  • 미국 국립가뭄경감센터 (National Drought Mitigation Center, NDMC)는 다양한 가뭄지수를 통합하여 미국 전역의 가뭄진행상황을 모니터링하고 가뭄대응정책 수립을 위한 주요 의사결정정보로 활용하고 있다. 대표적으로 1999년에 개발되어 현재까지 운영 중인 미국가뭄모니터 (United States Drought Monitor, USDM)는 미국 전역에 대하여 가뭄단계를 표시한 지도 (U.S. Drought Monitor map)를 매주 생성하여 제공하고 있다 (http://droughtmonitor.unl.edu/). 가뭄지표(drought index)는 가뭄의 현황과 시공간적인 전개 과정을 분석하고 정량적 가뭄심도 평가 및 가뭄대응계획 수립을 위한 도구로써 다양하게 개발되어 활용되고 있다. 가뭄의 정도를 정량화하기 위하여 개발된 다수의 가뭄지수는 대상과 평가방법에 따라 가뭄을 표현하는 특성이 서로 다르다. 하나의 가뭄지수로는 가뭄특성을 온전히 표현하기 어렵기 때문에, 최근에는 단일 가뭄지수에 의존하기 보다는 다수의 가뭄지수를 이용하되, 여러 가뭄지수 간의 특징을 고려하여 각 가뭄지수가 갖는 장단점을 상호 보완하여 사용하기를 권고하고 있다. USDM은 파머가뭄심도지수 (Palmer Drought Severity Index, PDSI), Soil Moisture Model (NOAA Climate Prediction Center, CPC), 미 지리조사국의 하천유량 주간보고 (USGS Weekly Streamflow), 표준강수지수 (Standardized Precipitation Index, SPI) 등의 주요 가뭄판단지표를 선정하고, 가뭄판단의 기준으로써 각 가뭄지수의 가뭄심도 (drought severity) 및 백분위수 (percentiles)로 등급을 구분하였다. 가뭄등급은 '정상 상태 (none)'를 포함하여 '비정상적인 건조 (abnormally dry, D0)'에서 최악의 가뭄상태를 의미하는 '이례적인 가뭄상태 (exceptional, D4)'에 이르는 6 단계로 구분하고, 정상상태를 제외한 5 단계의 통합가뭄단계로 표시한다. 우리나라에서는 기상청, 수자원공사, 농어촌공사에서 기상/수문/농업관련 가뭄지수의 위험지도를 실시간으로 제공하고 있으며, 각 지표별로 상이한 기준으로 가뭄을 판단하고 있다. 각각의 가뭄지표에 대한 가뭄판단기준은 해당 국가의 장기적으로 축적된 자료를 활용하여 가뭄단계 및 가뭄판단기준의 재설정에 대한 연구가 필요하다. 본 연구에서는 SPI, SC-PDSI, 표준강수증발산지수 (Standardized Precipitation Evapotranspiration Index, SPEI), Evaporative Demand Drought Index (EDDI), 유효가뭄지수 (Effectvie Drought Index, EDI)의 다양한 가뭄지수를 활용하여 USDM의 가뭄심도 및 가뭄판단기준을 적용하고자한다.

  • Chinese cabbage (Brassica rapa L. ssp. pekinensis) is an economically important vegetable crop as a source of the traditional food Kimchi in Korea. Although many varieties exhibiting desirable traits have been developed by the conventional selective breeding approach, breeding related to abiotic or biotic stresses, such as a particular pests or diseases, or tolerance to climatic conditions, is likely to be slow. This could be helped by an efficient method for selection from various, rapidly-evolved genetic resources on the basis of molecular markers. In particular, the Brassica genome sequencing project enables genome-wide discovery of genes or genetic variants associated with agricultural traits. We here discuss the recent progress in the field of Chinese cabbage breeding with regard to the application of molecular markers.

