연구개발의 성과는 투입 자원의 크기로만 결정되는 것이 아니라, 이를 어떻게 효율적으로 관리하느냐에 보다 크게 의존된다. 따라서 한 국가의 기술혁신능력은 연구 개발의 관리 능력에 의해 좌우되며 이의 요체는 연구기획·평가기능이라 할 수 있다. 최근 첨단 기술의 주도권을 둘러싸고 선진국들 간의 개발 경쟁이 치열해짐에 따라 각국은 국가적 차원에서 대규모의 전략적 연구개발의 대형화·복합화 추세가 가속화되고 있고, 이에 대응하여 연구 기획·평가에 있어서 새로운 체계적인 방법론 및 기법이 요구되고 있다. 본 토에서는 '80년대 이후 선진국을 중심으로 변화·발전하고 있는 연구평가의 새로운 접근 방법을 파악하고, 미국,일본,EC,영국의 연구 평가 추진 현황 및 사례를 분석함으로써 우리 나라의 연구평가 시스템의 구축에 관한 시사점을 찾고자 한다. G7 신기능 생물소재기술 개발사업은 '91년 5월부터 한국유전공학연구조합을 주축으로 산.학.연의 전문가 50여명이 대거 참여하여 기본계획을 수립하고 중점 연구개발 과제를 도출하였다. 이와같이 기획 선정된 9개의 연구개발 과제는 '92년 6월 종합과학기술 심의회 연구기획평가 위원회에서 심의 확정되어 연구개발을 착수하기에 이르렀다. 본고에서는 G7 연구개발사업의 추진 배경을 살펴보고 신기능 생물소재기술 개발사업의 기본 목표와 추진 형황을 약술하고자 한다.

Consideration of uncertainty has been considered to be an important factor in technology planning due to the fast changes of technologies and customer needs. Therefore, how to consider uncertainty has been a promising issue in developing and utilizing the technology roadmap, a prominent tool for the technology planning. However, previous studies regarding technology roadmaps are based on practical case studies for specific certain industries, which are of course useful but sometimes lack systematic frameworks and methodologies. In response, this study suggests a framework to identify possible scenario elements, analyze the impact of each scenario element and reflect the results to the technology roadmapping process. For this purpose, this study suggests a QFD-based framework that evaluates the relationship between scenario elements and the planning elements, and proposes a basic structure of scenario-based technology roadmaps to reflect the evaluation results to the technology roadmapping process.

Under the open innovation paradigm, it is needed to establish an appropriate strategic planning tool which can take both internal and external resources and capabilities into account. In response, this paper suggests the open roadmap to systematically and usefully implement open innovation. The open roadmap deals with both inbound and outbound open innovation activities. Moreover, in the inbound and outbound open innovation, six types of the open roadmap are proposed in terms of sources of innovation. The proposed open roadmap is applied to a case of open innovation in the P&G corporation for examining its usefulness and validation. It is expected that the open roadmap provides fruitful information when open innovation is done.
