대표적 기법인 현금흐름 할인법이나 로열티공제법의 경우 미래의 수익예상기간, 예상매출액 등에서는 불확실성(uncertainty)가 내재되어 있다. 따라서 특정 분포(distribution)에 대한 확률론적 가능성을 가정하고 이에 대한 수학적 최적화 논리로부터 몬테카를로 최소자승 관게에 의한 변수결정 및 가치평가액 산정을 할 수 있는 평가모듈을 개발한다. 향후 연구에서는 기 평가된 사례결과를 딥러닝(deep learning) 방식으로 학습하여, 발생가능성 높은 각 변수값의 범위들을 산출하고 이로부터 기술가치 범위를 추론하는 시스템을 개발하는 것도 가능할 것으로 기대된다.

절충교역은 국방과학기술의 다양한 획득방법 중의 하나로써 국외로부터 무기체계를 구매할 경우 반대급부로 핵심기술, 방산물자 및 부품 수출 등을 획득하는 국제무역거래의 한 특수형태이다. 우리나라는 방위산업의 발전과 국방과학기술력 향상을 위해 1983년부터 절충교역을 추진하여 오고 있다. 절충교역은 일반적인 상업 무역거래와는 달리 절충교역 추진국가가 기술 수혜국으로서 소기의 목적을 달성하여 성공적인 기술이전을 완수하기 위해서는 절충교역 추진과장상의 운영의 묘미가 절실히 요구된다. 따라서 우리나라는 그동안 절충교역 추진 효율성을 강화하고 실패사례를 줄이기 위해 절충교역 추진 목적과 정책을 전략적으로 개선하여 절차화 표준화해오고 있다. 최근 방위사업청 개청 이후 절충교역 추진 정책의 방향을 목표지향 성과지향적으로 설정하고 다시 한번 제도를 개선하여 적용하고 있으나 아직까지 정책적 방향성에 부합하는 실무적 절충교역 추진 모델은 미흡하여 여전히 개선의 여지가 존재한다. 따라서 본 연구에서는 절충교역 제도의 완성도를 높여 우리나라의 국방과학기술력 향상과 방위산업 육성을 위해 필요한 기술을 최대한 확보할 수 있도록 하는 선순환 구조의 한국형 절충교역 추진 모델을 개발 제안한다. 제안하는 한국형 절충교역 추진 모델은 현행 제도에 대한 심층적인 분석을 통해 도출된 개선 필요사항을 보완할 수 있도록 전체 절충교역 추진절차를 식별(Detecting), 확보(Securing), 이전(Transfer), 활용(Applying), 확산(Diffusion)이라는 다섯 단계로 나누고 각 단계의 성공적인 목적 달성을 위한 제도적 개선 방안을 제시한다.

본 연구는 전 세계적으로 1990년에서 1999년 사이에 발생한 기술 라이센스 거래에 관한 자료를 바탕으로, 기업들이 속한 국가의 지적 재산권 보호정도를 포함한 국가별 고유 특성들이 기업들의 라이센스 거래 상대 선택에 어떻게 영향을 미치는 가를 살펴본다. 연구 결과, 기술 보유 기업들은 지적 재산권이 잘 보호되는 나라의 기업들에게 더 많은 라이센스를 주었다. 또한 경제적 자유가 많은 나라로의 기술 라이센스 이전이 보다 활발하다.

The purpose of this study is to present meaningful information and policy implications concerning the determinants of royalties of technology transfer to stakeholder. To identify key determinants of royalties in technology transfer, this study conducted AHP survey analysis (Survey period: 01/09~31/10, 2016) of 96 government-funded research centers and 85 companies which were participants of the R&D project "Next Generation BioGreen21" of R.D.A in the "N" center from 2011 to 2015. Research results show that both parties acknowledge 'Technical considerations for determining the profitability of the technologies' and 'The interest and willingness of the management group' as critical factors for the determinants of royalties. The difference of each party is that private companies acknowledge 'Available budget plan' as a critical factor while the government-funded research centers value 'Market competitiveness'. These findings suggest four main policy implications which are the investigation of technological demands reflecting specific needs of industrial sites, the diversification of royalty payments for private companies, the differentiated research evaluation system for the purpose of technology transfer and the planning of public R&D project reflecting research time span of private companies.

International technology transfer(ITT) or technology trade is a very comprehensive term covering various mechanisms and channels for shifting technologies across borders. Thus, it refers to numerous complex processes, ranging from innovation and international marketing of technology to its absorption and imitation. It includes technology, trade, and investment. Markets for exchanging technologies are inherently subject to failure due to appropriability problems, spillovers, asymmetric information, and market power. Thus, there is strong justification for public intervention. Technology developers are interested in reducing the costs and uncertainty of making transfers, along with protecting their rights to profit from such transfers. On the other hand, technology importers are interested in acquiring knowledge at minimal costs, asking for restricting sharply the exclusive rights of foreign firms to exploit technology. The purpose of this paper is to review the characteristics, risks, legal issues and contractual check points of ITT, focusing on the avoidance of commercial disputes during the very complex processes of ITT.