Prediction of Spring Flowering Timing in Forested Area in 2023 (산림지역에서의 2023년 봄철 꽃나무 개화시기 예측)

  • Changes in flowering time due to weather fluctuations impact plant growth and ecosystem dynamics. Accurate prediction of flowering timing is crucial for effective forest ecosystem management. This study uses a process-based model to predict flowering timing in 2023 for five major tree species in Korean forests. Models are developed based on nine years (2009-2017) of flowering data for Abeliophyllum distichum, Robinia pseudoacacia, Rhododendron schlippenbachii, Rhododendron yedoense f. poukhanense, and Sorbus commixta, distributed across 28 regions in the country, including mountains. Weather data from the Automatic Mountain Meteorology Observation System (AMOS) and the Korea Meteorological Administration (KMA) are utilized as inputs for the models. The Single Triangle Degree Days (STDD) and Growing Degree Days (GDD) models, known for their superior performance, are employed to predict flowering dates. Daily temperature readings at a 1 km spatial resolution are obtained by merging AMOS and KMA data. To improve prediction accuracy nationwide, random forest machine learning is used to generate region-specific correction coefficients. Applying these coefficients results in minimal prediction errors, particularly for Abeliophyllum distichum, Robinia pseudoacacia, and Rhododendron schlippenbachii, with root mean square errors (RMSEs) of 1.2, 0.6, and 1.2 days, respectively. Model performance is evaluated using ten random sampling tests per species, selecting the model with the highest R2. The models with applied correction coefficients achieve R2 values ranging from 0.07 to 0.7, except for Sorbus commixta, and exhibit a final explanatory power of 0.75-0.9. This study provides valuable insights into seasonal changes in plant phenology, aiding in identifying honey harvesting seasons affected by abnormal weather conditions, such as those of Robinia pseudoacacia. Detailed information on flowering timing for various plant species and regions enhances understanding of the climate-plant phenology relationship.

Potential Effects of Land-Use Change on the Local climete (토지이용 변화가 국지기후에 미치는 영향)

  • The land-use has changed rapidly during the last two decades in accordance with urbanization in the Seoul Metropolitan Region. As a result of these changes, the local climate has undergone changes as well. This study intends to define the land-use changes, and then to show how they have brought in significant changes in the local climates. Land-use changes in the study area so repidly that up-to date maps and documents are not available at present. Therefore, Landsat data for land-use classification and NOAA AVHRR thermal data for the temperature fields were analyzed. Additionary, to visualize the effect of the land-use on the local climate, computer-enhanced brightness temperatures, Green Belt and city boundaries were overlaid on land-use patterns obtained from satellite images using GIS techniques. The results of analysis demonstrate that Green Space in the Seoul Metropolitan Region decreased from 94% to 62% while urban land-use increased ten times, from 4% to 39% for the period of 1972-1992. The resulting disappearance of biomass caused by land-use changes may have implications for the local-and micro-climate. The results show that the local climate of the study area became drier and warmer. This study also suggests a need for further studies of man's effects on local climate to minimize adverse influences and hazardous pollution and efficacious ways for urban planning.

Spatial Prediction of Wind Speed Data (풍속 자료의 공간예측)

  • In this paper, we introduce the linear regression model taking the parametric spatial association structure into account and employ it to five-year averaged wind speed data measured at 460 meteorological monitoring stations in South Korea. From the prediction map obtained by the model with spatial association parameters, we can see that inland area has smaller wind speed than coastal regions. When comparing the spatial linear regression model with classical one by using one-leave-out cross-validation, the former outperforms the latter in terms of similarity between the observations and the corresponding predictions and coverage rate of 95% prediction intervals.

  • Natural or man-made disaster has been expected to be one of the potential themes that can integrate human geography and physical geography. Typhoons like Rusa and Maemi caused great loss to insurance companies as well as public sectors. We have implemented a natural disaster management system for a private insurance company to produce better estimation of hazards from high wind as well as calculate vulnerability of damage. Climatic gauge sites and addresses of contract's objects were geo-coded and the pressure values along all the typhoon tracks were vectorized into line objects. National GIS topog raphic maps with scale of 1: 5,000 were updated into base maps and digital elevation model with 30 meter space and land cover maps were used for reflecting roughness of land to wind velocity. All the data are converted to grid coverage with $1km{\times}1km$. Vulnerability curve of Munich Re was ad opted, and preprocessor and postprocessor of wind velocity model was implemented. Overlapping the location of contracts on the grid value coverage can show the relative risk, with given scenario. The wind velocities calculated by the model were compared with observed value (average $R^2=0.68$). The calibration of wind speed models was done by dropping two climatic gauge data, which enhanced $R^2$ values. The comparison of calculated loss with actual historical loss of the insurance company showed both underestimation and overestimation. This system enables the company to have quantitative data for optimizing the re-insurance ratio, to have a plan to allocate enterprise resources and to upgrade the international creditability of the company. A flood model, storm surge model and flash flood model are being added, at last, combined disaster vulnerability will be calculated for a total disaster management system.

