공정위 중심의 행정규제주의를 수정$\cdot$보완할 필요가 있는데, 보완의 방향을 요약하면, 독점으로 피해를 본 사업자가 공정위의 시정절차와 상관없이 원고로서 바로 법원에 제소하여 구제를 받을 수 있도록 하고, 검찰도 공익 대표자로서 중대한 공정거래법 위반사안에 대해 이를 바로 법원에 기소할 수 있도록 개편하는 것이지만, 검찰과 법원내에서 시장분석 능력과 식견을 갖춘 인력의 양성이라든가 시장에 미칠 충격 등을 감안하여 일정한 기간을 두고 단계적으로 접근하는 노력이 필요하다고 생각된다.

화재발생시 경찰, 소방 등 행정관서는 현장통제 초동조치, 응급구조 진화작업, 화재조사 및 수사, 화재증명 발급 및 통계작성, 피의자(원인 제공자) 입건 및 송치를 담당하고 있고, 검찰청은 수사보완 및 기소, 법원은 형사 및 민사재판을 진행하게 됨으로써 책임과 보상관계를 판가름하게 된다. 물론 이재관계자의 합의, 화재보험 등으로 피해보상을 받기도 하나 모든 것이 국민으로부터 나온 것이고, 국민을 볼모로 하여서는 않되므로 화재원인의 명쾌한 규명으로 유사사고의 재발방지를 위한 연구가 필요하다.

대한민국 국민들이 가장 좋아하는 식품은 아마도 쇠고기일 것입니다. 하지만 수입쇠고기는 불안하고, 한우는 가격 때문에 부담스러울 것입니다. 그래서 한우보다 경제적이면서, 수입산 보다 믿을 수 있는 맛있는 쇠고기 '육우'를 소개하고자 합니다. '육우'란 국내법상 한우고기와 젖소고기를 제외한 모든 쇠고기를 의미하지만, 대부분은 고기생산을 주목적으로 사육된 얼룩소 수소를 말합니다. 얼룩소(홀스타인종)가 수송아지를 낳으면 한우와 같이 전문적인 사육방법으로 비육시켜 전문고기소 '육우'가되고, 암송아지를 낳으면 우유를 생산하는 '젖소'가 됩니다.

Ultrastructural changes of the isolated and cultured protoplasts from ginseng (Panax ginseng C. A. Meyer) callus were studies with electron microscopy. In the 3-day-cultured protoplasts, the cell organelles such as rough endoplasmic reticulum, ribosome, Golgi complex, mitochondria, proplastid increased in number and observed microtubules. Many vesicles derived from the Golgi complex were evenly distributed in the cytoplasm. Some of such vesicles protruded the outer surface of the plasmalemma, and formed the protuberances. Vacuole derived from endoplasmic reticulum included Golgi vesicles by the invagination of vacuoles. These vacuoles migrated toward the plasmalemma by a fusion process (exocytosis), after fusing the plasmalemma the cell wall materials released from the outer surface of the plasmalemma, and lastly deposited on the plasmalemma. Proplastids containing many starch grains, and microtubules parallel to the plasmalemma were observed near the plasmalemma. Connected fibrils which were observed on the outer surface of the 3-day-cultured protoplast were interpreted as the component of cellulose.

Objective : This study aims to identify personality characteristics in female homicide offenders by using the Minnesota Multiphasic Personality Inventory-2 (MMPI-2) test. Methods : This study retrospectively analyzed the mental appraisals and MMPI-2 scores of 54 women charged with homicide and 67 women charged with non-violent crimes, who were referred to National Forensic Hospital in Gongju city for psychiatric evaluation between January 2012 and March 2016. Results : Women charged with homicide scored significantly higher on Hs (p=0.018), D (p<0.001), Hy (p=0.002) and Pt (p=0.004) than the women charged with non-violent crimes. The women charged with homicide may have developed the following characteristics: hypochondriasis, depression, hysteria and psychasthenia. In multiple regression analyses, a final regression model including age of crime onset and depression was significant, explaining 16.5% of the variance in homicides committed by females. Conclusion : These findings suggest that personality characteristics in the female homicide offenders might be different compared to the non-violent crime offenders.

The roots of Dipsacus asper are used in traditional Chinese medicine as an analgesic, enhancement of liver activity, an anti-inflammatory agent and the treatment of fractures. In order to investigate the antioxidative activity, Dipsaci Radix was extracted with MeOH and fractionated with $CHCl_3$, EtOAc, BuOH and water. MeOH ex. and its solvent fractions were determined on the free radical scavenging activity by DPPH method and antioxidative activity on low density lipoprotein oxidation. The EtOAc and BuOH fractions showed antioxidative activities and from their fractions, two compounds were isolated and identified as hederagenin 3-O-${alpha}$-L-arabino pyranoside (compound 1) and O-${\alpha}$-L-arabinopyranosyl hed-eragenin 28-O-${\beta}$-D-glucopyranosyl ($1{\to}6$)-${\beta}$-D-glucopyranosyl ester (compound 2). Saponin glycoside, compound I showed anti-oxidative activity.

To seek the fan operating point on a cooling system with fans, it is very important to determine the system impedance and it has been usually examined with the fan tester(wind tunnel) based on ASHRAE standard and AMCA standard. This leads to a large investment in time and cost, because it could not be executed until the system is made actually. Therefore it is necessary to predict the system impedance curve through numerical analysis so that we could reduce the measurement effort. This paper presents how the system impedance curve (pressure drop curve) is computed by CFD in substitute for experiment. In reverse order to the experimental principle of the fan tester, pressure difference was adopted first as inlet and outlet boundary conditions of the system and then flow rate was calculated.

Engine noise is one of the major causes of the interior noise, and so has been studied in various ways in recent days. Recently Intake noise has been extensively studied to reduce the engine noise. Conventional method to reduce the noise is adding several resonators to the induction system. However this causes a reduction of engine output power and an increase of fuel consumption. In this study, the prototype of Active Intake Noise Control System is developed by using the Filtered-x LMS algorithm to reduce the Intake noise during acceleration. Intake noise is more excessively increased when the engine is rapidly accelerated. So, Normalized LMS algorithm is applied to improve the control performance under the rapid acceleration.

The results of the electrical contact conductivity of multi-contact spots accounting the surface roughness and the non-conductive films of different origins such as air, water, cutting oil, and machining oil are presented. The array of metal spheres compressed between two flat plates has been used for simulation of the contact behavior of multiple contact of solids, under normal loading. Measurement of electrical contact resistance has been made using the equipment providing the adequate accuracy in the range of micro Ohms. The data on electrical contact resistance have been compared with theoretical predictions using the multiple contact model of constriction resistance. The effect of single spot number and array on conductivity of contact has been evaluated. The results of the experiments show that the contact resistance are closely related to the number of loading cycles, form of surface roughness, and presence of non-conductive films that reduce the size of the real electrical contact spots.
