A Study on the Current Status and Tasks of Medical Records Management: Focused on Applying the KS X ISO 15489 to the Y Hospital (의무기록관리의 현황과 개선방안: KS X ISO 15489표준의 Y병원 적용 중심으로)

  • As the electronic medical records systems (EMRs) are introduced into the hospitals in Korea and the needs of chief stakehoders of medical records are changed, the environments related to creating and managing medical records has been changed dynamically. At this moment it might be meaningful to examine medical records based on records management principles rather than information management principles. The purpose of this paper is to apply the KS X ISO 1549 standards, which covers the principles of records management, to hospital medical records management and assess the current quality of medical records management, and define a few tasks of improvement for hospitals. To achieve this goal, this study has performed following activities: Firstly, principles that could be applied to medical records management were prepared for each record management steps described in the standards, such as capture, registration, classification, storage, access, trace and disposition, and 22 principles were selected from those 7 steps of the record management. Secondly, the Y hospital, which is affiliated with a medical school in Seoul, was chosen to evaluate the current situation regarding medical records management. The department head of the medical records management team in Y hospital was interviewed and the present status was evaluated according to each principle. Thirdly, tasks for improvement were suggested, in such stages as access, trace and disposition. With this study as a cornerstone, useful implications are expected to be gathered from future studies that apply standards for metadata of records, management systems for records, and record management systems to medical record management in hospitals.

  • Blockchain technology has emerged as one of the key technologies of the fourth industrial revolution. Blockchain technology is characterized by being able to verify the authenticity of stored information in a block and whether it is false or falsified, cannot arbitrarily manipulate or delete a particular record, and is capable of transparent audit trail. This study is designed to explore how to apply blockchain technology to record management. For this purpose, we want to approach the code area, the physical area of the blockchain technology, to explore some of the key physical structures, and to derive the applicability of the blockchain technology. By implementing the part of 'Cloud-Record Management System', future record management system model and currently in the process of phasing out step by step, as a modular block chain, I suggest a blockchain network model that can simplify or replace various functions of the current record management process.

  • This study aims to design and implement RSS-based archival information service system for activating online-based archival information circulation and providing personalized archival information services. To achieve the goals, XML document formats and database schema for four selected items are designed and implemented. Also, an performance of the implemented service system is evaluated to with a general web browser.

  • To be able to present authenticity, or to cope with patent related cases or any possible law suite for intellectual. The purpose of this study was to investigate factors affecting the satisfaction of records and information management system on the construction industry. Data was collected through a survey of 129 employees who work for A engineering company. Independent variables in this study included system quality, information quality, and service quality. Latent variable was selected as easy of use and usefulness. Dependent variable was user's satisfaction for the system. The results of analysis of structural equation modeling showed that system quality was found to have both direct and indirect impacts on user's satisfaction. On the other hand, information quality was significant only in direct impact on ease of use. Service quality was not statistically significant in the effect on user's satisfaction.

Because attaching tag to lastingness documental that use RFID in this treatise, register and manage documental, and chase hysteresis, and design upkeep, present condition analysis of lastingness documental to search, S/W, H/W, network layout, Ubiquitous RFID lastingness recording administration system. Construct lastingness recording administration system after a performance experiment and a chase experiment that is applied in spot that attach 900MHz important duty's RFID tag. After construction practice, create link sex with connection system, security analysis and Forensic data and analyze improvement effect. Is going to contribute Ubiquitous information technology application and Forensic technology development in country documental administration through. research of this treatise.

  • 본 논문에서는 효율적으로 원격 시스템의 자원을 활용하기 위하여 네트워크 상에 있는 시스템을 관리하는 관리 시스템 모델을 제안한다. 각 시스템의 자원 상태를 주기적으로 검사. 기록하고, 이를 바탕으로 사전에 문제점을 예측하고 문제 발생 시 적용하며, 관리 정보를 교환함으로써 효율적인 자원의 재분배를 가능하게 한다. 제시하는 관리 시스템 모델은 단순 망 관리 프로토콜의 개념을 확장한 것으로서, 관리 대상을 시스템 및 네트워크로 확장하여 이를 위한 관리 정보 베이스 객체를 새롭게 규명한다. 뿐만 아니라, 단순한 상태 보고가 아닌, 결함 처리, 이벤트 처리, 오프라인 상태 관리, 과거 기록 교환 등으로 그 기능 영역을 확대하고 이를 위한 종합적인 정보 교환 메시지 형식을 새롭게 정의한다.

  • 본 연구는 공공기관에서 생산되는 기록물로서 가장 일반적이고 대표적인 공문서의 장기보존과 접근을 위한 상호운용성을 갖춘 보존 메타데이터 요소를 설정하는데 그 목적이 있다. 구체적으로는 기록물관리 표준인 ISO 15489에서 제안하는 메타데이터 요소와 우리나라의 메타데이터 요소의 비교분석을 통해 전자문서관리시스템의 최고 핵심인 공문서의 보존 메타데이터 항목을 연구하였다. 이는 향후 우리나라 환경에 적합한 표준화된 기록물 보존 메타데이터를 구축하는데 유용한 기초 자료로 활용할 수 있을 것이다.

  • To comprehend the importance and necessity of record management metadata standard implemented in an electronic medical records system, a survey was undertaken to 50 medical records managers in charge of 5 major hospitals in Seoul. Analysis of the survey results was performed by averaging the responses given by those who answered the survey. SPSS was utilized for statistical analysis. Managers of medical records placed importance on metadata that are related to security of records, such as "levels of security", "types of access to medical records", "levels of authorization granted to personnel", and "users accessing medical records". It shows that these managers need the functions of privacy protection in ERMS. Metadata on "external disclosure" had the lowest level but those surveyed with more than 7 years of experience placed greater importance in this area more those surveyed with less than 7 years of experience in a hospital. This shows that managers need the functions of external disclosure to meet the needs of third partiesfor medical research and medical education.

  • National Institute of Korean History(NIKH) is the major collecting organization of manuscripts, records for historical research and develops a Collecting Manuscripts Management System. Manuscripts description conforms to records management system, such as provenance information and hierarchical catalog records and business process observes library management system because it is not the public records. Goal system is integrated system containing both. This study proposes development of Collecting Historical Manuscripts Management System in the NIKH and the aspects to achieve successful system operation.

A Study on Recordkeeping System in Australia (호주의 레코드키핑 시스템에 대한 연구)

  • There had been substantial demand for record management system with which to efficiently control the information circulation processes, involving accumulation of recorded materials, classification of information resources, and users access to them. It converged to a collaboration of Australian federation, and Sydney Records Centre and finally induced Australian Standard Records Management, commonly known as AS 4390. AS 4390 served later as a model for International Standard of Record Management. This paper introduces the current undertaking of Recordkeeping system development in Australia, which stems from the line of AS 4390 by analysing exhibited research approaches. The analysis includes the definition, regime of Recordkeeping system, design and implementing of guidelines of Recordkeeping System and information on metadata projects. It also highlights the necessity for standardization, as is the prime factor in promoting inter-linking of Tabularium on New Southwales State, CRS(Commonwealth Record Series), database system of Canberra National Archives and Australian Government Locator Service. From year 2005, as dictates, any record management system, serving public agency will be required to adapt Professional Archives Management System, which, by far, will enhance the inter-compatibility. In its application, the government need Thesaurus to eliminate possible redundancy in use of terminology and to promote correct usage of words.