  • 대부분의 도시지역은 불투수면적 비율이 상당히 높은 특징으로 인한 유출용적 및 첨두유출량의 증가와 외수위보다 낮은 지반고의 지형학적 특징으로 인한 내수배제의 불량으로, 저지대의 침수위험도가 상당히 높다. 이러한 이유로, 빈도별 설계홍수량을 산정하여 침수위험지역을 파악하고 관리하는 공간적인 치수관리가 이루어지고 있지만, 효율적인 치수관리를 위해서는 공간적인 측면뿐 아니라, 침수위험지역 내 침수발생의 시간적인 측면도 고려하는 것이 필요하다. 본 연구에서는 침수위험지역 내 내수침수발생에 대하여 공간적.시간적으로 살펴보고, 내수침수발생 위험지역 및 우선관리지역을 선정하였다. 대상유역으로는 안양천 유역에서 대부분의 침수가 발생하는 서울시에 포함된 안양천 하류유역으로 하였다. 서울시에 포함된 안양천 하류지역에서 내수침수발생의 주원인으로는 외수위보다 낮은 지반고와 배수계통의 통수능력 부족으로 나타나고 있어, 이들 지역의 침수위험지역을 파악하기 위해 하도 및 관거의 유출해석에 우수한 SWMM 모형의 EXTRAN block을 이용하여 모의를 실시하고 맨홀이 월류되는 지역을 내수침수 위험지역으로 선정하였다. 각 빈도별 지속시간별 모의결과, 목감천 하류부의 고척 1동, 신월 1동, 화곡 2동, 도림천과 봉천천, 대방천이 만나는 구로동, 대림 1동, 대방동에서 침수가 발생하기 시작하였다. 이들 지역은 또한 10년에서 30년 빈도별 모의에서도 모두 침수위험이 높은 지역으로 선정되어, 우선관리지역으로 선정하였다. 우선관리지역의 선정은 홍수예.경보 측면에서는 주민의 신속한 대피와 같은 홍수대처능력과 치수관리측면에서는 소요되는 자원의 효율적 배분을 기대할 수 있을 것으로 판단된다. 대상으로 홍수범람모의시스템을 구축하여 분석결과를 피해지역주민 및 관련기관 실무자들에게 제공함으로써 시간과 공간에 구애받지 않는 재해관리와 신속한 재해 상황 대처가 가능해 질 것으로 사료된다.는 또 다른 형태의 주제도라고 볼 수 있으며, 이를 구축하기 위해서는 자료변환 및 가공이 필요하다. 즉, 각 상습침수지구에 필요한 지형도는 국립지리원에서 제작된 1:5,000 수치지형도가 있으나 이는 자료가 방대하고 상습침수지구에 필요하지 않은 자료들을 많이 포함하고 있으므로 상습침수지구의 데이터를 인터넷을 통해 서비스하기 위해서는 많은 불필요한 레이어의 삭제, 서비스 속도를 고려한 데이터의 일반화작업, 지도의 축소.확대 등 자료제공 방식에 따른 작업 그리고 가시성을 고려한 심볼 및 색채 디자인 등의 작업이 수반되어야 하며, 이들을 고려한 인터넷용 GIS기본도를 신규 제작한다. 상습침수지구와 관련된 각종 GIS데이타와 각 기관이 보유하고 있는 공공정보 가운데 공간정보와 연계되어야 하는 자료를 인터넷 GIS를 이용하여 효율적으로 관리하기 위해서는 단계별 구축전략이 필요하다. 따라서 본 논문에서는 인터넷 GIS를 이용하여 상습침수구역관련 정보를 검색, 처리 및 분석할 수 있는 상습침수 구역 종합정보화 시스템을 구축토록 하였다.N, 항목에서 보 상류가 높게 나타났으나, 철거되지 않은 검전보나 안양대교보에 비해 그 차이가 크지 않은 것으로 나타났다.의 기상변화가 자발성 기흉 발생에 영향을 미친다고 추론할 수 있었다. 향후 본 연구에서 추론된 기상변화와 기흉 발생과의 인과관계를 확인하고 좀 더 구체화하기 위한 연구가 필요할 것이다.게 이루어질 수 있을 것으로 기대된다.는 초과수익률이 상

Parameterization and Application of a Forest Landscape Model by Using National Forest Inventory and Long Term Ecological Research Data (국가산림자원조사와 장기생태연구 자료를 활용한 산림경관모형의 모수화 및 적용성 평가)

  • Forest landscape models (FLMs) can be used to investigate the complex interactions of various ecological processes and patterns, which makes them useful tools to evaluate how environmental and anthropogenic variables can influence forest ecosystems. However, due to the large spatio-temporal scales in FLMs studies, parameterization and validation can be extremely challenging when applying to new study areas. To address this issue, we focused on the parameterization and application of a spatially explicit forest landscape model, LANDIS-II, to Mt. Gyebang, South Korea, with the use of the National Forest Inventory (NFI) and long-term ecological research (LTER) site data. In this study, we present the followings for the biomass succession extension of LANDIS-II: 1) species-specific and spatial parameters estimation for the biomass succession extension of LANDIS-II, 2) calibration, and 3) application and validation for Mt. Gyebang. For the biomass succession extension, we selected 14 tree species, and parameterized ecoregion map, initial community map, species growth characteristics. We produced ecoregion map using elevation, aspect, and topographic wetness index based on digital elevation model. Initial community map was produced based on NFI and sub-alpine survey data. Tree species growth parameters, such as aboveground net primary production and maximum aboveground biomass, were estimated from PnET-II model based on species physiological factors and environmental variables. Literature data were used to estimate species physiological factors, such as FolN, SLWmax, HalfSat, growing temperature, and shade tolerance. For calibration and validation purposes, we compared species-specific aboveground biomass of model outputs and NFI and sub-alpine survey data and calculated coefficient of determination (R2) and root mean square error (RMSE). The final model performed very well, with 0. 98 R2 and 8. 9 RMSE. This study can serve as a foundation for the use of FLMs to other applications such as comparing alternative forest management scenarios and natural disturbance effects.

Technology Trends and Future Prospects of Satellite-Based Photovoltaic Electricity Potential (위성기반 태양광 발전가능량 산출기술 개발 동향 및 향후 전망)

  • To obtain a stable energy supply and manage PhotoVoltaic (PV) systems efficiently, satellite imagery methods are being developed to estimate the solar PV potential. This study analyzed trends in the use of satellite imagery in solar PV and solar irradiation estimation technology. The imaging technology is used to produce solar energy resource maps. The trend analysis showed that the level of solar PV technology in Korea is 30% below that of advanced countries. It is impossible to raise such low-level technologies to the levels of advanced countries quickly. Intensive research and development is the only way to achieve the 80% technology level of advanced countries. The information produced in this process can contribute to the management of solar power plants. A valid technology development strategy would be to obtain effective data that can be used for fieldwork. Such data can be produced by estimating solar irradiation very accurately with several-hundred-meter resolution using Communication, Ocean, and Meteorological Satellites (COMS) and next-generation GEO-KOMPSAT 2A, developing core technologies for short- and medium-term irradiation prediction, and developing technologies for estimating the solar PV potential.

Functional Requirements to Develop the Marine Navigation Supporting System for Northern Sea Route (북극해 안전운항 지원시스템 구축을 위한 기능적 요구조건 도출)

  • International attention on the Northern Sea Route has been increased as the decreased sea-ice extents in Northern Sea raise the possibility to develop new sea routes and natural resources. However, to protect ships' safety and pristine environments in polar waters, International Maritime Organization(IMO) has been developing the Polar Code to regulate polar shipping. The marine navigation supporting system is essential for ships traveling long distance in the Northern Sea as they are affected by ocean weather and sea-ice. Therefore, to cope with the IMO Polar Code, this research proposes the functional requirements to develop the marine navigation supporting system for the Northern Sea Route. The functional requirements derived from the IMO Polar code consist of arctic voyage risk map, arctic voyage planning and MSI(Marine Safety Information) methods, based on which the navigation supporting system is able to provide dynamic and safe-economical sea route service using the sea-ice observation and prediction technologies. Also, a requirement of the system application is derived to apply the marine navigation supporting system for authorizing ships operating in the Northern Sea. To reflect the proposed system in the Polar Code, continual international exchange and policy proposals are necessary along with the development of sea-ice observation and prediction technologies.
